DECEMBER 7, 1999

Regular meeting called to order at 7:30 P.M. Present Mihalek, Wyzlic, Tetzner, Chapman, and Miller. Also Gary Maki, Joe Scholl, Jack Bratley, Doug Summers, Dale Brevak, Mark Hudson, Lloyd Swanson, Derek & Jane Brevak, Jim Deeth, Donna Iverson, Steve Bade and Shirley Haugen.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Minutes of November 9, 1999 were read and written copies given to Board Members. Motion by Miller and a second by Mihalek to accept. Motion carried.

Donna presented Treasurer’s report. Motion by Mihalek and a second by Miller to accept report. Motion carried.

Gary Maki gave crew report Brushing in barrens, complaints of Paulson Road, ATV traffic, and snowplowing Town of Bayview private driveways. Motion by Mihalek and a second by Miller to accept Gary’s report.

Jack Bratley and Doug Summers asked about plowing private driveways at Pub & Grub development in Town of Bayview. Shane will look into legality of plowing private driveways in another Town.

Donna Iverson commented on the danger of School bus turning around in her driveway.

Derek Brevak appeared concerning renewing his hauling contract out of his pit. He would like a five year contract. Final consensus: Derek should get his attorney to put in writing what he wants and present it to Town Board. Chairman will contact Sheriff Department about hauling out of illegal pits.

Steve Bade appeared concerning his work on planning committee. He would like more participation from Town Board in writing and also thanks to Tim Kane. He was perturbed at lack of Town residents and Boards participation.

Meeting Minutes November 16, 1999

NOVEMBER 16,1999

Budget Hearing called to order at 7:00 P.M. Present Tetzner, Mihalek, Wyzlic, Miller, Gary Maki, Ed & Bea Pajala, Joe Scholl, and Jim Deeth. Reviewed 2000 year budget. Motion by Mihalek and a second by Miller to adjourn Budget Hearing. Motion carried.

Town meeting of Electors called to order. Motion by Gary Maki and a second by Ed Pajala to approve the year 2000 Highway Budget of $400,000.00. Motion carried.

Motion by Gary Maki and a second by Jim Miller to approve local levy of $37,980 00 or the same mill rate as 1999.

Motion by Miller and a second by Ed Pajala to adjourn Town Meeting. Motion carried.

Town Board meeting called to order. Motion by Miller and a second by Mihalek to approve total budget as presented. Highway $400,000 00, General $55,342.00. Motion carried.

Meeting Minutes November 9, 1999

NOVEMBER 9, 1999

Regular meeting called to order at 7:30 P.M. Present Miller, Tetzner, Chapman, Wyzlic, and Mihalek. Also Gary Maki, Jim Deeth and Paul Kacvinsky.

Meeting notices were properly posted in three public places in the Town and also the Daily Press.

Minutes of October 5, 1999 were read and written copies given to Board Members. Motion by Mihalek and a second by Miller to accept. Motion carried.

Donna gave Treasurers report. Motion by Miller and a second by Mihalek to accept. Motion carried. Gary Maki gave Town crew report. Lot of work on barren, roads, talks with Federal Forest people on sharing Long Lake Road blacktop costs, timber cutting on Town 40’s, blacktopping Sky & Scholl Roads. Roller costs and shop lighting.

Motion by Mihalek and a second by Miller to let bids on select cutting on two Town 40’s. Motion carried.

Motion by Miller and a second by Mihalek to replace lights in garage with metal Hilites. Motion carried.

Motion by Miller and a second by Mihalek to grant Helen Olson permission to place to residence in a Ag 1 in SESW Sec 5-48-5. Motion carried.

Granted Paul Kacvinsky a holding tank agreement permit.

Discussed Fire and Ambulance contracts with City of Washburn. Jim Miller will negotiate further.

Motion and a second to pay all current Town bills.

Reviewed Budget for year 2000.

Meeting Minutes October 5, 1999

OCTOBER 5, 1999

Regular meeting called to order at 7:30 P.M. Present Wyzlic, Mihalek, Miller, Tetzner, and Chapman. Also Gary Maki, Don Haugen, and Manning Pitman.

Minutes of September 7, 1999 were read and written copies given to Board Members. Motion by Mihalek and a second by Miller to accept as read.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Donna Chapman gave Treasurer’s report. Motion by Miller and a second by Mihalek to accept. Motion carried.

Gary Maki gave Town crew report. Blacktop repairs, culvert replacement, timber cruising two Town 40’s in Sec. 29-49-5.

Shane Wyzlic reviewed July 4th flood damage claims and reimbursement for damages.

Manning Pitman appeared concerning a new driveway from Engoe into his property in SW SW Sec. 12-48-5. Permission granted.

Reviewed highway budget for next year.

SEPTEMBER 7,1999

Regular meeting called to order at 7:30 P.M. Present Mihalek, Miller, Wyzlic, Tetzner, and Chapman. Also Chuck Groves, Joe Scholl, Don Haugen, Ed Pajala, Michael Tutor, Linda LaGrew, and Mr. and Mrs. Pete Sockness.

