Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Donna Chapman, Mike Harvey and Pat Guske.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Meeting minutes from the November 12, 2013 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried. All ayes.

Donna gave Treasurer’s report. It was decided not to change anything on the Dog license paper that is sent out with the property taxes. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

Mike Harvey gave crew report. Everything is running fine. A lot of snow plowed and clean up done. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

A motion by Steven Tetzner and a second by john Hartzel to go into closed session to discuss employee contracts. Motion carried. All ayes.

A motion by Steven Tetzner and a second by John Hartzel to leave the closed session. Motion carried.

It  was decided to table the negotiations of the employee contract until more information could be obtained.

A motion by Steven Tetzner and a second by Bruce Hokanson to accept the list of election workers for 2014-2015 period. Motion carried. 2 ayes, John Hartzell abstained.

A motion by John Hartzell and a second by Bruce Hokanson to have the Front End Loader repaired for around $7000.00. Motion Carried. All ayes.

There was talk on snow plowing driveways and it was decided to leave everything as it is in the driveway snow plowing policy.

Road work for McKinley Road for 2014 from TRIP money is looking as a sure thing.

Budget Hearing called to order at 6:30 P.M.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell,
Steven Tetzner, Donna Chapman, Pat Guske and Mike Harvey.

Meeting notices were timely posted in the Daily Press and posted in the three public places in the Town.
Budgets were presented by the Clerk and reviewed.

Motion by Steven Tetzner and a second by John Hartzell to adjourn Budget Hearing. Motion carried.

Meeting of Electors called to order at 6:45 P.M.. Same people present.

Motion by Steven Tetzner and a second by John Harzell to approve a Town Levy of $50,648.00, a legal
allowable amount. Motion carried. All ayes.

Motion by Donna Chapman and a second by Steven Tetzner to adjourn Elector meeting. Motion carried.

There was no plan Commission meeting this month.

Mike Harvey gave crew report. The plow truck’s back and in good running condition. Some work is being
done on the forest roads, brushing, etc. A motion by John Hartzell and a second by Steven Tetzner to
accept report. Motion carried. All ayes.

A motion by Steven Tetzner and a second by Bruce Hokanson to approve the Budget of $442,304.00.
Motion carried. All ayes.

A motion by Steven Tetzner and a second by John Hartzell to adopt the resolution for Treasurer/Clerk
Bond Coverage from April 2013 to end of March 2015 from Horton Group. Motion carried. All ayes.

A motion by Steven Tetzner and a second by John Hartzell to approve a Class A building permit for Matt
O’Laughlin and Kristi Kiel at 29165 McKinley Road, NW 1/4 of SW ‘A Section 2 Township 48N, Range 5.
Motion carried. All ayes.

A discussion on the crack sealing from Fahrner. They will try to do the crack sealing this fall yet. If not,
they will do it in the Spring at the cost according to the contract. Tabled until December Meeting.

The TRIP program is looking like we will get money for the McKinley Road project. Bruce will find out for
sure on Thursday.

There will be a meeting sometime in January with the Town of Barksdale on their Ondossagon Road
project.

Mike Harvey gave crew report. Plow tuck is being repaired. Five loads of crushed black top has been delivered and one load of cold mix. The salt sand is mixed and in the shed. A motion by Steven Tetzner and a second by Bruce Hokanson to accept report. Motion carried. All ayes.

There was a discussion on adding a letter to the snow plow policy stating order of how snow plow removal is done and added to the snow plow policy. It was decided to do this and Donna will send it with the sign up for driveway snow removal.

Town Planning Commission met on Potters Road for a possible driveway permit.

There was a discussion on the right of ways of the Town concerning the recent laying of cable from the tower on Church Corner Road. It was tabled until the Planning Commission could look at it.

The Barksdale joint road program was discussed and it was decided to share responsibilities on shared roads of the two Townships equally with no charge.

The TRIP program was discussed and it was decided to apply for work on McKinley Road with a double chip seal coating as the Towns project for 2014.

