Meeting Minutes May 7, 1987
MAY 7, 1987
Meeting called to order at 7:30 P.M. Present were, Pajala, Sorenson, Michalik and Tetzner. Slusser absent. Minutes of April 2, 1987 were read. There being no additions or corrections they were accepted as read.
Frank Faulkner appeared concerning fast traffic on Church Corner Road by his place. Motion by Sorenson and a second by Michalik to have Gary Sherman draw up ordinance having a speed limit of 40 M.P.H. on Church Corner Road from County C south to Timm Retzlaff driveway, approximately 5/8 mile. Motion carried.
Motion by Sorenson and a second by Michalik to ask for bids on approximately 1500 yards of gravel to be spread by July 15, 1987. Motion carried. Bid notice to be placed in the Press and bids to be in by 6:00 P.M. May 14, 1987.
Motion by Sorenson and a second by Michalik to get 3 loads of road binder. Motion carried.
Motion by Sorenson and a second by Michalik to purchase black top mix from Roffers as soon as possible. Motion carried .
Motion by Pajala and a, second by Michalik to receive thank you letter from Jeff Casey and place on file. Motion carried.
Application for combination Beer and Liquor License from Signa and Charles Groves was reported to the board.
Chairman Pajala reported Alonzo Harvey would not be coming back to work. He suggested he be paid off to aid his application for Social Security.
Motion by Michalik and a second by Sorenson to advertise for man to replace Alonzo Harvey. Motion carried.
Motion and a second to pay current town bills.

Meeting Minutes April 15, 1987
APRIL 15, 1987
Special meeting called to order at 7:30 P.M. Present were, Pajala, Michalik, Sorenson, Slusser, and Tetzner. Chairman welcomed two new board members.
Road inspection will be April 22 and 23 from 5:00 P.M. to 8:00 P.M. The board will then meet at the town hall. The town board and road foreman will attend.
Discussed personnel policy, wage schedules of employees, black top patching and graveling roads.
Discussed Alonzo Harvey, town employee who is off work on sick leave. His 75 days of sick leave will be almost used up by April 30, 1987.
Explained wells being drilled on town property outside of landfill boundaries.
Motion by Pajala and a second by Sorenson to sell Robert Olson Co. rocks from town right of ways, for $1.00 per yard and repair all damages. Motion carried.

Annual Meeting Minutes April 14, 1987
TOWN OF WASHBURN ANNUAL MEETING
MINUTES APRIL 14, 1987
Meeting called to order at 7:30 P.M. by Chairman Pajala. Minutes of April 8, 1986 annual meeting were read. There being no additions or corrections, there was a motion by Shirley Haugen and a second by Anselle Hokanson to accept. Motion carried.
Chairman Pajala gave a summary of the audit report. Motion by Joe Gerwood and a second by Nancy Franz to accept audit report. Motion carried.
Chairman Pajala discussed fire numbers and importance of remembering them.
Alty Ledin presented a petition for resurfacing County C between Big Rock Road and City of Washburn signed by many residents. A resolution was presented concerning this. Motion by Joe Gerwood and a second by Fred Ledin to adopt. Motion carried unanimously.
Two resolutions were presented honoring Jeff Casey and Larry Badura for their services as Town Board members. Motion by Shirley Haugen and a second by Anselle Hokanson to adopt Jeff Casey’s resolution. Motion carried unanimously. Motion by Mrs. Gerwood and a second by Fay Slusser to adopt Larry Badura’s resolution. Motion carried unanimously.
Discussed snowplowing and other services offered to town residents. Possibly paying in advance for gravel.
ATV temporary ordinance is in effect. No solution at present for a permanent ordinance.
Motion by Sybil Zifko and a second by Alty Ledin to have next annual meeting on the tuesday following election at 7:30 P.M. Motion carried..

Meeting Minutes April 2, 1987
APRIL 2, 1987
Meeting called to order at 7:30 P.M. Present were Pajala, Casey, Badura, Tetzner and Slusser. Minutes of March 5, 1987 were read. There being no additions or corrections, they were accepted as read.
Motion by Badura and a second by Casey to purchase Clerk and Treasurer Bond in the amount of $20,000.00 for a two year term. Motion carried.
Discussed typing of town minutes and paying someone to do it. Suggested that typist send in bill.
Discussed landfill wells being located outside boundaries. Cha1rman Pajala reported that Russ Fish to date has not provided Gary Sherman with information he needs to draft an agreement. Pajala read letter dated March 13, 1987 to Pajala from Russ F1sh and letter from Ed Pajala dated March 23, 1987 to Gary Sherman and letter from Russ Fish to Gary Sherman. As Town Board did not have these two agreements, no action could be taken.
Motion by Pajala and a second by Badura that the town board agrees in principle to the proposed conditions for the two agreements to be drafted by Gary Sherman as outlined in the letter from Ed Pajala to Gary Sherman dated March 23, 1987. Motion carried.
Motion and a second to pay all current town bills.

