Special Board meeting called to order at 9:00 A. M. Present Mark Morey, John Hartzell, Kerry Tetzner, Phil Tetzner, Mike Harvey and Kurt Kiehne. Motion by John Hartzell and a second by Kerry Tetzner to go into closed session. Motion carried. Purpose of meeting, employee issues. Motion by John Hartzell and a second by Mark Morey to pay Mike Harvey $150.00 back pay. Motion carried.

Motion by John Hartzell and a second by Kerry Tetzner to go out of closed session. Motion carried. Discussed alternate operators to help in snowstorms. Names mentioned, Ken Carlson and Albert Zifko. Both have agreed.

Motion by Mark Morey and a second by Kerry Tetzner to appoint Signa Groves, Mavis Ewer, Jon Pady and Matt Tetzner as Election officials. Motion carried. All aye votes.

Motion by John Hartzell and a second by Mark Morey to leave CD at Northern State Bank Motion carried. All aye votes. Rescinding December 10, 2007 motion.

DECEMBER 10,2007

Regular meeting called to order at 7:00 P.M. Present Phil Tetzner, Mark Morey, Kerry Tetzner, John Hartzell and Donna Chapman. Also Cathy Morey, Mike Harvey, Kurt Kiehne, Pat Schnapf and Patrick Marshall.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of November 13, 2007 were read and written copies given to Board members. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Minutes of October 11 and November 12, 2007 were also read. Motion by John Hartzell and a second by Kerry Tetzner to accept as read. Motion carried.

Donna gave Treasurers report. Motion by John Hartzell and a second by Mark Morey to go with Northern State or Northwoods Credit Union, whichever is most advantageous to the Town. Motion carried. Motion by Kerry Tetzner and a second by John Hartzell to accept Treasurer’s report. Motion carried.

Kurt Kiehne and Mike Harvey gave Crew report. Trouble with equipment radios, snowplowing, driveway culverts for Etta Teschner and Betty Goszewski, pumped garage septic January 2007, and mailboxes hit while plowing. Motion by John Hartzell and a second by Kerry Tetzner accept report. Motion carried.

Pat Schnapf appeared concerning plowing on Forest Road 429. Kerry Tetzner made a motion and a second by John Hartzell to give permission for snowmobile use on Forest Road 429 for 2007 and 2008 season. Motion carried.

Patrick Marshall appeared concerning driveway permit. No action.

Discussed road projects for next year.

NOVEMBER 13, 2007

Budget Hearing called to order at 6:30 P.M. Present Mark Morey, Kerry Tetzner, John Hartzell, Philip Tetzner, Donna Chapman, Mike Harvey, Kurt and Marie Kiehne, Cathy Morey and Joe Scholl.

Budgets were presented by the Clerk and reviewed. Motion by Kerry Tetzner and a second by John Hartzell to adjourn Budget Hearing. Motion carried.

Meeting of Electors called to order at 6:45 P.M. same people present.

Meeting notices were timely published in the Daily Press and posted in three public places in the Town.

Motion by Cathy Morey and a second by Mark Morey to approve a Town levy of $46,806.00 a legal allowable increase. Motion carried. All aye votes.

Motion by John Hartzell and a second by Kerry Tetzner to adjourn Elector Meeting at 7:00 P.M. Motion carried. All aye votes.

Motion by Kerry Tetzner and a second by John Hartzell to adopt Highway budget of $310,000.00 and General fund budget of $72,000.00. Motion carried. All aye votes.

John Anderson, Bayfield County judge and Kay Cedarburg, Bayfield County Clerk of Courts appeared at 8:00 P.M. Purpose to inform public of escalating jail populations and some tried remedies.

Reviewed road projects for next year. Employee safety equipment and clothing.

NOVEMBER 12,2007

Special meeting called to order at 10:00 A.M. Present Mark Morey, John Hartzell, Kerry Tetzner, Philip Tetzner and Ella Teague. Purpose of meeting to review health insurance coverage of employees.

Problem is coverage is not the same as agreed on in February 2007. No dental or life as agreed upon.

Ella Teague stated full coverage health, dental, and life would go back from February 2007 on both employees Gary Maki and Mike Harvey.

New policy would include Mike Harvey and Kurt Kiehne on policy. Wait for billing for cost.

Mike Harvey gave Crew report. Gravel needed on some Barren roads, equipment tires, and charges for snowplowing long driveways. Attended two seminars, one on chainsaw safety and one on road salt applications. Motion by Mark Morey and a second by John Hartzell to accept Mike Harvey’s report. Motion carried.

Etta Teschner appeared concerning building a new home on SE NE Sec 33-49-5. Motion by Kery Tetzner and a second by Mark Morey to approve Etta Teschner’s request to build a new home on this property. Motion carried. All aye votes.

Motion by Kerry Tetzner and a second by Mark Morey to approve five-year fire and ambulance contract with City of Washburn. Copy on file.

