JUNE 17, 1993

Special Town Board meeting called to order at 7:35 P.M. Mention was made that meeting was properly posted in the Daily Press. Present Retzloff, Mihalik, Faulkner, Tetzner, and Leland Harvey.

Discussed unpaid Town bills. Will send out another letter.

Discussed grading of Town roads with Leland. Question asked was how often various roads were graded. Answer depends on conditions but possibly 4 to 6 times a year and at least twice on barren roads, up to 4 on heavy traveled roads.

Will have Blacktop Road inspection in 4 to 6 weeks.

Discussed possible purchase of a used pickup to replace Dodge 4X4.

Discussed drug and alcohol testing required for Town employees to meet commercial drivers license standards. Will change personnel policy to reflect this.

Motion by Mihalik and a second by Faulkner to purchase used time clock from Washburn IGA for $50.00. Motion carried.

Discussed damage done to Hokanson Road last fall by Construction Company working on Sioux River Bridge on Church Corner Road.

Reviewed request of Paul Kacvinsky to lower culvert on Nevers Road. Also culvert on Ondossagon Road by Doug Anderson.

Meeting Minutes June 8, 1993

JUNE 8, 1993

Meeting called to order at 7:30 P.M. Present Retzloff, Faulkner, Mihalik, Tetzner, and Chapman. It was noted that the meeting was properly posted.

Written copies of Minutes of May 11, and May 20, 1993 were given to Board members. Motion by Mihalik and a second by Faulkner to accept. Motion carried.

The Treasurer presented her report. Motion by Faulkner and a second by Mihalik to accept. Motion carried.

Discussed purchasing three signature stamps for signing checks and one for Treasurer for snowplow bills. Motion by Mihalik and a second by Faulkner to purchase all four stamps. Motion carried.

Glen Cook appeared concerning grading his road and cutting trees at intersections. The Chairman will talk to Town crew.

Town crew working hours will be from 7:30 A.M. to 4:00 P.M. for the summer months.

Steve Schraufnagel, architect for Town garage, appeared with preliminary plans. Reviewed plans with Board and noted changes desired. Steve will try to get back with us in about 2 weeks.

Reviewed possible changes in personnel policy. Board will meet with Town crew on Thursday June 17 7:30 P.M.

Motion by Faulkner and a second by Mihalik to turn collection of unpaid Town bills over to Bonded Collectors of Ashland. Motion carried.

Motion and a second to pay all current Town bills.

Meeting Minutes May 20, 1993

MAY 20 1993

Town Board had road inspection from 5:00 P.M to 8:00 P.M.

Special meeting with Steve Schraufnagel, architect, called to order at 8:20 P.M. Present Retzloff, Mihalik, Faulkner, Tetzner, Leland Harvey and Steve Schraufnagel.

Motion by Mihalik and a second by Faulkner to approve contract to Steve Schraufnagel, architect, to design new wood frame Town garage. This includes restrooms, septic system and well. Copy on file. Motion carried.

Meeting Minutes May 11, 1993

MAY 11, 1993

Regular meeting called to order at 7:30 P.M. Present Faulkner, Mihalik, Tetzner, Chapman, and Retzloff. Also Leland Harvey and Art Desrosiers, engineer, and Steve Schraufnagel, engineer.

Minutes of April 7 and April 19, 1993 were read and written copies given to Board members. Motion by Mihalik and a second by Faulkner to accept. Motion carried.

Discussed unpaid snowplow and personal property tax bills. Board will write letter requesting payment by June 1st.

Motion by Mihalik and a second by Faulkner to accept Treasurer’s report. Motion carried.

Opened gravel bids. Ashland Construction $9.25, Trusty Trucking $9.28, and C W Trucking $8.85. Motion by Faulkner and a second by Mihalik to accept low bid of C W Trucking for $8.85. Motion carried.

Art Desrosiers, a Professional Engineer, introduced himself, having an interest in designing our new Town garage.

