Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Havey, Pat Guske, John Anderson, Kay Cederberg and Donna Chapman.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Meeting minutes from the November 11, 2014 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All Ayes

Donna gave Treasurer’s report. A discussion on some back taxes that were not paid. The Board said to send out the bill. Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All Ayes.

There was no plan Commission meeting this month.

Mike Harvey gave crew report. The one ton truck broke down and needs a transfer case and transmission. The cost to have it repaired is $6,155.91. A motion Steven Tetzner and a second by Bruce Hokanson to repair the one ton for $6155.91. Motion carried. All Ayes. The Red dump truck’s tires are wearing thin and to have them recapped would be $1834.96. New tires for the truck would run $3,133.28. It was decided to run the truck until new tires are needed. About a third of the salt sand has been used. A motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All Ayes.

Judge John Anderson and Kay Cederberg talked on the case loads of Bayfield county. They wanted to let the Board know what is going on and in some ways to help prevent crime.

The new plow truck is now not expected to be delivered until the middle of January.

November 11, 2014

Budget Hearing called to order at 6:30 P.M.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Donna Chapman, Ruth Hartzell, Nate Swiston.

Meeting notices were timely posted in the Daily Press and posted in the three public places in the Town.

Budgets were presented by the Clerk and reviewed.

Motion by Steven Tetzner and a second by John Hartzell to adjourn Budget Hearing. Motion carried.

Meeting of Electors called to order at 6:45 P.M.. Same people present.

Motion by Steven Tetzner and a second by Bruce Hokanson to approve a Town Levy of $50,648.00, a legal allowable amount. Motion carried. All Ayes.

Motion by Ruth Hartzell and a second by Steven Tetzner to adjourn Elector meeting. Motion carried.

There was no plan Commission meeting this month.

There was no Road Report due to snow storm.

A motion by Steven Tetzner and a second by Bruce Hokanson to approve the Budget of $453,178.00. Motion carried. All ayes.

Nate Swiston talked on having a temporary snowmobile trail going down Church Corner Road , then on Old C Road to Cook’s hay field due to the fact that the property that it goes through now has been stopped by the new owner. The DNR property cannot be used this year because there was not enough time for permits. Bayfield County said no to running along County C, leaving Church Corner Road the only way left. After much discussion, a motion by Steven Tetzner and a second by Bruce Hokanson to allow the snowmobile club to use North Church Corner Road to Old C Road as a temporary trail from December 1, 2014 to March 31, 2015 with the snowmobile club doing signage. Motion carried. All Ayes.

A part time snow plow driver, Dave Hyde, was hired to fill in for Pat Guske, for four to six weeks. A motion by Steven Tetzner and a second by John Hartzell to hire Dave Hyde temporary, as needed per Mike Harvey. Motion carried. All Ayes.

Lynn Adams will have a meeting at the Town Hall on November 13, 2014 regarding Centurytel Internet service.

A discussion on the driveway on Scholl Road put in by the DNR. It was decided to have the Plan Commission look into this.

October 14, 2014

Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Harzell, Steven Tetzner, Donna Chapman, Eric Adams, Michelle McCumber, and Mike Harvey.

Donna gave Treasurer’s report. Everything is looking good. A motion by Steven Tetzner and a second by Bruce Hokanson to accept report. Motion carried. All Ayes.

Mike Harvey gave the crew report. Grader blades for the trucks and grader will be about $3500.00. The water pump on the loader is leaking and needs a new water pump for $700.00 and $160.00 in labor. A motion by John Hartzell and a second by Bruce Hokanson to buy the grader blades and water pump for about $4,400.00. Motion carried. All Ayes. Mike will order 170 gallons of motor oil. Salt sand is mixed and in the shed. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

Eric Adams asked if they could use the Town Hall to meet concerning internet service from Centurylink. It was okay with the Board and Eric will contact Bruce as to when they want to use it.

A driveway permit was signed for Mark Morey on Colberg Road Section 21, Town 49N, Range 5W, NW ¼ of the SE ¼ .

A driveway permit was signed for Neil Wilson @ 27725 Paulson Road, Section 33, Town 49, Range 5wW, NE1/4 of the SE ¼ .

The Board gave permission for the Town Planning Commission to work on the regulations for the driveway permits.

A motion by Steven Tetzner and a second by Bruce Hokanson to have Michelle McCumber check into a computer for the Town garage for around $400.00 and a printer for the Town Hall for around $100.00. Motion carried. All Ayes. Michelle will also look at the fax machine hook up.

