The Town of Washburn Board will be accepting applications for the position of Road Department Staff Member until 4:00 PM on Monday, March 16, 2026. 

Applicants should meet the following qualifications at a minimum.

    1. Hold a valid Wisconsin Commercial Driver’s License (CDL) or be able to receive one within one year of employment.
    2. Be able to follow written and verbal directions.
    3. Be able to perform heavy physical tasks under varying working conditions.
    4. Have experience in equipment maintenance and repair including gas and diesel machinery and small engines.
    5. Have experience in the operation of trucks, heavy construction equipment, and small power tools.
    6. Be available to work on short notice.
    7. 3 years of construction/maintenance experience; road maintenance preferred
    8. Preference will be given to qualified Town of Washburn residents.

Town of Washburn Road Crew/Maintenance Worker Job Description

General Statement of Duties:  Performance in a variety of tasks involving construction maintenance and repairs to the roads of the Town of Washburn, facilities and equipment, and building maintenance.

Job Description:  The Employee will perform manual tasks in the maintenance, construction and repair of town road and right-of-ways.  The Road Maintenance Worker may operate a truck, plow, heavy equipment, hand tools, motorized equipment, mowers, tractors and various other equipment.  Assignments are supervised and outlined by the Town Board, whose Chairman and/or Supervisors will delegate duties and inspect the progress of work competed, from time to time, in conformance with established standards and specifications, safety and economy of operations.  Employees in this position are expected to exercise some judgment in work methods and planning detail.

Examples of Work: (The following duties are normal for this position.  The duties are not to be construed as exclusive or al-inclusive.  Other duties may be required and assigned).

  1. Drive trucks, haul & stockpile dirt, gravel & salt, blacktop and fill for road repairs.
  2. Patch roads with hot and/or cold blacktop mix, resurface roads, grading roads, rolling roads, graveling roads.
  3. Check and inventory Culverts, plus check that shoulders are sufficient on all roads.
  4. Erect road signs in accordance with state requirements, install & repair, plus make/order new signs as necessary.
  5. Operate power equipment including attachments, maintain & repair equipment in good operating condition.
  6. Perform carpentry and masonry work in constructing and repairing roads.
  7. Plow snow/contracted driveways/remove snow/grading, salt and sand town roads.
  8. Pick up trash and debris, clean catch basins and remove leaves.
  9. Perform shop work, welding and carpentry work on town property.
  10. Operation of a chain saw, removing and hauling of trees, brush and stumps, plus mowing, brushing, and clearing right of ways.
  11. Do Town Hall repairs and regular cleaning, maintenance, snow shoveling/plowing.
  12. Load road ratings onto the PASER rating system of the DOT WISLR site.
  13. Perform other duties as assigned by the Town Chairman and/or Town Supervisors.

Qualifications

  • Knowledge of general maintenance, construction, tools and equipment, with the ability to operate heavy construction and related equipment.
  • Taking the safety precautions necessary to perform maintenance, construction and repair work.
  • Knowledge of the methods, materials, tools and practice in a least one of the building trades and of road maintenance repair.
  • Ability to perform specialized, semi-skilled maintenance and repair.
  • Ability to perform strenuous work, including heavy lifting.
  • Anticipate and respond to weather emergency events requiring road maintenance under adverse weather conditions.
  • Ability to carry out oral and written instructions.
  • Possession of a valid Wisconsin CDL driver’s license.
  • Participation required in random drug and alcohol testing.
  • Willingness to work outside of normal work hours.
  • Proficient in utilizing a computer with knowledge of Word & Excel.

Commission members absent: Cyndi Belanger (secretary) due to illness.
Others present (at site visit): Mike Harvey (town road superintendent), Bridget Tetzner (permit applicant),
Scottie Sandstrom (town board supervisor).

1. Chairman Bro called the meeting of the commission to order at 7:15 P.M. and verified its legal
notification (posted on town website and at town hall and Tetzner Dairy) on April 5, 2025.