Motion by Mihalik and a second by Faulkner to grant Signa Groves of C-Side Inn a Combination Class B Liquor License. Motion carried.

Motion by Mihalik and a second by Faulkner to adopt First American Bank Depository Resolution. Motion carried.

Motion by Mihalik and a second by Faulkner to grant Mike Stauner a conditional use permit to build a cabin on the SESW Sec 19-49-6 subject to restrictions listed on zoning permit. Motion carried.

Discussed sale of sand from Wannebo Pit. Policy will be to allow Town residents access to sand at minimum cost.

Steve Schraufnagel of C & S Design and Engineering of Ashland presented an overall view of what’s involved in building a new garage,  including engineering costs, and approximate building costs. Motion by Mihalik and a second by Faulkner to hire Steve Schraufnagel of C & S Design as Engineer for Town garage. Motion carried.

Keith and Melody Fleig appeared concerning the Town fixing road to their property in Sec 20-49-5. They intend to build a residence.

Motion and a second to pay all current Town bills.

Meeting Minutes April 19, 1993

APRIL 19, 1993

Special meeting called to order at 7:30 P.M. Present Retzloff,  Mihalik, Faulkner, Tetzner, Don Haugen, & Leland Harvey.

Motion by Mihalik and a second by Faulkner to pass an enhanced 911 service resolution. This was proposed at annual meeting. Motion carried. Copies to be sent to Bayfield County Clerk. Copy on file.

Discussed renting out our brush cutter to Town of Bayview. The only way would be rental with our driver operating and on a temporary help out basis.

Motion by Mihalik and a second by Faulkner to let gravel bids. Motion carried. Gravel to meet D.O.T. specs. to be spread on Town roads by July 1st. 1500 yards with bids in by May 4th meeting.

Discussed basic first steps needed to build new Town garage. Reviewed the two engineering firms in area. Motion by Faulkner and a second by Mihalik to try to get Steve Schraufnagel of C and S Design & Engineering of Ashland. Motion carried.

Annual Meeting Minutes April 13, 1993

TONN OF WASHBURN ANNUAL MEETING
MINUTES – APRIL 13, 1993

Annual meeting called to order at 7:00 P.M. by Chairman Retzloff.

Minutes of last annual meeting of April 14, 1992 were read. Motion by Shirley Haugen and a second by Frank Faulkner to accept as read. Motion carried.

Highlights of audit report were covered. Motion by Bea Pajala and a second by Don Haugen to accept. Motion carried.

Shirley Haugen reported on historical project progress. Dick Mihalik added some comments. It appears to be going well.

Bay Area Solid Waste report was given by Timm Retzloff.

Discussed projects needed to be done in Town to increase our State Highway Aids. Town garage and blacktopping were given top priority.

Motion by Ed Pajala and a second by Don Haugen to have Town Board proceed with process of building a new Town garage. Motion carried.

Ed Pajala reported on two new 911 systems being proposed for the County.

Motion by Eric Adams and a second by Donna Chapman that Town support an enhanced system of 911. Motion carried.

Reviewed process of meeting notices in newspapers.

The Town of Washburn will continue to use the Daily Press with a paid box ad.

Motion by Shirley Haugen and a second by Bea Pajala to have next annual meeting on first Tuesday after election at 7:00 P.M.

Meeting Minutes April 7, 1993

APRIL 7, 1993

Motion and a second that Timm Retzloff be acting Chairman for this meeting. Motion carried.

Newly elected officials took written oath of office.

Regular meeting called to order at 7:30 P.M. Present Tetzner, Haugen, Retzloff, Chapman, and Dick Mihalik.

Minutes of March 3 1993 were read and copies given to board members. Motion by Haugen and a second by Retzloff to accept. Motion carried.

Clerk reported to Board that Signa Groves of “C” Side Inn has applied to Town of Washburn for a Class B combination beer and liquor license.

Discussed unpaid personal property taxes and unpaid gravel bills.

The Treasurer presented her report. Motion and a second to accept. Motion carried.

