Regular Board Meeting called to order at 7:00 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Jim Park, Scottie Sandstrom, Lynn Adams, Mike Harvey, Kim Bro, Wendy Stein, Kathleen Russell and Nora Knapki.
Meeting notices were posted in the two public places, website, and published in the Daily Press.
Meeting minutes from the September 13, 2022, were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.
Lynn Adams gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Web site work is in progress. Motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.
Mike Harvey gave crew report. A motion by Scottie Sandstrom and a second by Jim Park to have tire life put into the graders six tires for $600.00. Motion carried. All Ayes. The salt shed is full. Mike figured out which Forest Roads need snow plowing for the loggers this winter. A motion by Jim Park and seconded by Scottie Sandstrom to accept report. Motion carried. All Ayes.
A motion by Jim Park and seconded by Scottie Sandstrom to approve a driveway permit for Phillip & Catlin Kraus (NE ¼ NE ¼ Section 28 T 49 R 5W), south side of North Maple Hill Rd, Motion carried. All Ayes.
A motion by Jim Park and seconded by Scottie Sandstrom to approve a driveway permit for Fredrick and Andrea Dollen ((SW¼SE¼ Section 21 T.49N R.5W; Tax ID #38772; on N. Maple Hill Rd. Motion carried. All Ayes.
A motion by Jim Park and seconded by Scottie Sandstrom to approve a driveway permit for Michael & Bonnie Zifko to access their forty-acre parcel via a 30-foot easement (W½SW¼ Section 10 T.48N R.5W. Motion carried. All Ayes.
The Board reviewed a county Class A Special Use Permit for Potters Farm to use the organization’s farmhouse for short-term rental on their 41-acre parcel in an Agriculture 1 zoning district (NE¼NW¼ Section 2 T.48N R.5W; Tax ID # 30574 75900 Potters Farm Rd.). More information is needed.
Kim Bro had a discussion on the Land fill. He is going to find out where the clay cap is and what way to fix it.
A motion by Jim Park and a second by Scottie Sandstrom to raise Election Workers pay to $15.00 an Hour. Motion carried. All Ayes.
A motion by Sandy Raspotnik and a second by Jim Park to raise the Clerks and Treasurers salaries $2000.00 a year, Supervisors, and Chair by $10.00 a per diem. Motion carried. All Ayes.
The Road Crew will start at 6:00 a.m. to 2:30 p.m. from November 1st to May 31st. Motion Carried. All Ayes.
A motion by Scottie Sandstrom and a second by Jim Park to Adopt the Procurement Policy. Motion carried. All Ayes.
A motion by Jim Park and a second by Scottie Sandstrom to adopt the Conflict-of-Interest Ordinance. Motion carried. All Ayes.
A motion by Scottie Sandstrom and a second by Jim Park to join the TAC membership through the Wisconsin Towns Association. Motion carried. All Ayes.
The LRIP-TRI road funding check is on the way. The Town is awaiting an SMA (State Maintenance Agreement) from WisDot, which will outline next steps for design, permitting, and ultimate construction of Wannebo Road per the grant awarded to the Town in September.
The only improvements left on the Town Hall are the painting of the Outside of the Town Hall and having some siding replaced.
Michelle McCumber will be installing the new computer in the Town Garage this week.
A motion by Jim Park and a second by Scottie Sandstrom to approve the 2023 Budget of $586,000.00. Motion carried. All Ayes.
A motion by Sandy Raspotnik and a second by Jim Park to pay all current bills Motion carried. All Ayes.
