Meeting Minutes December 9 2008
DECEMBER 9, 2008
Regular meeting called to order at 7:00 P.M. Present Kerry Tetzner, Bruce Hokanson, John Hartzell, Philip E. Tetzner, and Donna Chapman. Also Ron Michael, Joe Viater, Mark Morey, Cathy Morey, Joe Scholl, Mike Harvey and Michelle McCumber.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of November 11, 2008 were read and written copies given to Board Members. Motion by John Hartzell and second by Bruce Hokanson to accept. Motion carried.
Donna gave Treasurer’s report. CD is due. Motion by Bruce Hokanson and a second by John Hartzell to accept Treasurer’s report. Motion carried.
Mark Morey gave Crew report. Snowplowing and sanding going well. More setup needed on Mobil radios. Cost about $1400.00. Motion by Bruce Hokanson and a second by John Hartzell to do this. Motion carried. Need motor oil to refill tanks. Some work on steamer. Motion by Kerry Tetzner and a second by Bruce Hokanson to accept Crew report. Motion carried.
Michelle McCumber reported on progress on Website.
Joe Viater appeared concerning used 1986 truck he bought from the Town. He claimed a bad clutch on truck, which would be a major repair and would like Town to forgive $1,000.00 of the purchase price. He didn’t have enough money in his bank account to cover the $5,000.00 checks. After discussion it was agreed the Town would forgive $500.00 of the $1,000.00 balance due. Leaving the selling price of truck at $4500.00. All parties involved agreed.

NOVEMBER 11, 2008
Budget Hearing called to order at 6:30 P.M. Present Kerry Tetzner, Bruce Hokanson, John Hartzell, Philip Tetzner, Mark Morey and Cathy Morey.
Budgets Were presented by the Clerk and reviewed.
Motion by Bruce Hokanson and a second by John Hartzell to adjourn Budget Hearing.
Meeting of Electors called to order at 6:45 P.M. same people present.
Meeting notices were timely posted in the Daily Press and posted in three public places in the Town.
Motion by Cathy Morey and a second by Bruce Hokanson to approve a Town Levy of $47,740.00 a legal allowable increase of about 2%. Motion carried. All aye votes.
Motion by Cathy Morey and a second by Mark Morey to change Chairman per diem to $75.00 to and Board Members to $65.00 per diem. Motion carried. All aye votes.
Motion by John Hartzell and a second by Kerry Tetzner to adjourn Elector meeting. Motion carried.

Clerk presented Treasurers report. Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried.
Mark gave Crew report. Motion by Bruce Hokanson and a second by John Hartzell to purchase two new truck tires at about $1,000.00. Motion carried. Reviewed culvert replacements. Discussed cutting pople pulp on Town 22 acres across from Town Hall. Mark will check. Motion by Kerry Tetzner and a second by John Hartzell to approve report. Motion carried.
Motion by John Hartzell and a second by Bruce Hokanson to approve Town budget of $405,000.00. Motion carried. All aye votes.
Reviewed culvert request from Carl Talvitie to put an Ag driveway in NE SW Sec 2-48-5. Motion by John Hartzell and a second by Bruce Hokanson to approve request, Motion carried.
Reviewed Salt situation. Motion by John Hartzell and a second by Bruce Hokanson to purchase 40-ton salt from Bayfield County at about $125. 00/ton. Motion carried. All aye votes.
Discussed salt shed construction. Also one mile Engoe Road reworking.
Motion and a second to pay all current Town bills.

OCTOBER 22, 2008
Special meeting called to order at 10:00 A.M. Present Kerry Tetzner, John Hartzell, Bruce Hokanson, and Philip Tetzner. Also Mike Harvey and Mark Morey.
Motion by Kerry Tetzner and a second by John Hartzell to go into closed session for employee issues. Motion carried.
Several monetary items were discussed with no changes recommended.
Motion and a second to go out of closed session and into open session. Motion carried.
Motion by John Hartzell and a second by Kerry Tetzner to appoint Mark Morey as road superintendent for one year. Motion carried.
Motion by Bruce Hokanson and a second by John Hartzell to sell 1986 Ford truck and plow to Joseph Viater for $5,000.00. Motion carried.

