DECEMBER 14, 2004
Regular meeting called to order at 7:00 P.M. Present Kerry Tetzner, Mark Morey, Tom Cogger, Phil Tetzner, and Donna Chapman. Also Gary Maki and John Hartzell.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of November 9, 2004 were read and written copies given to Board members. Motion by Kerry Tetzner and a second by Tom Cogger to accept. Motion carried.
Gary gave Crew report. Discussed snowplowing driveways, Fabco repair bill, and sanding roads. Motion by Mark Morey and a second by Tom Cogger to accept Gary’s report. Motion carried.
Donna Chapman gave Treasurer’s report. Motion by Tom Cogger and a second by Kerry Tetzner to accept. Motion carried.
Motion by Kerry Tetzner and a second by Tom Cogger to adopt resolution to obligate Town to pay all State and County taxes under Section 70.67(2) of the Wisconsin Statutes. Motion carried. All aye votes.
Discussed County C improvements. Motion by Mark Morey and a second by Kerry Tetzner to write letter supporting County efforts for Federal funding. Motion carried. All aye votes.
Motion by Tom Cogger and a second by Kerry Tetzner to set election worker pay at $8.00 per hour. Motion carried. All aye votes.
Motion and a second to pay all current Town bills.
Reviewed projects for next year, 2005.

NOVEMBER 9, 2004
Budget Hearing called to order at 6:30 P.M. Present Kerry Tetzner, Phil Tetzner, Mark Morey, Tom Cogger, Donna Chapman and Gary Maki.
Budget Hearing notice and Elector Town meeting notices were published in the Monday October 25, 2004 Daily Press and posted in three public places in the Town. Timely notices.
Motion by Kerry Tetzner and a second by Mark Morey to adjourn Budget Hearing. Motion carried.
Town meeting called to order. Same people present. Motion by Tom Cogger to set Town mill rate same as last year, seconded by Kerry Tetzner. Motion carried. All aye votes.
Motion by Gary Maki and a second by Tom Cogger to increase Clerk and Assessors salary to $4800.00 yearly, Treasurers salary to $2400.00, Chairman $65.00 per diem, and Supervisors $55.00 per diem. All aye votes. To take affect April 2005.
Motion and a second to adjourn Elector meeting. Motion carried.

Gary gave crew report. Equipment ready for winter. Salt-sand done, grading in barrens, Nevala driveway permit, and Sioux River Bridge undermined abutments. Motion by Mark Morey and a second by Kery Tetzner to accept crew report. Motion carried.
Motion by Kerry Tetzner and a second by Tom Cogger to adopt General Fund budget of $60,000.00 and Highway budget of $335,000.00. Motion carried. All aye votes.
Tom Cogger reported on Leafy Spurge Spraying. Motion by Kerry Tetzner and a second by Tom Cogger to pay $1,000.00 for Leafy Spurge control spraying. Motion carried. To Great Lakes Commission.
Reviewed new window purchase for Town hall. Compared 3 brands. Motion by Mark Morey and a second by Tom Cogger to purchase five Marvin windows from O1son Building for about $2500.00. Motion carried.

