Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Harvey, Ron Rechel, Buz Raspotnik, Sandy Raspotnik, Bob Short, Wendy Stein, John Adams, Joyce Zifko and Donna Chapman.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Roll call was taken. All present.

Public comment took place.

Meeting minutes from the November13, 2018 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All Ayes.

Donna gave Treasurer Report. All books are balanced. Motion by Bruce Hokanson and a second by Steven Tetzner to open another savings account for deposit of property tax money. Motion carried. All Ayes. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. All things are going well. A motion by John Hartzell and a second by Steven Tetzner to purchase plow blades and shoes for around $3500.00. Motion Carried. All Ayes. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

There was no Plan Commission meeting.

Lighting for inside and out for the Town Hall and Town Garage has been tabled for the January meeting for more information.

A new furnace was put in the Town Hall and Mike will check on Radon detectors and a service contract for the furnaces in the garage and the Town Hall. This matter was tabled for the January meeting.

November 13, 2018

Budget Hearing called to order at 6:30 P.M.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Donna Chapman, Jim Park, Ron Rechel and Mike Harvey.

Meeting notices were timely posted in the Daily Press and posted in the three public places in the Town.

Budgets were presented by the Clerk and reviewed.

Motion by Steven Tetzner and a second by John Hartzell to adjourn Budget Hearing. Motion carried.

Meeting of Electors called to order at 6:45 P.M.. Same people present.

Motion by Steven Tetzner and a second by Bruce Hokanson to approve a Town Levy of $51,352.00, a legal allowable amount. Motion carried. All Ayes.

Motion by John Hartzell and a second by Steven Tetzner to adjourn Elector meeting. Motion carried.

Donna gave Treasurer’s report. Snow plow driveway permits were sent out and many returned. All books are balanced. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

A motion by Bruce Hokanson and a second by John Hartzell to approve the Budget of $459,731.00. Motion carried. All Ayes.

Mike Harvey gave crew report. New blades are needed for the plows. Mike is going to check into prices for the December meeting. All the gravel crushed black top and 2” rock has been delivered. Nevers Road is black topped. Plow truck needed a new electronic part and replaced. Forestry informed the Town that 50 miles of Forest Roads will need to be plowed this winter. Mike is going to check on this. Motion by Steven Tetzner and a second by John Hartzell to accept report as presented. Motion carried. All Ayes.

A motion by John Hartzell and a second by Steven Tetzner to sign the resolution of the Broadband grant with Bayview and Barksdale Townships. Motion carried. All Ayes.

Teri Short asked about having West Maple Hill Paved. The Board would not be able to pave it in the near future but will put more crushed black top on it. A motion by Steven Tetzner and a second by John Hartzell to add crushed black top to West Maple Hill in 2019 summer. Motion Carried. All Ayes.

Steven will check on outdoor lighting for the Town Buildings.

The Board signed the Town Crew contracts.

October 25, 2018

Special Board Meeting called to order at 1:00 p.m. Present: Bruce Hokanson, Kerry Tetzner, Steven Tetzner, John Harzell, Lynn Devine, Dennis Pocernich, Jim Miller, Sue Sanders, John Nyara, Don Jenicek and Mark Schribner.

Meeting notices were properly posted in the three public places and published in the Daily Press.

A discussion on the Broad Band Grant with the following three Townships, Town of Washburn, Town of Bayview and Town of Barksdale. There has to be a place in the Township of Washburn to have Broad Band accessibility for people to use for a two year period. It was decided that each Township and Bayfield County would put an amount in to be decided at a later date to see if the Grant is approved.

A resolution was going to be written up by Lynn Devine and send to Kerry Tetzner and Wanda Hyde to fix up for their Township. The resolution will be brought before the Boards on their next Regular Board Meeting.

Special Board Meeting called to order at 1:00 p.m. Present: Bruce Hokanson, Kerry Tetzner, Steven Tetzner, Mike Harvey and Pat Guske.

Roll call was taken: Absent-John Hartzell, everyone else present.

Motion by Steven Tetzner and a second by Bruce Hokanson to go into closed session for discussion of the Employees contracts. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by Bruce Hokanson to buy $10,000.00 of gravel from the Highbridge pit from Pat Mika, $10,000.00 of crushed Black Top from Ashland Construction, and to buy $5000.00 2 inch minus from Sipsas Excavating. Motion carried. All Ayes.

