Meeting Minutes December 7, 1993

DECEMBER 7, 1993

Regular meeting called to order at 8:00 P.M. Present Retzloff, Mihalek, Tetzner, Chapman and Leland Harvey. Absent Faulkner.

Minutes of November 9, 1993 written copies were given to Board members. Motion by Mihalek and a second by Retzloff to accept. Motion carried.

Meeting notice was properly posted in the Daily Press and posted in three public places in the Town.

Reviewed unpaid gravel and snowplow bills. Donna presented her Treasurer’s report. Motion by Mihalek and a second by Retzloff to accept. Motion carried.

Motion by Mihalek and a second by Retzloff to hold Granger final check until garage checklist is complete. Motion carried.

Discussed floor jack and overhead hoist for new garage.

Motion by Mihalek and second by Retzloff to purchase two phones and answering machine. Motion carried.

Motion and a second to pay any bills before end of December to meet Highway Aid Cap. Motion carried.

Motion and a second to pay all current Town bills. Motion carried.

Meeting Minutes November 9, 1993

NOVEMBER 9, 1993

Public hearing called to order at 8:00 P.M. Notice was properly posted in Daily Press and notices were posted in three public places in the Town. Present Retzloff, Faulkner, Mihalek, Tetzner, and Chapman. Also Steve Schraufnagel.

Reviewed gravel and blacktop plan for 1994. Discussed possibility of a Town one mill rate in the future to be brought up at next annual meeting.

Motion by Mihalek and a second by Faulkner to adjourn public budget hearing. Motion carried.

Special Town meeting called to order. Motion by Mihalek and a second by Faulkner to approve $250,000.00 for the 1994 Highway Budget. Motion carried. Motion and a second to adjourn Special Town meeting. Motion carried.

Regular Town meeting called to order. Minutes of October 5, and 19, 1993 written copies were given to Board members. Motion by Faulkner and a second by Mihalek to accept. Motion carried.

Discussed unpaid gravel bills.

Reviewed Treasurers report. Motion by Mihalek and a second by Faulkner to accept. Motion carried.

Motion by Mihalek and a second by Faulkner to change meeting notice formula. Meeting time and date will be in Daily Press and detailed agenda will be posted in three public places. Motion carried.

Received two bids for propane from Como and Midland. Both for $ .62 per gallon.  Motion by Mihalek and a second by Faulkner to accept Midland’s bid. Motion carried.

Steve’ Schraufnagel of C & S Design inspected new Town garage with Town Board. Tuesday noon November 16, 1993 Town will officially move into new building. Insurance carrier has been notified.

Meeting Minutes October 19, 1993

OCTOBER 19, 1993

Special meeting called to order at 8:05 P.M. Present Mihalek, Tetzner, and Retzloff. Absent Faulkner. Also Gerry Powers and Ed Pajala.

Notice for meeting was properly posted in the Daily Press October 18 & 19.

Discussed road name changes needed lo comply with County 911 system. Motion by Mihalek and a second by Retzloff to go with new name changes as listed on County Map. Residents along these roads were contacted and do approve. Motion carried. Copy of map on file.

Reviewed ambulance contract cost increase with City of Washburn. Estimated cost to Town of Washburn for 1994 $7605.84. Timm had atlended several negotiations meetings with City of Washburn and recommends we go with this. Motion by Mihalek and second by Retzloff to go with City of Washburn for 1994. Motion carried.  Estimate from Cily of Ashland $9500.00.

Reviewed preliminary budget for 1994. General Fund $27,548.00, Highway Fund $184,102.00.

Motion by Mihalek and a second by Retzloff to set Tuesday November 9 at 8:00 P.M. for Budget hearing. Adjourn to Town meeting to adopt budget. Adjourn to regular Board meeting. Motion carried.

Motion by Mihalek and a second by Retzloff to approve Charles Skoraczewski’s request to build a residence in the NW NE Sec 8-48-5, Town of Washburn. Motion carried.

Meeting Minutes October 5, 1993

OCTOBER 5, 1993

Meeting called to order at 7:45 P.M. Present Retzloff, Mihalek, Faulkner, Tetzner, and Chapman. Meeting was properly posted in Oct. 4  & 5 Daily Press. Also present Esther Louko, Bob & Diane Brander,  Bertha Talvitie, Ed Pajala, Carol Badura, and Sleve Schraufnagel.

Written copies of 8-25 & 9-7-93 minutes were given to Board members. Motion by Mihalek and a second by Retzloff to accept. Motion carried

Donna Chapman presented Treasurer ‘s report. Motion by Retzloff and a second by Mihalek to accept. Motion carried.

Received letter of credit from C & S Design on behalf of Granger Bldrs of Marengo. Copy on File. This is in lieu of performance bond.

Special use permit for Diane and Robt Brander in the E 1/2 NE 1/4 NW 1/4 Sec 2-48-5 was discussed. Diane Brander talked of her plans for this property as a retreat center. Questions were answered. Motion by Faulkner and a second by Mihalek to approve a special  limited use permit for Robt and Diane Brander for above listed property. Motion carried.  Copy of permit on file.

