Regular Board Meeting called to order at 7:00 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Jim Park, Scottie Sandstrom, Mike Harvey, Lynn Adams, Brenda Rechel, Jay Glase, Wendy Stein, Lorraine Norrgard, Dennis Wiebel, Lynn Krueger, Roth Edwards, Bob Mattson, Jim Miller, and Kim Bro.

Meeting minutes from the November 9, 2021, were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.
Lynn Adams gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Web site work is in progress. Property Taxes have been sent. Motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.
Mike Harvey gave the crew report. Plow truck is holding up. Sanding the roads is being done. The trees for cutting have been marked on South Maple Hill. Vandalism to signs in the Town is on the upswing. A motion by Jim Park and a second by Scottie Sandstrom to accept report. Motion carried. All Ayes.
Sandy reported on the ARPA money. Kerry and Sandy filled out the program online to see if we lost money since 2016 to 2021. We did not, so we are left to few options to use the money.
There was no Plan Commission meeting this month.
Randy Snippen signed a permanent limited easement to move South Maple Hill to the North by 10 to 12 feet. Emmer Shields is in contact with the DNR. Bayfield Electric has been notified and will decide what needs to be done. Century Link has been contacted. Bids can be started soon.

Budgets were presented by the Clerk and reviewed.
Motion by Scottie Sandstrom and a second by Jim Park to adjourn the Budget Hearing. Motion carried. All Ayes.
Meeting of the Electors called to order. Same people present.
Motion by Sandy Raspotnik and a second by Gina Park to approve a Town Levy of $52,000.00, a legal allowable amount. Motion carried. All Ayes.
Motion by Scottie Sandstrom and a second by Sandy Raspotnik to adjourn Elector meeting. Motion carried. All Ayes.

A motion by Sandy Raspotnik and a second by Scottie Sandstrom to have the Board Members paid every quarter starting in January 2022. Motion carried. All Ayes. There will be a workshop on November 30, 2021 at the County for property tax collecting. Lynn will continue working on the Towns Web site. A motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.
A motion by Sandy Raspotnik and a second by Jim Park to approve the Budget of $539,228.00. Motion carried. All Ayes.
A motion by Sandy Raspotnik and a second by Scottie Sandstrom to have the South Maple Hill Road at the curve by Randy Snippens property to the end of the curve past his property move to the North not more than 15 feet. Motion carried. All Ayes.
A motion by Jim Park and a second by Scottie Sandstrom to offer Randy Snippen $2000.00 for his property, approximately 1 acre, plus fill for his driveway and for his shed, two loads of gravel for driveway and the use of Town equipment to do the project at the going rate of equipment use, and not to exceed $2000.00 total. Motion carried. All Ayes.
A motion by Scottie Sandstrom and a second by Jim Park to have a permanent limited easement drawn up for Mike and Diane Sandor property where South Maple Hill will go through. Motion carried. All Ayes.
Scottie Sandstrom spoke on the TRID grant we received for South Maple Hill blacktopping ($55,000.00) and gravel on the one mile past the Landfill ($27,500.00) We will be receiving $39,750.00 for the two projects. A 50/50 match.
The LRIP grant is almost completed. A 50/50 match for the two miles on the Wannebo Road from Chequamegon Road to the Ondossagon Road for $448,050.00. Scottie will be turning it in.
Jim Park has been working on the FLAP grant for FR 251 for $324,527.00 has been sent to the Forestry Department and is almost competed. Forest Road 252 is ready to be sent in for $164,905.00. These are an 80/20 match.
Sandy Raspotnik is working on the RAC grant for FR 500 for $62,000.00.
A motion by Jim Park and a second by Scottie Sandstrom to go into closed session to discuss the contracts for the Town Crew. Motion carried. All Ayes.

Kim Bro talked on the update for the Comprehensive Plan with Bayfield County. It will cost around $5000.00.
South Maple Hill Road is still in progress with more information needed.
Scottie Sandstrom turned in three projects for the TRI projects.

Mike Cariveau from Bayfield wireless talked on the progress of the wireless internet services. They did receive a grant for this. Lots of projects going on.
A motion by Jim Park and a second by Scottie Sandstrom to open the floor for conversation on the South Maple Hill Road project. Emmer Shields answered questions. A motion by Scottie Sandstrom and a second by Jim Park to close the floor. Motion carried. All Ayes.

