DECEMBER 3, 1987

Budget hearing called to order at 7:30 P.M. Present were, Pajala, Sorenson, Michalik, Slusser, and Tetzner. Pajala handed out a previous years worksheet. Steve Bade, Robert Short, Ron Bartholomew, and Robert Mattson appeared. They were very concerned about grading and maintenance of Maple Hill Drive. Many issues were discussed concerning grading and graveling roads, where money is spent, loss of State highway aids, etc. They explained this road had lot of traffic because of the landfill and it was in rough shape. A town priority should be to get this done next spring. No budget figures were given to the Clerk and no action was taken on the budget.

Regular meeting was called to order at 9:30 P.M. with same people present. Minutes of November 4, 1987 were read. Motion by Sorenson and a second by Michalik to accept as read. Motion carried with the usual comment by Pajala as noted in the September 1987 minutes. Leland Harvey appeared.

A change of $5.67 was made on Ison’s bill.

NOVEMBER 4, 198

Meeting called to order at 7:30 P.M. by Chairman Pajala. Present were, Pajala, Michalik, Sorenson, Tetzner, and Slusser. Also Bob Olson of Olson Co. Minutes of October 1, 1987 were read. There being no additions or corrections, there was a motion and a second they be accepted as read. Motion carried with Pajala’s usual comment. Motion by Sorenson and a second by Michalik to agree to a holding tank agreement with Fred Westling. Motion carried. Copy on file.

Discussed plowing driveways when property owners didn’t want it plowed. Motion and a second to write off the $5.00 bill to Bernard Guski. Motion carried. Motion and a second to return Talvities’ $5.00. Motion carried.

Discussed budget hearing notice.

Motion and second to pay all current town bills.

OCTOBER 1, 1987

Meeting called to order at 7:30 P.M. by Chairman Pajala. Present were Pajala, Michalik, Sorenson, Tetzner, and Slusser. Also Bob 0lson of Robert Olson Co. Minutes of September 3, and September 22, 1987 were read. There being no additions or corrections, there was a motion and a second they be accepted as read.

Bids were opened for gravel bids; Received from:
Ashland Construction 7.74 per yard
Roffers 7.38 per yard
Robert Olson Co. 7.24 per yard

Motion by Sorenson and second by Michalik to purchase a stockpile of blacktop from Robert Olson – 69.5 tons at $25.00 a ton, $1,737.50. Motion carried.

Motion by Michalik and a second by Sorenson to accept Robert Olson’s gravel bid, subject to trial load and passing State Specifications. Motion carried.

Motion by Sorenson and a second by Michalik to receive letter from D.O.T. concerning and against the speed limit sign ordinance on Church Corner Road and place on file. Motion carried.

Discussed landfill closings.

SEPTEMBER 22, 1987

Special meeting called to order at 7:00 P.M. Present were, Pajala, Michalik, Sorenson, Tetzner, and Jim Nelson, Engineer for Roffers Construction.

Discussed preparing base for blacktop on McKinley Road and Nevers Road, comparable to base on Hokanson Road. Motion by Michalik and a second by Sorenson to put out bids for approximately 4,000 yards of gravel to be hauled on these two roads by November 1, 1987. Motion carried.

SEPTEMBER 3, 1987

Meeting called to order at 7:30 P.M. by Chairman Pajala. Minutes of August 4, 1987 were read. There being no additions or corrections, they were accepted as read. Ed Pajala commented on minutes not being in the permanent record book and so therefore wants to go on record as not in favor of accepting them.

Present at meeting were, Ron Bartholemew, Dave Slusser, Anders Hokanson, Charles Groves, Tom Cogger, Joe Gerwood, Peter Sockness, and Bob Adams. Also present were, Pajala, Sorenson, Michalik, Tetzner, and Slusser.

Discussed ATV ordinance, Trails, and routes. Motion by Mike Sorenson and a second by James Michalik to adopt an ordinance designating all town roads as All Terrain Vehicle Routes. In favor, Sorenson – yes, Michalik  – yes, Pajala – no. Ordinance is adopted.

Discussed furnishing culvert to Peter Sockness. Motion by Sorenson and a second by Michalik to not charge him for a 12″ 24 foot culvert furnished him last summer. Motion carried.

Chuck Groves talked about the road past his driveway. Leland Will grade a slight ditch and put a load of gravel on driveway.

Discussed a pile of blacktop Bob Olson has from 1986, he has for sale at $32.00 a ton.

