Regular meeting called to order at 7:00 P.M. Present John Hartzell, Philip E. Tetzner, Kerry Tetzner, Mark Morey, Donna Chapman, and Gary Maki.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of November 14, 2006 were read and written copies given to Board Members. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Donna gave Treasurers report. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Motion by John Hartzell and a second by Kerry Tetzner to transfer Associated Bank Savings account to Northern State Bank $90,818.37. One year C.D Motion carried.

Gary gave Crew report. Shop furnace needs repair, fuel tank on truck leaks and is repaired. Possible more brushing in Barrens. Need shield on mower tractor. Discussed Union contract wording. Motion by John Hartzell and a second by Kerry Tetzner to accept report.

Motion carried Motion by John Hartzell and a second by Kerry Tetzner to approve letter drafted to Bayfield County Tourism and Recreation concerning ATV’s. Copy on file. Motion carried.

Motion by Kerry Tetzner and a second by Mark Morey to pay election officials $10.00 per hour. Motion carried. All aye votes.

Motion by Mark Morey and a second by Kerry Tetzner to adopt resolution to furnish Bond to County Treasurer- Copy on file. Motion carried.

NOVEMBER 14, 2006

Budget hearing called to order at 6:30 P.M. Present John Hartzell, Kerry Tetzner, Philip Tetzner, Mark Morey and Gary Maki.  Budgets were presented by the Clerk and reviewed. Motion by John Hartzell and a second by Kerry Tetzner to adjourn Budget hearing. Motion carried. All aye votes.

Meeting of Electors called to order at 6:40 P.M. same people present.

Meeting notices were published in the October 28, 2006 Daily Press. A timely notice. Also posted in three public places in the Town.

Motion by Mark Morey and a second by Kerry Tetzner to approve a Town levy of $45,068.00 a legal 2% increase. All aye votes.

Motion by Kerry Tetzner and a second by John Hartzell to adjourn elector meeting at 7:00 P.M. All aye votes.

Gary gave his crew report. Salt sand is mixed. County made mistake with salt weight so sand mix is heavy on salt. Lot of work in the barrens. Machinery is ready for snow. Motion by John Hartzell and a second by Kerry Tetzner to accept Gary’s report. Motion carried.

Motion by Kerry Tetzner and a second by Mark Morey to adopt Highway budget of $300,000.00 and General Fund $70,000.00. Motion carried. All aye votes.

Wayne Shearman appeared with a question about a building permit. No problems.

Dale Brevak appeared with no problems. He explained County level solutions.

Special meeting called to order at 9:00 A.M. Purpose to clarify unemployment compensation for former employee by talking with unemployment officer via phone.

Present John Hartzell, Mark Morey, Kerry Tetzner, and Philip E. Tetzner.

Talked with Steve- Supervisor from Madison. Not much Town can do except pay benefits.

OCTOBER 10, 2006

September minutes were read and written copies given to Board members. Motion to accept minutes by Kerry Tetzner and a second by John Hartzell. All ayes.

Gary gave Crew report. Salt sand all screened, about 1500 yards. Compared salt prices, County and Bob Olson. Same price. Need new pads on backhoe. Lot of grading and chip hauling on Barren Roads. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Reviewed snowplow policy.

Reviewed Dog License program.

Reviewed Mike Nelson extended unemployment payments.

Purpose of meeting to review Employee Union Contract with Union Rep Dan Westlund.

Motion by Kerry Tetzner and a second by John Hartzell to go into closed session. Motion carried.

Reviewed present wages and possible increases. Also Health Insurance coverage. Town presented proposal to be presented to employees by Dan Westlund.

Special meeting called to order at 10:00 A.M. Purpose to meet with Rural Insurance agent concerning Health Insurance for employees.

Mecting notices were properly posted in three public places in the Town and published in the Daily Press.

Present Mark Morey, Phil Tetzner, John Hartzell, Kerry Tetzner and Ella Teague,

Ella updated our other coverages with recommendations.

Motion by Mark Morey and a second by John Hartzell to go into closed session. Motion carried.

Ella compared all coverages listed with Blue Cross, her company, with the Town employees present coverage. Ella will meet with employees and get their status and get back to Board with more concrete figures.

Cathy Hoffman and crew gave report on mapping and identifying Leafy Spurge control in Town of Washburn. Miles Falck reported on the spraying.

Motion by John Hartzell and a second by Kerry Tetzner to donate $750.00 to Washburn Ecology Club for work done in 2006. Motion carried.

Motion by Mark Morey and a second by John Hartzell to donate $1,000.00 to GLIFWIC for spraying Leafy Spurge in Town of Washburn. Motion carried.

Tom Cogger reviewed his involvement in Comprehensive Plan, Ag, DNR and consultant.

Jonathan Turner requested permission to build a house and garage on a parcel of about 10 acres in carried. NW SE Sec 2-48-5. Motion by Kerry Tetzner and a second by John Hartzell to approve. Motion carried.

Motion by Kerry Tetzner and a second by John Hartzell to approve Mike Harvey bid of $1800.00 to paint outside of Town Hall. Motion carried. All aye votes.

Clerk presented Treasurer’s report. Motion by Mark Morey and a second by Kerry Tetzner to accept report. Motion carried.

Gary Maki gave Crew report. He reported the blacktopping on Old “C” and Nevers Road being done. Also grass mowing coming along fine. Culverts being put in by forest service. Motion by Morey and a second by Kerry Tetzner approve report. Motion carried.

Motion by Kerry Tetzner and a second by John Hartzell to grant a building Permit to Paul and Chris Rice to build a year round residence on NW NW Sec 28-49-5. Motion carried. All aye votes.

Motion by Kerry Tetzner and as second by John Hartzell to grant a building permit to Ryan Tetzner to build a manufactured home to replace a mobile home on a 5-acre Parcel in SE NW Sec 12-48-5. Motion carried. All aye votes.

Kurt Kiehne appeared concerning an incident with a dirt bike, peed, and a neighbor. All was settled amicably.

Gary gave Town Crew report. Grading in Barrens, replacing culverts, Leafy Spurge mowing, and no equipment breakdowns. Motion by Kerry Tetzner and a second by John Hartzell to accept Gary’s report. Motion carried.

Nevers Road Bid TRIP Project: Angelo Luppino $58.75/ton        Northwoods Paving $48.07/ton.

Motion by John Hartzell and a second by Kerry Tetzner to accept Northwoods bid for Nevers Road TRIP project. Motion carried with all aye votes.

Motion by John Hartzell and a second by Mark Morey to accept Northwoods bid for Old “C” road. Motion carried. All aye votes.

Motion by Kerry Tetzner and a second by John Hartzell to approve Class B Combination Liquor License for Signa Groves of C-Side Inn. Motion carried. All aye votes. Same rate as last year.

Nancy Hansen wondered when Paulson Road would be blacktopped. Estimate 5 to 6 years.
