Regular meeting called to order at 7:00 P.M. Present Kerry Tetzner, John Hartzell, Philip Tetzner, Mark Morey and Donna Chapman. Also Tim Edgely of Rural Insurance, Gary Maki, Cathy Morey, Wendy Stein, Mike Nelson, Cathy Hoffiman, Vijai Pandian (New Ag Agent), Joseph Amrein, and Peter Pipgaas.

Meeting notices were properly posted in three public places n the Town and published in the Daily Press.

Minutes of April 14, 2005 were read and written copies given to Board Members. Motion by Kerry Tetzner and a second by John Hartzell to accept. Motion carried.

Vijai Pandian, Bayfield County Ag Agent, introduced himself and explained ongoing programs and possible new ones.

Donna gave Treasurer’s report. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried.

Gary gave Crew Report. Lot of grading in barrens, problems with mower tractor and gravel needs. Motion by Mark Morey and a second by Kerry Tetzner to accept Gary Maki’s report. Motion carried.

Tim Edgely of Rural Insurance reported new coverages needed at extra cost of $313.00. Motion by John Hartzell and a second by Kerry Tetzner to go with this extra coverage. Motion carried.

Cathy Hoffman gave Leafy Spurge update and GPS unit location. Cathy and Wendy Stein explained some of their work to date. Mowing and spraying times.

Motion by Kerry Tetzner and a second by John Hartzell to donate $500.00 to Washburn High School Ecology Club to locate Leafy Spurge sites and map them with GPS unit help. Motion carried.

Received application from Joseph Amrein to build a home in the SW SW SE Sec 3-48-5. Motion by Mark Morey and a second by Kerry Tetzner to approve driveway permit. Motion carried.

Motion by Kerry Tetzner and a second by John Hartzell to approve building permit to build residence on this site. Motion carried.

Received application from John Warren to convert garage to residence on his property located in SE NE Sec 25-49-5. Motion by John Hartzell and a second by Kerry Tetzner to approve application. Motion carried.

Motion by Mark Morey and a second by John Hartzell to go with low bid from Ashland Construction. Motion carried. 3 aye votes.

Discussed Town Hall siding, painting, and ramp for disabled. Possible cost and when to do it. Will to try to get cost estimates.

Discussed breakdown of mower tractor a 1991 Model John Deere. Reviewed options. Repair, or purchase a new machine at a cost of about $66,000.00. Motion by John Hartzell and a second by a Mark Morey to go with lease program on new machine. Motion carried. All aye votes.

Clerk reported Signa Groves of C-Side Inn has applied for Class B combination liquor license.

Motion and a second to pay all current Town bills.

Set Board of Review date May 31 from 6 P.M. to 8 P.M.

APRIL 14, 2005

Minutes of March 8, 2005 were read and written copies given to Board Members. Motion by Kerry Tetzner and a second by John Hartzell to accept. Motion carried.

Donna gave Treasurers report. Mentioned overpayment by Forest Service IN LIEU of taxes. Motion by John Hartzell and a second by Kerry Tetzner to accept report. Motion carried.

Gary gave his report. Beaver damage Paulson Road, measurements of Town building site, and outside lighting at Town hall and garage. Motion by Kerry Tetzner and a second by John Hartzell to accept. Motion carried.

Tim Edgely of Rural Insurance reviewed our policy item by item. Tim will inspect our site with an underwriter next week and report back any changes needed in coverage.

Received letter from Robert and Marcia Pratt concerning ATV trails on Maple Hill. Board informed him they would keep him posted if this issue comes up again. Letter on file.

Motion by Kerry Tetzner and a second by John Hartzell to adopt plan for developing a Public Comprehensive Plan for Town of Washburn dated April 14, 2005. Motion carried. Copy on file.

Motion by Kerry Tetzner and a second by John Hartzell to let gravel bids to be opened at May meeting. Motion carried.

Motion by Mark Morey and a second by Kerry Tetzner to pay all current Town bills.

TOWN OF WASHBURN ANNUAL MEETING
APRIL 12, 2005

Annual meeting called to order at 7:00 P.M. Minutes of April 13, 2004 were read. Motion by Kerry Tetzner and a second by Bruce Hokanson to accept. All aye votes, 16. No “no” votes.

Mark Morey discussed work done so far on Town of Washburn Comprehensive Plan.

