DECEMBER 8,1998

Regular Town meeting called to order at 7:30 P.M. Present Tetzner, Wyzlic, Chapman, Mihalek, and Miller. AIso Gary Maki, and Jim Deeth.

Minutes of November 10, 1998 were read and written copies given to Board Members. Motion by Mihalek and a second by Wyzlic to accept as read. Motion carried.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Donna presented her report. Motion by Mihalek and a second by Wyzlic to accept Treasurers report. Motion carried.

Motion by Wyzlic and a second by Mihalek that Treasurer be authorized to write single signature checks for Escrow account refunds. Motion carried.

Discussed budget adopted November 12, 1998.

Reviewed wage increases for Town employees and union negotiations.

Gary Maki gave his crew report. Repairs to truck hydraulics, brushing in Barrens, road name signs, and ideas for removing the 3 Four Mile Creek bridges.

Discussed purchasing a tractor backhoe for the Town. Set Tuesday, January 12, 1999 for Special Town meeting of Town residents to approve this purchase.

Discussed heavy hauling on McKinley Road, Tuesday December 8, 1998, exceeding load limits. Gary called trucker from hall phone and he will stop hauling.

Motion and a second to pay all current Town bills.

Handed out election nomination forms to officials present.

NOVEMBER 12, 1998

Budget hearing called to order at 7:00 P.M. Present Mihalek, Miller, Wyzlic, and Tetzner. Also Gary Maki, and Bob Brander.  Reviewed all budget items. Budget hearing adjourned.

Special Town meeting called to order at 8:15 P.M. Same people present. Motion by Wyzlic and a second by Gary Maki to approve highway budget of $400,000.00. Motion carried.

Motion by Gary Maki and a second by Bob Brander to set Chairman per diem at $55.00. Supervisor per diem at $45.00. Clerk salary at $4,000.00, Treasurer at $2,000.00, and Assessor at $3,500.00. Motion carried.

Motion by Mihalek and a second by Bob Brander to set tax levy at last years mill rate. Motion carried.

Town meeting adjourned.

Special Town Board meeting called to order at 8:30 P.M. Motion by Mihalek and a second by Wyzlic to adopt budget Highway fund $400,000.00 and General Fund $51,344.00. Motion carried.

NOVEMBER 10,1998

Regular meeting called to order at 7:30 P.M. Present Miller, Wyzlic, Mihalek, Tetzner, and Chapman. Also Gary Maki, Bob Brander, Andy Okie, Shirley Haugen, Jim Deeth, Joe Scholl, and Derek Brevak.

Minutes of October 6,1998 were read and written copies given to Board Members. Motion by Wyzlic and a second by Mihalek to accept. Motion carried.

Meeting notices were properly posted in three public places in the town and published in the Daily Press.

Jim Miller reported on the Brevak Pit appeal to the zoning committee. Committee recommended using weight limits to protect roads.

Donna presented the Treasurer’s report. Motion by Wyzlic and a second by Mihalek to accept. Motion carried.

Motion by Wyzlic and a second by Mihalek to grant Catherine Morey a permit to sell rugs from her house in SE SE Sec 21-49-5. Motion carried.

Jim Miller read letter from Andy Okie concerning a variance he needs for a building setback change. Motion by Mihalek and a second by Wyzlic to neither approve or deny this request. Motion carried. Located in NE SW Sec 25-49-5.

Motion by Wyzlic and a second by Mihalek to put weight limits on all of McKinley Road.

Gary Maki gave crew report. Brushing, landscaping, and road signs.

Motion by Mihalek and a second by Wyzlic that Town of Washburn is responsible for the signing of snowmobile routes. Motion carried.

Discussed speed limit problems on Church Corner Hill. Will put up more caution signs to start.

Motion by Mihalek and a second by Wyzlic to pass bonding resolution with Bayfield County Treasurer.  Motion carried.

OCTOBER 6, 1998

Regular meeting called to order at 7:30 P.M. Present Miller, Mihalek, Wyzlic, and Tetzner. Absent Chapman. Also present Gary Maki, Ed Pajala, Derek & Jane Brevak, and Bob Pratt.

Minutes of September 2, 1998 were read and written copies given to Board members. Motion by Wyzlic and a second by Mihalek to accept minutes. Motion carried.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Jim Miller reported on warranty repairs to Church Corner Road and Maple Hill Drive East. NorthWoods will crack seal to cover warranty.

Discussed contract with Fahrer Asphalt crack sealing. Motion by Mihalek and a second by Wyzlic to go with this contract up to $10,000.00. Motion carried. Long Lake Road, and Ondossagon Road.