Sandy talked about the loan for the Plow Truck from Bremer Bank is ready, 2.3% for seven years. The town needs to purchase a voting machine and tabulator. The City of Washburn is looking at hiring two full time EMT’s and part of the cost will be ours. A motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.
A motion by Scottie Sandstrom and a second by Jim Park to approve a driveway permit for Ryan Adams at 30850 Paulson Road. Motion carried. All Ayes.
A motion by Jim Park and a second by Scottie Sandstrom for a revision to the previous motion last month, (shorter driveway and better turn around) of Dean and Martha Franke driveway permit. Motion carried. All Ayes.
Emmer Shields talked on the South Maple Hill project. The west end part of the road should have no problems. The middle section should be moved ten feet to the North and the East end of the Road should be moved ten feet to the East at an angle, back to the origan part of the road at the end.

There was a questions and answer period on South Maple Hill with Emmer Shields.
A motion by Jim Park and a second by Scottie Sandstrom to close the Meeting to the audience. Motion carried. All Ayes.
The Board discussed with Emmer Shields on ideas for the road. It was decided to have Emmer meet with some of the residents and explain how this will be done.
A motion by Scottie Sandstrom and a second by Sandy Raspotnik to have six to eight borings done on the Wannebo Road for the LRIP grant for a cost of $4,500 to $6,000. Motion carried. All Ayes. Mike and Scottie will define roads in the Town that will be part of a two-year plan going forward, and Scottie will review that plan at the September meeting. At the September meeting, the roads that will be part of the fall TRI local funding presentation will be finalized and presented.

A motion by Scottie Sandstrom and a second by Jim Park to approve of a $1000.00 donation to Norvado if they receive a grant for installing high speed internet to Southeast corner of the Town of Washburn. Motion carried. All Ayes.
Roger Spoke from Superior Lighthouse on a website for the Town. The first five hours of setup would be free, $40.00 an hour after, and an annual fee of $276.00.
Lynn Adams is going to update revisions on some of the forms for the Town.
A motion by Jim Park and a second by Scottie Sandstrom to buy $6,500.00 of gravel from South Shore Const. at $12.75 a ton for Engoe Road edging. One half of the expense will be billed to Barksdale. Motion carried. All Ayes.
Emmer Shields labor agreement was signed. Mike Harvey and Emmer will be working next week on the layout of South Maple Hill project.
Scottie Sandstrom talked about a TRIP project on Wannebo Road. One mile overlay would cost around $166,000.00 (not including culvert costs). He will be checking with Paul Johanik for more details.
A motion by Scottie Sandstrom and a second by Jim Park to have Buz Raspornik mow the Landfill for $325.00. Motion carried. Two ayes, Sandy Abstained.

Sandy gave a report on Waste management, possibly going to Eagle Waste. They are also talking about new equipment. Keith Fleig will be putting in an estimate on painting the Town Hall. A motion by Scottie Sandstrom and a second by Jim Parks to accept report. Motion carried. All Ayes.
Jim is working on upgrading the internet at the Town Hall which will cost around $160.00. There was talk about keeping the web site separate from the maintenance of the Town computers.

A motion by Jim Park and a second by Scottie Sandstrom to have C & W stockpile 600 tons gravel at $10,140.00. Motion carried. All Ayes.
A motion by Scottie Sandstrom and a second by Jim Park to have C & W spread 466 tons of gravel on Brevak Road. Motion carried. All Ayes.
Bids were opened for North Maple Hill patching and overlay. Northwoods: $23,600.98
Lupino: $14,640.00
A motion by Sandy Raspotnik and a second by Jim Park to accept Lupino’s bid of $14,640.00. Motion carried. All Ayes.
At a special Board Meeting for South Maple Hill Road, there were six options brought up on what to do:
- Do nothing
- Close middle of road and do two turn arounds.
- Ditch and add culverts
- Turn it into a private road
- Go with a private engineering firm and follow their plan
- Have it a one- way road.
After discussing the above six options, it was narrowed down to three. #3, #4 and #6.
A motion by Jim Park and a second by Scottie Sandstrom to have #3, #4 and #6 as viable options for South Maple Hill Road. Motion carried. All Ayes.
A motion by Scottie Sandstrom and a second by Jim Park to hire Emmer Shields, a road Design Engineer, as a part time employee to oversee the South Maple Hill Project for up to 100 hours at $50.00 an hour. Motion carried. All Ayes.
Sandy and Kerry will look for records for setbacks for Town Roads. A location fee is free up to $50.00.
A motion by Scottie Sandstrom and a second by Jim Park to get a loan from Bremer Bank for not more than 3% for $195,965.00 for the plow truck with the first payment being in June of 2022. Motion carried. All Ayes.

A discussion on how to repair South Maple Hill east of Church Corner Road was discussed. Emmer Shields, an Engineer, talked about how the road needed ditching and culverts placed to divert water runoff.
