Meeting Minutes May 9, 2000
MAY 9, 2000
Regular meeting called to order at 7:30 P.M. Present Tetzner, Mihalek, Miller, Wyzlic, and Chapman. Also Brian Olson, Larry Maki, Gary Maki, Gary Morzenni of Northwoods Paving, and Ed Pajala.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of April 5, 2000 were read and written copies given to Board members. Motion by Miller and a second by Mihalek to accept. Motion carried.
Donna presented her report. Motion by Miller and a second by Mihalek to accept. Motion carried.
Gary Maki gave his crew report. Repairs needed for truck transmission, Kolberg Road repairs, shouldering Scholl Road, need for culverts, and installing Road signs when they come.
Received bids for Cold Mix: Northwoods Paving $26.56 Per ton / Angelo Lupino $23.38 per ton.
Motion by Miller and a second by Mihalek to accept Angelo Lupino’s bid. Motion carried.
Received gravel bids:
Ashland Construction $11.20 per yard
Common Trucking $13.10 per yard from Globe Pit
C & W Trucking $12.45 per yard from Globe Pit
Motion by Miller and a second by Mihalek to accept Ashland Construction bid with stipulation that gravel be from Globe Pit and Town residents can buy at same price and to be able to haul next week. Motion carried. If not possible, C & W gets the bid.
Reported that Signa Groves of C-Side Inn has applied for a Class B combination liquor license.
Received request from David A. Ekstrand to build in SW SW Sec 12-48-5. Motion by Miller and a second by Mihalek to table until next meeting. Motion carried.
Motion by Mihalek and a second by Miller to grant Larry S. Maki a permit to place a mobile home on the SE NE SW Sec 33-49-5. Motion carried.
Set Board of Review date for Monday June 5 from 4 to 6 P.M. Open book June 5 from 2 to 4 P.M.
Shane read letter concerning how 5 acre parcels of Ag land are treated when sold for residential use. For assessed value.
Motion and a second to pay all current Town bills.
Dick Mihalek remarked on getting a larger Town Of Washburn sign for Town garage.

Annual Meeting Minutes April 11, 2000
TOWN OF WASHBURN ANNUAL MEETING
MINUTES – APRIL 11, 2000
Annual meeting called to order at 7:00 P.M. Minutes of April 13, 1999 Annual meeting were read. Motion by Shirley Haugen and a second by Ed Pajala to accept with the addition of Land Use Planning vote as noted by Steve Bade. Motion carried.
Meeting was turned over to Steve Bade and Tim Kane, representatives of Land Use Committee. They reviewed planning to date, stressing how important this plan is. Favorable comments from Dick Mihalek, Kathleen Russell, and Jim Miller. Goal is to have plan in place in the next year.
Steve Bade thanked Gary Maki for his service to the Town. He also passed out a paper with landfill monitoring information. There was a motion by Bob Adams and a second by Charles Groves that Town Board keep up to date on this monitoring. Copy of recommendations on file. Motion carried. Steve Bade also presented a proposal for citizen participation in roadside cleanup. Copy on file.
Ed Pajala made a motion and a second by Jim Miller to thank Land Use Committee for their services. Motion carried.
Shane Wyzlic and Jim Miller reported on last summer storm damage and aid collected. Also on plans for this year. They thanked Gary for his service to the Town.
Read letter from Liz Sockness in favor of extending ATV ordinance one more year.
Gary Maki reported on equipment and road signs.
Motion by Ed Pajala and a second by Shirley Haugen to approve Annual Town Audit Report. Motion carried.
Motion by Ed Pajala and a second by Steve Bade that Town of Washburn officially thank Bob Jauch and Gary Sherman for their help in restoring Federal Forest Payments to the Towns. Motion carried.
Motion by Steve Bade and a second by Jim Miller to have next Annual meeting on Tuesday after election at 7:00 P.M. Motion carried.