Reviewed roadside cleanup for coming year and passed roster around for sign ups.

Reviewed old landfill upkeep especially the cap and monitoring by three wells.

Discussed Leafy Spurge control. Update on mowing and spraying from Wendy Stein.

Mark Morey reviewed work done and to be done on Town hall. Windows, doors and siding. Mark asked for opinions on siding and colors. He also noted the Town hall was not listed as a historical building. It had been nominated as historical but was never approved. Bob Adams recalled some of this history. Motion by Kerry Tetzner and a second by Cathy Morey to fix up and keep the outhouse building. Motion carried. All aye votes. One “no”.

Mark reviewed road plans for coming year.

Discussed lights on radio tower and salt shed construction.

Motion by Kim Bro and a second by Cathy Morey to have next Annual Meeting on Tuesday one week from Election Day at 7:00 P.M. Motion carried.

Donna Chapman gave Treasurer’s Report. Motion by Mark Morey and a second by Kerry Tetzner to accept. Motion carried.

Gary Maki gave erew report. Repaired two furnaces in Town garage. February went well. Mark Morey made motion to accept report and a second by Tom Cogger. Motion carried.

Douglas Casina of Bayfield County Zoning appeared concerning A & B notices that Towns have to post for public hearings held by zoning committee.

Reviewed road projects for 2005.

Reviewed door and window project for Town Hall. North window is in and looks good so will proceed to install the rest. Mark will order two new doors. Also try to get new inside trim for around windows and doors. Motion by Kerry Tetzner and second by Mark Morey to go ahead with above project. Also to accept Mike Harvey’s bid of $800.00 to install doors. Motion carried.

FEBRUARY 8, 2005

Regular meeting called to order at 7:00 P.M. Present Kerry Tetzner, Mark Morey, Philip Tetzner, Tom Cogger, and Donna Chapman. Also present Gary Maki, Cathy Morey, Robbie Purner, and John Hartzell.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of January 11, 2005 were read and written copies given to Board Members. Motion by  Kerry Tetzner and a second by Mark Morey to approve minutes. Motion carried.

Donna gave Treasurers report. Property tax collection complete. Motion by Kerry Tetzner and a second by Tom Cogger to accept. Motion carried.

Gary gave Crew report. Estimate 2005 gravel costs up $ .50 per yard, blacktop estimate about 10% increase, Everything went well in January. Motion by Kerry Tetzner and a second by Mark Morey to accept Gary’s report. Motion carried.

John Hartzell appeared and made request to replace his house with new one on same site. Motion by Kerry Tetzner and a second by Tom Cogger to approve request. Motion carried. All aye votes. Located on parcel in SWNW Section 27-49-5.

Robbie Purner appeared concerning changing an existing out building into a home care facility for elderly people on her property NWNE Sec. 35-49-5. Motion by Mark Morey and a second by a Tom Cogger to approve with conditional use as noted on zoning permit. Motion carried with all aye votes. Copy of permit on file.

Motion by Tom Cogger and a second by Kerry Tetzner to approve final list of proposed committee members for planning committee with stipulation that if anyone leaves committee a new member can be added. Motion carried. All aye votes. List of 14 members on file.

Discussed road project for 2005 year.

Discussed siding and window repairs on Town hall.

Motion and a second to pay all current Town bills.

Minutes of December 14, 2004 were read and written copies given to Board Members. Motion by Kerry Tetzner and a second by Mark Morey to accept. Motion carried.

Donna gave Treasurer’s report. Reported some taxpayer grievances. Motion by Mark Morey and second by Kerry Tetzner to accept. Motion carried.

Gary gave Crew report. Garage door opened one night and pipes froze. Nothing else reported. No machinery breakdowns. Motion by Kerry Tetzner and a second by Mark Morey to accept. Motion carried.

Discussed Salt Shed Storage, and using more salt with less sand or all salt. Also night light on Town Hall.

Discussed Ambulance Service and amount of service Town provides at request of Bayfield — Ashland Counties EMS Council.

Ted May and Cathy Morey asked to be on planning committee. Some discussion as to number on committee.

Motion by Kerry Tetzner and a second by Mark Morey to accept proposal from Mike Harvey to a replace 5 Town Hall windows for $3,000.00. Motion carried.