OCTOBER 12, 2004
Regular meeting called to order at 7:00 P.M. Present Phil Tetzner, Mark Morey, Kerry Tetzner, Tom Cogger, Donna Chapman and Gary Maki. Also Ruth Oppedahl, Cathy Morey, Steve Bade, and Ted May.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of September 16, 2004 were read and written copies given to Board Members. Motion by Kerry Tetzner and a second by Tom Cogger to accept. Motion carried.
Donna gave Treasurers report. Motion by Kerry Tetzner and a second by Mark Morey to accept. Motion carried.
Gary gave crew report. No machinery breakdowns. Some patch blacktop done, gravel all hauled. North end of Church Corner Road rebuilt, and need to screen salt sand. Motion by Mark Morey and as second by Kerry Tetzner to accept. Motion carried.
Ruth Oppedahl from City of Washburn planning committee appeared concerning joint application for planning grants. Also Steve Bade from Town Planning Committee.
Motion by Tom Cogger and a second by Kerry Tetzner to adopt resolution for a joint grant application by Town of Washburn and City of Washburn in the amount of $24,000.00. Copy on file. Motion carried. All aye votes.
Reviewed Heidi Nevala variance application for second home on one parcel. Motion by Tom Cogger and a second by Kerry Tetzner to disapprove of request. Land use violation. 3 aye votes. Motion carried.
Reviewed and Certified mileage map for D.O.T.
Tom Cogger gave Leafy Spurge update. Motion by Mark Morey and a second by Tom Cogger to purchase a G.P.S. unit. Motion carried.
Reviewed Fabco Cat bill. Will wait one month.
Motion and a second to pay all current Town bills.
Motion and a second to have Budget Meeting and Town Meeting on November 9, 2004 before Regular meeting. Motion carried.

Regular meeting called to order at 7:00 P.M. Present Kerry Tetzner, Philip Tetzner, Tom Cogger, Mark Morey, Donna Chapman and Gary Maki. Also Dick Mihalek, Nancy Hanson, Mark McGinley, and John Hartzell.

Minutes of August 10, 2004 were read and written copies given to Board Members. Motion by Tom Cogger and a second by Kerry Tetzner to accept. Motion carried.
Donna gave Treasurer’s report. Motion by Kerry Tetzner and a second by Mark Morey to accept. Treasurer’s report. Motion carried.
Discussed snowplowing and billing. Motion by Tom Cogger and a second by Mark Morey to leave snowplowing and billing the same as last year. Motion carried. All aye votes.
Gary gave his report. Questions about cylinder repair on Cat Backhoe. Will pay $1,749.65 and question balance of bill. about $800.00. Need work and gravel on North dead end on Church Corner Road. Pulverizing on Old “C” is complete and turned out well. Motion by Kerry Tetzner and a second by Tom Cogger to accept Gary’s report. Motion carried.
Reviewed Salt Shed Project, lights on garage, night light on Town Hall, budget update, windows for Town Hall, and Leafy Spurge update: will spray this fall.
Reviewed Band Concert on Maple Hill. Several resident complaints.
Nancy Hanson appeared concerning junk cars and garbage on adjoining property, a dust problem on Paulson Road near their driveway, and four wheelers making potholes. Mark Morey will do some research.

AUGUST 10, 2004
Regular meeting called to order at 7:00 P.M. Present Kerry Tetzner, Mark Morey, Phil Tetzner, Tom Cogger and Donna Chapman. Also Gary Maki, Ed & Bea Pajala, Cathy Morey, Gary Morzenti, and Marv Nevala.
Meeting notices were posted in three public places in the Town and published in the Daily Press.
Minutes of July 13, 2004 were read and written copies given to Board Members. Motion by Kerry Tetzner and a second by Mark Morey to accept. Motion carried.
Donna Chapman gave her report. Motion by Mark Morey and a second by Tom Cogger to accept. Motion carried.
Gary gave his report. All big culverts are in that needed big backhoe. Lot of work in barren roads. Hove Lane work is coming along well. Break down on mower tractor and backhoe. Need new muffler on old truck. Will hold payment on backhoe cylinder repairs with further negotiations. Motion by Tom Cogger and a second by Kerry Tetzner to accept report. Motion carried.
Motion by Mark Morey and a second by Kerry Tetzner to approve driveway permit for Ken Ewer in Sec 2-48-5. Motion carried.
Reviewed Heidi Nevala’s request to build two houses on a five-acre lot. Lot 6 Block A Textor’s Addition Sec 12-48-5. Motion by Tom Cogger to grant request for one home and deny request for second home. Seconded by Mark Morey. All aye votes. Washburn Land Use Plan violation.
Motion by Kerry Tetzner and a second by Tom Cogger to approve Robert Aaron request to build a single-family house in SE NW Sec 21-49-5. Motion carried. 3 aye votes. Driveway is in.
Ed Pajala spoke again on blacktopping Pajala Road.
Opened wedging bids: Angelo Lupino $45.00/ton, Northwood’s Paving $36.32/ton. Motion by Kerry Tetzner and a second by Tom Cogger to accept Northwood’s bid. Motion carried. 3 aye votes.
Opened pulverizing bids on Old “C”. Angelo Lupino $8,242.00, Northwoods Paving $8,357.70. Motion by Tom Cogger and a second by Kerry Tetzner to accept Northwoods bid. All aye votes. Because of more efficiency and actual less overall cost to Town. Could start in two weeks.
Motion by Kerry Tetzner and a second by Mark Morey to approve propane contract with Midland for $.98 a gallon. 3500-gallon contract.
Discussed Salt Shed and Surveying site.

