December 12, 2017

Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Harvey ,and Donna Chapman, Bob Aams, Wendy Stein, Kim Bro and Becky Brown.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Roll call was taken and all were present.

Public comment took place.

Meeting minutes from the November 14, 2017 meeting were read and written copies given to the Board Members. A motion by Steven Tetzner and a second by Bruce Hokanson to pay $30,000.00 on The Scott Construction bill for Cold mix on Wannebo Road in 2018. Motion carried. All Ayes. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All Ayes.

Donna gave Treasurers report. All books are balanced. Kerry checked into CD’s for $100,000.00 investment. An18 month CD at Chippewa Valley was 1.1%. Northern State Bank was .5%. Bremer Bank was 1.25% for a 19 month CD. A motion by Bruce Hokanson and a second by Steven Tetzner to have the CD at Bremer Bank. Motion carried. All Ayes. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. The recycled black top from Ashland Construction has been delivered. The culvert on Wannebo Road has set in. A motion by Steven Tetzner to have the older plow truck a new instrument panel for $380.00 and have the tires on the grader rotated by Zifkos for $500.00 for several more years of wear. Motion carried. All Ayes. A motion by John Hartzell and a second by Bruce Hokanson to accept report. Motion carried. All Ayes.

There was no Plan Commission this month.

Kim Bro talked on the X-Cel project line and different routes and ways for it to go. He also talked on having Bayfield County changing the Comprehensive Plan for a more detailed rules on how these type of matters could be handled in the future. They are continuing working on it. A motion by John Hartzell and a second by Bruce Hokanson to send a statement to the County Board to have the County Comprehensive Plan up dated to improve utility infrastructure improvements so that proposals for individual projects can be considered in a long range rather than on a project by project basis. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to approve the election workers list that was handed out for the 2018 to 2019. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to go into closed session to discuss employee contracts. Motion carried. All Ayes.

Budget Hearing called to order at 6:30 P.M.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Donna Chapman, and Mike Harvey.

Meeting notices were timely posted in the Daily Press and posted in the three public places in the Town.

Budgets were presented by the Clerk and reviewed.

Motion by Steven Tetzner and a second by John Hartzell to adjourn Budget Hearing. Motion carried.

Meeting of Electors called to order at 6:45 P.M.. Same people present.

Motion by Steven Tetzner and a second by Bruce Hokanson to approve a Town Levy of $51,055.00, a legal allowable amount. Motion carried. All Ayes.

Motion by John Hartzell and a second by Steven Tetzner to adjourn Elector meeting. Motion carried.

Donna gave Treasurer’s report. Snow plow driveway permits were sent out and many returned. All books balanced. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

A motion by Bruce Hokanson and a second by John Hartzell to approve the Budget of $470,166.00. Motion carried. All Ayes.

A motion by John Hartzell and a second by Steven Tetzner to have Kerry and Donna check with Chippewau Valley Bank to transfer $100,000.00 to a CD. Motion Carried. All Ayes.

Mike gave crew report. The salt sand is completed. All equipment is ready for snow. Engoe Road needs some attention but on Barksdales side. The culvert is in on Wannebo Road. Century Link has started on the fiber optic line. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

There was no Plan Commission meeting this month.

Bruce is working on the TRIP program and is putting in the cold mix resurface on Nevers Road.

A motion by Bruce Hokanson and a second by John Hartzell to buy 500 tons of crushed black top from Ashland Construction for $16.50 a ton for a total of $8250.00. Motion carried. All Ayes.

There will be a Special Meeting for Road Crew Contracts on December 6, 2017 @ 11.00am.

Donna gave Treasurers report. All books are balanced. All snow plow bills have been paid except one which is going on the tax roll. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. Salt sand is all mixed. FR 697 will be completed by the end of the week. The new broom has been mounted and ready to go. Everything else is running smoothly. A motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All Ayes.

There was no Plan Commission this month.

Nothing new on the X-CEL power line.

Budget papers were handed out to the Town Board for review for next month Budget Hearing.

TRIP projects were discussed. Possibly one mile on Nevers Road or one mile Wannebo Road with an asphalt overlay.

Mike Harvey gave crew report. Sand screening is completed, enough for five years. Chip sealing on Ondossagon, Engoe and Paulson Roads is completed. One half of the Barren Roads are graded. Pat is done mowing on town roads and FR251. They are to start hauling gravel on FR 697 next week. Priest Road is on hold until other work is completed. A motion by John Hartzell and a second by Bruce Hokanson to accept the report. Motion carried. All Ayes.

Kim Bro gave a review of the Plan Commission Meeting, see minutes on the Web site.

Bill Bailey talked on Xcel power line that is to pass through the Town and an alternate route with an underwater cable from Ashland to Washburn and solar panels. A resolution was presented to the Board to have Bayfield County put a hold on the project until it could further be reviewed. A motion by John Hartzell and a second by Steven Tetzner to sign the resolution presented. Motion carried. All Ayes.

A Class A permit for Mathew and Amy Collish at 75415 Paulson Road n ½ NE ¼ of SE ¼ section 05 Township 48 N Range 5 was signed by Board.