Discussed possible Town projects. New garage and blacktopping highways.

Motion and a second to pay all current Town bills.

Motion by Retzloff and a second by Haugen to remove $2,972.00 from the 1993 budget allocated for highway stripping. Stripping was done in 1992. Motion carried.

Meeting Minutes March 3, 1993

MARCH 3, 1993

Motion and a second that Timm be meeting Chairman.

Meeting called to order at 7:30 P.M. by Timm Retzloff. Present Retzloff, Haugen, Tetzner and Chapman. Absent Pohlman.

Minutes of February 2, 1993 copies were given to Board members.    Motion by Haugen and second by Retzloff to accept. Motion carried.

Reviewed claims from Twin Ports Testing and Northern Wisconsin Radiologists. Also Donna Ivergon U. C. Claim.

Donna Chapman gave Treasurer’s report. Motion and a second to accept. Motion carried.

Motion by Haugen and a second by Retzloff to give Keith Fleig a building permit for SW SE Sec 20-49-S. Motion carried.

Motion and a second to pay all current Town bills.

Meeting Minutes February 3, 1993

FEBRUARY 2, 1993

Regular meeting called to order at 7:30 P.M. Present Pohlman, Retzloff, Haugen, Tetzner, and Chapman. Also Leland Harvey.

Minutes of January 5 1993 were read and copies given to Board Members. Motion by Retzloff and a second by Haugen to accept. Motion carried.

Discussed snowplowing, tax collections, damage to a couple mailboxes, snowmobile groomer putting snow on Town roads, snowplowing in barrens, snowmobile signs, and litter signs.

Shirley Haugen reported on meeting at Experiment Station given by Wisconsin Town Association on Uniform address system.

Motion by Haugen and a second by Retzloff to have 3 election workers for February 16 Primary Election. Motion carried.

Drew names for order on April 6 Town ballot.

Motion and a second to pay Brian Harvey $7.50 per hour for machine work.

Motion and a second to pay all current Town bills.

Town of Washburn Caucus January 16, 1993

TOWN OF WASHBURN CAUCUS
MINUTES- JANUARY 16, 1993

Caucus meeting called to order at 2:00 P.M. by Chairman Pohlman. There was motion by Pajala and a second by Jean Sorenson that Phil Tetzner be Caucus Clerk. Motion carried.

Bev Tetzner and Bea Pajala were appointed tellers.

There was a motion and a second to nominate by acclamation and vote by ballot. Motion carried.

Timm Retzloff was nominated for Chairman. There was a second. Frank Faulkner was nominated for Chairman. There was a second. Wilner Ekholm was nominated for Chairman. There was a second. Chairman Pohlman called three times for further nominations. Being none, there was a motion and a second that nominations be closed and a ballot vote taken by ballot to decide the two names to be placed on the ballot. Motion carried. Retzloff 10, Faulkner – 7, Ekholm – 8. There was a motion and a second that Timm Retzloff and Wilner Ekholm be placed on ballot. Motion carried.

Dick Mihalik was nominated for Supervisor. There was a second. Frank Faulkner was nominated for Supervisor. There was a second. Douglas Anderson was nominated for Supervisor. There was a second. Dennis Pocernich was nominated for Supervisor. There was a second. Chairman Pohlman called three times for further nominations. Being none, there was a motion and a second that these four names be placed on ballot. Motion carried.

Philip Tetzner was nominated for Clerk. There was a second. Chairman Pohlman called three times for further nominations. Being none  there was a motion and a second that Philip Tetzner’s name be placed on ballot. Motion carried.

Donna Chapman was nominated for Treasurer.  Chairman Pohlman called three times for further nominations. Being none, there was a  motion and a second that Donna Chapman’s name be placed on ballot. Motion carried.

Philip Tetzner was nominated for Assessor. There was a second.  Chairman Pohlman called three times for further nominations. Being none, there was a motion and a second that Philip Tetzner s name be placed on ballot. Motion carried.
