Regular Board Meeting called to order at 7:00 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Jim Park, Scottie Sandstrom, Lynn Adams, Mike Harvey, Wendy Stein, Mike Cariveau and Wendy Cariveau.

Meeting notices were posted in the two public places, website, and published in the Daily Press.

A motion by Scottie Sandstrom and a second by Jim Park to approve the agenda. Motion carried. All Ayes.

Meeting minutes from the November 9, 2022, were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.

Lynn Adams gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Web site work is in progress. Property Taxes are being sent out. Motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. The 2001 plow truck has not been picked up yet. A motion by Jim Park and a second by Scottie Sandstrom to buy fifty feet of side chains for the frontend loader for around $700.00. Motion carried. All Ayes. Everything is ready for snowplowing. A motion by Jim Park and a second by Scottie Sandstrom to approve the report. Motion carried. All Ayes.

Chair Sandy said that Norvado will be here in May to start Laying the fiber optic lines in the area of the Town that was part of their initially approved grant. Sandy will be writing a letter to Town of Barksdale on a bill they sent for the shared Engoe Road. This is not in compliance with the Agreement between the two Townships. No contact was made that they were doing this. A motion by Scottie Sandstrom and a second by Jim Park to accept the report. Motion carried. All Ayes.

A motion by Jim Park and second by Scottie Sandstrom to approve a Class A permit for Potters Farm Section02 Township 4N Range 5, 75900 McKinley Road. Motion carried. All Ayes.

Mike Cariveau, Bayfield Wireless, spoke on putting up a Pole on the northwest corner of the Town’s property by the Town garage. The cost to the Town will be $1,353.00 – and – 5 years free internet service, which would additionally provide free Wi-Fi service for cars parked at the Town Hall. The Town will also provide the pole. A motion by Scottie Sandstrom and seconded by Jim Park to approve the cost of $1,353.00, five years free internet service and the pole. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to buy lettering for the 2022 plow truck from Country Bay Company for $300.00, Lynn Adams will design it. Motion carried. All Ayes.

A motion by Jim Park and seconded by Scottie Sandstrom to purchase a controller to operate the salt sand spreader for $200.00 for the 2014 plow truck. Motion carried. All Ayes.

A motion by Sandy Raspotnik and seconded by Jim Park to purchase LED plow lights for the 2014 plow truck for $600.00. Motion carried. All Ayes.

The Board Members will be working on the annual newsletter.

Supervisor Sandstrom noted that he is still awaiting WisDOT to provide the SMA (State Maintenance Agreement) Which will provide the Town to begin planning on design, permitting and ultimate construction of Wannebo Road from Chequamegon Heights Rd to Ondossagon Road, which was the BIL Grantawarded to the Town in fall of 2022.

Two grants are being worked on for FR 251, one for black top and one for gravel.

The Budget Meeting called to order at 5:30 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Scottie Sandstrom, Jim Park, Wendy Stein, Kathleen Russell, and Nora Knapki.

The Clerk presented the Budget and Reviewed.

Meeting of the Electors was called to order. Same people present. There was a discussion on Board salaries. A raise for the Clerk and Treasurer of $2000.00, Chair to raise to $110.00, and Supervisors to $100.00.

Mike figured out which Forest Roads need snow plowing for the loggers this winter. A motion by Jim Park and seconded by Scottie Sandstrom to accept report. Motion carried. All Ayes.

A motion by Jim Park and seconded by Scottie Sandstrom to approve a driveway permit for Phillip & Catlin Kraus (NE ¼ NE ¼ Section 28 T 49 R 5W), south side of North Maple Hill Rd, Motion carried. All Ayes.

A motion by Jim Park and seconded by Scottie Sandstrom to approve a driveway permit for Fredrick and Andrea Dollen ((SW¼SE¼ Section 21 T.49N R.5W; Tax ID #38772; on N. Maple Hill Rd. Motion carried. All Ayes.