Reviewed budget for 2008. Budget hearing November 13, 2007.

Donna gave Treasurers report. Motion by John Hartzell and a second by Kerry Tetzner to accept report.

Mike Harvey gave Crew report. Culvert on NW Maple Hill done, repairs on Barren roads, need tires for Grader, and truck repairs. Motion by Kerry Tetzner and a second by John Hartzell to accept report. Motion carried.

Travis Tulowitzky of Bayfield County Zoning explained the new process of Class A notices coming to the clerk, then the planning commission, then the Town Board.

Motion by Kerry Tetzner and a second by John Hartzell to adopt by ordinance the Comprehensive Plan for Town of Washburn. Motion carried. All aye votes. Copy on file.  (Link to 2007 Town of Washburn Comprehensive Plan)

Reviewed Fire and Ambulance contract with City of Washburn. No action taken.

Reviewed Fireworks display permit for Town of Washburn. Motion by Kerry Tetzner and a second by John Hartzell to approve amendment to Fireworks display permit. Motion carried All aye votes.

Motion by Mark Morey and a second by John Hartzell to designate Kerry Tetzner as designated official to issue Fireworks Permits. Motion carried. All aye votes.

Reviewed LRIP and PASER programs.

AUGUST 27, 2007

Special meeting called to order at 7:00 P.M. Present Mark Morey, Kerry Tetzner, Phil Tetzner, John Hartzell, Gary Maki, Mike Harvey and Kurt Kiehne. Purpose to interview Kurt Kiehne who turned in resume for road job.

Mecting notices were properly posted in three public places in the Town and published in the Daily press.

Talked with Gary Maki about current situation. Gary can no longer work. Board got Gary’s views on all aspects of situation. Also his views on current projects.

Motion by Kerry Tetzner and a second by John Hartzell to go into closed session, Motion carried.

Interviewed Kurt Kiehne. Went through resume with Kurt. Also Union contract. Discussed wage scale and benefits. Called Mike Harvey to come to meeting for more discussion. Kurt stepped out and Board discussed wages.

Mike Harvey and Kurt Kiehne came back to meeting. Discussed wages with both men from Town point of view. Some disagreement. Reached agreement. Amounts in union contract.

Motion by John Hartzell and a second by Kerry Tetzner to go out of closed session. Motion carried.

Motion by John Hartzell and a second by Kerry Tetzner to hire Kurt Kiehne as co-highway superintendent with Mike Harvey. Wages in union contract for balance of union contract, 2 plus years. Motion carried. All aye votes.

AUGUST 22, 2007

Special meeting called to order at 9:00 A.M. Purpose to review Gary Maki status. Present Mark Morey, Kerry Tetzner, Philip E. Tetzner, Dan Westlund -Union Rep., John Hartzell, and Ella Teague of Rural Insurance.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Motion by Kerry Tetzner and as second by John Hartzell to go into closed session. Motion carried. All aye votes.

Dan Westlund explained Union involvement and benefits. Union will do all it can to help Gary.

Met with Ella Teague of Rural Insurance. She explained insurance coverage pertaining to Gary. Answered all questions.

Discussed hiring and all problems of hiring an employee to replace Gary Maki.

Interviewed Mike Harvey. He answered all questions.

Motion by John Hartzcll and a second by Kerry Tetzner to interview Kurt Kiehne who turned in resume for Town job. Motion carried. Monday August 27, 2007 at 7:00 P.M.

Regular meeting called to order at 7:00 P.M. Present Phil Tetzner, Mark Morey, John Hartzcll, Kerry Tetzner, and Mike Harvey. Absent Donna Chapman and Gary Maki. Also present Timm Retzloff, Cathy Hoffman, Lauren and Kristen Retzloff, Joe Scholl, Jim Deeth, Bruce Hokanson, Kathryn Morey, David Bratley and Wendy Stein.

Minutes of July 10, 2007 were read and written copies given to Board Members. Motion by John Hartzell and a second by Kerry Tetzner to accept as read. Motion carried.

Clerk presented Treasurers report to Board. Motion by Kerry Tetzner, and a second by John Hartzell to accept report with one question. Motion carried.

Mike Harvey gave road report in absence of Gary Maki. Grading in Barrens, preparing for replacement of big culvert on North Maple Hill, and need tires on grader and truck. Motion by Kerry Tetzner and a second by John Hartzell to accept Mike Harvey’s road report. Motion carried.

Kurt Kiehne had been down to see Gary Maki in Rochester and reported on his condition.

Cathy Hoffmnan presented Ecology survey on Leafy Spurge with help from Lauren Retzloff, Kristen Retzloff and Kathryn Morey.

Motion by Kerry Tetzner and a second by John Hartzell to give $750.00 to Ecology Club for survey work done. Motion carried.

David Bratley appeared concerning cutting roadside on 236. Area talked about is in Town of Bell. No action taken.

Called Gary Maki at Rochester by phone. Probably not coming back to work because of health.
