The Town of Washburn Board of Review met at 5:00 pm at the Washburn Town Hall. The meeting was called to order by Chairperson Sandra Raspotnik. The meeting was properly posted in the three public places and published in the Daily Press. Present; Kerry Tetzner, Sandra Raspotnik, Jim Park, Scottie Sandstrom and Jenny Martins.
A motion by Scottie Sandstrom and a second by Sandy Raspotnik to nominate Jim Park Chairperson. Motion carried. All Ayes.
A motion by Sandy Raspotnik and a second by Jim Park to nominate Scottie Sandstrom as Vice Chair. Motion carried. All Ayes.
Scottie and Kerry have verification of BOR training.
The assessment roll was examined, no errors found.
A motion by Sandy Raspotnik and second by Scottie Sandstrom to waive notice of intent to file objection. Motion carried. All Ayes.
There were no hearing objections.

Special Board Meeting – Bids – May 18, 2022

A special Board Meeting was called to order at 4:00 pm. Present: Kerry Tetzner, Sandy Rasotnik, Scottie Sandstrom, Jim Park, Mike Harvey, Scott Campbell, and Jenny Martins.
The meeting was posted in the two public places, Daily Press and the Town website.
Bids were opened for grubbing on South Maple Hill.

The lowest bid will be accepted upon the completion of paperwork as he was not informed of this.
Bids were opened for paving South Maple Hill, west of Church Corner Road.

A motion by Scottie Sandstrom and a second by Jim Park to accept Northwoods Paving bid at $88.00 per ton. Motion carried. All Ayes.

Resolution Town of Barksdale – May 26, 2022

A special Board Meeting called to order at 9:00 am. Present: Kerry Tetzner, Sandy Raspotnik, Jim Park, and Scottie Sandstrom.
The meeting was posted in the two public places, Daily Press and on the Town website.
A motion by Jim Park and a second by Scottie Sandstrom to approve a resolution to permit the Town of Barksdale to be the agent for the Town of Washburn in an application of a BIL grant for the east one mile of the shared Engoe Road. Motion carried. All Ayes. (see attached resolution).

Special Meeting Minutes April 27, 2022

Special Board Meeting called to order at 7:00 pm. Present: Kerry Tetzner, Sandy Raspotnik, Scottie Sandstrom, Jim Park, Mike Harvey and Emmer Shields.
Meeting notices were properly posted in the two public places, Town Web Site and published in the Daily Press.
A discussion on South Maple Hill, west of Church Corner Road. The award for pavement needed to be rescinded, because the initial bid was incorrect as it should have been bid at 2 ½ inch pavement thickness instead of 3 inches. A motion by Sandy Raspotnik and a second by Scottie Sandstrom to rescind the original bid of paving South Maple Hill. Motion carried. All Ayes. A motion by Scottie Sandstrom and a second by Sandy Raspotnik to rebid the job when we receive the update from the state that confirms the amended paving route on the road which will secure the Town’s funding reimbursement. Motion carried. All Ayes.
There was a discussion on the bid for South Maple Hill east of Church Corner Road and it was decided to rebid a part of the project. A motion by Sandy Raspotnik and a second by Jim Park to do grubbing on 8 eight tenths of a mile where the trees were cut, have Bayfield Electric move the power line to the edge of where the new road will be and have Century Link move the phone lines. The bids will be opened on May 18, 2022 at 4:00 pm. Motion carried. All Ayes.

Regular Board Meeting called to order at 7:00 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Jim Park, Scottie Sandstrom, Lynn Adams, Jay Glase, Wendy Stein, Tyler Kauther, Joe Amrein, Tammy Sipsas, Randy Snippen, Kim Bro, Lorraine Norrgard, and Lucas Kraft.
Meeting notices were posted in the two public places, web site, and published in the Daily Press.
Meeting minutes from the March 8, 2022, were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.
Lynn Adams gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Web site work is in progress. Motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.
Mike Harvey gave the crew report. The blades are in. A motion by Scottie Sandstrom and a second by Sandy Rasponik to have McCoy Construction do a machine care technical analysis on the Frontend Loader for $1,000.00 and the Grader for $1,200.00. Motion carried. All Ayes. Mike will check into having a sleeve replaced on a culvert on Church Corner Road. A motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried.
A motion by Scottie Sandstrom and a second by Jim Park to have Kim Bro and Cindy Belanger appointed to the Plan Commission for another three years term. Motion carried. All Ayes.
Sandy spoke on FR 690 and the flooding of the road due to a beaver a dam. The Web site is up and running. E-mail blast can be signed on the website. A motion by Scottie Sandstrom and seconded by Jim Park to accept report. Motion carried. All Ayes.

Scottie reported that the Town did not receive the grant for Wannebo Road.
A motion by Scottie Sandstrom and a second by Sandy Raspotnik to have Superior Sanding & Refinishing LLC, Tessah Wickus, refinish the Town Hall floor for $3,460.00. Motion carried. All Ayes.
Work is still in progress for job descriptions.