A motion by Jim Park and seconded by Scottie Sandstrom to approve a driveway permit for Michael & Bonnie Zifko to access their forty-acre parcel via a 30-foot easement (W½SW¼ Section 10 T.48N R.5W. Motion carried. All Ayes.

The Board reviewed a county Class A Special Use Permit for Potters Farm to use the organization’s farmhouse for short-term rental on their 41-acre parcel in an Agriculture 1 zoning district (NE¼NW¼ Section 2 T.48N R.5W; Tax ID # 30574 75900 Potters Farm Rd.). More information is needed.

Kim Bro had a discussion on the Land fill. He is going to find out where the clay cap is and what way to fix it.

A motion by Jim Park and a second by Scottie Sandstrom to raise Election Workers pay to $15.00 an Hour. Motion carried. All Ayes.

A motion by Sandy Raspotnik and a second by Jim Park to raise the Clerks and Treasurers salaries $2000.00 a year, Supervisors, and Chair by $10.00 a per diem. Motion carried. All Ayes.

The Road Crew will start at 6:00 a.m. to 2:30 p.m. from November 1st to May 31st. Motion Carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to Adopt the Procurement Policy. Motion carried. All Ayes.

A motion by Jim Park and a second by Scottie Sandstrom to adopt the Conflict-of-Interest Ordinance. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to join the TAC membership through the Wisconsin Towns Association. Motion carried. All Ayes.

The LRIP-TRI road funding check is on the way. The Town is awaiting an SMA (State Maintenance Agreement) from WisDot, which will outline next steps for design, permitting, and ultimate construction of Wannebo Road per the grant awarded to the Town in September.

The only improvements left on the Town Hall are the painting of the Outside of the Town Hall and having some siding replaced.

Michelle McCumber will be installing the new computer in the Town Garage this week.

Update of South Maple Hill, power lines are moved, Century Link is moving the phone lines.

Motion by Sandy Raspotnik and a second by Scottie Sandstrom to change the original plan of payment for work done for Randy Snippen and pay him $2000.00. Motion carried. All Ayes.

Sandy Raspotnik spoke on FR 500 with the grant money of $62,000.00 and the total project came in at $94,563.98.

The Cat Backhoe needs some work done on it but will be taken care of next year.

A motion by Sandy Raspotnik and a second by Jim Park to put outstanding snowplow bills for the 2021-2022 season on their property tax bill. Motion carried. All Ayes.

Scottie Sandstrom spoke on Solar Panels. It will be discussed again at a later date when more information is obtained.

The voting booths have been installed. Looking good.

The November 8, 2022 Regular Board Meeting has been changed to November 9, 2022 due to the Election.

Special Meeting called to order at 4:00 pm. Present: Kerry Tetzner, Sandy Raspotnik, Scottie Sandstrom, Mike Harvey and Jim Park.

Motion by Scottie Sandstrom and second by Jim Park to approve the bid from Jerome Excavating Contractors for the South Maple Hill project, contract 1, for $220,061.06. Motion carried. All Ayes.

Motion by Sandy Raspotnik and a second by Jim Park to take out a loan from Bremer Bank for the completion of the South Maple Hill Project for $220,000.00, no more than 4% interest for three years. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Sandy Raspotnik to approve the minutes of the August 17, 2022 special meeting. Motion carried. All Ayes.

There was one bid for the completion of the South Maple Hill Project from Jerome Excavating Contractors for $89,307.14 for contract two of the project and $220,061.06 contract one of the project. A motion by Scottie Sandstrom and a second by Jim Park to accept Contract two for $89,307.14. Motion carried. All Ayes. There will be a special meeting next week to secure funding for contract one.

South Maple Hill gravel bids were opened.

Bob Olson 1260 tons $27,090.00

A motion by Sandy Raspotnik and a second by Scottie Sandstrom to approve the bid from Bob Olson for $27,090.00. Motion carried. All Ayes.

Sandy and Mike will put out two bids for South Maple Hill. One from Church Corner Road to Jay Glase’s driveway and one from Jay Glase’s driveway down past Randy Snippens property.

