May 19, 2021

The Town of Washburn Board of Review met at 6:00 pm at the Washburn Town Hall. The meeting was called to order by Chairperson Sandra Raspotnik. The meeting was properly posted in the three public places and published in the Daily Press. Present; Kerry Tetzner, Sandra Raspotnik, Jim Park, Scottie Sandstrom and Jenny Martins.

A motion by Kerry Tetzner and a second by Scottie Sandstrom to nominate Sandy Raspotnik Chairperson. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Kerry Tetzner to nominate Jim Park as Vice Chair. Motion carried. All Ayes.

Kerry and Sandy have verification of BOR training.

The assessment roll was examined, no errors found.

A motion by Scott Sandstrom and second by Jim Park to waive notice of intent to file objection.

There were no hearing objections.

Minutes May 19, 2021

Special Board Meeting called to order at 5:30 pm. Present: Kerry Tetzner, Sandra Raspotnik, Jim Park, Scottie Sandstrom, Mike Harvey, Jenny Martins, Contnie Cogger, Jay Glase, Lorraine Norrgard, Lynn Krueger and Dennis Weibel.

Meeting minutes were properly posted in the three public places and published in the Daily Press.

A motion by Scottie Sandstrom and a second by Jim Park to accept the RIP Rap bid from Bayfield County on the Wannebo Road for $7,689.80. Motion carried. All Ayes.

A motion by Jim Park and a second by Scottie Sandstrom to accept the culvert sleeve bid from Bayfield County on Nevers road for $8,197.79. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to accept the culvert sleeve bid from Bayfield County on North Maple Hill for $12,969.73. Motion carried. All Ayes.

A motion by Jim Park and a second by Scottie Sandstrom to repair the Dump Truck and needs around $1000.00 to repair. Motion carried. All Ayes.

A meeting is being set up to discuss the repair of South Maple Hill Road. Emmer Shields, an Engineer, will be there to discuss the options on how to fix the problems.

Annual Meeting Minutes May 18, 2021

May 18, 2021

The Annual Meeting was called to order at 7:00 p.m. by Chair Sandy Raspotnik, at the Washburn Town Hall. Meeting notices were properly posted in the three public places and published in the Daily Press.

Minutes from the September 14, 2020 meeting were read and written copies given to the Board Members. Motion by Scottie Sandstrom and a second by Mike Harvey to accept the minutes as presented. Motion carried. All Ayes.

Sandy talked about the driveway ordinance from the City of Washburn for Fire and Ambulance services and if driveways are not up to the ordinance, homeowners are responsible for any damage to the vehicles. A Town picnic is being planned for August 22, 2021, at the Town Hall.

Jim Park talked about highspeed internet at the Town Hall and improving the Web site.

Scottie Sandstrom talked about highspeed internet providers, Bayfield wireless and Century Link, and two numbers to call for help. Drew Ling 715-392-0025 and Jeriah Erickson 715-209-5501.

A motion by Kim Bro and a second by Michael McKana to have next year Annual Meeting on April 19, 2022. Motion carried. All Ayes.

Regular Board Meeting called to order at 7:00 p.m. on Zoom. Present: Kerry Tetzner, Sandy Raspotnik, Jim Park, Scottie Sandstrom, Mike Harvey, Lynn Adams, Gina Park, Lynn Adams, Brenda Rechel, Wendy Stein, Pam Ledin, Brian Ledin and Jim Miller.

Meeting minutes from the April 13 and April 20, 2021 meetings were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.

Lynn Adams gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.

Mike Harvey gave the crew report. Road grading is being done. The Handi-Hitch is working great. Black topping on Ondossagon road is completed and the first layer on Engoe Road is done. The second layer will be done in a couple weeks to allow the road to set up. Breaker rock from the Forestry will be delivered up to a total of $6,875.00. We will pay for it and will be reimbursed. Motion by Jim Park and a second by Scottie Sandstrom to accept report. Motion Carried. All Ayes.

Sandy gave the Chair report. Dumpster day will be May 22, 2021 from 8 am to 4 pm. If you need help on internet service, you can contact Drew Lane at 715-392-0025 or Jeriah Ericksen at 715-209-5501. A motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried.

There was no Plan Commission meeting this month.

Chairperson Sandy Raspotnik appointed Jim Park, Kim Bro as Chair and Tim Schwenzfeier to the Plan Commission Board. A motion by Scottie Sandstrom and a second by Jim Park to accept the appointments. Motion carried.

A motion by Sandy Raspotnik and a second by Jim Park to rent a post office box for the Treasurer of the Town of Washburn. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to approve the road agreement with Xcel Energy. Motion carried. All Ayes.

Jim Park will take care of getting high speed internet service for the Town Hall.

The Town Web site was discussed. Jim Park will be in contact with Charmaine Swan and Lynn Adams will contact Michelle McCumber on getting this set up. More info needed.