Steve Schraufnagel reported on garage progress. Everything is on schedule and payments of $108,000.00 will be made tonight.

Received bids from Bob Olson Co. and C & W Trucking for new garage driveway. Bob Olson Co. $5675.00, C & W Trucking $8579.50. Faulkner will check with each contractor as to compaction and amount on of gravel. Motion and a second to go with bid best advantageous to Town. Motion carried.

Discussed ambulance coverage with City of Washburn. Compared costs based on population, assessed values, and number of runs per municipality.  Timm will meet with City on October 7th.

Reviewed preliminary budget for 1994.

Motion and a second to pay all current Town bills and adjourn.

Meeting Minutes September 7, 1993

SEPTEMBER 7, 1993

Regular meeting called to order at 7:30 P.M. Present Retzloff, Mihalik, Faulkner,  Tetzner and Chapman. Also Leland Harvey. Meeting  notice was properly posted in Daily Press.

Minutes in written form for August 2 and August 5 were given to Board Members. Motion by Mihalik and a second by Faulkner to accept. Motion carried.

Donna Chapman presented Treasurer’s statement. Motion by Faulkner and a second by Mihalik to accept. Motion carried.

Reviewed unpaid gravel and snowplowing bills.

Timm Retzloff reported he’d talked to Bill Kacvinsky of Ashland Construction about repairing Hokanson Road. Also that Dave Nelson authorized the pavement marking on Church Corner Road and Ondossagon.

Discussed road maintenance schools held in Moline IL and Cable WI.

Reviewed proposal from Bob Olson Construction for sand for road  sanding and fill for south driveway for Town garage. Will get another estimate from C & W Trucking.

Chairman Retzloff contacted Larry Young about trees on County “C” entrance for Hove Lane. Larry Young will discuss this with Tim Schwenzfier.

Motion and a second to pay all current Town bills.

Motion by Mihalik and a second by Faulkner to go into closed session pursuant to notice. Roll call: all present. Discussed personnel matters.  Motion by Faulkner and a second by Mihalik to go out of closed session.

Motion by Faulkner and a second by Mihalik to give Leland Harvey wage increase to $9.25 per hour and Alonzo Harvey a wage increase to a $8.50 per hour effective September 7, 1993. Motion carried.

Meeting Minutes August 25, 1993

AUGUST 25, 1993

Special Town meeting called to order at 7:40 P.M. Present Retzloff, Mihalik, Faulkner, Tetzner, and Leland Harvey.

Meeting was properly noticed in August 24, August 25 Daily Press.

Reviewed progress on Town garage and Sioux River Bridge.

Motion and a second to order two curb signs for Sioux River Bridge. Motion carried.

Lens Berger of D.O.T. reported to Timm Retzloff that we don’t need a Speed Limit sign on Sioux River Bridge.

Discussed Paul Kacyinsky’s claim that culvert on Nevers Road in Sec, 11-48-5 is too high. Frank Faulkner and Dale Brevak surveyed site and found culvert to be properly installed. Board will notify Paul Kacvinsky.

Reviewed blacktopping done on Church Corner Road and Sioux River Bridge.

Motion by Faulkner and a second by Mihalik to adopt resolution concerning banking transactions with First American Bank of Washburn. Copy on file. Motion carried.

Received letter from REA concerning our economic development loan request. Copy on file.

Board picked linoleum colors for floor in rest room area.

Board thought that patch blacktopping done on Hokanson Road by Ashland Construction was poorly done. Timm will contact Ashland Construction.

Board picked tentative colors for garage, off white roof and tan sides.

Motion by Mihalik and a second by Faulkner to go into closed session. Roll call: Retzloff – here, Faulkner – here, Mihalik  – here. Proper notice was posted in Daily Press. Discussed personnel matters, machinery maintenance and snowplowing road sequence.

Motion and a second to go out of closed session. Motion carried. No action taken on closed session matters.

Meeting Minutes August 5, 1993

AUGUST 5, 1993

Regular Town Board meeting called to order at 8:00 P.M. Notice of meeting was properly posted in the Daily Press. Written copies of July  6, and July 19, 1993 minutes were presented to Board members. Motion by Mihalik and second by Faulkner to accept. Motion carried.

Present Retzloff, Mihalik, Faulkner, Tetzner and Chapman.

Motion by Faulkner and a second by Mihalik to approve dollar change in highway budget. Motion carried.

Motion by Mihalik and a second by Faulkner to proceed with process of borrowing $200,000.00 for Town garage and Sioux River Bridge. Motion carried.

Motion by Mihalik and a second by Faulkner to approve and adopt borrowing resolution with First American Bank of Washburn. Motion carried.

Motion by Faulkner and a second by Mihalik to approve garage building contract with Granger Builders of Marengo for $159,782.00 and proceed with building plans. Motion carried.

