Meeting Minutes December 19, 2000

DECEMBER 19, 2000 – SPECIAL MEETING

Special meeting called to order at 7:00 P.M. Present Tetzner, Miller, Mihalek, Wyzlic, and Gary Maki. Also Scott DeBeir of Teamsters Union.

Purpose of meeting to open and consider Truck bids. Received three bids:

Meeting notices were properly posted in three public places in the Town and published in the Daily Press. One bid for equipment: Box Sander, one-way plow and Hastings Hitch from McKenzie for total $28,798.00.

Motion by Mihalek and a second by Miller to award Truck bid to Meyers International of Cameron, WI and equipment bid to McKenzie Supply of Rice Lake for $28,798.00. Motion carried. Gary Maki left meeting.

Motion by Miller and a second by Mihalek to go into executive session to discuss Union Contract with Scott DeBeir.

Motion by Miller and a second by Mihalek to go back to open session.

Motion by Mihalek and a second by Miller to go with three-year contract. $ .70 per hr. increase first year, $ .70 per hr. increase second year and $ .75 per hr. increase the third year. Also to pay 85% of Health Insurance first year and 90% second and third year. Motion carried. Subject to acceptance by employees.

Motion by Miller and a second by Mihalek to accept loan bid from Security State Bank of Iron River to pay for truck and equipment. Rate 5.92% for four-year term. Motion carried.

Meeting Minutes November 14, 2000

NOVEMBER 14, 2000

Regular meeting called to order at 7:30 P.M. Present Tetzner, Chapman, Wyzlic, Mihalek, and Miller. Also Gary Maki.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of September 12, 2000 were read and written copies given to Board Members., Motion by Mihalek and a second by Miller to accept minutes as read. Motion carried.

Donna gave her report. Motion by Mihalek and a second by Miller to accept. Motion carried.

Gary Maki gave his crew report. Washouts from heavy rain, truck literature, loader repairs. Motion by Miller and a second by Mihalek to accept. Motion carried.

Motion by Mihalek and a second by Miller to approve Dan Anderson’s request to build a new home on Ag-1 NE NE Sec 8-48-5. Motion carried.

Received request from Operating Engineers to open negotiations.

Motion by Mihalek and a second by Miller to pay all current Town bills. Motion carried.

DECEMBER 12, 2000

Regular meeting called to order at 7:00 P.M. Present Tctzner, Miller, Mihalek, Wyzlic, Chapman, and Gary Maki.

Meeting notices were properly posted in three public places in the Town and published in Daily Press.

Minutes of November 14, 2000 were read and written copies given to Board Members. Motion by Mihalek and a second by Miller to accept. Motion carried.

Donna gave her Treasurer’s report. Motion by Miller and a second by Mihalek to accept and also to transfer the smallest CD $25,330.00 to Money Market account. Motion carried.

Gary Maki gave Town crew report. Truck box hinges broken, loader battery, Leland calling in sick, repairs to shop furnace, Christmas lights and leaking loader fuel tank. Motion by Miller and a second by Mihalek to accept. Motion carried.

Dick Mihalek reported on Bay Area solid waste guideline to be sent out with tax bills. Also recovery of stolen Town road signs.

Motion by Miller and a second by Mihalek to approve request from Rudy Frechette to build a house on the East 330′ NE NW Sec 28-49-5. Motion carried.

Called for special meeting December 19, 2000 to negotiate with Union. Also consider purchase of new Town truck. Motion carried.

Motion by Miller and a second by Mihalek to adopt resolution obligating Town to pay County taxes.

Motion by Mihalek and a second by Miller to pay all current Town bills.

Meeting Minutes November 8, 2000

BUDGET HEARING
NOVEMBER 8, 2000

Budget hearing called tO order at 7:00 P.M. Present Mihalek, Tetzner, Gary Maki, and Wyzlic.

2001 Budget was reviewed and discussed. Motion by Wyzlic and a second by Mihalek to adjourn Budget hearing. Motion carried.

Town meeting ofe electors called to order. Motion by Gary Maki and a second by Mihalek to approve highway budget of $320,000.00. Motion carried.

Motion by Mihalek and second by Wyzlic to approve same mill rate for local levy as last year. Motion carried. $38,624.26. Mill rate .002395888.