A motion by Jim Park and a second by Scottie Sandstrom not to pay Then’s damage to the gas line from snow plowing as the line was not marked. Motion carried. All Ayes.

The traffic counter and striping were tabled for next month.

Corrections on the WISLR road information is ongoing.

A motion by Scottie Sandstrom and a second by Jim Park to have Dennis Miller shingle the Town Hall for $10,980.00 with Sandy checking on the chimney being removed because it is a historical building. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to have Swanson put on rain gutters for $435.00. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to have Mark Illick install electrical outlets in the Town Hall for around $700.00. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to have Keith Fleig paint the Town Hall and storage shed for $5,500.00. Mike will replace the siding that is damaged. Motion carried. All Ayes.

Sandy and Mike will put out bids for FR 500.

Landscape Creations will continue to mow the lawn.

Lynn will check into a computer for the Town Garage up to $1000.00.

Sandy gave the Chair report. Mike will be checking on a car counter. The beaver damn on 690 has been removed. Bids will be put out for gravel on South Maple Hill. A motion by Jim Park and a second by Scottie Sandstrom to buy a reclaimer from Lulich’s for round $10,000.00. Motion carried. All Ayes. A motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.

Kim Bro spoke on the Class A permit for Travis Dugger at NE ¼ NW ¼ Section 9 Township 48N Range 5 has been tabled. A motion by Jim Park and a second by Scottie Sandstrom to a approve a driveway permit for Travis Dugger. Motion carried. All Ayes.

A motion by Sandy Raspotnik and a second by Jim Park to have the Plan Commission be in charge of the upkeep of the landfill and all that goes with it, mowing, monitoring and the clay cap. Motion carried. All Ayes.

The BIL grants for Wannebo Road, from Chequamegon Heights Road to the Ondossagon Road, and the Wannebo Road, from Pajala Road approx. ½ mile west, have been turned in.

Town Hall improvements under the ARPA money for roofing, painting, gutters and siding are still in progress.

A motion by Jim Park and a second by Scottie Sandstrom to accept the bid from Joe Tetzner for $12,500.00 for the grubbing on South Maple Hill. Motion carried. All Ayes.

Sandy reported that we received $62,000.00 for gravel on FR 500. No one showed up at the Open Book hearing. A motion by Jim Park and a second by Scottie Sandstrom to accept report. Motion carried. All Ayes.
A motion by Scottie Sandstrom and a second by Jim Park to approve a class A permit for Dean and Martha Franke, NE ¼ NE ¼ Section 21 Range 5. Motion carried. All Ayes.
Scottie reported on the BIL grant for $664,000.00 for an 80-20 match for the Wannebo Road. He will have it ready to send in next week.
Improvements to the Town Hall Sandy will check on painting on outside of Town Hall plus storage shed and shingles, Mike on fixing siding west side, and Scottie on rain gutters for the next meeting.
Job description is on hold.
May 21, 2022 is dumpster Day.

The meeting for road inspection took place at 8:30 AM. Present: Sandy Raspotnik, Scottie Sandstrom, Jim Park, and Mike Harvey.
We reviewed the roads that Mike recently noted for culvert replacement, those culverts are due to arrive soon, and then they will be installed, plus noted the culverts that will be paved over that have previously been installed. A side hill which is deteriorating next to a creek on North Church Corner Road, North of County C, was sited. Ben Dufford from Bayfield County is reviewing and will be getting back to Mike on potential thoughts on how to proceed further on this potential project.
We noted the road locations on Wannebo that are being applied for Federal Funding by Supervisors Park and Sandstrom this spring and Mike noted that crack seal could be potentially applied on Ondossagon Road at some future date. Other gravel and blacktop roads around the town were reviewed for thoughts on future maintenance, plus we toured several of the roads within the barrens on USFS land that the Town maintains, seeing the need for maintenance from this past winter. We also toured USFS Road 500 where gravel will be applied and funded by the recent RAC Grant awarded to the town in the amount of $62,000.