Ed Pajala had questions about McKinley Road and Brevak permit. Also about spending next years Highway money.

Discussed weight limits on recently paved Town roads. Motion by Mihalek and a second by Wyzlic to put weight limits of 50,000#’s on McKinley Road and Maple Hill Drive East. Motion carried.

Town Land Use Planning Committee met with Town Board. Steve Bade, chairman, reported on progress so far. He gave thanks to Tim Kane. He reported a Land Use Survey would be sent to all property owners in the Town as the next step. And that a windshield survey of present land use had been made.

Gary gave Town crew report. Reported on garage landscapping, fuel tank changes, gravel pit work, speed limit signs, cluvert on Hove Lane, lights in garage and possible open house in garage.

Robert Pratt asked about speed limits on Church Corner Hill.

Motion and a second to pay all current Town bills.

Received request from Ronald Michael to build a residence in 5 1/2 SWNW Sec 36-49-5. Motion by Mihalek and a second by Wyzlic to grant request. Motion carried.

SEPTEMBER 2,1998

Regular meeting called to order at 7:30 P.M. Present Miller, Mihalek, Wyzlic, Chapman, and Tetzner. Also Jim Deeth, Ed Pajala, Gary Maki, and Joe Scholl.

Minutes of August 4, 1998 were read and written copies given to Board Members. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.

Jim Miller reported restrictions to be included with Brevak Gravel Pit Permit. To be included in August 4, 1998 minutes.

Donna presented Treasurer’s report. Motion by Wyzlic and a second by Mihalek to accept. Motion carried.

Chairman Miller read letter from County Zoning concerning Brevak Pit Permit approval. Motion by Mihalek and a second by Wyzlic that Town Board withdraw approval for this permit unless applicant agrees to terms in writing. Copy on file. Motion carried. Jim Miller will write letter to Zoning Department against this permit.

Gary Maki gave foreman’s report. Reporting on brush cutting, patch blacktop on Big Rock Road and Long Lake Road. Also sharing some costs with U.S. Forestry on Barren Road #251.

Jim Miller reported on Leland Harvey having a bad back and being off from work. Motion by Mihalek and a second by Wyzlic to hire a part time worker with a CDL until Leland returns. Motion carried. Will pay $9.00 per hour.

The chairman read letter from City of Washburn concerning new ambulance and fire contract. Chairman will meet with City Administrator.

Ed Pajala asked questions about McKinley Road costs. Also about how the 911 system is progressing.

AUGUST 4,1998

Regular meeting called to order at 7:30 P.M. Present Miller, Mihalek, Tetzner, and Chapman Absent Wyzlic.

Minutes of July 7, 1998 were read and written copies given to Board Members. Motion by Mihalek and a second by Miller to accept. Motion carried.

Also present Joe Scholl, Bob Brander, Derek Brevak, Gary Maki, and Rick Forsythe of Northwood Paving.

Meeting notices were properly posted in three public places in the Town and also published in the Daily Press.

Rick Forsythe discussed paving done on Maple Hill Road two years ago and what they will do for repairs.

Gary Maki gave his crew report, reporting on McKinley blacktop and shouldering, graveling, grass cutting, and culverts needed.

Motion by Mihalek and a second by Miller to replace 24″ by 50 foot culvert on Engoe Road. Motion carried.

Motion by Mihalek and a second by Miller to blacktop both entrances to Town shop at a cost of $4,860.00. Motion carried.

Discussed Derek Brevak’s request to extend his sand pit permit to September 15, 1998. Motion by Mihalek and a second by Miller to grant this request. Motion carried.

Received two bids for pulp cutting on Town “40” from Eric Adams and Jerry Haugen. Motion by Mihalek and a second by Miller to accept Eric Adams bid for $25.00 per cord for popple and $22.00 per cord for birch. This was the high bid.

Regular meeting called to order at 7:30 P.M. Present Miller, Wyzlic, Tetzner, and Chapman. Absent Mihalek.

Minutes of June 2, 1998 were read and written copies given to Board Members. Motion by Wyzlic and a second by Miller to accept as read. Motion carried.

Also present Bob Brander, Ed Pajala, Joe Scholl, Jim Deeth, Gary Maki, and Jane & Derek Brevak.

Meeting notices were properly posted in three public places and the Daily Press.

Gary Maki gave Town crew report. He reported on gravel hauled, blacktopping done, and clearing to be done in Wannebo pit to open it for our use. Motion by Wyzlic and a second by Miller to let bids on popple on Wannebo Town “40”. Motion carried.