Donna gave Treasurer’s report. Only three outstanding snow plow bills left. Everything else is good. A motion by Steven Tetzner and a second by Bruce Hokanson to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. The Forestry has started replacing the five culverts on South Maple Hill. They are also putting rock as needed. We will not be extending the warranty on the grader. The county said the salt is in and they will start on the salt sand. The culvert inventory for the Town is complete. Pat will transfer it to a disc. A motion by Steven Tezner and a second by John Hartzell to buy two new motors for $700.00 for the vibrator on the big dump truck. Motion carried. All Ayes. A motion by Steven Tetzner and a second by John Hartzell to pay Mike Harvey $30.00 an hour for the use of his tractor on spreading cold mix. Motion carried. All Ayes. A motion by Bruce Hokanson and a second by John Hartzeel to accept report. Motion carried. All Ayes.

Teri Bahe read a letter from her daughter to continue work on the Town History. She would like to be compensated for some of the supplies needed for about $80.00. This was approved.

John talked a little on the tree cutting on the Town right of way. It was decided to use common sense before cutting trees and the individual land owners.

Donna gave Treasurer’s report. Everything is balanced. Snow plow bills are being paid. Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. Double chip sealing on Ondossagon Road and McKinley Road is completed. There are a few spots that need to be addressed yet and Mike is going to check into this. Some dead trees are being cut along the roads. Mike needs more cold mix. A motion by Steven Tetzner and a second by John Hartzell to buy 22 tons of cold mix for about $1800.00. Motion carried. All Ayes. A motion by Steven Tetzner and a second by Bruce Hokanson to accept report. Motion carried. All Ayes.

There was a discussion with Nathan Rudolph on a tree being cut on his property and who was the owner of the tree. Nathan said he was and that he owns the property to the center of the road. The Town has the right of way on his property and can remove trees that cause problems. John was going to check into this further.

July 8, 2014

Donna gave Treasurer’s report. Everything is balanced. Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All Ayes.

A motion by John Hartzell and a second by Steven Tetzner to purchase 3500 gallons of propane on contract from Midland for $5880.00 @ $1.68 a gallon. Motion carried. All Ayes.

Mike Harvey gave crew report. Work on Colberg Road is completed. Gravel and crushed black top is done. Not all the gravel that was purchased last month has been delivered yet. It was decided to use cold mix on some of the wedging spots on Ondossagon Road and McKinley Road due to the spots are too thin to do. Mike will use his tractor to spread the cold mix. Mike replaced the Town cell phone for $158.25 after the former cell phone was smashed. The Board approved to pay for the new phone. A motion by John Hartzell and second by Steven Tetzner to accept report. Motion carried. All Ayes.

There was a Plan Commission meeting on July 2, 2014. They recommended approving a driveway permit for Gerald Peterson at 27620 Paulson Road. The Town Board approved the driveway permit.

A special use permit for Gerald Peterson for parking a RV trailer at 27620 Paulson Road, SW ¼, of SW ¼, Section 33, Township 49N, Range 5W, was approved by the Board.

John Johanning spoke on a fireworks permit issued to a neighbor and would like to have been notified of this before the event.

More attention to proper signing of work projects was discussed and will be done in the future.

June 10, 2014

Donna gave Treasurer’s report. Everything is balanced out. Donna will renew CD at .75% for a 18 months.  Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All Ayes.

Mike Harvey gave crew report. The spring grading is done. Mike needs more gravel for roads. A motion by Steven Tetzner and a second by John Hartzell to purchase 660 tons of gravel from Milestone Materials for $12.68 a ton to be delivered to Town Hall. Motion carried.  All Ayes. A motion by Bruce Hokanson and a second by John Hartzell to purchase 220 tons of crushed black top for about $3400.00 for Colberg Road. Motion carried. All ayes. Mike will have Jeff Pipgras check out the heaters in the garage for maintenance cleaning. A motion by John Hartzell and a second by Bruce Hokanson to buy chains for the Loader for $1325.00, the one ton truck for $150.00, and for the new plow truck for $265.00. Motion carried. All Ayes. Forest Road 500 is all set to go for new culverts to be put in through Jennifer Masiasz from Bayfield Economic Services, paid in full through a grant. Extra wedging is needed on McKInley Road for a cost of $5000.00 before the double chip seal can be laid. A motion by John Hartzell and a second by Steven Tetzner to add wedging to McKinley Road for $5000.00. Motion carried. All Ayes. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All Ayes.

The Board signed a permit for Hans Dahl to build a storage/office building at NE ¼, SW ¼, Section 33, Township 49N, Range 5W. 76440 Paulson Road.

The chip seal project through the TRIP program on Paulson Road was extended to1.73 miles for full payment from the TRIP program.