2. The minutes of the March 6, 2025 meeting were approved (Timi moves, Caroline seconds).

3. Prior to the meeting at 6:30 P.M., the commission conducted a site visit with Bridget Tetzner at her
property (adjacent to 30650 Sky Rd). Bridget, her contractor Tim Schwenzfeier, and the surveyor had
marked property lines, the perimeter of her proposed driveway with a tee turnaround south of a proposed
garage and east of the proposed house. The proposed buildings are on a slope of a former glacial beach
over a silty clay confining layer (a steep transitional soil area), and seeps were visible in the area of the
proposed driveway. The proposed garage is adjacent to a gully descending from the upper landscape. The
contractor proposed to install swales to divert runoff and seepage from building to a proposed ditch on
the north side of the driveway to an existing ditch on the north side of the driveway shared with the
adjoining neighbor. The contractor will use sand from the construction site to build a road base at least
one foot above the existing ground level before installing the required gravel road bed. If building
footings intercept the underlying confining layer for soil groundwater flow, then drain tiles will be
installed at the footings to divert seepage away from the buildings.

4. The commission reviewed the driveway permit application and preliminary development plan for Bridget
and Forest Mann on their 10-acre parcel in a Agriculture-1 zoning district (SW¼NE¼ Section 12 T.46N
R.5W; Tax ID #31299, #31295 & #31301). The proposed driveway extends from an existing driveway
used by an adjacent neighbor. The owner proposes building the driveway base at least one foot with sand
from the construction site prior to adding a 6” base of 2-minus gravel that will be compacted as
construction occurs. The marked layout of the driveway and Tee-turnaround provides adequate access for
emergency vehicles.

With these planned measure to manage runoff and seeps, the commission recommends (Caroline moves,
Jim seconds, Tim abstains) that the town board approve the driveway permit. The setback of the entire
site retains the forested character of the area (Objective 8.3). The proposed swales around the buildings
are expected to prevent slumping of the steep transitional soils (Objective 8.3). The addition of sand
above the existing ground level should accommodate the drainage, visibility, and roadbed requirements
of the Town Driveway Ordinance.

5. The commission reviewed a “permissible uses” table that the County Planning and Zoning Committee
asked town boards to review relative to the Town’s Future Land Use Plan in the Town Comprehensive
Plan. The Commission felt that, rather than reviewing the requirements for dozens of potential uses, The
Town Board should emphasize the need for the county and towns to collaborate in developing a more
effective review process. Key issues are developing a performance-based zoning system, such as the state
certified Prime Farmland Zoning ordinance provisions to retain large blocks of farm and forests. Also, a
key need is to establish better control of development of steep slopes in order to avoid exacerbating
erosion and slumping from inappropriate development on slopes. Kim will prepare, for Town Board
review, the table using current review process and write a cover memo emphasizing the larger issues.

6. On April 10, Kim will participate in a “stakeholder group” advising the County on rewriting the zoning
ordinance.

7. The next meeting will be Tuesday, May 6 if there is business to be conducted.

8. The meeting adjourned at 8:45 P.M. (Caroline moves, Tim seconds).

Plan Commission Report

The commission recommends that the town board approve the driveway permit for Bridget and Forest Mann
contingent on 1) installing swales to divert seeps and drain tiles wherever a confining level is exposed, and
2) building the driveway road base above the native wet soils on the property.

The commission recommends that the town board respond to the County Planning & Zoning Committee
request on “permissible uses” with comments on the major land use issues identified in the updated Town
Comprehensive Plan.

March 11, 2025

Attendance: Sandy Raspotnik, Scottie Sandstrom, Jim Park, Lynn Adams, Lance Twombly, Mike Harvey, Matt Lippo, Kim Bro, Mike Vavrus, Seth Vasser, Matt Tetzner, and Deputy Sheriff Jon Kroll. Virtually: Wendy Stein, Alan Waite, Brenda Rechel, Ron Rechel, and Melissa Amrein.

At 7:04 pm, after some technical difficulties and a brief introduction by Deputy Kroll, the town meeting was called to order.

Meeting notices were posted in the two public places, and on the website.

Public comments:

  • No comments.

A motion to accept the agenda by Supervisor Park and seconded by Supervisor Sandstrom. All Ayes, motion carried.

Scottie Sandstrom made a motion to approve the February minutes. Jim seconded. All Ayes, motion carried.