Minutes of June 8, 2004 were read and written copies given to Board members. Motion by Kerry Tetzner and a second by Tom Cogger to accept. Motion carried.
Gary gave his Crew report. Pulverize Old “C”, lots of grading in Barrens and hauling sawdust. Need of extra man for mowing. Motion by Kerry Tetzner and a second by Tom Cogger to accept Gary’s report.
Motion by Mark Morey and a second by Kerry Tetzner to crack fill and paint yellow lines on various roads: Maple Hill N., Big Rock Road and Wannebo from Church Corner 2 miles west, at a cost of about $3,300.00. Motion carried.
Motion by Mark Morey and a second by Kerry Tetzner to let pulverizing Old “C” on bids. Motion carried.
Motion by Kerry Tetzner and a second by Tom Cogger to let bids on wedging selected areas on various roads in the Town. Motion carried.
Motion by Mark Morey and a second by Kerry Tetzner to approve driveway permit for Bob Aaron. Motion carried. Sec 21-49-5 Colberg Road.
Motion by Mark Morey and a second by Tom Cogger to hire extra help up to $2,000.00. Motion carried. 3 aye votes.
Suzi Misun, candidate for Bayfield County Clerk, introduced herself and spoke of her qualifications. She asked for support in the September primary.
Reviewed driveway permit for Pat Hennessey in SE SW Sec 21-49-5. Motion by Kerry Tetzner and a second by Tom Cogger to approve this request with comments. Motion carried. 3 aye votes.
Motion by Tom Cogger and a second by Mark Morey to appoint Ken Bro, Bob Brander, John Hartzell, Bruce Hokanson, Phil Freeman, Steve Bade, John Markus, Kerry Tetzner and Ron Michael to Planning Committee. Two aye votes, Kerry Tetzner abstained.
Motion and a second to pay all current Town bills.

Gary Maki gave Crew report. Grading in barrens, work on Hovey Lane, culvert purchase, and warning sign on end of Ondossagon. Motion by Kerry Tetzner and a second by Mark Morey to accept Crew report. Motion carried.
Motion by Mark Morey and a second by Kerry Tetzner to approve Michael and Gena Sanders request to build a home in NE SW Sec 21-49-5. Motion carried. Three aye votes.
Motion by Kerry Tetzner and a second by Mark Morey to approve Gary Maki’s request to build a home in SE SE Sec 27-49-5, lying East of County C. Motion carried. Three aye votes.
Discussed forming a long term planning committee. Tom Cogger will draft letter to get started.
Discussed emergency guidelines.
Discussed Haul road policy. Chairman will draft simple policy.
Reviewed planning for Salt Shed. Mark McGinley and Andy Okey had some concerns. Motion by Mark Morey and a second by Kerry Tetzner to have site surveyed. Motion carried.
Motion by Kerry Tetzner and a second by Tom Cogger to approve granting a combination Class B liquor license to Signa Groves of C-Side Inn with no increase in fees. Motion carried. 3 aye votes.
Wendy Stein reported on Leafy Spurge update.
Motion by Tom Cogger and a second by Kerry Tetzner to give old record shed to Phil Tetzner. Motion carried.