Discussed hauling more gravel on town roads. Will go ahead and haul about 1500 yards more.

Discussed the DNR closing some small landfills in the area.

Ed Pajala discussed the landfill ordinances rescinded in July 1987 and showed letters that the previous town board had in theory approved them.

Discussed school bus backing down the Maple Hill Drive Road about 1/4 mile instead of going up the hill to the turn around provided by the town. The Chairman will contact the school superintendent.

Discussed landfill ordinances rescinded at the July meeting.

Pajala read two letters received from Dr. Vandenberg concerning Alonzo Harvey’s health.

Discussed blacktop placed on town roads that is bleeding oil excessively. Board will meet with engineer from Roffers Construction.

Discussed hauling more gravel on town roads.

Discussed repairing Ford Tractor brakes.

Discussed repairing Sioux River Bridge on Church Corner Road.

Discussed replacing culverts on Engoe Road near Wilner Ekholm’s and to buy the culvert at best price.

JULY 2, 1987

Meeting called to order at 7:30 P.M. by James Michalik. Minutes of June 4, 1987 were read. There being no additions or corrections they were accepted as read. Motion carried. Present were, Michalik, Sorenson, Tetzner, Slusser, and Bud Harvey.

Discussed landfill ordinances passed at June 4, 1987 meeting. Motion by Sorenson and a second by Michalik to rescind ordinance passed June 4, 1987  granting an easement to City of Washburn and Town of Bayview to enter Town of Washburn property to monitor wells. Motion carried. Motion by Michalik and a second by Sorenson to rescind release ordinance passed June 4, 1987 releasing Wilhelm Engineering Co. of damages resulting from drilling wells on Town of Washburn property.  Motion carried.

Motion by Sorenson and a second by Michalik to change A in Chapter 19 of personnel policy to read, … after Town Board meetings except town foreman who shall be required to spend at least one hour at all regular town meetings and attend annual meeting. Motion carried.

Motion by Sorenson and a second by Michalik to approve ambulance contract with City of Washburn fron July 1, 1987 to June 30, 1988. Motion carried.

Discussed ATV ordinance. Will present a permanent ordinance at the September meeting to be acted on.

Next meeting will be Tuesday August 1987 at 7:30 P.M.

JUNE 4, 1987

Meeting called to order at 7:30 P.M. Present were Pajala, Michalik, Sorenson, Tetzner, and Slusser. Also Janet Halvorson of Laub Group Inc. Janet Halvorson presented facts and figures on the insurance coverage we have which she felt was adequate.

She answered questions and will get some figures back to us. Minutes of May 7, 1987 were read. There being no additions or corrections they were accepted as read.

Alonzo Harvey appeared concerning his employment with the Town. Motion by Michalik and a second by Sorenson to continue Alonzo Harvey’s employment for one more month. Motion carried.

Motion by Michalik and a second by Sorenson to grant City of Washburn and Town of Bayview an easement to enter landfill for purposes of monitoring groundwater effects of the landfill.

Motion by Michalik and a second by Sorenson to adopt ordinance concerning speed limit on Church Corner Road. Motion carried. Copy to D.O.T. in Superior.

Motion by Michalik and a second by Sorenson to approve release dated June 4, 1987 concerning monitoring wells at the landfill to be signed by the Clerk and Chairman. Copy to be sent to Russ Fisch of Wilhelm Engineering. Motion carried.

Motion by Sorenson and a second by Michalik to grant Signa Groves of C-Side a combination Class B license for $150.00. Motion carried.

MAY 14, 1987

Board of Review called to order at 6:00 P.M. Present were, Pajala, Michalik, Tetzner, and Sorenson. Shirley Haugen also appeared with no problems. Hilding Leafblad appeared concerning his “40” in Sec. 3. He compared this “40” with adjoining 40’s. No problems.

Motion by Michalik and a second by Sorenson to adjourn Board of Review at 9:00 P.M. Motion carried.

Special meeting to open gravel bids called to order at 9:00 P.M. Bill Kacvinsky of Ashland Construction and Bob Olson of Bob Olson Co. appeared with their bids.

Ashland Construction $7.81 per cu. yard
Bob Olson and Co. $7.95 per cu. yard

Motion by Sorenson and a second by Michalik to give the bid to Ashland Construction. Motion carried.

Discussed correspondence from Gary Sherman concerning speed limits on Church Corner Road. Also where to apply road sulfite. Ordinance about wells at landfill was talked about.