A Claas A permit for Curtis and Charissa Church Corner Road, NE ¼ of SE ¼ Section 33 Township 49N Range 5 was signed by the Board.

Scott and Bobbie Jo Harper for a double wide at 78345 Church Corner Road NE ¼ of SE ¼ Section 21 Township 49W Range 5 was signed by the Board.

The Board approved a driveway permit for Mike Sterner on Rustic Road.

A motion by Johnn Hartzell and a second by Bruce Hokanson to approve a bid for an overlay on Wannebo Road at 22 feet wide and 1.5 inches thick with cold mix for $64,844.00. Motion carried. All Ayes.

An update on the Broad Band should be completed this fall.

Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Mike Harvey, Donna Chapman, Ron Rechel, Scott Sturgeon, Wendy Stein and Joyce Zifko.

Meeting minutes from the July 11, 2017 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Bruce Hokanson to accept as presented. Motion carried. All Ayes.

Donna gave Treasurers report. All books are balanced. All snow plow bills have been paid except two. A motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. The new mower is on tractor and working fine. Lupino Construction put a road band on the Ondossagon, Wannebo and Church Corner Roads because of hauling fill from Barksdale to the Faulkner Pit. One load of cold mix was delivered. A motion by Bruce Hokanson and a second by John Hartzell to buy new broom bristles for around $1000.00 with freight included. Motion carried. All Ayes. They will be screening sand next week for around $3500.00 which should be good for four to five years. Church Corner Road ruts have been filled. A motion by Bruce Hokanson and a second by John Hartzell to accept the report. Motion Carried. All Ayes.

There was no plan commission meeting this month.

Chip Seal bids were opened. A motion by Bruce Hokanson and a second by John Hartzell to accept the bid from Scott Construction for the bids on Engoe Road, Ondossagon Road and Paulson Road with patching spots for $38,146.00. Motion carried. All Ayes.

Scott Construction will honor the bid for South Maple Hill and Wannebo road, one mile each for $16,729.00 for 2018. Wedging prices were to be decided and will hear this at the next meeting.

Gravel bids were opened for gravel on FR 697. A motion by Bruce Hokanson and a second by John Hartzell to accept South Shore Sand and Gravel bid for 2812 tons to be spread on FR 697, from the Peterson pit for $16.44 a ton for a total of $46,229.28. $25,000.00 will come from a grant from the USDA.

The Broad Band may start being put in place September.

Meeting minutes from the June 13, 2017 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All Ayes.

Donna gave Treasurers report. All books are balanced. The CD at Chippewa Valley Bank has been renewed for 18 months at 1.1%. A lot of the snow plow bills have been paid. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. The mowing is about half done and there is a break down on the mower. Working on the National Forest roads and due to heavy logging a lot of work needs to be done. Church Corner Road needs some gravel from wash outs. Everything else is good. A motion by John Hartzell and a second by Bruce Hokanson to accept report. Motion Carried. All Ayes.

Plan Commission met for two driveway permits. One for Tom Olson at 26260 Wannebo Road Section 5, Town 48, Range 5 SE of SW. The second for Kevin Zak at 27205 Engoe Road Section 16, Town 48, Range 5. Both have been approved.

A motion by Steven Tetzner and a second by Bruce Hokanson to approve the propane contract with Midland for 3500 gallons at a $1.23. Motion carried. All Ayes.

Only one bid for the culvert replacement on Wannebo Road from Ashland Construction for $9,500.00. The county will pay for one half of the cost. A motion by Steven Tetzner and a second by John Hartzell to accept the bid from Ashland Construction. Motion carried. All Ayes.

A motion by John Hartzell and a second by Steven Tetzner to table the crack sealing and chip sealing.

A motion by Steven Tetzner and a second by John Hartzell to buy a new 60” Diamond mower deck DBROLOH from Lulich Implement for $10,200.00. Motion carried. All Ayes.

Bruce will put a bid out for gravel for 697 for $25,000.00 total.

Meeting minutes from the May 9 and Special Board May 10, 2017 meetings were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All Ayes.

Donna gave Treasurers report. All books are balanced. The CD at Chippewa Valley Bank is up for renewal and Donna will take care of renewing the CD. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Pat Guske gave Crew report. Two culverts were replace on Forest Roads. They will start mowing along the roads next week. Everything is running smoothly. A motion by John Hartzell and a second by Bruce Hokanson to accept report. Motion carried. All Ayes.

Plan Commission Chair, Kim Bro, spoke on a driveway permit for Mark Morey and recommended approval. Also recommended approval for a Class A permit for Kevin Zak. He also talked on the Community Forest request and it was decided to bring it to the Board for a vote.

A motion by Steven Tetzner and a second by Bruce Hokanson not to put the Town properties into Community Forest because the land will be logged off for the next several years. Motion carried. Bruce and Steven – Ayes, John – Nay.

