Special Board Meeting called to order at 9:00 a.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Pat Guske and Micheasl Harvey.

Meeting notices were properly posted in the three public places and published in the Daily Press.

A motion by John Hartzell and a second by Bruce Hokanson to go into close session to discuss Contracts for the Town Crew. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to come out of the closed session. Motion carried. All Ayes.

A motion by Bruce Hokanson and a second by Steven Tetzner to give Mike a 25 cent raise and give Pat a 50 cent raise. Motion carried. All Ayes.

Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Havey, and Donna Chapman.

Meeting minutes from the November 10, 2015 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All Ayes

Donna gave Treasurer’s report. All books are balanced. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. They have been working on the steamer, almost done. The pay loader needs four new tires. A motion by John Hartzell and a second by Steven Tetzner to buy four sure grip tires, 12 ply for $3833.01 for the pay loader. Motion carried. All Ayes. FR 694 and FR 695 have been approved for clearing of right of way. Buz Raspotnik will be doing the cutting. Mike ordered a valve for the pay loader. It was under $200.00. The 2001 plow truck needs fenders. Mike will check into a price . A motion by Steven Tetzner and a second by Bruce Hokanson to accept report. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to take out a loan from Chippewa Valley Bank for $54,234.00 for three years with three payments of $18,078.00, for the 2015 one ton with the first payment due when truck arrives. Motion carried. All Ayes.

A motion by Bruce Hokanson and a second by Steven Tetzner to approve the Election workers for 2016 and 2017. Motion carried. All Ayes.

Budget Hearing called to order at 6:30 P.M.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Donna Chapman and Ron Micheals.

Meeting notices were timely posted in the Daily Press and posted in the three public places in the Town.

Budgets were presented by the Clerk and reviewed.

Motion by Steven Tetzner and a second by John Hartzell to adjourn Budget Hearing. Motion carried.

Meeting of Electors called to order at 6:45 P.M.. Same people present.

Motion by Steven Tetzner and a second by Bruce Hokanson to approve a Town Levy of $50,648.00, a legal allowable amount. Motion carried. All Ayes.

Motion by John Hartzell and a second by Steven Tetzner to adjourn Elector meeting. Motion carried.

Donna gave Treasurer’s report.  Snow plow driveway permits were sent out and many returned. All books balance. Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All ayes.

There was no plan Commission meeting this month.

Mike gave crew report. The Plow truck was taken to Duluth for the recall. The salt sand is done. The mower tractor needs brush blades. The culvert steamer needs some work. Everything is ready for winter weather. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by Bruce Hokanson to approve the Budget of $440,623.00 Motion carried. All ayes.

Nat Swiston from the snowmobile club asked if Old C could be a temporary route again this year. After talking with the DNR and other property owners where the route was before, property owners said no and the DNR is working on permits. Bob Adams said it would be okay for this year but does not want it to become an every year situation. A motion by Steven Tetzner and a second by Bruce Hokanson to allow the route from December 1, 2015 to March 3, 2016 on Old C Road. Motion carried. All Ayes.

The contract was signed to allow cutting the right of way on FR 694 and FR695.

Bruce was going to go to Chippewa Valley Bank in Ashland to check out a loan for purchasing the one ton truck. He will report back at the next meeting.

Mike Harvey gave crew report. The cylinder for the plow truck is now fixed. The fuel pump switch is fixed. The dump truck needs brakes and the front end loader needs a tire. The chute for shouldering on the plow truck is mounted and ready to use. Working out on the Forest Roads. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

The Plan Commission met to check out the driveway permit for Curt Myers on Church Corner Road and approve of the driveway. The Town Board signed the permit at Section 33, Township 49, Range 5, NE ¼ SE ¼ for the driveway.

There was a discussion on using Old C Road for a trail for snowmobiles this winter. After some discussion it was decided to table the matter until the November meeting.

Mike Harvey gave crew report. Mike is trying to get some money for the Forest Roads. Ashland Construction is to start hauling crushed black top by end of week. The Dump Truck needs new tires and clutch. Motion by Bruce Hokanson and a second by Steven Tetzner to have a clutch put in and new tires in the back for around $5500.00 Motion carried. All Ayes. Mowing the ditches is almost done. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to adopt a resolution to support Improved Broadband access in the Town. Motion carried. All Ayes.

Some discussion on replacing the one ton truck which is need of repairs. A motion by Steven Tetzner and a second by Bruce Hokanson to buy a F450 Ford, two ton dump truck with a Monroe dump box for $52,000.00, which is only to be used to plow private driveways. Motion carried. All Ayes.