Reports:

  • Clerk report: Levy Limit Worksheet Audit was approved by WI DOR. Renew Treasurer Bond with Horton, Holden, or let it expire? Chair stated to renew with Holden Insurance. Employee W2 corrected. Clerk asked to recognize employee with a day off for dealing with error and pointing out another. Motion that Matt Lippo be granted 8 hours of PTO made by Supervisor Park, seconded by Supervisor Sandstrom. All Ayes, motion carried. 2025 Spring Primary, February 18th, had 126 voters. 2025 Spring Election, on Tuesday, April 1st, has 53 Absentee Ballots sent out so far. In-person voting begins March 18th and ends March 30th. Town of Washburn Clerk position is the only vacant office in Bayfield Co. Clerk reminded all contestants on ballot to not linger at polling place while polls are open. Chief Inspector training on Sep. 8th and 10th, five town election officials will attend. Clerk has WI Town Law Forms book for templates. Clerk will attend training on how to fill out Form C/CT on March 17th for $20 fee. Rural Insurance told town to ignore any Brightspeed Claim emails/letter until there is a lawsuit, which they will handle. Norvado Build-out contractor sent an email for permit approval, but there are two more (large files). Road Superintendent had a question about moving lines in future, would Norvado be liable? Clerk will get the other two emails and go from there. Board still supports the project. The Clerk would like to pay Board 2 or 3 times a year and the Plan Commission twice a year to keep Quickbooks monthly employee fee down. Sandstrom suggested waiting and asking the incoming new Board. Open Book will be Friday, May 2nd from 1-3pm at Town Hall and Board of Review will be on Monday, May 12th from 6-8pm. There will be at least one Board member with required training in April.
  • Treasurer report: Paperwork sent (Financial reports). Reconciliation came out right. Taxes collected done for Treasurer, rest will go to County in July. Town will have them in August. Budget will have current month and year-to-date. Scottie had a question about Budget document location on website. Jim will look into moving it or making it easier to find.
  • Road Crew report: Matt stated they are very busy. Issues with plow on 2015 truck were fixed, as well as the air tanks. New Loader tires make it a new machine, much safer. Matt thanked the board for approving the purchase. Plowing, sanding, road checks, shop work and steaming culverts. Hip boots ordered. Mowing should go better this summer after removing rocks. PTO: March 16th-25th. Mike requested to sell old loader tires for $700/tire. Still good pit tires. Motion for Mike to sell tires for best price made by Jim Park, seconded by Scottie Sandstrom. All Ayes, motion carried. Mike had a question about plowing priority since three driveways did not get plowed because town hall had to be plowed out. Board set priority (as stated in policy) as roads, town hall, and driveways. The aggressive road maintenance has helped. Issue with Andrus Road driveway and ditch. 90 tons of salt ordered. Mike would like to purchase a screener or make one. Board told him to look into it more. Scottie mentioned the WTA training for Chair, Supervisor, and Road Crew in Wisconsin Dells.
  • Chair report: City of Washburn applied for a new EMS Initiative Planning Grant. Locksmith from Hayward will open the town’s safe on Friday, March 14th for $400.
  • Motion to approve reports made by Sandstrom and seconded by Park. All Ayes, motion carried.

Introduce Deputy Jonathon Kroll: Deputy Sheriff Jon Kroll, liaison officer for Town of Washburn, had to respond to a call in Red Cliff at the beginning of the meeting. So, he quickly introduced himself, stated there are now liaison officers for each town, and gave his phone number. He hopes to be back at another town meeting.

Plan Commission/Adoption of revised Comprehensive Plan: Chair Raspotnik thanked Plan Commission. Motion to adopt the updated Comprehensive Plan made by Park, seconded by Sandstrom. All Ayes, motion carried. Ordinance signed by Chairperson and Clerk. Motion to appoint Caroline Twombly and Cindy Belanger to Plan Commission made by Supervisor Sandstrom and seconded by Supervisor Park. All Ayes, motion carried.

Town Purchasing Resolution: Supervisor Sandstrom presented a revised copy. Motion to approve updated purchasing policy made by Supervisor Park, seconded by Sandstrom. All Ayes, motion carried.

Discussion of Planned Summer Work: Wedging blacktop roads. Remove ruts, cold mix. Practice on McKinley, then Church Corner, and Nevers (work on hill too). Church Corner North needs gravel. Do this at time of planned culvert work. Gasperini also needs gravel work. Crack sealing and striping, prioritize better roads first. Engoe Road bid needs to go out soon. Scottie stated Emmer Shields has templates.

