Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Harvey, Dave Campbell, Pat Guske, Denny Bachand, Jackie Bachand, Michelle Davalos, Chuck Groves, Signa Groves, Jerry Haugen, Jack Olson and Donna Chapman.
Meeting notices were properly posted in the three public places and published in the Daily Press.
Meeting minutes from the May 10, 2016 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All Ayes
Donna gave Treasurer’s report. All books are balanced. Snow plow bills are being paid. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Aye.
Mike Harvey gave crew report. The 2” minus rock and the crushed black top were delivered. Ashland Construction is going to spread gravel on Paulson Road next week. The culvert will be put in on Church Corner Road this week. The brakes and the muffler are on the Dump Truck. The new blades on the mower tractor are working. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.
Dave Campbell from the US Forest Services talked on working with the Town on fixing Forest Roads and clearing the right of ways. The US Forest Service wants a place to stock pile a 1000 tons of 2” minus rock. A motion by Bruce Hokanson and a second by Steven Tetzner to stock pile it in the Wannebo pit. Motion carried. All Ayes. Horse Shoe Camp Ground is in the works of reopening.
There was a discussion from Denny and Jackie Bachand of having County C from Mckinely Road to Big Rock Road posted for ATV’s to use. The County has to put up the signs at a cost of $500.00. Denny said he would pay for half if the Town would pay the other half. A motion was made by StevenTetzner and a second by John Hartzell to put up the signs with Denny Bachand paying for half and the Town paying for the other half. Motion carried. All Ayes.
Some estimates on black topping on Nevers Road and Wannebo Road were discussed. Northwoods Paving cost for Wannebo, one mile for a 2’ overlay was about $89,000.00, and a one inch center line pass seven foot wide was around $52,000.00. An overlay on Nevers Road of one inch 3000 feet was about $43,000.00. There will be more discussion on this later.
A building permit for a house for Chris Ekholm at NE ¼ of SW ¼ Section 16 Township 48N Range 5W was approve by the Board.
A discussion on mowing on the sides of the roads. No action was taken, so it was tabled.

Special Board Meeting called to order at &: p.m.. Present: Bruce Hokanson, KerryTetzner, John Hartzell, Steven Tetzner, Desi Sipsas and Eric Dymesich.
Meeting notices were posted in the three public places and published in the Daily Press.
Bids were opened for crushed black top and gravel from six contractors, South Shore Sand and Gravel, Sipsas Excavating, Ashland Construction, K V Tech Construction, Bob Olson & Co. and Northwoods Paving.
A motion was made by John Hartzell and a second by Steven Tetzner to award the following bids to:
1600 tons gravel spread Ashland Construction $20,464.00
600 tons gravel stock piled Ashland Construction $7,674.00
750 tons crushed black top spread Sipsas Excavating $11,955.00
550 tons crushed black top stock piled Sipsas Excavating $8,767.00
600 tons 2” minus spread K V Tech $9,102.00
150 tons 2” minus stock piled Ashland Construction $2,109.00
Motion passed. All Ayes.

Meeting minutes from the April 12, 2016 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All Ayes
Donna gave Treasurer’s report. All books are balanced. Snow plow bills are being paid, Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Aye.
Mike Harvey gave crew report. A brake job and new muffler is needed on the dump truck. The brake job will be $500.00 to $1,000.00 and the muffler about $300.00. A motion by Steven Tetzner and a second by Bruce Hokanson to fix the brakes and muffler for the dump truck. Motion carried. All Ayes. FR 428 will be fixed by the Forest Department. A new culvert is needed on Church Corner Road for a cost of $1600.00. A motion by John Hartzell and a second by Steven Tezner to buy the culvert. Motion carried. All Ayes. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All Ayes.
John Hartzell talk about a multiuse sign to be put up in the parking area of the Town Hall. John will check on pricing and erecting the sign.
Bruce will put a bid in the paper for gravel and crushed black top for Paulson Road and a stock pile by the town garage. 1300 tons of crushed black top, 2200 tons of gravel, 600 tons of 2” minus rock and 144 tons of 2 x 4 fracture.
A motion by John Hartzell and a second by Steven Tetzner to have Landscape Creation cut the lawn by the Town Hall this summer. Motion carried. All Ayes.
A motion by Steven Tetzner and a second by John Hartzell to buy three chairs for the Town Hall for $74.99 each. Motion carried. All Ayes.
Gilbert Schwartz asked about buying gravel off the bid for the Town price. He would have to deal with whoever gets the bid.
Joyce Zifko asked the Town to save some virgin white pines on FR695. It was decided to save them.
Garbage Dump Day is May 21, 2016.

