DECEMBER 13, 2005

Rcgular meeting called to order at 7:00 P.M. Present Mark Morey, Kerry Tetzner, John Hartzell, and Phil Tetzner. Absent Donna Chapman. Also present Gary Maki, Jodi Munson, Gerry Powers, Jolene Barningham, Chris Rice, Paul Rice, Jill Sauld, Jeff Pippgras, Robert Short, and Cyndi Belanger.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of November 8, 2005 were read and printed copies given to Board Members. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Donna’s report was presented by clerk. Motion by Kerry Tetzner and a second by John Hartzell to accept. Motion carried.

Gary gave crew report. Lot of snowplowing and sanding. No machinery breakdowns. Motion by John Hartzell and a second by Kerry Tetzner to accept Gary’s report. Motion carried.

Reviewed Jodi Munson’s request for an animal sanctuary permit. Jodi explained what they were doing. Lots of objections and questions from adjoining landowners. Motion by John Hartzell and second by Kerry Tetzner to table for one month until January 10, 2006. Motion carried.

Motion by John Hartzell and a second by Kerry Tetzner to apply for WisDOT signing and marking highway program. Motion carried.

Motion by Kerry Tetzner and a second by John Hartzell to support National Forest Counties and Schools Coalition to keep program as is. Motion carried.

Motion by Kerry Tetzner and a second by Mark Morey to adopt resolution obligating Town to pay County Taxes. Motion carried. All aye votes.

Motion and a second to pay all current Town bills.

BUDGET HEARING MINUTES
NOVEMBER 8, 2005

Budget hearing called to order at 6:30 P.M. Present Kerry Tetzner, Mark Morey, Philip Tetzner, John Hartzell and Donna Chapman. Also Gary Maki, Cathy Morey, Steve Bade, and Kim Bro.

Budget hearing notice and elector Town meeting notices were published on Monday October 24, 2005 in the Daily Press and posted in three public places in the Town. They were timely notices.

Motion by John Hartzell and a second by Kerry Tetzner to adjourn Budget Hearing. Motion carried.

Elector meeting called to order. Same people present. Motion by Kerry Tetzner and a second by John Hartzell to approve tax levy of $44,185.00, a 2% legal increase. Motion carried. All aye votes.

Motion and a second to adjourn Elector meeting. Motion carried.

Regular meeting called to order at 7:00 P.M. Same people present. Meeting notices were properly posted.

Minutes of October 11, 2005 were read and written copies given to Board Members. Motion by Kerry Tetzner and a second by John Hartzell to accept. Motion carried.

Donna gave her Treasurer s report. Motion by John Hartzell and second by Kerry Tetzner to accept. Motion carried.

Gary Maki gave crew report. Lots of work on Barren Roads. Salt sand is piled and covered. Discussed gates on Wannebo Pit. Motion by John Hartzell and a second by Kerry Tetzner to accept crew report.

Steve Bade and Kim Bro reported on progress of Comprehensive Planning Committee.

Motion by John Hartzell and a second by Kerry Tetzner to enter into agreement with Northwoods Cooperative Weed Management Association. Motion carried.

Motion and a second to apply for Volunteer Fire Association dry hydrant grant. Motion carried.

Motion by Kerry Tetzner and a second by Mark Morey to adopt General Fund budget of $63,500.00 and Highway Fund budget of $310,000.00. Motion carried. All aye votes.

Meeting Minutes October 11, 2005

OCTOBER 11, 2005

Regular meeting called to order at 7:00 P.M. Present Phil Tetzner, Mark Morey, John Hartzell, Kerry Tetzner and Donna Chapman. Also Cathy Morey, Phil Freeman, Mike Harvey, Dick Mihalek, Tom Wojciechowski, and Travis Tulowitzky.

Meeting notices were properly posted in three public places in the Town.

Minutes of September 13, 2005 were read and written copies given to Board Members. Motion by Kerry Tetzner and a second by John Hartzell to accept. Motion carried. All aye votes.

Donna gave Treasurers report. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Gary gave Crew Report. New culvert needed on Wannebo, Engoe Road, heavy rain damage in barrens. Most local roads repaired. Salt – sand requirements, spike tooth dragging in barrens for bear hunting causing some damage. Motion by John Hartzell and a second by Kerry Tetzner to accept Gary’s report.

Reviewed Leafy Spurge spraying being done now. Phil Freeman appeared concerning Federal help for wood chips and gravel on barren roads.

Tom Wojciechowski reviewed salt shed grant program. He will help the Town.