Annual Newsletter/Meeting: Current letter is long, seven pages, usually four. For the April 15th Annual meeting, town board will do a quick overview and then open to the town residents.

Items to be placed on future agendas: Plan Commission, Holden Insurance-Mike Sherry, Road Work, Engoe Bid and list of equipment spreadsheet.

 

Authorize the payment of bills: Motion to authorize payment of bills from February 12th through March 11th made by Jim Park and seconded by Scottie Sandstrom. All Ayes, motion carried.

2025 Adoption of updated Town of Washburn Comprehensive Plan 2025‑2045

Providing information on the Town’s authority and procedures for adopting a comprehensive plan pursuant to §66.1001 (4), Wisconsin Statutes.

Pursuant to §60.80, Wisconsin Statutes, the Town of Washburn, Bayfield County, Wisconsin, hereby posts notice that, at its regular Town Plan Commission meeting held on March 6, 2025, the Commission adopted a resolution recommending Town Board adoption of the updated Town of Washburn Comprehensive Plan 2025‑2045, and, at its regular Town Board Meeting held on March 11, 2025, the Town Board enacted an Ordinance #2025‑1 adopting the updated comprehensive plan.

SUMMARY OF ORDINANCE
The ordinance identifies all the statutory procedures, requirements, and authority to adopt a comprehensive plan. The plan provides  data analyses, long-term projections, and recommendations for Housing; Economic Development; Transportation;  Utilities & Community Facilities; Agricultural, Natural & Cultural Resources; Land Use; Intergovernmental Cooperation pursuant to §66.1001 (4), Wisconsin Statutes.

2025-1 Ordinance to Adopt the Updated Comprehensive Plan

ORDINANCE NO. 2025‑1

AN ORDINANCE TO ADOPT THE
UPDATED COMPREHENSIVE PLAN FOR THE TOWN OF WASHBURN 2025‑2045

The Town Board of the Town of Washburn, Bayfield County, Wisconsin, do ordain as follows:

SECTION I – TITLE AND PURPOSE. The title of this ordinance is the Town of Washburn Updated Comprehensive Plan 2025‑2045 Ordinance. The purpose of this ordinance is for the Town of Washburn, Bayfield County, Wisconsin, to lawfully adopt an updated comprehensive plan as required under §66.1001 (4) (c), Wisconsin Statutes.

SECTION II – AUTHORITY. The Town Board of the Town of Washburn, Bayfield County, Wisconsin, has authority under its village powers under §60.22, Wisconsin Statutes, to appoint a town plan commission under §60.62 (4) and §62.23 (1), Wisconsin Statutes, and under §66.1001 (4), Wisconsin Statutes, to adopt this ordinance. The comprehensive plan of the Town of Washburn must be in compliance with §66.1001 (4) (c), Wisconsin Statutes, in order for the town board to adopt this ordinance.

SECTION III – ADOPTION OF ORDINANCE. This ordinance, adopted by a majority of the town board on a roll call vote with a quorum present and voting and proper notice having been given, provides for the adoption by the town of a comprehensive plan under §66.1001 (4), Wisconsin Statutes.

SECTION IV – PUBLIC PARTICIPATION. The town board has adopted written procedures designed to foster public participation in every stage of the preparation of a comprehensive plan as required by §66.1001 (4) (a), Wisconsin Statutes.

SECTION V – TOWN PLAN COMMISSION RECOMMENDATION. The Plan Commission of the Town of Washburn, by a majority vote of the entire commission, recorded in its official minutes for March 6, 2025, has adopted a resolution recommending to the town board the adoption of the updated Town of Washburn Comprehensive Plan 2025‑2045, which contains all of the elements specified in §66.1001 (2), Wisconsin Statutes.

.SECTION VI – PUBLIC HEARING. The Town of Washburn held a public hearing on this ordinance on March 6, 2025, with notice in compliance with the requirements of §66.1001 (4) (d), Wisconsin Statutes.

SECTION VII – ADOPTION OF TOWN COMPREHENSIVE PLAN. The town board, by the enactment of this ordinance, formally adopts the document entitled Town of Washburn Comprehensive Plan Ordinance under §66.1001 (4) (c), Wisconsin Statutes.

SECTION VIII – SEVERABILITY. If any provision of this ordinance or its application to any person or circumstance is held invalid, the invalidity does not affect other provisions or applications of this ordinance that can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are severable.