Regular meeting called to order at 7:00 P.M. Present Bruce Hokanson, John Hartzell, Kerry Tetzner, Philip E. Tetzner, and Donna Chapman. Also Mark Morey, Mike Harvey, Cathy Morey, Joe Viater, Joshua Swan, Etta Teschner, Kurt Kiehne, Ros Nelson, Azsa Greiner and Bradley Greiner.
Minutes of September 10, 2008 were read and written copies given to Board Members. Motion by to Bruce Hokanson and a second by John Hartzell to accept as read. Motion carried.

Mark Morey gave Town Crew report. Used enzyme on Old C Road. Everything went okay. Need blades, try to sell old truck and start at $5,000.00. Joe Viater asked about truck. Motion by John Hartzell and a second by Bruce Hokanson to accept Crew report.
Motion carried. Received request from Etta Teschner to change driveway location. Motion by Bruce Hokanson and a second by John Hartzell to approve, Motion carried.
Received request from Azsa and Bradley Greiner to build primitive residence with privy in SW to a SW Sec 22-49-5. Motion by John Hartzell and a second by Bruce Hokanson to approve. Motion carried.
Received request from Joshua Swan for driveway in Sec 10-48-5 SE SW less W ½. Motion by Kerry Tetzner and a second by John Hartzell to approve request. Motion carried.
Motion by John Hartzell and a second by Bruce Hokanson to get Town a credit card in clerks name. Needed to pay a certain computer bill. Motion carried.
Tabled the approval of Road Superintendent position.
Discussed salt situation. No answers yet. Motion by John Hartzell and a second by Bruce by Hokanson to purchase 4 loads salt sand from Bob Root if possible. Motion carried.

Special meeting called to order at 10:00 A.M. Present John Hartzell, Bruce Hokanson, Kerry Tetzner, and Philip E. Tetzner. Purpose of meeting to open job applications for road crew foreman.
Mike Harvey stated he is not interested in this foreman position job.

Reviewed and discussed all applications. Interviewed Mark Morey. Motion by John Hartzell and a second by Bruce Hokanson to hire Mark Morey at present pay rate. Motion carried. All aye votes.

Regular meeting called to order at 7:00 P.M Present Kerry Tetzner, John Hartzell, Bruce Hokanson, Philip E. Tetzner, and Donna Chapman. Also Mike Harvey, Ruth Hartzell, Ron Michael, Cathy Hoffman, Mark Morey, John Hoffman, Sam Sobtzak, Scott Bodin, Wendy Stein, ‘Ted May, and Tim Schwenzfeier.

Minutes of August 12, 2008 were read and written copies given to Board Members. Motion by John Hartzell and a second by Kerry Tetzner to accept as read. Motion carried.
Donna gave Treasurer’s report. Commented on uncashed checks. Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried.
Mike Harvey gave Crew report. Culvert on Nevers Road is in. Can maybe get road salt from C & W. Ready for some patch blacktop. Motion by John Hartzell and a second by Bruce Hokanson to accept report. Motion carried.
Received request from Scott Bodin to build a house in Lot 8 Block 2 of Tetxtors addition in Sec 12-48-5. Some disagreement on driveway permit as rules had been changed.
Motion by John Hartzell and a second by Bruce Hokanson to grant request. Motion carried. All aye votes.
Cathy Hoffman, John Hoffman, and Sam Sobtzak gave report with graphs of the progress of controlling Leafy Spurge. General trend is decrease in Leafy Spurge. Chemical treatment scems to work best.
Ted May from Washburn School Board presented more information on proposed referendum requesting a funding increase from property taxes. The School Board would like to have the referendum on the November 2008 election. The Board thanked Ted May for his presentation.
Reviewed highway mileage verification report. Question on small mileage change from past years.
Reviewed blacktop patching. Motion by John Hartzell and a second by Bruce Hokanson to spend $22,565.00 on patch blacktop. Motion carried. All aye votes.
Motion by Kerry Tetzner and a second by Bruce Hokanson to purchase road salt from C & W Trucking. Quote of $61.00 per ton delivered if possible. Motion carried. All aye votes.
Discussed snowplow policy request for plowing changes requested by Donna. Board says go ahead.
Motion by Bruce Hokanson and a second by John Hartzell to pay City of Washburn $43,926.56 for fire and ambulance service. A 6.6% increase. Motion carried. All aye votes.