Discussed Fire – Ambulance agreement with City of Washburn. Motion by John Hartzell and a second by Kerry Tetzner to accept Fire –  Ambulance Contract with City of Washburn for a two-year contract with a 6% increase each year. Motion carried. All aye votes.

Motion by Kerry Tetzner and a second by John Hartzell to adopt resolution concerning Homeland Security. Copy on file. Motion carried. All aye votes.

Discussed possible TRIP Projects.

Travis Tulowitzky introduced himself from Bayfield County Zoning. Reviewed animal abuse complaints on Larry Munson property.

Motion and a second to pay all current Town bills.

Motion and a second to have budget hearing and Town meeting on Tuesday November 8, 2005 at 6:30 P.M. Motion carried.

OCTOBER 3, 2005

Special Town Board meeting called to order at 6:00 P.M. Present Mark Morey, Kerry Tetzner, and John Hartzell. Purpose to interview three applicants.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Motion by Mark Morey and a second by John Hartzell to go into closed session. Motion carried.

Interviewed three applicants.

Motion by Mark Morey and a second by Kerry Tetzner to go out of closed session. Motion carried.

Motion by John Hartzell and a second by Mark Morey to hire Michael Harvey, Motion carried. All aye votes.

Starting date as soon as possible at $13.40 per hour with probation as per Union Contract,

Motion by Mark Morey and a second by Kerry Tetzner to send letter of notification to all applicants who sent in resumes. Motion carried.

Special Town Board meeting called to order at 6:00 P.M. Purpose, to review resumes of Town job applicants. Present Mark Morey, John Hartzell, and Kerry Tetzner.

Motion by Mark Morey and a second by Kerry Tetzner to go into closed session. Motion carried. All aye votes.

Motion by John Hartzell and a second by Kerry Tetzner to go out of closed session. Motion carried.

Motion by Kerry Tetzner and a second by John Hartzell to interview three applicants on Monday October 3, 2005. Motion carried.

Arnold Siroin appeared concerning building a new house in SW SE Sec 32-49-5 replacing house destroyed by fire. Motion by Mark Morey and a second by John Hartzell to approve request. Motion carried.

Treasurer’s report was presented. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Gary gave his crew report. Salt, grading, salt shed, and crewmember quitting were items discussed. Motion by John Hartzell and a second by Kerry Tetzner to accept Gary`s report. Motion carried.

Received request from Brian Edelmann to build a house on a lot in SW SW Sec 12-48-5. Motion by Kerry Tetzner and a second by John Hartzell to grant request. Motion carried.

Motion by Kerry Tetzner and a second by John Hartzell to approve proposal from Mike Harvey to install siding on Town hall for $3,800.00. Motion carried.

Motion and a second to have Special Town Board meeting to work on DOT Paser worksheet September 20, 2005 9:00 A.M. Motion carried.

Discussed replacing Town Crew member. Will post job in the Daily Press. Motion and a second to do so.

Meeting Minutes August 9, 2005

AUGUST 9, 2005

Regular meeting called to order at 7:00 P.M. Present Kerry Tetzner, Mark Morey, Philip E. Tetzner, and John Hartzell. Absent Donna Chapman. Also present Gary Maki, Cathy Hoffman, Timm Retzloff, Wendy Stein, Kurt Kiehne, Pat McCabe, Clyde Hursh, and Kristen and Lauren Retzloff.

Minutes of July 12, 2005 were read and written copies given to Board members. Motion by John Hartzell and a second by Kerry Tetzner to accept.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Gary gave Crew report. Mower tractor good shape, roadside tree cutting and brushing on Maple Hill, fixed some washouts from heavy rain, and roadside mowing almost done. Motion by Kerry Tetzner and a second by John Hartzell to accept. Motion carried.

Cathy Hoffman reported on the monitoring of Leafy Spurge in the Town of Washburn. She gave a summary of all the sites and any changes noticed in growth since year 2004.

Received request from Frank Stone to build a second home on an undivided parcel of land. Motion by Mark Morey and a second by Kerry Tetzner to accept. Motion carried.

Pat McCabe and Clyde Hursh appeared concerning a second home on a parcel of land. No paper work done so no action taken.

Timm Retzloff appeared concerning a possible loud neighbor party. No action taken.

Discussed Fire and Ambulance contract with City of Washburn. Motion by John Hartzell and a second by Kerry Tetzner to meet again for further study. Motion carried.

Motion by Kerry Tetzner and a second by John Hartzell to insulate Town hall at a cost of about $1200.00. Motion carried.