Board of Review called to order at 6:00 P.M. Members present Tom Cogger, Kerry Tetzner, Mark Morey, and Phil Tetzner, Assessor.
Meeting notices were properly posted in the Town and published in the Daily Press at least 15 days before this meeting.
Assessment notices were deposited in the mail on May 21, 2004 at least 15 days before this meeting.
Assessment Roll was signed by Assessor.
Two members of the Board, Kerry Tetzner and Tom Cogger, had Board of Review training.
Chairman Morey appointed Kerry Tetzner as Board of Review Clerk of Review.
A tape recorder was provided. No one filed assessment objections and no one appeared at Board of Review.
Open Book was from 4:00 P.M. to 6:00 P.M. same day. No one appeared at Open Book.

Regular meeting called to order at 7:00 P.M. Present Phil Tetzner, Mark Morey, Tom Cogger, Kerry Tetzner, and Donna Chapman. Also Gary Maki, Tom Siroin, Cathy Morey, John Hartzell, Art Hyde, Kurt Kiehne, Bob & Marcia Pratt, Ed & Bea Pajala, Tom Simon of Rural Insurance, and Sue O’Halloran from Land Use Planning.
Minutes of April 7, 2004 were read and written copies given to Board Members. Motion by Tom Cogger and a second by Kerry Tetzner to accept. Motion carried.

Gary gave his report. Brevak Road, Strecker Road, Hauling on McKinley, fill for Salt Shed site, culverts on old “C” and snowplow bills. Signed driveway permits for Gary Maki and Diane Holman. Motion by Tom Cogger and a second by Kerry Tetzner to accept Gary’s report. Motion carried.
Tom Simon, agent for Rural Insurance, reviewed Town of Washburn policy and coverage. Motion by Tom Cogger and a second by Kerry Tetzner to increase building coverage to $300,000.00, delete tailgate sander $500.00, and add employee dishonesty policy of $25,000.00 coverage. All aye votes.
Motion by Tom Cogger and a second by Mark Morey that Town work with Sue O’Halloran in the NEMO program. Motion carried.
Motion by Mark Morey and a second by Tom Cogger to approve Arthur Hyde’s request to build a house in a parcel of SESW Sec 12-48-5. Motion carried.
Donna Chapman gave Treasurer’s report. Motion by Tom Cogger and a second by Kerry Tetzner to accept. Motion carried.
Discussed policy for haul roads. Motion by Tom Cogger and a second by Kerry Tetzner to table Motion and bring up again on next months agenda.

Annual Meeting Minutes April 13, 2004
TOWN OF WASHBURN ANNUAL MEETING
MINUTES – APRIL 13, 2004
Annual meeting called to order at 7:00 P.M. by Chairman Mark Morey.
Minutes of April 8, 2003 were read. Motion by John Hartzell and a second by Kerry Tetzner to accept. Motion carried. 15 aye votes, no – No votes.
Discussed Leafy Spurge spraying. Mark Morey and Tom Cogger reviewed plans to date.
Reviewed roadside cleanup and passed roster around for sign ups.
Mark Morey reviewed comprehensive Land Use Plan to be in effect by year 2010. Asked for comments. General consensus, it would be in the Towns best interest to proceed and not wait till last minute.
Motion by John Hartzell and a second by Cathy Morey to set up an ongoing planning commission for the Town. Motion carried. 15 ayes, 1- No.
Discussed Bonding of Town roads subject to a lot of hauling by contractors. Motion by Dick Mihalek and a second by Roy Settgas that Town have a policy in effect that will protect Town from damage done to roads by continuous hauling. Motion carried. 15 ayes, no Nos.
Discussed heritage records of the Town and work done by a committee in the past. Board will check into this further.
Motion by Dick Mihalek and a second by Robert Short to set next Annual meeting date on Tuesday following election at 7:00 P.M. All aye votes. No no votes.
Motion by Kerry Tetzner and a second by Tom Cogger to accept Audit Report. Motion carried.