AUGUST 29, 2008
Special meeting called to order at 10:00 A.M. Present John Hartzell, Kerry Tetzner, and Philip E. Tetzner. Also Bruce Hokanson and Ron Michael.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Purpose of meeting to accept Town Chairman resignation and appoint replacement. Letter of resignation from Mark Morey as Chairman was received. Motion by John Hartzell and a second by Kerry Tetzner to accept Mark Morey’s s resignation. Motion carried. All aye votes.
Philip Tetzner, clerk, is temporary voting member, by law, to replace Board members.
Motion by John Hartzell and a second by Philip Tetzner to appoint Kerry Tetzner as Town of Washburn Chairman. Motion carried. All aye votes.
Motion by Kerry Tetzner and second by John Hartzell to appoint Bruce Hokanson new Board Supervisor. All aye votes by John Hartzell, Kerry Tetzner and Philip E. Tetzner. Motion carried.
Mike Harvey left notice he is not interested in Road Supervisor job.

Two short closed session meetings to discuss the replacement of road crew member Kurt Kiehne. Kerry Tetzner, Mark Morey, John Hartzell and Philip Tetzner present. No action taken on replacement. Motion by Kerry Tetzner and a second by John Hartzell to post job in the Daily Press. Motion carried. All aye votes.

Special meeting called to order at 6:00 P.M. Purpose of meeting to consider Kurt Kiehne resigning as Town road supervisor. Aceepted resignation and will post job in Daily Press. Present Mark Morey, Kerry Tetzner, John Hartzell, Phil Tetzner, Kurt Kiehne, and Mike Harvey.

Kurt Kiehne gave Crew report. Lot of`work in barrens and mowing going good. Discussed priority for culverts and patch blacktop.
Motion by Kerry Tetzner and a second by John Hartzell to accept Crew report. Motion carried.
Ted May, Washburn School Board Member, gave report on a probable referendum to raise more money for Washburn Schools. Amount is still undecided. They want referendum on November 2008 election.
City of Washburn administrator, Scott Kluver, proposing to stockpile septic sludge at old landfill site in SESW Sec 29-49-6. After Bourgo Pit was turned down.
Motion by Kerry Tetzner and a second by Mark Morey to deny City of Washburn request to store sludge in Town of Washburn. Motion carried. All aye votes.
Motion by Mark Morey and a second by John Hartzell to adopt resolution keeping Ashland Ag Station in public ownership and set priority to use it for local Ag research. Motion carried with two aye votes and one nay vote.
Received request for Peter Tetzner to build a home in S ½ SESE Sec 1-48-5. Motion by Mark Morey and a second by John Hartzell to approve request. Motion carried . All aye votes.
Phil Freeman explained the proposed closing of forest roads. None are current gas tax roads.

Kurt Kiehne gave Crew report. Reviewed Gary Maki Life Insurance settlement. Anthem, our former Health Insurance carrier, has not returned premium. Will check into old uncashed Maki check. Will check into lawn mower for shop and Town hall yard for next year. Discussed installing culverts on various roads. Motion by Kerry Tetzner and a second by John Hartzell to accept Crew report. Motion carried.
Motion by John Hartzell and a second by Mark Morey to amend Fireworks Display Permit so that Town Chairman or designated Town official can issue permit. Motion carried. All aye votes.