Special Board Meeting called to order at 7:00 .m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner and Mike Harvey.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Bids were opened for laying crushed black top on one mile of Engoe Road and one mile on Strecker Road. There was one bid for Engoe Road from Ashland Construction @ $17.40 a ton. A motion by Steven Tetzner and a second by John Hartzell to accept the bid from Ashland Construction to lay 3” by 22’ for one mile on Engoe Road and Strecker Road for as long as the crushed black top supply lasts. Motion carried. All Ayes.

It was decided to finish Strecker Road next Spring.

A motion by Steven Tetzner and a second by John Hartzell to do wedging on Wannebo Road from Ondossagon Road East in 9 areas. The cost would be $21,4234.55. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to do one patch of wedging on Church Corner Road south of Paulson Road and two patches on Wannebo Road, S curve on Wannebp Road west of Church Corner Road and Wannebo Culvert patch east of Ondossagon Road for $11,982.00. Motion carried. All Ayes.

A motion by Steven Tetzner and a second by John Hartzell to accept the agreement with the City of Washburn for the Emergency Service Contract Renewal, fire and ambulance services. Motion carried. All Ayes.

A discussion on putting crushed black top on one mile on Engoe Road and one mile on Strecker Road. A motion by Steven Tetzner and a second by John Hartzell to put 2 inches of crushed black top, 22 feet wide for the 2 miles on Engoe and Strecker Roads. Motion carried. All Ayes. A bid will be put out and be opened on August 25, 2015.

A discussion on spraying the Town Hall and Town Garage for fly control for $300.00. A motion by Steven Tetzner and a second by Bruce Hokanson to have the Town Hall and Town Garage sprayed for Flies by Guardian Pest Solutions for $300.00. Motion carried. All Ayes.

A motion by John Hartzell and a second by Steven Tetzner to buy a generator for the Town Garage for $1900.00 Motion carried. All Ayes.

Mike Harvey gave crew report. Mike will call Ben Dufford on the culvert replacement on Wannebo Road. Most of the gravel is hauled for the stock pile. They will now start hauling on Engoe Road. W K Construction will be here to pulverize Engoe Road the week of June 22^nd. The Leafy Spurge has been sprayed and has been reduced greatly. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Steve Frenchek and Bill Kaufman talked about the fireworks permit. A motion Bruce Hokanson and a second by John Hartzell to add to permit to contact adjoining property owners that the fireworks are being held. Motion carried. All Ayes.

The Driveway permit for Jennifer Warren at NE ¼ of SE ¼ Section 25 Township 49 N Range 05 was approved by the Plan Commission. Some ditching will be done by the Town. A motion by Steven Tetzner and a second by Bruce Hokanson to accept the Plan Commission approval. Motion carried. All Ayes.

The tandem truck needs new leaf springs. A motion by Steven Tetzner and a second by John Hartzell to buy the parts for $1500.00 and have Mike replace them. Motion carried. All Ayes.

Mike Harvey gave crew report. The Beaver problem on Ondossagon Road is under control. Ben Dufford said there would probably be enough money this year to replace the culvert on Wannebo Road. They have been grading on the Forest Roads. Rhinelander Forestry said they have some signs to replace forty six signs on the Forestry Roads that have problems. A motion by John Hartzell and a second by Steven Tetzner to accept report.

The bids for gravel were opened: Bob Olson, 2300 tons stock piled. $13.10 a ton, $30,130.00. Northwoods Paving, 2300 tons spread, $32591.00, 2300 tons stock piled, $30,889.00. South Shore Sand and Gravel, stock piled $18.41 per yard, spread $18.39 per yard. Ashland Construction, 2300 tons spread $13.74, $31,602.00, 2300 tons stock piled $13.74, $31602.00. Sipsas, 2300 tons spread $12.84, $29,532.00, 2300 tons stock piled, $12.84, 29,532.00. A motion by Steven Tetzner and a second by John Hartzell to accept the bid from Sipsas Trucking LLC for 2300 tons from Crooked Lake Pit for $12.84 a ton to be stock piled for $29,532.00, and 2300 tons from Crooked Lake Pit to be spread on Engoe Road for $12.84 a for $29,532.00. Motion carried, All Ayes.

A motion by John  Hartzell and a second by Bruce Hokanson to have WK Construction pulverize one mile on Engoe Road for $5820.00. Motion carried. All Ayes.
