May 5, 2020

Special Board Meeting called to order at 7:00 pm., online. Present: Kerry Tetzner, Sandy Raspotnik, John Adams, Wendy Stein, Pam Ledin and Mike Harvey.

Meeting minutes were properly posted in the three public places and published in the Daily Press.

There was a discussion on what projects should be put out on bids for this summer. It was decided to do:

North Maple Hill French Drains

Ondossagon Road, double chip seal or 3 ½ inch overlay

Engoe Road around $15,000.00 shared with Barksdale

Paulson Road, double chip seal

Church Corner Road culvert

600 tons of gravel

Wannebo Road up by Long Lake

Extensions on a culvert on Wannebo Road

South Maple Hill ditching shared with Bayview and City of Washburn for Land fill patching

Sandy will draw up bids and post them in the Daily Press.

Meeting Minutes April 7, 2020

April 7, 2020

Regular Board Meeting called to order at 7:00 p.m. around Sandy Raspotnik’s car. Present: Kerry Tetzner, Sandy Raspotnik, John Adams, John Hartzell and Wendy Stein on the phone.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Public Comment took place.

A motion by Wendy Stein and a second by Sandy Raspotnik to approve a Class A Building permit for Keith and Stephanie Lodge at 30570 County Hwy C, SW ¼ SE ¼ Section 25 Township 49N Range 05W. Motion carried. All Ayes. Sandy will get pink slip to Zoning.

A motion by Sandy Raspotnik and a second by John Adams to upgrade the Town Garage Doors for $22,834.00 from Good Fellas Overhead Door Co. Work will start on May 4, 2020. Motion carried. All Ayes.

A motion by John Adams and a second by Wendy Stein to Accept Pat Guske resignation. Motion carried. Sandy will put Ads in the Daily Press and John Adams will put Ads online.

A motion by John Adams and a second by Wendy Stein to approve Rural Insurance for the Town Insurance. Motion carried. All Ayes.

A motion by John Adams and a second by Wendy Stein to approve all checks from number 13855 to 13882. Motion Carried. All Ayes.

A Motion by John Adams and a second by Sandy Raspotnik to amend the Agenda to approve the minutes from the March 3, 2020 meeting. Motion carried. All Ayes.

Meeting Minutes March 3, 2020

March 3, 2020

Regular Board Meeting called to order at 7:00 p.m.. Present: Kerry Tetzner, Sandy Raspotnik, Brenda Rechel, John Adams, Alan Schiefelbein, Mike Sherry and Ron Rechel.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Public comment took place.

Meeting minutes from the February 11, 2020 meeting were read and written copies given to the Board Members. The Clerk will pay a few bills that come at the beginning of the month due to an earlier meeting date. Motion by John Adams and a second by Sandy Raspotnik to accept as presented. Motion carried. All Ayes.

Brenda gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Check came from Bayfield County for half of the payment for Culvert on Paulson Road. All personnel property taxes have been paid. Property taxes are done. A motion by Sandy Raspotnik and a second by John Adams to accept report. Motion carried t the. All Ayes.

Mike Harvey gave the crew report. A motion by Sandy Raspotnik and a second by John Adams to have Mike will put in a water line from the North end of the garage to the South end for around $300.00. Mike and Pat will attend a chainsaw program (FISTA) put on by Eric Adams. A motion by Sandy Raspotnik and a second by John Adams to accept the report. Motion carried. All Ayes.

Sandy said that the weight limits for the Bayfield County will be put up on March 9, 2020.

Alan Schiefelbein from Rural Insurance and Mike Sherry from Holden Insurance spoke on Town Insurance for the Town. John will check on a few things on the coverage amounts of the insurance.

There will be a fire inspection at some point of Town Garage and Town Hall.

A motion by Sandy Raspotnik and a second by John Adams to accept the DOT equipment rates. Motion carried. All Ayes.

Garage door bids:

Rice Lake Garage: $28,389.00, four garage doors plus three entry doors: $9466.00 for a total of $36,855.00 R-24 value

Uskoski: Four garage doors and three entry doors: $24,992.00 R-value 18.4

Good Fellas: Four Garage doors $16,040.00 R-value 17.54

A motion by John Adams and a second by Sandy Raspotnik to go with Good Fellas for $16,040.00. Motion carried. All Ayes

Regular Board Meeting called to order at 7:00 p.m.. Present: Kerry Tetzner, Sandy Raspotnik, Brenda Rechel, Wendy Stein, John Adams, Ron Rechel, Jim Park.

