Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Pat Guske, Wendy Stein, Phil Freeman, Ron Rechel, Brenda Rechel, Bob Short, Kathleen Russel, Jim Miller and Donna Chapman.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Meeting minutes from the November 15, 2016 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Bruce Hokanson to accept as presented. Motion carried. All Ayes

Donna gave Treasurer’s report. All books are balanced. Property taxes have been sent out. Snow plowing signup sheets are being returned. Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All Aye.

Pat Guske gave crew report. New plow shoes and wing shoes are needed at a cost of $108.00 and $199.50. A motion by Bruce Hokanson and a second by John Hartrzell to purchase new plow and wing shoes. Motion carried. All ayes. Pat said they would like to up the order on salt this year from 85 tons to 115 tons. Everything else is going fine. Motion by John Hartzell and a second by Bruce Hokason to accept report. Motion carried. All Ayes.

Jim Miller talked on getting high speed internet for the Town. He will set up a committee and be in charge. Motion by Bruce Hokanson and a second by John Hartzell to sign a resolution to appoint Jim Miller as the chair for the committee. Motion carried. All Ayes.

A discussion on raising the wages of the election workers for $10.00 an hour to $13.00 an hour due to the long hours and all the training that is now needed to run an election. A motion by Bruce Hokanson and a second By John Hartzell to raise the wage to $13.00 an Hour. Motion carried.

A discussion on enrolling the Town property into a Community Forest program.

A discussion on what to use some of the money from the timber sale.

There was no Plan Commission meeting this month.

November 28, 2016

A special Board meeting was called to order at 4:00 p.m.. Present: Bruce Hokanson, Kerry Tetzneer, John Hartzell, Steven Tetzner, Mike Harvey, Buz Raspotnik, Joyce Zifko, Wendy Stein, Ron Rechel, Brenda Rechel, Bob Adams, John Olson, Bob Mattson, Phil Freeman, Paul Lanman, Kathleen Russel, Steve Bade, Karen Bade, Micheal McKenna, Lea Rolssen, and Kim Bro.

Meeting notices were timely posted in the Daily Press and posted in the three public places in the Town.

Buz Raspotnik spoke and said he had sent a registered letter to the Willows and it came back undelivered. He has a list of Amendments he was willing to add to the Contract. 1. Scarify in areas other than those regenerating to aspen to enhance oak and pine regeneration. 2. Brush perimeter along south edge of old dump site to discourage ATV access. 3. Buffer a maximum of 30 feet along north portion of the west 40 acres. 4. Seed roads when job is finished. 5. Cut pine last to encourage regeneration on the scarified ground. Reserve some pine trees for continued seed source. The Town of Washburn has agrees to extend the date of termination date of the logging sale to December 31, 2020. He also said he does not want to get out of the contract and to buy him out of it would be $30,000.00 and $500.00 a day every day past November 28, 2016.

Mike Harvey and Jason Bodin from the forestry walked through the property. Mike Bodin said that it was time for it to be harvested and that the work that Buz had done, road put in, marking of the property was in the range of $10,000.00 to 15,000.00 and that the prices in the contract were good. He also said that 10 basal is now the practice on harvesting timber.

Joseph LeBouton from the DNR said that everything being done was in line with the way they are now harvesting trees.

Phil Freeman had a list of a few things: 1. Keep the prices as they currently are. 2. Mark the leave trees and leave 3 square feet of basal area per acre in the oak areas. Where aspen comprises at least 30% of the basal area will be clear cut. 3. Leave all of the red and white pine more than 10” in diameter. 4. That Buz is responsible for seeding the road when finished.

The Board discussed the above and said that the Lawyer, John Carlson said it was a sound contract and that the Board had done everything correct. Mike Bodin from the Forestry said the prices and management of the property was according to the way it should be. Joseph LeBouton from the DNR also said the same thing. The concern of the landfill cap was not in danger due to logging.

A motion by Steven Tetzner and a second by Bruce Hokanson to add the amendments from Buz to the contract and to begin logging. Motion carried. Two ayes, one abstaining.