The Town renewed a new contract with Waste Management for $40.00 for pick up and to call when dumpster needs to be emptied. Motion by Bruce Hokanson and a second by Steven Tetzner to renew contract with Waste Management. Motion carried. All ayes.

A motion by Steven Tetzner and a second by John Hartzell to buy crushed black top and gravel for around $5000.00. Motion carried. All ayes.

Mike Harvey gave crew report. The water tank needs a new shut off valve. Mike and Bruce will be looking for one. Wannebo Road needs a new culvert and we will wait to see if we can get funding for it. The plow truck will be going in soon, as the job has to be done by the end of October. The salt is at the county so Mike and Pat will be mixing the salt sand soon. Motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

There was no Plan Commission meeting this month.

There was a discussion on the right of way as to the cable being buried along Church Corner Road and Wannebo Road with no contact to the Town Board that this was being installed. Motion by Steven Tetzner and a second by John Hartzell to have our Attorney draft a letter to Push Inc. to see what can be done.

An update by Bruce Hokanson on the Excel Transmission Line that might be put along Church Corner Road. Bruce will talk to Kim Bro on having the Plan Commission write a letter against the route being planned.

On the matter of the joint road plan between Town of Washburn and the Town of Barksdale, Bruce will talk to Dennis Pocernich on this.

Micheal McCumber gave the Board the cost of replacing the Clerk’s computer for around $1100.00. Motion by John Hartzell and a second by Bruce Hokanson to buy a Toshiba computer. Motion carried. All ayes.

A motion by John Hartzell and a second by Steven Tetzner to have wedging done on McKinkley Road for $18,844.00. Motion carried. All ayes.

A motion by Bruce Hokanso and a second by John Hartzell to have wedging done on Ondossagon Road for $10,689.00. Motion carried. All ayes.

Motion by Steven Tetzner and a second by Bruce Hokanson to have Crack Sealing done on Wannebo Road, North Maple Hill Road, South Maple Hill Road, Old C Road and Church Corner Road for $18,700.00. Motion carried. All ayes.

Mike Harvey gave crew report. The gravel has been spread on Paulson Road and is ready for the Double Chip Seal. Continuing ditching on Paulson Road. The salt sand gravel has been screened. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

Kim Bro spoke on the Richard Brick driveway/land use application. Due to the soil conditions on the spot and the trailer/building to be put in, were not up to zoning standards and did not meet the Town of Washburn’s Comprehensive Plan standards. A motion by John Hartzell and a second by Steven Tetzner to disapprove of the relocation of the trailer/house, 32’ x 13’on Paulson Road, SW ¼ , SW ¼ , Section 33, Township 49N, Range 5W. Motion carried. All ayes.

There was a discussion on Utilities companies putting in lines with not letting anyone know they were doing the work.

Discussion on crack sealing and wedging on some of the roads. This was tabled for further information.

Special Board meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Harvey and Jason Pearson.

Opened bids on 1000 ton of ¾” gravel tail gate spread for 1.43 miles on Paulson Road/ South Maple Hill. There was only one bid from Milestone Materials for $12,650.00. The price was $12.65 per ton. A motion by John Hartzell and a second by Steven Tetzner to accept the bid. Motion carried. All ayes.

Open bids on Double Chip Seal for the above project. First bid from Fahner Asphalt was $56,777.21 and the second bid from Scott Construction was $46,347.00. A motion by Steven Tetzner and a second from John Hartzell to accept the Bid from Scott Construction for $46,347.00. Motion Carried. All ayes.

A driveway permit for Tim Schwenzfeier at Section 36 Town 49N Range 5W, S1/2, SW1/4, W1/2, SW1/4, NE1/4 has been approved. Motion by John Hartzell and a second by Steven Tetzner to approve driveway permit. Motion carried. All ayes.

Talk on chip sealing on previous chip sealing on Ondossagon Road and Wannebo Road from Mr. Zane from Scott Construction said it wouldn’t need to be done for a couple more years.

A motion by Steven Tetzner and a second by John  Harzell to spend $10.000.00 on crushed black top for North Maple Hill Road, ½ mile to Fleigs residence. Motion carried. All ayes.