March 5, 1987
Meeting called to order at 7:35 P.M. Present were, Pajala, Casey, Badura, Tetzner, and Slusser. Minutes of February 5, 1987 were read. There being no additions or corrections, they were accepted as read.
Liz Sockness also was present reporting on snowmobile traffic past her home. Discussed constable duties or hiring an outside deputy to enforce snowmobile or ATV ordinances.
Discussed sign problem on Hove Lane. Chairman Pajala read letter concerning signs from Gary Sherman, attorney. Letter is on file. Motion by Casey that Cook is given a copy of this letter and town will remove sign and return to Cook, a second by Badura. Motion carried unanimously.
Discussed landfill wells drilled outside of landfill lines. Would like to get some type of settlement.
Discussed equipment breakdown in last snowstorm.
Discussed town insurance.
Motion and a second to pay all current town bills.

Meeting Minutes February 5, 1987
February 5, 1987
Meeting called to order at 7:35 P.M. Present were, Pajala, Casey, Slusser, Tetzner and Badura. Minutes of December 30, 1986 were read. There being no additions or corrections, they were accepted as read.
Bob Adams and Liz Sockness were also present. Liz Sockness talked of snowmobiles going too fast and not on the side of the road trail. She had numbers and speeds.
Motion by Casey and a second by Badura to make donation to 4-H Club for picking up cans along town roads. Motion carried.
Discussed ATV ordinance. Jeff Casey reported no progress to date on a new trail. Motion by Badura to extend present ATV ordinance one month. No second. Motion by Casey to extend present temporary ordinance until a permanent one is adopted, a second by Pajala. Motion carried.
Discussed road sign on Hove Lane which is missing. Glen Cook has put up a new advertising sign and changed the name of the road on it. Received letter from Eunice Schwenzfeier protesting this change. First thing will be for chairman Pajala to talk to Glen Cook and explain that his sign appears to be in violation.
Motion by Casey and a second by Badura to accept. Eileen Haugen, John Iverson, Liz Sockness, Judy Kluge, Debbie Casey, Gerry Powers, and Harry Chapman appointed by Ed Pajala as election workers for a two year term. Motion carried.
Motion by Casey and a second by Badura to approve Bonnie Compton’s application for a operators license at C-Side Inn. Motion carried. Five Dollar Fee.
Motion and a second to pay all current town bills.

Town of Washburn Caucus January 24, 1987
January 24, 1987
CAUCUS
Caucus meeting called to order at 2:00 P.M. by chairman Pajala. He explained the caucus process. Motion by Shirley Haugen and a second by Mark Hudson to nominate Jeff Casey as Caucus chairman. Motion carried. Ballot clerks appointed were, Sherrie Cook, Kathleen Ekholm, and Jan Lewis.
Motion by Pajala and a second by Shirley Haugen to nominate by acclamation. Motion carried.
Ed Pajala, Glen Cook, and Wilner Ekholm were nominated for chairman. Voting was done by balloting: Ed Pajala – 25, Wilner Ekholm – 16, and Glen Cook – 21. Motion by Slicer and a second by Bertha Talvitie that the top two, Ed Pajala and Glen Cook be placed on the ballot. Motion carried.

Motion and a second that one more ballot be cast to break the tie. Motion carried. Jim Skerik – 31, Wilner Ekholm -27.
Motion and a second that the top four, Mike Sorenson, David Cook, Jim Michalik, and Jim Skerik be placed on ballot. Notion carrled.
CLERK: Philip Tetzner was the only nomination; therefore, it was moved and seconded that nominations be closed and Philip Tetzner’s name be placed on ballot. Motion carried.
TREASURER: Fay Slusser was the only nomination; therefore, it was moved and seconded that nominations be closed and Fay Slusser’s name be placed on ballot. Motion carried.
ASSESSOR: Philip Tetzner was the only nomination: therefore, it was moved and seconded that nominations be closed and Philip Tetzner’s name be placed on ballot. Motion carried.