Mike Harvey gave crew report. The ditch by Alberts Zifkos is fixed and Albert can put in his culvert. Nevers Road is being paved. Salt sand is mixed. A motion by Steven Tetzner and a second John Hartzell to accept report. Motion carried. All Ayes.

There was no Plan Commission meeting this month.

Scott Sandstrom and Mark Scribner talked on a grant for increasing Broad Band to the Town of Washburn, Town of Barksdale and to the Town of Bayview. There are a few requirements for the grant and the three Towns will have a meeting on October 25, 2018 at 7:00 p.m. at the Washburn Town Hall to discuss this.

Scott Construction cannot black top Wannebo Road this year. There will be a special meeting on October 22, 2018 at 1:00 p.m. to discuss this. Steven will check into prices on gravel, crushed black top and 2 inch minus and bring them to the meeting.

Mike Harvey gave crew report. The Wannebo Road culvert is in and the culvert on McKinley Road is going in this week. Everything else is going smoothly. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

There was no Plan Commission Meeting.

A discussion on a culvert on Engoe Road by Albert Zifkos place. Steven will talk to Albert about this and report back to the Board next month.

Mike Harvey gave crew report. We are out of culverts and need to be replaced. A motion by Steven Tetzner and a second by Bruce Hokanson to purchase 8 culverts and ends for around $5500.00. Motion carried. All Ayes. All rock and gravel for the Forest Roads is used. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Plan commission met. The Board approved a driveway permit for Gilbert Schwartz at 26335 Engoe Road.

A motion by Bruce Hokanson and a second by Steven Tetzner to donate $100.00 to Superior Days. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by Bruce Hokanson to buy a laser printer for the Town Hall. Motion carried. All Ayes.

A motion by John Hartzell and a second by Bruce Hokanson to have the Town garage and Town hall sprayed for fly and beetles. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by Bruce Hokanson to give the Plan Commission Members a raise, Chair $75.00 and Members $50.00. Motion carried. All Ayes.

Mike Harvey gave crew report. Five culverts were changed from the storm. One is a shared culvert with Barksdale and the Clerk will send them a bill for half of the cost. Total cost is $1570.00 put in on Engoe Road. Hovey Lane needs gravel on the road. A motion by Steven Tetzner and a second by John Hartzell to accept the report. Motion carried. All Ayes.

There was a plan commission meeting.

A motion by Steven Tetzner and a second by John Hartzell to sign a letter to Bayfield County Zoning on the matter of Alex and Jennifer Torborg’s request for building a garage. The letter is attached to the minutes. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to raise the driveway permit to $25.00. Motion carried. All Ayes.

A motion by John Hartzell and a second by Bruce Hokanson to take out paragraph F on page four of the contracts. Motion carried. All Ayes.

$3,271.60 wedging

A motion by Steven Tetzner and a second by John Hartzell to have Northwoods Paving do the hot mix and wedging for $71,442.81. Motion carried. All Ayes.

One Bid from Scott Construction for Crack Sealing on the following roads:

McKinley from County C to Ondossagon: $11,006.00

Ondossagon from McKinley to Wannebo: $1,671.00

Church Corner Road from Wannebo to County C: $10,866.00

A motion by Steven Tetzner and a second by John Hartzell to have Scott Construction crack seal the above three roads for $23,543.00. Motion carried. All Ayes.

There was a plan commission meeting.

Kim Bro spoke on the Xcel power line. Motion by Steven Tetzner and a second by John Hartzell to sign the Xcel Energy Electrical Transmission Right of Way. Motion carried. All Ayes.

Gravel bids were opened for FR 500. This was tabled until June 19, 2018 special meeting.

Bids on Nevers Road cold mix were opened and this was tabled until June 19, 2018 special meeting.

A driveway permit for Jim and Gina Park at 25500 Wannebo Road was approved by the Board.

A driveway permit for Josh and Charmine at SE ¼ SW ¼ Section 10 Township 48 Range 5 was approved by the Board.

A motion by John Hartzell and a second by Steven Tetzner to approve of a Class A building permit for Josh and Charmine at SE ¼ SW ¼ Section 10 Township 48 Range 5. Motion carried. All Ayes.