Budget Hearing called to order at 6:30 P.M.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Donna Chapman, Jim Miller, Wendy Stein, Kathleen Russel, Joyce Zifko, Lea Rolssen, Mike McKenna, Bob Mattson, Steve Bade, Karen Bade, Ruth Hartzell, Paul Lanman, Joseph LeBouton, Ron Rechel, and Brenda Rechel.

Meeting notices were timely posted in the Daily Press and posted in the three public places in the Town.

Budgets were presented by the Clerk and reviewed.

Motion by Steven Tetzner and a second by John Hartzell to adjourn Budget Hearing. Motion carried.

Meeting of Electors called to order at 6:45 P.M.. Same people present.

Motion by Steven Tetzner and a second by Bruce Hokanson to approve a Town Levy of $50,648.00, a legal allowable amount. Motion carried. All Ayes.

Motion by John Hartzell and a second by Steven Tetzner to adjourn Elector meeting. Motion carried.

Donna gave Treasurer’s report. Snow plow driveway permits were sent out and many returned. All books balance. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

Mike gave crew report. The salt sand is completed. All equipment is ready for snow. Church Corner Road gravel is done. Some of the Forest Roads were touched up. Culvert on Church Corner Road has a bump there. Mike Will Patch it up, a sign is posted there. Motion by Steven Tetzner and a second by John Hartzell to accept the report as presented. Motion Carried. All Ayes.

The Board signed a class B permit for Frank Swan at 76350 Church Corner Road, NW ¼ SW ¼ Section 34 Township 49N Range 5.

There was a discussion on the logging on the Towns 80 acres. The Land Fill part of the land was not a problem as the logging would not be near it. A few trees were cut on Willows land. Mike Harvey will be in contact with them on this.

A motion by Bruce Hokanson and a second by Steven Tetzner to put the logging on hold until a meeting could be set for possible additions to the contract. Motion carried. All Ayes.

John Hartzell spoke on the US Forest Grant Money. The application for the Grant Money was turned in for improvements on Wannebo Road, more shouldering, new culverts and black top from Chequamegon Heights Road to Church Corner Road and from Pajala Road on FR 251, about 2 miles.

A motion by Steven Tetzner and a second by John Hartzell to approve the budget of $457,777.00. Motion carried. All Ayes.

There was a Plan Commission meeting on November 8, 2016, for the Frank Swan residence.

The Board signed a Class A permit for Jennifer Toribio at NE ¼ SE1/4 Section 25, Township 49N Range 5.

A Special Board Meeting was called to order at 4:45 P.M. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner and Mike Harvey.

Bruce talked on the logging of the Towns 80 acres. Joyce Zifko filed a verbal complaint on the Town for not putting the timber sale out on bids. He has talked to the Bayfield County Sheriff’s Department to get a copy of the complaint and there was none. The Sheriff’s Department said they had to act on the verbal complaint and sent it to the District Attorney. They also said the Town should shut down the logging until things are figure out.

It was discussed to see if a Lawyer should be hired by the Town to figure this all out. A motion by John Hartzell and a second by Steven Tetzner to hire John Carlson for legal advice. Motion carried. All Ayes.

Special Board Meeting called to order at5:00 P.M. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, and Pat Guske.

The meeting was called to order by Bruce Hokanson to review Contracts for the Road Crew. A motion by John Hartzell and a second by Steven Tetzner to go into close session. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by Bruce Hokanson to come out of close session. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to add a Substance Abuse Policy to the contract. Motion carried. All Ayes.

There will be another meeting later to finish the contract.

Special Board Meeting called to order at 1: P.M.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Mike Harvey and Buz Raspotnik.

Meeting notices were properly posted in the three public places and on the Town web site.

There was a discussion with Buz Raspotnik on what was being done due to a citizen complaint. Buz talked on what was happening with Northern clearing cleaning up the brush and removal of the tree tops. Buz will be cutting the timber. He was going to do a 40% clear cut, but the Forestry Department said it was better to do a 100% clear cut. They have found out that the regrowth of the forest is much better. He talked about the Aspen and Oak trees. Many of the Oak trees were dead and the Aspen was matured and ready to be cut. He said he would leave a 50 foot buffer along the landfill.

