May 6, 1976

Meeting called to order at 7:15 p.m. by Chairman Calvin Schwenzfeier with Tetzner, Michalik and Flonnes present. Minutes of April 10, 1976 were read and there being no additions or corrections they were accepted as read.

Harvey Rowe, assessor, appeared. Discussed raising valuations.

Mr. Moran of Nekoosa Edwards Paper Company appeared. Discussed taxes on 3,350 acres owned in town of Washburn. 75¢ per acre taxes is cut off point for the Company before placing in Forest Crop. Tax last year was 97¢ per acre. He suggested possibly two tax rate for 40’s.

Received bids from Ashland Construction Co. and Roffers Construction Co. for crushed packing gravel. Roffers bid was $4.95 and Ashland Const. was $4.89 per yard. Motion and second to accept Ashland Construction bid.

Motion and second to send Leland Harvey to road school for one day.

Motion and second it to pay all current town bills.

Motion and second to adjourn.

Annual Meeting Minutes April 24, 1976

ADJOURNED ANNUAL MEETING
April 24, 1976

The meeting was called to order at 2:00 P.M. by chairman Calvin Schwenzfeier. The minutes of April 6, 1976 were read and there being no additions or corrections, a motion was made by Harvey Rowe and a second by Ed Laurion to accept minutes as read. Motion carried.

Snowplowing private driveways was discussed. Motion by Ed Pajala and a second by Albert Zifko to have a minimum charge of $2.00 for the first 15 minutes and $2.00 for each additional 15 minutes. Motion lost.

Motion by Bill Bromberg and a second by Harvey Rowe to charge minimum $3.00 per driveway for up to 15 minutes and $3.00 for each additional 15 minutes. Motion carried.

Called on Laverne Anderson of City of Washburn for discussion of ambulance contract to answer various questions. Motion by Bill Slicer and a second by Robert Grupstra to accept ambulance contract for $750.00 per year with this $750.00 not to be increased by more than 25% in the next 5 years. Motion carried.

Assessor situation was again discussed. Motion by Ila Bromberg and a second by Sybil Zifko to give Town Board power to appoint assessor if necessary. Motion carried. Motion by Sybil Zifko and a second by Charlotte Michalik to increase mileage to assessor to 50¢ per mile. Motion carried. Assessor would only accept 25¢ per mile.

New truck purchase was discussed. Motion by Bill Bromberg and a second by Albert Zifko to purchase new Ford truck from Darwin Ford of Iron River for approximately $8,000.00 plus trade in. Motion carried.

Local tax levy was discussed. Motion by Bill Bromberg and a second by Harvey Rowe that town levy ¼ mill local tax. Motion carried.

Discussed Caterpillar Motor Grader. Price of new grader with trade in would be $51,700.00. Includes new wing and V-Plow.

Motion by Charlotte Michalik and a second by Sybil Zifko to have next annual meeting at 2:00 P.M. on first saturday following election. Motion carried.

Motion by Ila Bromberg and a second by Bill Slicer to go on record as opposing hunting bear with dogs. Motion carried.

Meeting Minutes April 10, 1976

April 10, 1976

Meeting called to order at 2:00 p.m. by Chairman Calvin Schwenzfeier with Flonnes, Michalik and Tetzner present. Leland Harvey and Bob Grupstra were also present. Minutes of March 4, 1976 were read and there being no additions or corrections were accepted as read.

Purchase of new truck was discussed.

Motion and second to have Robert Norlin as town legal council. Motion carried.

Motion and second to name Washburn State Bank Depository for town funds. Motion carried.

Motion and second to set labor rate at $2.40 per hour. Leland Harvey’s rate as operator foreman at $4.25 per hour and Alonzo Harvey’s rate as operator at $3.60 per hour. Motion carried.

Motion and second to set mileage rate at 13¢ per hour.

Motion and second to pay all current town bills.

Annual Meeting Minutes April 6, 1976

ANNUAL MEETING

The meeting was called to order at 12:00 noon by chairman Calvin Schwenzfeier.

The minutes of April 1, 1975 were read and there being no additions or corrections, a motion was made by Ed Laurion and a second by Harvey Rowe to accept minutes as read. Motion carried.

Audit report was partially read with several items discussed. Old town bills, repair work done on Wannebo by Bayfield County, and placing a new mat on existing blacktop from Dean’s Corner to Church Corner.

Motion by Harvey Rowe and a second by Ed Laurion to accept Audit report. Motion by Ed Pajala and a second by Robert Grupstra that all work done by town be paid within one year. Motion carried.

Ila Bromberg gave report on changing Wannebo Road into Rustic Road. She stated this would not happen in the near future.

Assessor situation was discussed. The chairman stated that by 1977 all assessors would have to be certified by the state in order to assess. Giving the Town Board power to appoint an assessor was discussed Decided to let it go until a later special meeting.

Truck purchase was discussed. Motion by Bill Slicer and a second by Dorothy Slicer to put off decision until special meeting April 24, 1976. Motion carried.

Plowing driveways was discussed with new rates proposed by Town Board. Much discussion. Motion by Brynjolf Hirsch and a second by Charlotte Michalik to accept Boards proposal. Motion lost.

Motion by Anselle Hokanson and a second by Anders Hokanson to discuss this further at special meeting. Motion carried.

Fire agreement with City of Washburn was read. Motion by Brynjolf Hirsch and a second by Bill Slicer to accept proposal. Discussion followed. Motion carried.

Ambulance agreement was read. Motion by Anselle Hokanson and a second by Joan Cook that Town Board negotiate further. Motion carried.

Motion by Bill Slicer and a second by Ed Laurion to put $2,000.00 in Building fund and $5,000.00 in Grader fund. Motion carried.

Zoning changes were discussed. Motion by Ed Laurion and a second by Bill Slicer to adjourn to April 24, 1976 at 2:00 P.M.

The meeting was called to order at 7:45 p.m. by Chairman Schwenzfeier with Flonnes, Michalik and Tetzner present. Leland Harvey was also present. Minutes of Feb 5, 1976 meeting were read and there being no additions or corrections were accepted as read.

Jack Peterson of the Washburn Agency appeared proposing pension plans for Town Employees if the town was interested.

Discussed assessor situation.

Discussed items to be brought up at annual meeting and decided on a special meeting in April, 1976 to discuss further.

Motion and second to pay all current town bills.

Motion and second to accept Savings and Checking Account Resolution.

Discussed Washburn Fire Dept. ½ mill rate per $1000.00 equalized valuation for fire protection for the town.

Discussed changing to appointive assessor in the town.

Motion and second to pay all current town bills.