Motion by John Hartzell and a second by Kerry Tetzner to approve propane contract with Midland  for 3500 gallon at $1.23 per gallon. Motion carried. All aye votes.

Town Board will attend NIMS Emergency meeting August 29, 2005.

Motion by Kerry Tetzner and a second by John Hartzell to send flowers for Eddie Pajala memorial. Motion carried.

Meeting Minutes July 12, 2005

JULY 12, 2005

Regular meeting called to order at 7:00 P.M. Present Mark Morey, Kerry Tetzner, Phil Tetzner, Gary Maki, and John Hartzell. Donna absent. Also Mike Harvey present.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of June 14, 2005 were read and written copies given to Board Members. Motion by Kerry Tetzner and a second by John Hartzell to accept as read. Motion carried.

Gary gave his report. Received new mower tractor with some problems, black top done, gravel done, and need of extra man for one month. Motion by Kerry Tetzner and a second by John Hartzell to accept report. Motion carried.

Motion by Kerry Tetzncr and a second by Mark Morey to finance lease of mower tractor with Security State Bank of Iron River. Three-year term at 4.03% per quote. Motion carried. All aye votes.

Motion by John Hartzell and a second by Kerry Tetzner to approve service agreement with Waste Management. Motion carried.

Discussed work on Town Hall. Ramp, siding, and new doors. Motion by Kerry Tetzner and second by John Hartzell to replace handicap ramp and add full-length new roof. Motion carried. All aye votes.

JUNE 14, 2005

Regular meeting called to order at 7:00 P.M. Present Philip Tetzner, Kerry Tetzner, John Hartzell,  Mark Morey, Gary Maki, Mike Nelson, Donna Chapman, Cathy Morey, Pat Hennessy, Gary and Rose Ann Bitzer, Joe Scholl, and Gary Morzenti.

Minutes of May 10, 2005 were read and written copies given to Board members. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Donna presented her Treasurers report. Motion by Kerry Tetzner and a second by John Hartzell to accept.

Gary gave crew report. New mower tractor delivery will still be two weeks, gravel hauling, and electric work on garage.

Motion by John Hartzell and a second by Kerry Tetzner to accept Gary s report. Motion carried.

Gary and Rose Anne Bitzer requested Town Board approval to replace their old house on a parcel of land in NENE Sec 34-49-5. Motion by Mark Morey and a second by John Hartzell to approve request, giving two years to build new house and three years to remove old house. Motion carried. All aye votes.

Received and opened Blacktop bids from Northwoods Paving for Pajala Road and Chequamegon Heights Road at a cost of $33.80 per ton. Total cost estimate: Pajala Road $75,998.55. Total cost estimate for Chequamegon Heights Road: $18,958.00.

Motion by John Hartzell and a second by Kerry Tetzner to accept Northwoods bid for both roads. Motion carried, Three aye votes. Barksdale will not do their half of Chequamegon Heights Road at this time.

Received request from Patrick Hennessy to build a new house in SESW Sec 21-49-5, Motion by Kerry Tetzner and a second by John Hartzell to approve request. Motion carried, Three aye votes.

Motion by John Hartzell and a second by Kerry Tetzner to open Forest Road #435 to ATV travel. Motion carried. Past Twin Lakes. All aye votes.

Motion by John Hartzell and a second by Mark Morey to post gravel pit “40” in Sec 1-48-5 with no trespassing signs. Motion carried. All aye votes. Due to excessive shooting.

Motion by John Hartzell and a second by Kerry Tetzner to approve Signa Groves of “C` Side Inn request for a Class B Combination liquor license. Motion carried. All aye votes. $150.00 fee.

MAY 31, 2005

Board of Review called to order at 6:00 P.M. Members present Mark Morey, Kerry Tetzner, John Hartzell, and Philip Tetzner.

Meeting notices were properly posted in the Town and published in the Daily Press at least 15 days before this meeting.

Assessment notices were deposited in the mail on Saturday May 14, 2005 at least 15 days before this meeting.

Assessor signed assessment Roll.

One member of Board of Review had Board of Review training, Kerry Tetzner.

Chairman Morey appointed Kerry Tetzner as Board of Review Clerk.

A tape recorder was provided. Open Book was from 4:00 P.M. to 6:00 P.M. the same day with Assessor in attendance. Joe & Dorothy Scholl appeared at open book with question, no complaint.

Bruce Hokanson, Jim Deeth, Ruth Hartzell, appeared at Board of Review with questions. No objections filed.

Board of Review adjourned at 8:00 P.M.