SECTION IX – EFFECTIVE DATE. This ordinance is effective on publication or posting. The town clerk shall properly post or publish this ordinance as required under §60.80, Wisconsin Statutes, and a copy of the ordinance and the comprehensive plan, shall be filed with at least all of the entities specified under §66.1001 (4) (b), Wisconsin Statutes.

Per this protocol, the Clerk is made aware of purchases in order to maintain an accurate accounting of budget balances.

(2) Purchases in the amount of $500 to $2000 must be requested of and authorized by the Town Chairperson. Prior to requesting the purchase, the purchaser must review the budget area that relates to the purchase to confirm available funding. The approval/disapproval of the request by the Town Chairperson will also be driven by such a budget analysis. If approved, the purchase shall be communicated to the Town Clerk in the form of a packing slip/receipt as noted in point #1.

(3) Purchases over $2000 shall be approved by the Town Board, again being driven by budget fund availability within the Town category area of purchase. Purchases under this subsection may be made on the open market and directly from a dealer or supplier without obtaining sealed quotations, or depending on the amount, may be subject to being bid out to multiple vendors by state law.

2016 TOWN OF WASHBURN PURCHASING PROCEDURES

(1) The monthly purchase of office type materials and supplies, used in the day-to-day functions of the town government, the anticipated cost of which is under $500, may be made by the Town Clerk, the Town Treasurer and the Town Road Supervisor without the approval of the Town Chairperson or any other Town Board Members. In this case “materials and supplies” include paper, stationary, portage, ink cartridges, other office supplies, cleaning materials and supplies, maintenance materials, equipment repairs and other like and similar items. The Town Clerk must be made aware of purchases and anticipated purchases in order to maintain an accurate accounting of the remaining balance for the determined period. If only a portion of the $500 is used, that amount will be made available and added to the fund so that $500 would be available for the following month.

(2) The monthly purchase of materials and supplies, permanent personal property and services, the anticipated cost of which is between $500 and $2,000 shall be authorized by the Town Chairperson. Such purchases shall be approved by the Town Clerk for fund/budget availability prior to the purchase. If only a portion of the $2,000 is used, that amount will be made available and added to the fund so that $2,000 would be available for the following month. “Permanent personal property” includes furniture, furnishings, computer equipment, calculating equipment, small machines, parts, tools and equipment or any other property which customarily has a use life of more than one year.

(3) Purchases over $2,000 shall be approved by the Town Board. Purchases under this subscription may be made on the open market and directly from a dealer of supplier without obtaining sealed quotations, but such purchased shall be made, when possible, after multiple quotations or proposals have been obtained.

In this case “materials and supplies” include paper, stationary, portage, ink cartridges, other office supplies, cleaning materials and supplies, maintenance materials, equipment repairs and other like and similar items. The Town Clerk must be made aware of purchases and anticipated purchases in order to maintain an accurate accounting of the remaining balance for the determined period. If only a portion of the $500 is used, that amount will be made available and added to the fund so that $500 would be available for the following month.

(2) The monthly purchase of materials and supplies, permanent personal property and services, the anticipated cost of which is between $500 and $2,000 shall be authorized by the Town Chairperson. Such purchases shall be approved by the Town Clerk for fund/budget availability prior to the purchase. If only a portion of the $2,000 is used, that amount will be made available and added to the fund so that $2,000 would be available for the following month. “Permanent personal property” includes furniture, furnishings, computer equipment, calculating equipment, small machines, parts, tools and equipment or any other property which customarily has a use life of more than one year.

(3) Purchases over $2,000 shall be approved by the Town Board. Purchases under this subscription may be made on the open market and directly from a dealer of supplier without obtaining sealed quotations, but such purchased shall be made, when possible, after multiple quotations or proposals have been obtained.

Pursuant to Wis. Stat. § 70.45, the assessment roll for the Year 2025 assessment will be open for examination on Friday, the 2nd day of May, 2025 at 1:00 p.m., until 3:00 p.m.

Additionally, the assessor will be available at this time at the Town Hall, 30015 Co. Hwy C, Washburn, WI 54891.

Instructional material will be provided at the open book to persons who wish to object to valuations under Wis. Stat. § 70.47.