A motion by Scottie Sandstrom and a second by Sandy Raspotnik to leave County C from Big Rock Road to McKiney Road opened to ATV’s eyc. and to inform Paul Johanik of this decision. Motion carried. All Ayes.

Connie Cogger is working on having a Town Picnic on August 22, 2021 at the Town Hall.

A letter of appreciation was sent out to former Board Members.

The Annual Meeting will be held on May 18, 2021.

Future projects for the Town this year were discussed. Culverts on Nevers Road, North Maple Hill, gravel on Brevak Road, shouldering on Ondossagon and Engoe Road, work on South Maple Hill Road, and road striping.

A motion by Sandy Raspotnik and a second by Scottie Sandstrom to purchase up to $8,000.00 for gravel for shouldering Ondossagon Road. Motion carried. All Ayes.

Brenda gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Motion by John Adams and a second by Wendy Stein to accept report. Motion carried. All Ayes.

Mike Harvey gave the crew report. The culvert is in on Ondossagon Road. Needs a culvert on North Maple Hill and Nevers Road. The Handi-Hitch is on the grader. Need gravel on Priest Road, Brevak Road and South Maple Hill by landfill. A motion by John Adams and a second by Wendy Stein to accept report. Motion carried. All Ayes.

Road inspection will be on May 6, 2021 at 8:30 am.

A motion by John Adams and a second by Wendy Stein to approve a driveway permit for Tracy L Defoe at 74305 Ondossagon Road NE ¼ SE ¼ Section 10 Township 48N Range 5. Motion carried. All Ayes.

Sandy gave Chairperson report. The City of Washburn sold the old ambulance and brush truck. The Town of Washburn will receive a check for $836.00 for our share. The Town will be receiving a $53,000.00 check through the Rescue Plan. One half now and the other half in 2022. A motion by Wendy Stein and a second by John Adams to accept report. Motion Carried. All Ayes.

Bids were opened from Northwoods paving for one mile on Engoe Road, from Topside to Viater Road. This will be a joint project with the Town of Barksdale at a 50/50 cost for each Township.

2 ½ inch Asphalt with pulverizing and gravel                       $142,390.83

3” Asphalt with pulverizing and gravel                                   $165,462.59

Bids were opened from Angelo Luppino:

A motion by Wendy Stein and a second by John Adams to accept the bid from Northwoods paving for $165,462.59. The Town of Washburn and the Barksdale will be billed for one half of the total cost which is $82,731.30. Motion carried. All Ayes.

The Annual Meeting will be held on May 18th at 6:00 pm at the Washburn Town Hall. There will be a special meeting on April 20, 2021 to be recessed and held at the later date.

Xcel transmission line easement has been tabled until the May meeting.

A motion by John Adams and a second by Wendy Stein to purchase a plow truck from Western Star for $96,491.00 and from Monroe Trucking, a stainless steel box and parts for $87,479.00. Motion carried. All Ayes.

Mike Harvey gave the crew report. Some culverts need to be replaced on Nevers Road, Brevak Road, and Ondossagon Road. Everything else is going fine in the Town.

Wendy is working on the annual newsletter for the Annual Meeting.

A bid from Dahl Construction to paint the Town Hall inside and out was $11,628.00. This is tabled for more bids.

Mike checked on cost for a new snowplow truck. The International truck is around $178,000.00. More information will be coming.

Wendy checked with two Engineer Firms for South Maple Hill. Waiting on more information.

Meeting minutes from the December 8, 2020 meetings were read and written copies given to the Board Members. Motion by John Adams and a second by Wendy Stein to accept as presented. Motion carried. All Ayes.

Mike Harvey gave the crew report. A motion by Wendy Stein and a second by John Adams to order blades for the plow trucks and grader for $3,132.00. Motion carried. All Ayes. The sleeve for the back hole cover is on the way for under $1,000.00. A motion by John Adams and a second by Wendy Stein to buy 6 tires for the truck for $1,932.32. Motion carried. All Ayes. A motion by Wendy Stein and a second by John Adams to accept report. Motion carried. All Ayes.

Lighting at the Town Hall was discussed.

Sandy gave the Chairpersons report. She read a letter from Paul Johanik, Highway Commissioner, see attached sheet. Wendy and John are to send the reasons for closing this section. Sandy will write up the letter and have the Board Members sign it. Sandy will get in contact with some painters to paint the inside and outside of the Town Hall. UMD 0f Duluth said no thanks on doing engineer work on South Maple Hill Road. A motion by Wendy Stein and a second by John Adams to accept report. Motion carried. All Ayes.

There was no Plan Commission meeting this month.

Some projects for road improvements this summer were: 1 mile over lay west of Topside Tavern on Engoe Road, North Maple Hill overlay by the french drains, overlay from Ondossagon Road to Chequamegon Heights Road, overlays on culverts replaced and striping on newly blacked top roads. Engoe Road will be a joint effort with the Town of Barksdale.

Pat Guske has been put on the Emergency Plow list.

A discussion on the Record Management on what to keep and what to get rid of old files, etc.