Motion by Mihalek and second by Wyzlic to set Assessor Salary at $4,000.00. Motion carried. Other Town officer salaries to stay the same. Motion carried.

Motion by Gary Maki and second by Mihalek to adjourn Elector meeting. Motion carried.

Regular Town meeting called to order. Motion by Mihalek and a second by Wyzlic to approve budget as presented. Highway fund $320,000. 00, general $55,100. 00. Motion carried.

Meeting Minutes October 10, 2000

OCTOBER 10, 2000

Regular meeting called to order at 7:30 P.M. Present Wyzlic, Tetzner, Mihalek, Miller and Chapman. Also Gary Maki.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of September 12, 2000 were read. Motion by Mihalek and a second by Miller to accept. Motion carried.

Donna gave her Treasurer’s report. Motion by Miller and a second by Mihalek to accept. Motion carried,

Gary Maki gave his road report. Blacktopping, shouldering, salt-sand screening, grading, roadside mowing, and truck specs. Motion by Miller and a second by Mihalek to accept. Motion carried. Gary is going on vacation next two weeks.

Discussed possibly offering reward for stealing or damage to Town property. Motion by Miller and a second by Mihalek to offer award for leads to finding person’s doing damage to Town property. Award amount depending on damage done. Motion carried.

Reviewed Budget for 2001.

Motion and a second to pay all current Town bills.

Regular meeting called to order at 7:30 P.M. Present Tetzner, Chapman, Wyzlic, Mihalek, and Miller. Also Gary Maki, Ed & Bea Pajala, and Keith Fletcher of U.S. Forest Service.

Minutes of August 8, 2000 were read and written copies given to Board Members. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.

Treasurer gave her report. Motion by Miller and a second by Mihalek to accept. Motion carried.

Gary gave his report. Brushing, stolen signs, blacktopping, crack sealing and roadside mowing. Motion by Mihalek and as second by Miller to accept report. Motion carried.

Keith Fletcher of U.S. Forest service reported on damage done by ATV’s on wetlands in the Federal. Forest. Also the closing of some areas to ATV’s.

Motion by Miller and second by Mihalek to approve Greg Fischers building permit. SE NE Sec 16-48-5. Motion carried.

Motion and a second to pay all current Town bills.

Motion by Miller and a second by Mihalek to do some center marking and crack sealing if possible. Motion carried.

Meeting Minutes August 8, 2000

AUGUST 8, 2000

Regular meeting called to order at 7:30 P.M. Present Miller, Mihalek, Tetzner, Chapman, and Wyzlic. Also Gary Maki, Chuck Groves, Gary Morzenti, Paul Luppino, Greg Fischer, Joe Scholl, and Liz Sockness.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of July 11, 2000 were read and written copies given to Board Members. Motion by Mihalek and a second by Miller to accept. Motion carried.

Treasurer gave her report. Motion by Miller and a second by Mihalek to accept. Motion carried.

Discussed doing machine work for private parties. Town policy is just snowplowing and grading driveways.

Gary gave his report. Culverts installed, beaver control, and clean up in Wannebo pit. Finish flood damage repairs from last July, 1999.

Jim Miller reported on Ambulance & Fire Contract. Motion and a second to pay contract bill. Motion carried.

Discussed ATV ordinance. Motion by Mihalek and a second by Miller to extend ATV ordinance one year. Motion carried.

Opened bids from Northwood Paving and Angelo Lupino for Wedging on Ondossagon and blacktopping one mile Wannebo Road. Lupino bid $56,420.34 and Northwood Paving bid $54,689.60.

Motion by Miller and a second by Mihalek to accept Northwoods bid for one mile Wannebo, 1/2 mile Big Rock and wedging on Ondossagon plus extra wedging. Motion carried.

Motion by Miller and a second by Mihalek to approve a recreational permit for Randy and Ray Zifko and Jeff Nourse to build a recreational cabin in SW NW Sec 29-49-5. Motion carried.

Dick Mihalek reported on 4-Mile Creek Road closure barricade on East end.

Greg Fischer appeared concerning a permit to build a residence on SE NE Sec 16-48-5, Motion by Mihalek and a second by Miller to approve. Motion carried.