Steve Schraufnagel of C & S Design went through preconstruction check list step by step.

Motion by Mihalik and second by Retzloff that Frank Faulkner be temporary chairman for August 7 through August 23, 1993. Motion carried. Has authority to act in best interest of Town.

Timm Retzloff reported he had talked to Bill Kacvinsky of Ashland Construction and that Bill Kacvinsky is fully aware Ashland Construction needs to repair damage done to Hokanson Road.

Motion and a second to pay all current Town bills.

Motion and a second to send written final notice to three outstanding unpaid bills to Town residents. Motion carried.

Motion by Mihalik and a second by Faulkner that all Town bills have the following notice. “Any bill unpaid after 60 days will be subject to a 5% fee plus forfeiture of future service without prepayment.” Motion carried.

Motion and a second to approve a telephone call card for Timm Retzloff. Motion carried.

Meeting Minutes August 5, 1993

AUGUST 5, 1993

Special Town meeting called to order at 7:02 P.M. Present Retzloff, Mihalik, Faulkner, Tetzner , Ed & Bea Pajala, Don Haugen, Jim Miller, Steve Schraufnagel, and Dan Granger. Proof of notice ran in Press on July 19, and July 29, and August 5 .

Steve Schraufnagel of C & S Design reported on bid from Granger Builders of Marengo. He explained the contract and notice to proceed. He also went through preconstruction check list.

Timm Retzloff explained budget changes brought about by changes in State Aid Formula and money needed for Town garage.

Motion by Miller and a second by Faulkner to change total highway expenditures to $385,000.00. Motion carried.

Meeting Minutes August 2, 1993

AUGUST 2, 1993

Special Town Board bid opening meeting called to order at 7:03 P.M. Present Mihalik, Tetzner, Retzloff, and Faulkner. The meeting was properly noticed in the Daily Press.

Joe Schol Jr. appeared concerning the snowmobile club requesting used culverts the Town has. He is to contact Leland Harvey to see what the Town can let go.

Also present, Steve Schraufnagel – Town garage engineer of C& S design, Ed Pajala, Greg A. Provost – Frank Tomlinson rep., and George Nasi – Nasi Construction rep.

Motion by Faulkner and a second by Mihalik to pay Steve Schraufnagel $5625.00, 75% of his fee, and DILHR $60.00 for holding tank permit. Motion carried.

Frank Tomlinson Co  Inc. of Ashland, WI                  $173,709.00

Steve Schraufnagel will review the low bid for meeting specs, Granger Builders of Marengo.

Reviewed our application to Bayfield Co. for highway bridge aid for Sioux River Bridge. Will send Larry Young copies of bills and canceled checks.

Mark Hudson appeared concerning washboard gravel over Sioux River Bridge. He reported damage to his car and camper.

Motion by Faulkner and a second by Mihalik to O.K. Fire and Ambulance contracts with City of Washburn. Motion carried.

Motion and a second to approve Jim Skeriks application to build a new residence.  Motion carried.

Received special use permit application from Diane Brander for E 1/2 NW Sec 2-48-5. Board needs further study and information.

Discussed proposed ban on timber cutting in National Forest.

Meeting Minutes July 6, 1993

JULY 6, 1993

Regular meeting called to order at 7:30 P.M. Present Retzloff, Mihalik, and Tetzner. Also Leland Harvey, Ed Pajala, Don Haugen, Steve Schraufnagel, Steve Bade and Melody Fleig.

It was noted that proper posting of meeting was made in the Daily Press.

Written copies of June 8 and June 17, 1993 minutes were given to Board members. Motion by Mihalik and a second by Retzloff to accept. Motion carried.

Motion by Mihalik and a second by Retzloff to table any action on unpaid Town bills. Motion carried.

Motion by Mihalik and a second by Retzloff to accept Treasurer’s written report. Motion carried.

Discussed completing the Sioux River Bridge project and contacting C & W Trucking about hauling gravel.

Motion and a second that Dick Mihalik attend Bay Area Solid Waste meeting on July 15th, in Timm Retzloff’s place. Motion carried,

Dick Mihalik reported on attending WTA meeting on June 28th concerning enhanced 911 system.\

Set road inspection for blacktop for July 19th.

Steve Schraufnagel of C & S Design, architect for Town garage reported on progress to date. Tentative bid date will be July 16th with bid opening on August 2nd. Completion date to be November 12th with $100.00 per day penalty for first week then $200.00 per day.

Motion by Mihalik and a second by Retzloff  to go ahead with plans for building Town garage. Motion carried.

Motion by Retzloff and a second by Mihalik to call a special Town award contract meeting for August 2nd at 7:00 P.M. to adjust Town highway budget and award contract. Motion carried.

Discussed wage increase for Town employees.

Steve Bade appeared concerning access to a “40” he owns in Sec 29-49-5.  Steve Bade as landowner of NE NW Sec 29-49-5, will write letter to Town concerning this issue.