Bruce was going to check with the Forestry on the % of cutting.

Mike Harvey gave crew report. All recycled black top and gravel are completed on Old C Road and Paulson Road. Half of the Town has been mowed four deep. Hovey Lane culvert is in, two left to do. They will start hauling salt sand next week. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Plan Commission minutes were approved.

Class A permit for Joe Tetzner was Approved at 75108 Ondossagon Road, N ½ ¼ of SW ¼ section 33, township 48, Range 5.

Nate Swiston asked for approval to use Old C one more year for snowmobile route. A motion by Bruce Hokanson and a second by Steven Tetzner to approve the snowmobile route for one more year. Motion carried. All Ayes.

There will be a special meeting held on October 26, 2016 at5 P.M. for discussion of the employees contract. This may go into close session.

The 2017 Budget is being worked on.

There is nothing new on Forest Grant money for Wannebo Road.

Class A permit for Neil Wilson/Rosefeld was Approved at 27725 Paulson Road, NE ¼ SE ¼ Section 33, Township 49N Range 5 W ½.

Mike Harvey gave crew report. The gravel is on Paulson Road, a little less than the 200 tons. The bucket on the front end loader is repaired and is working fine. The front left wheel on grader is acting up. Mike will get an estimate on this, 3000 hour checkup. Pat is still mowing. The culvert is here for the Wannebo Road. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

The Plan Commission met on a culvert on Colberg Road.

A driveway permit was signed for Archie Ramal at Section 21, Range 5, SW ¼ , SE ¼ .

Buz Raspotnik said he would put down a $5000.00 for logging on the Towns 40 acres and pay for the permits. He will also leave a buffer around the old dump. There will be a land management down on the 40. The tops of the trees will be ground up. He is to have the job complete in twelve months.

Wording and discussion on Employee’s contract was tabled.

John is still working on grant money for paving Wannebo Road.

A motion by Steven Tetzner and a second by John Hartzell to have Sipsas Excavating haul crushed black top on the last mile of Paulson Road for around $12000.00. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by Bruce Hokanson to have $1500.00 of gravel and $6000.00 of crushed black top put on Old C Road. Motion carried. All Ayes.

Mike Harvey gave crew report. Pat has been mowing the south side of the Town and now is working on the main routes. Most Forest Roads are all cleared from the storm damage, a little left to do. There was no Plan Commission this month.

A motion by Steven Tetzner and a second by John Hartzell to sign a five year contract with Waste Management for a $30.00 for unlimited times, starts on October 1, 2016, on call from the Town. Motion carried. All Ayes.

Wedging on Nevers Road was completed for $17,318.89.

Logging on the Town s forty acres is to have Buz Raspotnik give an idea of the situation.

The U.S. Forest Grant money for rock being store in the Wannebo Pit and used on Forestry Roads was signed by the Board.

The request for opening County C for ATV’s from McKinely Road to Big Rock Road was denied by the County.

Mike Harvey gave crew report. Paulson Road is done, crushed black top and gravel is hauled. The stock piles of crushed black top and gravel has been delivered. Everything else is going fine. A motion by Bruce Hokanson and a second by Steven Tetzner to accept report. Motion carried. All Ayes.

Erika Lang, Conservation Director, talked on protecting land, not tying it up but using it safely.

There was discussion on wedging Nevers Road. A motion by Steven Tetzner and a second by John Hartzell to wedge Nevers Road, 11’ by 2360’, 305 tons @ $74.33 for $22,670.65. Motion carried. All ayes.

A motion by Steven Tetzner and a second by Bruce Hokanson to have Mike order gravel for the remaining part of Paulson Road when they are ready for it for around $25,580.00. Motion carried. All Ayes

A motion by Bruce Hokanson and a second by John Hartzell to order a five foot culvert, 76 feet long for Wannebo Road. Motion carried. All Ayes.

A class be permit for Kurt and Marike Kiehne for a home based business end of life and grief care was approved at NW ¼ of SW ¼ Section 26 Township 49N Range 05W.

There was a discussion on having select cut logging done on the Towns forty acres by the old dump. Mike wil call Phil Freeman to mark the trees to be cut.
