December 18, 2020

Special Board Meeting called to order at 3:15 p.m. Present: Kerry Tetzner, Sandy Rasotnik, Wendy Stein, John Adams, Mike Harvey and Joe Amrein.

A motion by John Adams and a second by Wendy Stein to approve the minutes of December 8, 2020. Motion carried. All Ayes.

A motion by Wendy Stein and a second by John Adams to go into closed session for employee contracts. Motion carried. All Ayes.

A discussion on Employment Agreement with Town Crew.

A motion by John Adams and a second by Wendy Stein to go out of closed session. Motion carried. All Ayes.

A motion by Wendy Stein to amend contract changes and give a raise to Mike and Joe of $2.00 an hour. Motion carried. All Ayes.

A motion by Sandy Raspotnik and a second by Wendy Stein to give Joe and Mike a $50.00 Christmas Bonus. Motion carried. All Ayes.

Minutes December 8, 2020

Regular Board Meeting called to order at 7:00 p.m. on Zoom. Present: Kerry Tetzner, Sandy Raspotnik, Brenda Rechel, Mike Harvey, John Adams, Wendy Stein, and Jim Park.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Public comment took place.

Meeting minutes from the November 10, 2020 meetings were read and written copies given to the Board Members. Motion by John Adams and a second by Wendy Stein to accept as presented. Motion carried. All Ayes.

Brenda gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Motion by Sandy Raspotnik and a second by Wendy Stein to have the CD at Chippewa Valley Bank renewed at the new interest rate. Motion carried. Motion by John Adams and a second by Wendy Stein to accept report. Motion carried. All Ayes.

Mike Harvey gave the crew report. The new tires are on the grader. There will be a refund of $1,600.00 because POMP’S Tire billed us incorrectly. The Handi-Hitch should arrive this week with the second load later. Motion by Sandy Raspotnik and a second by John Adams to purchase a liner for the bucket on the Bach Hoe. Motion carried. All Ayes. A motion by Wendy Stein and a second by John Adams to accept report. Motion carried. All Ayes.

Sandy talked time changes in posting agenda. Board of review has to be posted in the three public places and posted on the Web. A motion by John Adams and a second by Wendy Stein to have a closed session on December 18, at 3:15 for contract renewals. Motion carried. All Ayes. A motion by John Adams and a second by Wendy Stein to approve the report. Motion carried. All Ayes.

A motion by Sandy Raspotnik and a second by Wendy Stein to approve the 2021 budget of $520,532.00. Motion carried. All Ayes.

A motion by John Adams and a second by Wendy Stein to have John write a letter to Bayfield County Highway Department to have the ATV/UTV route from Big Rock Road to Mckinley Road closed. Motion Carried, 2 Ayes (John, Wendy) 1 Nay (Sandy).

South Maple Hill project Tabled for later date.

A contract was signed by Northwoods Paving and the Town of Washburn to have the Black Top laid by June 15, 2021 or $750.00 fine will occur.

Mike will get prices black topping on several roads for next summer. (North Maple Hill, Engoe, Wannebo)

Budget Hearing called to order at 7:00 P.M.. Present: Kerry Tetzner, Sandra Raspotnik, Wendy Stein, Brenda Rechel, Mike Harvey, Kim Bro. Jim Miller, Jim Park, Lorraine Norrgard, Dennis Weibel, Lynne Krueger, and John Adams.

Budgets were presented by the Clerk and reviewed.

A motion by Sandra Raspotnik and a second by Wendy Stein to approve the Bay Area Solid Waste contract. Motion carried. All Ayes.

Discussion on South Maple Hill Road improvements. Wendy Stein will be checking into different options on how precede with the work and will report back to the Board.

A motion by Sandra Raspotnik and a second by John Adams to allow an easement of 35’ for Century Link on the Town property across County Hwy C from the Town Hall. Motion carried. All Ayes.

A motion by Sandra Raspotnik and a second by Wendy Stein to have Section 7 of the Driveway policy added to that any damage to emergency equipment due to insufficient driveway passage will be billed to the Town of Washburn and then passed on to the homeowner. Motion carried. All Ayes.

John Adams talked about the County Hwy C route for ATV and UTVs. This was tabled until it could be probably posted for the next Town Meeting.

Sandy talked to the County about taking down the ATV signs on County C. They said no, there have been no complaints. The Handi-Hitch will be here in December and it will be okay to pay for it in January if need be.