Notice of Board of Review Two-Hour Meeting

 Notice is hereby given that the Board of Review for the Town of Washburn, Bayfield County, Wisconsin, shall hold its meeting on Monday, May 12th, 2025, from 6:00 p.m. to 8:00 p.m., at the Town Hall, 30015 Co. Hwy, C, Washburn, WI 54891.

Please be advised of the following requirements to appear before the Board of Review and procedural requirements if appearing before the Board of Review:

  1. After the first meeting of the Board of Review and before the Board of Review’s final adjournment, no person who is scheduled to appear before the Board of Review may contact or provide information to a member of the Board of Review about the person’s objection, except at a session of the Board of Open book shall occur no less than 7 days prior to the Board of Review.
  2. The Board of Review may not hear an objection to the amount or valuation of property unless, at least 48 hours before the Board of Review’s first scheduled meeting, the objector provides to the Board of Review Clerk written or oral notice of an intent to file an objection, except that upon a showing of good cause and the submission of a written objection, the Board of Review shall waive that requirement during the first 2 hours of the Board of Review’s first scheduled meeting, and the Board of Review may waive that requirement up to the end of the 5th day of the session, or up to the end of the final day of the session if the session is less than 5 days, with proof of extraordinary circumstances for failure to meet the 48-hour notice requirement and failure to appear before the Board of Review during the first 2 hours of the first scheduled meeting.
  1. Objections to the amount or valuation of property shall first be made in writing and filed with the Board of Review Clerk within the first 2 hours of the Board of Review’s first scheduled meeting, except that, upon evidence of extraordinary circumstances, the Board of Review may waive that requirement up to the end of the 5th day of the session, or up to the end of the final day of the session if the session is less than 5 The Board of Review may require objections to the amount or valuation of property to be submitted on forms approved by the Wisconsin Department of Revenue, and the Board of Review shall require that any forms include stated valuations of the property in question. Persons who own land and improvements to that land may object to the aggregate valuation of that land and improvements to that land, but no person who owns land and improvements to that land may object only to the valuation of that land or only to the valuation of improvements to that land. No person may be allowed in any action or proceedings to question the amount or valuation of property unless the written objection has been filed and that person in good faith presented evidence to the Board of Review in support of the objections and made full disclosure before the Board of Review, under oath, of all of that person’s property liable to assessment in the district and the value of that property. The requirement that objections be in writing may be waived by express action of the Board.
  1. When appearing before the Board of Review, the objecting person shall specify in writing the person’s estimate of the value of the land and of the improvements that are the subject of the person’s objection and specify the information used to arrive at that estimate.
  2. No person may appear before the Board of Review, testify to the Board of Review by telephone, or object to a valuation if that valuation was made by the assessor or the objector using the income method of valuation, unless no later than 7 days before the first meeting of the Board of Review, the person supplies the assessor with all the information about income and expenses that the assessor requests, as specified in the Assessor’s Manual  under    Stat.  §  73.03(2a).  The Town of Washburn has an ordinance for the confidentiality of information about income and expenses that is provided to the assessor under this paragraph that provides exceptions for persons using information in the discharge of duties imposed by law or the duties of their officer or by order of a court. The information that is provided in this paragraph, unless a court determines that it is inaccurate, is not subject to the right of inspection and copying under Wis. State § 19.35(1).
  3. The Board of Review shall hear upon oath, by telephone, all ill or disabled persons who present to the board a letter from a physician, physician assistant, or advanced practice nurse prescriber certified under wis. Stat § 441.16(2) that confirms their illness or disability. No other persons may testify by telephone unless the Board of Review, in its discretion, has determined to grant a property owner’s or their representative’s request to testify under oath by telephone or written statement.
  4. No person may appear before the Board of Review, testify to the Board of Review by telephone, or contest the amount of any assessment unless, at least 48 hours before the first meeting of the Board of Review, or at least 48 hours before the objection is heard if the objection is allowed under Stat. § 70.47(3)(a), that person provides notice to the Board of Review Clerk as to whether the person will ask for the removal of a member of the Board of Review and, if so, which member, and provides a reasonable estimate of the length of time the hearing will take.
  5. No person shall be allowed to appear before the board of review, to testify to the board by telephone or to contest the amount of any assessment of real or personal property if the person has refused a reasonable written request by certified mail of the assessor to enter onto property to conduct an exterior view of the real or personal property being assessed.