Annual Meeting Minutes April 19, 2022
April 19, 2022
The Annual Meeting was called to order at 7:00 pm. by Chair Sandy Raspotnik, at the Washburn Town Hall. Meeting notices were properly posted in the two public places, web site and published in the daily Press.
Minutes from the May 18, 2021 were read and written copies given to the Board Members. A motion by Mike Harvey and a second by Scottie Sandstrom to accept the minutes as presented. Motion carried. All Ayes.
Jim Park talked about the new web site for the Town through Superior Lighthouse. He also talked about the equipment in the Town Hall for having Zoom meetings. You are now able to go to the web site and sign up for emails from the Town.
Scottie Sandstrom talked about grants that were applied for by the Town for projects on the Wannebo Road, 50/50 match, we didn’t get, but will be sent into the BIL grant, federally funded at 80/20 match. We did get the LRIP grant for South Maple Hill west of Church Corner Road. Project cost is $65,000.00 which we will receive $27,500.00 from the grant. We are also working with the Town of Barksdale for a BIL grant for Engoe Road. Barksdale is taking the lead on this. There is a grant going on for FR 251, first mile black top and seven miles of gravel to FR 236. Another grant for FR 236 to County C, and a grant for gravel on FR 500, 100% covered.
Sandy thanked Keith Fleig for the nice job done painting the Town Hall. Also, future work to be done on the Town Hall.
Steve Bade talked on monitoring of the land fill. See attached sheet.
Mike Cariveau spoke on Bayfield Wireless for internet in the Town, with many projects in the works and should be completed by the Fall of 2023.

There was a verbal contest to the bidding of South Maple Hill to the Clerk from Mike Pagac, Ashland Sand and Gravel.

Emmer Shields, Engineer for the South Maple Hill project, will do a check on the bidders, get back to the Board, who will make a decision at that time as how to proceed, which could potentially mean rebidding the project, with a closing date of May 10, 2022.

Sandy Raspotnik gave crew report for Mike Harvey. The plow truck is broken down but the new parts have arrived. Had to get a new Turbo for $500.00. The Town roads will be posted for weight limits on March 14, 2022. A motion by Scottie Sandstrom and a second by Jim Park to accept the report. Motion carried. All Ayes.
Leo Carlson from Norvado talked on grants they are applying for to finish the rest of the Town for highspeed internet. They have already received five grants. A motion by Scottie Sandstrom and a second by Jim Park to Donate $4000.00 from the ARPA money to show the Town is committed to having the highspeed internet finished (should Norvado receive the grant). Motion carried. All Ayes. The Town has already pledged $1000.00 on the first go round.
There was no plan commission meeting.
The bids for South Maple Hill have been sent out. Black topping west of Church Corner Road and east of Church Corner Road, reconstruction.
The job description for the Town Crew is ongoing.
Lynn Adams and Jim Park are being trained by Roger Peck on the Web site.

Special Board Meeting with the Town of Washburn and Town of Barksdale at the Barksdale Town Hall was called to order by Chairman John Nyara at 6:00 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Scottie Sandstrom, Jim Park, Mike Harvey, John Nyara, Jason Nohl, Chris Bretting, Angie Truchon, Susie Sanders, Dave Lucias, Bob Anderson and Dan Gustafson.
Meeting notices were properly place in the three public places for both Townships.
There was a discussion on jointly applying for a Federal grant for the Engoe Road shared by both Townships, east of Bjork Road to Hwy 13. Bob Anderson, Bayfield County Highway Commissioner and Dan Gustafson, and Engineer, talked on getting the grants.
Angie Truchon will send out letters to several Engineer Firms for bids on the project.
The Boards will meet again to review the bids.

Meeting minutes from the January 11, 2022, were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.
Lynn Adams gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Web site work is in progress. Property Taxes are finished, and everything is up to date. Motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.
Mike Harvey gave the crew report. A motion by Scottie Sandstrom and second by Jim Park to order new lighting for roadblock barriers for around $300.00. A motion by Scottie Sandstrom and a second by Jim Park to order eight 12 foot, six 9 foot and 7 blade savers for the plow trucks and grader so the Town is on the waiting list. Motion carried. All Ayes. A motion by Jim Park and second by Scottie Sandstrom to accept report. Motion carried. All Ayes.
There was no Plan Commission meeting.
Bob Anderson, Bayfield County Highway Commissioner, will be on the March Agenda.
The logging is done on South Maple Hill. The cost will be around $1,400.00. The bids will be put out on March 1, 2022 for work to be done on South Maple Hill.
Some other road work for this year will be black topping and gravel on South Maple Hill, patching on Church Corner Road and sleeves for some culverts.
The Town Crew job descriptions are a work in progress.
The web site is being worked on along with the new equipment in the Town Hall with a TV monitor, cameras and speakers.