A motion by Steven Tetzner and a second by Bruce Hokanson to open the floor for Buz Raspotnik to talk on the US Forest Payment for logging along Forest Road 697. Motion carried. All Ayes. Buz explained how the contract ran and that he paid for the stumpage. The Town did not pay out or receive any money. Buz logged and was paid for the stumpage and the Town had the right of way cleared with considerable savings to the Town.

A motion by Steven Tezner and a second by Bruce Hokanson to close the floor. Motion carried. All Ayes.

A motion by John Hartzell and a second by Steven Tetzner to approve a Class A permit for Kevin Zak on 27205 Engoe Raod, NW ¼ of NW ¼ Section 16, Township 48N, Range 5. Motion carried. All Ayes.

A discussion on replacement of the culvert on Wannebo Road will be put out on bids, with the County paying for half of it. A motion by Bruce Hokanson and a second by John Hartzell to buy a ten foot section of culvert for Wannebo Road. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to approve a driveway permit for Mark Morey at 27755 County C Section 21, Town ship 49, Range5, SE ¼ SE ¼. Motion carried. All Ayes.

Road inspection date is set for June 17, 2017 at 9:00 am.

A motion by John Hartzell and a second by Bruce Hokanson to table the bids on gravel etc. until more information is received. Motion carried. All Ayes.

The Clerk spoke on the Water Truck being purchased by the City of Washburn and the Towns share of the payment. It will be a three year payment starting in 2018 with the Towns share being $11,288.52 per year.

May 10, 2017

Special Board Meeting called to order at 8:30 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Harvey, Ron Rechel, Brenda Rechel, Joyce Zifko, Russ Decker, Pete Tezner and Matt Tetzner.

Russ Decker asked the Board if the Peterson Company could use the Wannebo Pit to crush black top from the Ondossagon Road project in Barksdale if they get the bid. All Washburn Roads would be bonded. There would also compensation for use of the pit. There would be about 10,000 tons of black top and 25,000 ton of clay. It would take about 3 months to complete. The hours would be 7 to 7.

A motion by John Hartzell and a second by Steven Tetzner to allow the use of the pit. Motion carried. All Ayes.

There was no Treasurers report or reconciliation due an illness.

Mike Harvey gave Crew report. The cutting edges are here for $6500.56. The repaired cylinder is fixe and back on the back hole. The brush rake is ready to go. The pot holes are filled and sweeping will start tomorrow. A motion by John Hartzell and a second by Bruce Hokanson to accept report. Motion Carried. All Ayes.

Kim Bro talked on another house on County C for additional space for parents, using same well and septic. The state and County are for this.

Wendy Stein talked on putting the Town property into community forest. A motion by John Harzell and a second by Bruce Hokanson to have the Plan Commission look into this. Motion carried. All Ayes.

The resolution from Kathleen Russell was discussed from the annual meeting. A motion by Steven Tetzner and a second by John Hartzell not to adopt the resolution. Motion carried. All Ayes.

A motion by John Hartzell and a second by Steven Tetzner to approve a Class B permit for Gary Thompson at NE ¼ NW ¼ Section 35 Township 49N Range 5, 29395 County C. Motion carried. All Ayes.

Replacing the culvert on Wannebo Road is tabled until the June meeting.

Bruce Hokanson Chairman, appointed Kim Bro and Dale Brevak to the Plan Commission.

Annual Meeting Minutes April 18, 2017

April 18, 2017 Annual Meeting called to order at 7:00 p.m. by Chairman Bruce Hokanson. Meeting minutes were posted in the three public places and published in the Daily Press.

Minutes from the April 19, 2016 meeting were read. Motion by Kim Bro and a second by Phil Freeman to accept minutes as read. Motion carried.

Scott Sandstrom talked on up grading Internet Service in the Township by Century Link, as they have received FCC Funds for this upgrade. Scott said by this fall or early next spring the work should be completed.

Bruce Hokanson talked on all the damage from the storms this summer and the impact on the roads. A lot of time was spent on this from our road crew. Road work needs to be done on Priest Road due to a couple moving in there. Bayfield County Zoning wanted a different form filled out for the gravel pit on Wannebo Road. With help from Zoning, the job was completed. Gravel prices are expected to come in at around $16.25 a ton and crushed black top at $17.10 a ton. Nancy Hanson said how wonderful the crushed black top is on Paulson Road.

Wendy Stein talked on putting all the property into community forest program. A motion by Jim Miller and a second by Kathleen Russel to make a resolution to the Board as follows: That the citizens present at this Town of Washburn Annual Meeting direct the Board to put the four parcels of Town property into a State Community Forest Program. Ayes 27, Nays. Motion carried.

A motion by Kathleen Russel and a second by Jeff Pipgras to make a resolution to the Board as follows: Be it resolved that for instances involving the purchase or sale of Town assets, The Town Board shall be required to advertise for bids if the expected value of the assets is greater than $5000.00. Ayes 21, Nays 14. Motion carried.

Steve Bade asked that the Land Fill monitoring be brought up at the annual meeting every year.

Motion made to have the next Annual Meeting on the second Tuesday after the election, April 17, 2018.Motion carried.

Motion by Jim Miller and a second by Phil Freeman to adjourn. Motion carried.