Public comment took place.

Meeting minutes from the January 14, 2020 and January 23, 2020 meetings were read and written copies given to the Board Members. Motion by John Adams and a second by Wendy Stein to accept as presented. Motion carried. All Ayes.

Brenda gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Over payments on property tax bills must be returned. Property taxes are done. A motion by Wendy Stein and a second by John Adams to accept report. Motion carried t the. All Ayes.

Mike Harvey gave the crew report. The blade order is placed under $5000.00. The last light is up in garage. There is one bid for the garage doors. Everything else is running smoothly. A motion by John Adams and a second by Wendy Stein to accept report. Motion carried. All Ayes.

Sandy talked on the culvert on Paulson Road with the County. Total bill was $11,085.35 and we will be repaid one half of that. The Housing Grant was approved by the City of Washburn. The DNR okayed the use of the sand from ditching on South Maple Hill, East of Church Corner Road, for use on the Land fill. Motion by John Adams and a second by Wendy Stein to approve report. Motion carried. All Ayes.

There was no Plan Commission.

There was no Insurance Plan.

A motion by John Adams and a second by Wendy Stein to sign the Mid State Consultants letter for installation of telecommunication equipment and cable in the Township. Motion carried. All Ayes.

The Clerk talked on the extra payment for transportation aid, protocol for the Annual Meeting and how to raise the Town Tax Levy if needed.

A motion by Wendy Stein and a second by Sandy Raspotnik to go into closed session for contract talk. Motion carried. All Ayes.

A motion by John Adams and a second by Sandy Raspotnik to come out of closed session. All Ayes.

A motion to pay all current bills.

Regular Board Meeting called to order at 7:00 p.m.. Present: Kerry Tetzner, Sandy Raspotnik, Brenda Rechel, Wendy Stein, John Adams, Ron Rechel, Bob Adams, Jim Park Joyce Zifko and Ramona Shackleford.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Public comment took place.

Meeting minutes from the December 12, 2019 meetings were read and written copies given to the Board Members. I will send in form for the Board of Review Training with fee which will be held March 27, 2020. Motion by John Adams and a second by Wendy Stein to accept as presented. Motion carried. All Ayes.

Brenda gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Property Tax bills have been sent out. Brenda is going to redo some of the Chart of Accounts. Over payments on property tax bills under $5.00 will not be returned. Brenda will be at the Town Hall on January 17, 2020. A motion by Wendy Stein and a second by John Adams to accept report. Motion carried. All Ayes.

Mike Harvey gave the crew report. The lighting is completed indoor and out except for one more light in the Town garage. Wendy will contact them. All machinery is in good working condition. A motion by John Adams and a second by Wendy Stein to approve the purchase of plow blades with a cost up to $5000.00. Motion carried. All Ayes. A motion by Wendy Stein and a second by John Adams to accept report. Motion carried. All Ayes.

Sandy gave a report on 90/10 grant. Chances are slim due to many applications entered.

A motion by John Adams and a second by Wendy Stein to approve a driveway permit for Maija Sulerud at 76165 Paulson Road. Motion carried.

A motion by John Adams and a second by Wendy Stein to approve a Class A building permit for Maija Sulerud at 76165 Paulson Road, SE ¼ SE ¼ Section 32, Range 5 Township 49. Motion carried. All Ayes.

Ramona Shackleford had a presentation on invasive species and what to watch for in the Town.

A motion by Wendy Stein and a second by John Adams to approve the contract with Michelle McCumber for maintenance on the three computers and for Tech support. Motion carried. All Ayes.

Some projects discussed for the 2020 season included looking at new garage doors, fixing Maple Hill North, ditching on Maple Hill South east of Church Corner Road, some wedging on Wannebo and Engoe Roads, replacing a culvert on Wannebo Road on the east end and painting striping on the black top roads.

Joh Adams report on insurance coverage for the Town, will have some options at the next meeting.