Meeting Minutes July 11, 2000

JULY 11, 2000

Regular meeting called to order at 7:30 P.M. Present Tetzner, Chapman, Mihalek, Wyzlic, and Miller. Also Gary Maki, Joe Scholl, Dale Brevak, Ed Pajala, and Liz Sockness.

Minutes of June 6, 2000 written copies were given to Board Members and read. Motion by Miller and a second by Mihalek to accept. Motion carried.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Treasurer gave her report. Motion by Mihalek and a second by Miller to accept. Motion carried.

Gary gave his report. Road signs up, beaver control, and flood damage repair. Motion and a second to hire someone to trap beaver. Motion carried.

Ag land assessment was discussed on lands sold.

Fire and ambulance contract with City of Washburn was discussed.

Discussed blacktop on Wannebo Road from Church Corner Road to Paulson Road. Motion and a second to place bid ad in paper to be opened at August meeting. Motion carried.

Motion by Miller and a second by Mihalek to have regular meeting on second Tuesday of the month.

Discussed Derek Brevak gravel pit permit. Jim Miller explained process to date. Dale Brevak represented Derek Brevak. Pros and cons. Copy on file. Miller made motion and a second by Mihalek that unless Derek Brevak agrees to contents of letter issued after June meeting, we will rescind our support and proceed to Board of Adjustment. Motion carried.

Liz Sockness appeared concerning ATV travel and roads open for ATV’s. Permits granted on yearly basis and will be renewed for one year at August meeting. She had no objections.

Meeting Minutes June 6, 2000

JUNE 6, 2000

Regular meeting called to order at 7:30 P.M. Present Mihalek, Wyzlic, Tetzner, and Miller. Also Gary Maki, Bob Brander, Joe Scholl, Jane & Derek Brevak.

Minutes of May 9, 2000 written copies were given to Board Members. Motion by Mihalek and a second by Miller to accept. Motion carried.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Treasurers report was presented by Clerk. Motion by Miller and a second by Mihalek to accept. Motion carried.  Item of interest: Town received National Forest Income check of $42,217.00.

Gary gave his report. Gravel hauling, culvert needs, grading in barrens, lawn mower repair and road signs.

Motion by Mihalek and a second by Miller to approve liquor license for Signa Groves of C-Side Inn. Motion carried

Received request from Art Brown and David Ekstrand each, to build a house in the SW SW sec 12-48-5. Motion by Mihalek and second by Miller to approve. Motion carried.

Motion by Miller and a second by Mihalek to approve a permit for Albert Zifko to place a Farm residence in an Ag 1 Zone. SE NW Sec 17-48-5. Motion carried.

Jane and Derek Brevak appeared concerning their gravel pit and hauling on McKinley Road  Derek Brevak made a verbal commitment to repair any damage he would do to McKinley Road above normal wear and tear by hauling from his pit.

Motion by Miller and a second by Mihalek to approve permit for Larry Maki to build a house on NE SW Sec 33-49-5. Motion carried.

Motion by Miller and a second by Mihalek to O.K. a ten year permit to Derek Brevak for his gravel pit operation with agreement that Derek will repair any damage he does to McKinley Road. Motion carried.

Motion by Mihalek and a second by Miller that the Town of Washburn does not want to enforce the Uniform Dwelling Code, but will allow the State to enforce this Dwelling Code. Motion carried.

Motion and a second to pay all current Town bills.

Discussed Propane contract for coming year. Motion by Miller and a second by Mihalek to approve a 3000 gallon contract. Price not decided. Motion carried.

Discussed Town of Washburn sign for Town Garage. Cost about $500.00. Motion by Miller and a second by Wyzlic to approve purchase. Motion carried.

Meeting Minutes BOR June 5, 2000

JUNE 5, 2000

BOARD OF REVIEW

Open Book was held from 2:00 P.M. to 4 P.M. with Assessor Philip Tetzner present. No visitors.

The year 2000 Board of Review was called to order at 4:00 P.M. Present Tetzner, Mihalek, and Wyzlic. A recording device was provided.

The assessment roll was signed and 15 day notices were properly sent out. Mailed on May 13, 2000. Notices in the Daily Press and public places in the Town were also properly posted.

Shane Wyzlic, chairman, appointed Dick Mihalek Clerk.

Ron Michael was only visitor. His questions were answered satisfactorily.