Discussion on purchasing a wacker water pump with 210 gallon pumping capacity per minute, 2 twenty foot suction hoses, 50 foot discharge hose plus delivered. A motion by John  Hartzell and a second by Steven Tetzner to purchase a handle wacker pump from RSC in Duluth for $688.19 for water tank trailer for use on spraying down roads. Motion carried. All ayes.

Discussion on crack sealing some roads, chip sealing prices and black top and wedging prices for various roads. Matter tabled until prices are in.

Discussion on having a phone jack put in Clerks office and payment on a new modum for around $200.00 to $250.00. A motion by John  Hartzell and a second by Bruce Hokanson to have this done. Motion carried. All ayes.

Mike Harvey gave crew report. Mike will paint box, bed liner and sand blast plow truck box. Need some more cutting edges for grader. Motion by Steven Tetzner and a second by Bruce Hokanson to purchase 100 tons of gravel at $11.27 a ton. Motion carried. All ayes. A motion by Steven Tezner and a second by Bruce Hokanson to purchase about 125 tons of crushed black top for North Maple Hill to Fleigs driveway. Motion carried. All ayes.

Discussion on snow plow truck on purchasing a new plow with hitched front plow pick up and delivery, front air bag Canadian load share, Buyer vibrator installed for $11,684.53. A motion by John Hartzell and a second by Steven Tetzner to purchase the above package for $11,684.53. Motion carried. All ayes.

Dave Campbell from the US Forestry Service talked about Town Roads in the National Forest. He does not know who owns the roads. If trees fall on the roads, Town is to remove them. Some talk on other Towns crack sealing their share of FR 236.

A price on pulverizing Paulson road for $7,669.20. A motion by Bruce Hokanson and a second by John Hartzell to pulverize Paulson Road. Motion carried. All ayes.

Dumpster Day for the five Townships was talked about. Eileen brought two truck loads and some tires. The Board thought this unfair. Bruce will bring this up at the next Waste Management meeting.

Talk on snow plowing plan and how the road crew sets up the plowing order of the roads. John will write something up to send out with the Driveway snow plow sign up this fall.

There was no plan Commission meeting.

Mike Harvey gave crew report. The bill for Barksdale for plowing and grass cutting is done and Donna will send it out. Mike has the bills for snow plowing driveways done and this to will be mailed by Donna. A Pam Robertson called Mike and will come out to the Town and spray noxious weeds at no cost. The culverts have been delivered. Some of the gravel roads need gravel. Bruce checked into the costs of gravel. A motion by John Hartzell and a second by Steven Tetzner to purchase gravel from Milestone Materials for $11.27 a ton. Motion carried. All ayes. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All ayes.

Citizens at the meeting expressed concerns on snow plowing on North Maple Hill. The Board is going to check out the problem and come up with a solution.
Road inspection will be on May 22, 2013 at 8:30 am.

Dumpster day is on June 1, 2013 at the Barksdale Town Hall.

April 16, 2013 Annual Meeting called to order by Chairman Bruce Hokanson. Meeting notices were posted in the three public places in the Town and published in the Daily Press.

Minutes from the April 10, 2012 were red. Motion by Chuck Groves and a second by Shirley Haugen to accept minutes as read. Motion carried.

Chairman Bruce Hokanson talked on projects from 2012. Church Corner Road was paved with lines painted on it. Bjork road received gravel and crushed black top, which turned out great. There were culverts replaced on Brevak Road.

Projects for 2013 were discussed with the pulverizing and gravel, plus a double chip seal on Paulson Road. There will also be crack sealing done on several of the roads. Ondossagon Road and McKinley Road will have wedging done this summer. County C will be repaved this year. Our Fire and Ambulance bill has declined because the Town of Barksdale has joined with the City of Washburn.

Signa Groves thanked the Board and the Road Crew for all of their hard work

Ruth Hartzell spoke on the new power line that might be coming through the Town.

Motion made to have the next Annual Meeting on the second Tuesday after the election, April 15, 2014.