Jim Miller reported the money Town of Washburn will receive from the LRIP for two stub roads, can be used on McKinely Road. Written permission on file.

Discussed crack sealing on Town Blacktop Roads. Motion by Wyzlic and a second by Miller to approve contract with Fahrner Asphalt Sealers Inc. for up to $10,000.00 in cost at $1.15 per pound. Motion carried.

Reviewed Derek Brevaks request to extend his permit to haul sand from his pit one more year.

Discussed speed limits on Wannebo Road. Motion by Wyzlic and a second by Miller to draw up ordinance setting speed limits on Wannebo Hill at 45 miles per hour. Motion carried.

Discussed animal shelter located in the Town.

Donna presented Treasurer’s report. Motion by Wyzlic to accept and a second by Miller. Motion carried.

JUNE 23, 1998

Special Town meeting called to order at 7:00 P.M. Present Mihalek, Tetzner, Wyzlic, and Miller. Also Ed & Bea Pajala, Gary Maki, Larry Badura, Bill Maki, Bob Brander, Don Haugen, Joe Scholl, Bob Pratt, Jim Deeth & Barb Tellier.

Purpose of meeting, to increase Highway Budget and discuss speed limits on Town roads.

Jim Miller, Chairman explained sand hauling on McKinley Road doing damage to the road. Purpose of meeting to approve $20,000.00 increase in Highway expenditures to cover shared costs with Northwoods Paving to repair McKinley Road.

Meeting notices were properly posted in the Daily Press and three public places in the Town. Also a box ad June 5th.

Motion by Badura and a second by Pratt to okay a $20,000.00 increase in the Highway budget. Motion carried with all aye votes. No nay votes. Some abstained.

Discussed speed limits on Town roads. Several options were presented for study.

Motion by Pajala and a second by Badura to adjourn.

BOARD OF REVIEW
MINUTES – JUNE 9,1998

The Board of Review was held June 9,1998 from 5 – 9 P.M. in the Town hall.

Jim Miller appointed Shane Wyzlic, Board of Review Clerk.

Meeting notices were properly published, property increase notices had been sent out 10 days before meeting, and assessment roll was properly signed.

Present Miller, Mihalek, Wyzlic, and Tetzner.

A tape recorder was provided.

Attending with questions and to review roll were, Brian Olson, Ed Pajala, Shirley Haugen, Joe Scholl, Gary Maki, and DeMaris Westling.

No formal complaints were filed.

JUNE 2,1998

Regular meeting called to order at 7:30 P.M. Present Miller, Mihalek, Wyzlic, Tetzner, and Chapman. Also present, Gary Maki, Joe Scholl, Don Haugen, Mike Sorenson, Jim Deeth, Derek & Jane Brevak and Barb Tellier.

Minutes of May 5, 1998 were read and written copies given to Board Members. Motion by Wyzlic and a second by Mihalek to accept. Motion carried.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Jim Miller read minutes of Road Inspection on May 12. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.

Jim Miller reviewed and reported on the North 1  1/4 mile of McKinley Road being damaged by trucks hauling sand from Brevak’s Pit. Also discussed Northwoods contract to repair this road.

Motion by Wyzlic and a second by Mihalek to go with Northwood Paving bid of $79,217.50 with $14,000.00 Northwood credit, leaving a net of $65,217.50. Motion carried. Subject to citizen approval to spend over highway budget at a Town meeting. Contract copy on file.

Discussed Derek Brevak’s request to extend his permit for hauling out of his pit one year or until Northwoods second year contract is complete, with Chairman designating language. Copy on file. Motion by Mihalek and a second by Wyzlic to grant request. Motion carried.

Discussed ATV trails. Motion by Wyzlic and a second by Mihalek to approve permitting AT V travel on McKinley Road to Ondossagon Road to Engoe Road. Motion carried.

Gary Maki gave his road report. Granted his request to buy a push mower for $200.00.

Barb Tellier brought up fast traffic on Wannebo Road past her house. Will bring it up at Special Town meeting.

Donna presented Treasurer’s report. Motion by Wyzlic and a second by Mihalek to accept. Motion carried.

Motion by Wyzlic and a second by Mihalek to have Special Town meeting on Tuesday June 23, at 7:00 P.M. to approve a highway expenditure budget increase. Motion carried.

Motion by Wyzlic and a second by Mihalek to grant Signa Groves of C-Side Inn a Combination Class B Liquor License. Motion carried.

Motion by Mihalek and a second by Wyzlic to pay all current Town bills.