Regular meeting called to order at 7:30 P.M. Present Miller, Mihalek, Wyzlic, Tetzner, and Chapman. Also Gary Maki, Don Haugen, Joe Scholl, Mike Gardner, Ulf Gafvert and Ron Michael.
Meeting notices were properly posted in three places in the Town and published in the Daily Press.
Minutes of March meeting written copies were given to Board members. Motion by Mihalek and a second by Miller to accept. Motion carried.
Donna presented her report. Motion by Miller and a second by Mihalek to accept. Motion carried.
Gary gave his crew report. Motion by Mihalek and a second by Miller to accept. Motion carried.
Received application from Paul Kacvinsky to build a residence on ag zoned land. Also three letters in opposition. Motion by Miller and a second by Mihalek to neither approve or disapprove this application, but to recommend a negotiated agreement. Motion carried.
Mike Gardner and Ulf Gafvert appeared concerning the Sioux River watershed grant program. Miller made a motion and a second by Mihalek that the Town of Washburn Board endorse this project. Motion carried.
Discussed Election Worker hourly rate. Motion by Mihalek and second by Miller to pay $6.00 per hour. Motion carried.
Motion and a second to pay all current Town bills.

Meeting Minutes March 7, 2000
MARCH 7, 2000
Regular meeting called to order at 7:30 P.M. Present Mihalek, Tetzner, Chapman, and Wyzlic. Miller absent. Also present Gary Maki, Joe Scholl, Jerry & Donald Haugen, Ed & Bea Pajala. and Tom Siroin.

Minutes of February 8, 2000 were read and written copies given to Board members. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.
Donna presented her Treasurer’s report. Motion by Wyzlic and a second by Mihalek to accept.
Gary Maki presented his crew report. Work in shop, tractor broom, Road signs, blacktop roller, riding lawn mower.
Motion by Mihalek and a second by Wyzlic to go ahead with ordering new road name signs, at a cost of about $3,000.00. Motion carried.
Discussed Case blacktop roller. $17,500.00 cost. Five year lease payments of $3,500.00. Principle at 5.6% interest. Motion by Mihalek and a second by Wyzlic to lease. Motion carried.
Jerry Haugen reported logger damage to Kolberg Road.
Motion by Mihalek and a second by Wyzlic to purchase a mower deck for riding tractor. Motion carried.
Ed Pajala talked about blacktopping his road. Pajala Road.
Tom Siroin talked about keeping Paulson Road open for snowmobiles.
Motion and a second to pay all current Town bills.

FEBRUARY 8, 2000
Regular meeting called to order at 7:30 P.M. Present Chapman, Tetzner, Mihalek, and Miller. Absent Wyzlic. Also present Gary Maki, Chuck Bodam, Jim & Liz Tetzner, Ed Pajala, Mark Franberg, and Rex Umbor of Northwoods Forest.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of January 11, 2000 were read and printed copies given to Board members. Motion by Mihalek and a second by Miller to accept. Motion carried.
Donna gave her Treasurer report. Motion by Mihalek and a second by Miller to accept report. Motion carried.
Received four bids on timber cutting on 2 Town owned 40’s in Sec.29. Frank Brevak & Sons, Eric Adams, Meierotto Logging, and Northwoods Forest.
Motion and a second to not sell stumpage at present time. Motion carried. Also to get 2 40’s cruised before letting bids again.
Gary gave his report. Work on Broom, Town Hall furnace, and Road signs.
Jim Tetzner appeared concerning snowmobile and ATV travel on Paulson Road. Possible solution to put up a suggested speed limit on this curve.
Chuck Bodam asked about the road survey results.
Motion and a second to pay all current Town Bills.

JANUARY 11, 2000
Regular meeting called to order at 7:30 P.M. Present Tetzner, Wyzlic, Mihalek. Also Gary Maki and Michelle Tutor. Donna Chapman and Jim Miller absent.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of December 7, 1999 were read. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.
Motion by Mihalek and a second by Wyzlic to accept Treasurer’s report. Motion carried.
Gary Maki gave the crew report. Plowing driveways, Town Hall furnace, riding lawn mower, working on broom, blacktop roller, Forest Roads to plow. Motion and a second to accept report.
Received 2 bids for new gas furnace for Town Hall. From Anderson Heating $1600.00. Northland Utilities $2125.00. Motion by Mihalek and a second by Wyzlic to go with Anderson Heating up to $2,000.00 for any extras. Motion carried. Gas tank from Midland.
Shane Wyzlic reported on Census forms and truck hauling on Town roads.
Motion and a second to pay all current Town bills.