Annual Meeting Minutes April 19, 2016
April 19, 2016 Annual Meeting called to order at 7:00 p.m. by Chairman Bruce Hokanson. Meeting notices were posted in the three public places and published in the Daily Press.
Minutes from the April 21, 2015 were read. Motion by Chuck Groves and a second by Andrea Hokanson to accept minutes as read. Motion carried.
Ruth Hartzell brought up things that could be done to the Town web site. A calendar with important dates and happenings in the Town. For example, spring and fall dump days. She would also like to see a sign outside of the Town Hall when an election was going on.
Michelle McCumber would contact the Clerk on how to post the minutes. She would also contact Ruth on the calendar.
Bob Short asked about black top on West Maple Hill.
Bruce Hokanson talked about things going on in the Town. A new culvert on Wannebo Road needs to be replaced and a culvert on McKinely Road needs replacing. There will be gravel and crushed black top put on Paulson Road. The Town sold the 1998 chevy truck for $5000.00. There was also some talk on the group trying to get internet serviced improved in the Town.
Motion made to have the next Annual Meeting on the second Tuesday after the election, April 18, 2017. Motion carried.

Mike Harvey gave crew report. The culvert on Wannebo Road is washing away. Ben Duffer said we could get aid this year for replacing the culvert. A discussion on ordering plow blades and a set of stinger blades. They cut the top of the crushed black top better. A motion by Steven Tetzner and a second by Bruce Hokanson to order a set of Stinger blades from H & L for around $4000.00. Motion carried. All Ayes. A motion by Steven Tetzner and a second by John Hartzell to accept Report. Motion carried. All Ayes.
The plan Commission met for three driveway permits and two buildings.
A permit was approved for Jeff Banowetz at SW ¼ of the SW ¼ section 33 Township 49 Range 5 for a small home.
A driveway permit was approved for Joseph Tetzner at the SW ¼ of the SW ¼ Section 36 Township 49 Range 5.
A driveway permit was approved for John and Marion Warren at the SW ¼ of the SW ¼ Section 25 Township 49 Range 49 and for a storage shed.
A motion by John Hartzell and a second by Steven to approve the appointment of Bruce Hokanson and Kim Bro for another three year term on the Plan Commission. Motion carried. All Ayes.
Road inspection is set for April 30th at 8:30 a.m. at Town Hall.

Mike Harvey gave crew report. Lulich Implement will pick up Tractor and return it for $250.00. They will let us know what the problem and cost will be. The lettering will be put on the one ton on Friday. There have been no frozen culverts. Everything else is going fine. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All Ayes.
The sale of the 1998 Chevy 3500 truck took place for a price of $5000.00.
The Board signed the Town of Washburn Purchasing Procedure for amounts that can be spent without prior approval by the Board.

Donna gave Treasurer’s report. Property taxes are done and brought to county. All books are balanced. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.
There was no plan commission meeting this month.
Mike Harvey gave crew report. A lot of snow plowing and sanding being done. The steamer is fixed. A motion by Steven Tetzner and a second by John Hartzell to have lettering put on the 2016 one ton. Motion carried, all Ayes. The New Holland Tractor needs some work. Mike is going to check out prices for repairs and new tires for it. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried, all Ayes.
Some talk on the sale of the one ton truck. Five people interested in it for a price of $5000.00.
John Hartzell is continuing work on purchasing procedures and amount spent without Board approval.

Mike Harvey gave crew report. About half of the salt sand has been used. The work on the steamer is a work in progress. The new tires for the pay loader have been put on. The 2016 1 ton plow truck is here and the plow has been mounted on it. Lots of snow plowing and sanding being done. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion Carried. All Ayes.
There was no plan commission meeting this month.
The person interested in looking at the old 1 ton plow truck was a no show.
A motion by Steven Tetzner and a second by Bruce Hokanson to renew Michelle McCumbers for 2016 computer contract for $480.00 website and computer services and $95.88 for webhosting. Motion carried. All Ayes.
John is checking into a resolution on how much money can be spent by various departments in the Town before a special meeting needs to be called due to emergency spending.