A motion by Sandy Raspotnik and a second by Wendy Stein to approve a Class A building permit for Julie Van Stappen at77545 Church Corner Road SE ¼ NE ¼ Section 28 Township 49N Range 5W. Motion carried. All Ayes.

A motion by Sandy Raspotnik and a second by Wendy Stein to approve a driveway permit for Julie Van Stappen. Motion carried. All Ayes.

Mike Cariveau talked on Bayfield wireless. The contract with the Town for $5000.00 payment to them if the grant goes through is still in play unless the Board decides to stop it. They didn’t. Mike seems to think there is better chance this time around.

South Maple Hill Road/Engineer discussion. The Rice Lake group was hesitant and said it would cost $8,000 to$10,000 just to look at the project. Northern Wisconsin Engineers sent a letter. (see attached copy).

A motion by Wendy Stein and a second by John Adams decided to go on a three year payment plan for the Ambulance and Brush truck. 1st year $13,473.95, 2nd year $13,676.06, 3rd year $13,676.06. Grand total $40,826.07. Motion carried. All Ayes.

A motion by Wendy Stein and a second by Sandy Raspotnik to approve the contract with the City of Washburn for Fire and Ambulance. Motion carried. All Ayes.

The Ballot Box drop off was dropped.

A motion by Sandy Raspotnik and a second by John Adams to approve check number 14036 to 14064. Motion carried. All Ayes.

Annual Meeting Minutes September 14, 2020

September 14, 2020, (held now due to COVID) Annual Meeting called to order by Chairperson Sandy Raspotnik. Meeting notices were posted in the three public places and published in the Daily Press.

Minutes from the April 16, 2019 were read, and written copies given to the Board Members. Motion by Lance Twombly and a second by Mike Harvey to accept minutes as read. Motion Carried.

Sandy Raspotnik spoke on projects done in 2020. French Drains on North Maple Hill, several culverts were replaced, Chip Seal done on Paulson road, Black top on Ondossagon Road, new garage doors in Town Garage, LED lighting installed in Town Garage and Town Hall. Patching up the sink holes in the Landfill was talked about, an ongoing project. Scottie Sandstrom talked a little on Bayfield wireless.

A motion by Scottie Sandstrom and a second by Katie Stolp to have next year Annual Meeting on April 20, 2021 at 7:00 pm. Motion carried.

There was talk on South Maple Hill east of Church Corner Road with the City of Washburn and Town of Bayview for the ditching and sand fill for the Landfill. More info is needed. Sandy will be checking on Engineers for the project.

A motion by John Adams and a second by Sandy Raspotnik to purchase the Handi-Hitch Packer for $30,750.00 with payment being made in January 2021. Motion carried. All Ayes.

The Annual meeting will be on September 14, 2020.

Purchase of the Roller has been put on hold for more information.

Culvert extensions for the culvert on Wannebo Road will cost $13,452.30 from the County. More information is needed as price seems to be a bit steep.

The Agreement with Bay Area Solid Waste District was looked over with a few changes suggested. Sandy will bring this to the next Solid Waste meeting.

Wendy will be checking into have invasive weeds sprayed on Wannebo Road with Northwoods Weeds and property owners. A motion by Sandy Raspotnik and a second by John Adams to have the Towns right away sprayed for invasive species. Motion carried. All Ayes.

A motion by John Adams and a second by Wendy Stein to have Buz Raspotnik mow the landfill for $300.00 in September. Motion carried.  Ayes-2, Abstained Sandy. Sandy will check into more information with Town of Bayview and City of Washburn and with Ashland Construction for prices. Mike will check with landowners on removal of trees from their property and with the disposal of the trees.

The purchase of the Roller was put on hold for more info. Sandy will check on other Vendors for prices. Brenda will check on the financing from area Banks.

Wendy will do changes to the snowplow policy for driveways, rates for equipment per hour and send an email out to the Town Board when finished. Sandy will work on the letter to send out with alternate plowing service providers.

Sandy Raspotnik gave the Chairperson report. She talked on Road Agreement with the Forestry, temporary route from Xcel for power line, PILT payment was incorrect so we will be getting more money back, some money for elections for absentee voting from Federal and Mike from Bayfield Wireless is looking at using Tower in Town seeing that they or Xcel did not get the grant. More to come on these topics.

A motion by Wendy Stein and a second by John Adams to continue to use Bayfield Count Zoning for the Town for building inspections. Motion carried. All Ayes.