A motion by Bruce Hokanson and a second by John Hartzell to Flex patch Wannebo Road from Church Corner Road to Pajala Road for $12,025.00. Motion carried. All Ayes.

Donna gave Treasurer’s report. Everything is balanced out. Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All ayes.

Mike Harvey gave crew report. Jennifer Maziasz told Mike that work of replacing a culvert on FR 500 and a culvert at the west end of South Maple Hill will happen this summer at no cost to the Town. Mike has to contact land owners on FR 500 for permission to extend culverts into their property. A motion by Steven Tetzner and a second by John Hartzell to repair the roller with a grease kit around $700.00. Motion carried. All ayes. The salt sand was enough. Everything else is going fine. Motion by  Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

Chip seal bids were opened for chipsealing 3 miles on Ondossagon and McKinley Road. A bid from Fahrner was  $50,000.00 bid for the TRIP program on McKinley Road and $36,464.54 for the remainder of the Project. A bid from Scott Construction was $50,000.00 bid for the TRIP program and $39,968.00 for the remainder of the project. A motion by Bruce Hokanson and a second by Steven Tetzner to accept the bid from Fahrner for a total of $86,464.54. Motion carried. All ayes.

Julie Van Stappen asked a few questions on the addition to her house about the cost of inspections even though it is not a new dwelling. The Towns contract with Alder Engineering includes inspections on additions.

A driveway permit for Hans Dahl at 76640 Paulson Road was approved by the Plan Commission. A motion by Steven Tetzner and a second by John Hartzell to approve the driveway permit for Hans Dahl. Motion carried. All ayes.

A motion by John Hartzell and a second by Bruce Hokanson to approve a building permit for Hans Dahl at 76440 Paulson Road, NE ¼ of SW ¼, Section 33, Township 49N. Motion carried. All ayes.

There was a discussion on purchasing a new 5 yard plow truck from Maney International for $138,540.00. Bruce had inquired on interest rates from Maney @ 3.5%, Chippewa Valley Bank @ 3.25% and Bremer Bank @ 3.0%. It would be a five year payment plan around $30,000.00 a year. A motion by Steven Tetzner and a second by John Hartzell to buy the the five yard plow truck from Maney Intenational for $138,540.00 and go with Bremer Bank for a loan at 3% with a payment of $29,543.61, with the first payment due later this fall. Motion carried. All ayes.

A motion by Bruce Hokanson and a second by John Hartzell to purchase 220 tons base aggregate dense ¾ inch from Milestone Materials for $12.69 a ton. Motion carried. All ayes.

A discussion on the water in the Town garage was discussed. It was decided to have Blakeman Plumbing and Heating water check the water for Filter system.

April 15, 2014 Annual Meeting called to order by Chairman Bruce Hokanson. Meeting notices were posted in the three public places in the Town and published in the Daily Press.

Minutes from the April 16, 2013 were read. Motion by Signa Groves and a second by Patsy Tetzner to accept minutes as read. Motion carried.

Chairman Bruce Hokanson talked on projects and other happenings from 2013. He talked on a power line that might come through along Church Corner road. Also putting a new plow and repainting the box on the snow plow truck. Having been a very bad winter, it was tough on the equipment with many repairs needed on the truck and grader.

Projects for 2014 were discussed with getting money from the TRIP program which will go for double chip sealing part of Ondossagon Road and McKinley Road. There will also be crack sealing done on Wannebo road. Ondossagon Road and McKinley Road will have wedging done this summer. There might be some grant money for a culvert on Wannebo Road. We will be putting crushed black top on Colberg Road. Dave Cook asked for some gravel for Old C Road because of a wash out in the ditch.

Our Fire and Ambulance bill will increase the next two years for the purchase of a new ambulance.

There was some talk on the Law suit against the Town from the accident on County C three years ago. It has been appealed again and is now going to the Wisconsin Supreme Court.

Signa Groves thanked the Board and the Road Crew for all of their hard work.

Motion made to have the next Annual Meeting on the second Tuesday after the election, April 21, 2015.

Mike Harvey gave crew report. Still plowing a lot of snow, looks like the end is in sight. Mike needed a new leaf springs for the plow truck. There was also talk on a filter system in the Town garage due to a lot of slim from the water. Bruce will check into this. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All ayes.

There was no plan commission meeting.

A driveway permit for Jenn Christenson and Trevor Wilk on Potters Raod was tabled for more information.

Jason Pearson talked about different types of rock for the chip sealing on McKinely Road. He also said the crack sealing should begin in May, and Mike and Jason will check other roads in need of crack sealing.

Road inspection will be on May 6^th, 2014.