Minutes of August 3, 1999 were read and written copies given to board members. Motion by Mihalek and a second by Miller to accept. Motion carried.

Donna presented her Treasurers Report. Motion by Miller and a second by Mihalek to accept report. Motion carried.

Gary Maki gave town crew report. Repairs needed on brushing tractor and truck. Discussed July storm damage and Federal and State reimbursements.

Motion and a second to purchase measuring sensor for charting storm damage to town roads. Motion carried.

Linda LaGrew and Mr. and Mrs. Sockness spoke against the ATV ordinance passed in August. Mostly high speeds and how to control this speed and noise. It was explained that the ordinance passed was a one year trial and could then be changed if there were complaints.

Meeting Minutes August 3, 1999

AUGUST 3, 1999

Regular meeting called to order at 7:30 P.M. Present Mihalek, Wyzlic, Miller, Tetzner, and Chapman. Also Gary Maki, Mr. & Mrs. Larry Hecimovich, Joyce Zifko, Ed Pajala, Charles Groves, and Joe Scholl.

Minutes of July 7, 1999 were read and written copies given to Board Members. Motion by Mihalek and a second by Miller to accept. Motion carried.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Donna presented her report. Motion by Miller and a second by Mihalek to accept. Motion carried.

Motion by Miller and a second by Mihalek to extend Tripp project on Scholl Road to use up project funds. Total cost of about $42,500.00. Motion carried.

Reviewed storm damage costs to Town roads. Total extra cost to Town of about $30,000.00.

Gary gave his crew report. Mainly concerning storm damage repair.

Discussed ATV ordinance as presented by Charles Groves. Motion by Miller and a second by Mihalek to approve adding Old “C”, 1/4 mile North Church Corner, North Maple Hill, West Maple Hill, and South Maple Hill West. Also parts of 695 and 697 Forest Roads to a new ATV Ordinance that will expire July 31, 2000. Motion carried. #1999-02.

Discussed Larry Hecimovich request to build a hunting cabin in the SE NW Sec 18-48-5. Motion by Miller and a second by Mihalek to approve with driveway ordinance in effect for seasonal use. Motion carried.

Motion and a second to pay all current Town bills.

Discussed Road Names, particularly Pady Road and Hokenson Road being changed. Residents complaints.

Meeting Minutes July 7, 1999

JULY 7, 1999

Regular meeting called to order at 7:30 P.M. Present Wyzlic, Mihalek, Miller, Tetzner, and Chapman. Also Gary Maki, Don Haugen, Chuck Groves, Jim Deeth, Joe Scholl, Bob Pratt, Mark Franberg, and Dan Cervin.

Minutes of June 8, 1999 were read and written copies given to Board Members. Motion by Mihalek and a second by Miller to approve. Motion carried.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Donna presented Treasurers report. Motion by Miller and a second by Mihalek to accept.  Motion carried.

Opened bids for gravel and blacktop bids for 2-quarter mile roads.
Angelo Lupino $34,342.00
Northwoods Paving $30,924.34.

Motion by Miller and  a second by Mihalek to accept Northwoods Paving bid. Motion carried.

Gary gave crew report. He reported on July 4 & 5 storm damage and approximate costs to repair.

Motion by Miller and a second by Mihalek to authorize spending about $13,500.00 for 1,000 yards Guerney gravel and about S10,000.00 machine rental to repair flood damage. Motion carried.

Charles Groves appeared concerning ATV trail ordinance changes. Will run past Town’s attorney.

Mark Franberg appeared concerning cutting oak and pulpwood on approximately 10 acres on Town owned “40” in Section 29-49-5.

Discussed “Caution Children Playing” signs on Town Roads. Legally they should be taken down.

Motion by Mihalek and a second by Miller to approve Nate Swiston’s application to build a pole barn in Lot 1 & 2 Textors Addition Sec 12-48-5. Motion carried.

Request from Larry Hecimovich was tabled requesting more information.

Motion by Miller and a second by Mihalek that Shane check legality of selling timber stumpage to Mark Franberg from Town owned “40” in Sec 29-49-5 and if legal to okay contract. Motion carried.

BOARD OF REVIEW
MiNUTES – JUNE 9, 1999

The 1999 Board of Review was called to order at 2:00 P.M. Present Mihalek, Tetzner, and Wyzlic. Jim Miller was in contact by phone.

The assessement roll was signed and 10 day notices properly sent out. Also notice was published in the Daily Press.

Shane Wyzlic appointed Dick Mihalek Clerk for Board of Review. Recording devices were provided.

No one appeared.

Meeting Minutes June 8, 1999

JUNE 8, 1999

Regular meeting called to order at 7:30 P.M. Present Mihalek, Tetzner, Miller, Wyzlic, and Chapman. Also Gary Maki, Don Haugen, Charles Groves, and Ed Pajala.

Meeting notices were properly posted in three public places in the Town and the Daily Press.

Minutes of May 4, 1999 were read and written copies given to Board members. Motion by Mihalek and a second by Miller to accept as read. Motion carried.

Donna gave Treasurer’s report. Motion by Miller and a second by Mihalek to approve. Motion carried.

Discussed blacktopping 2 – 1/4 mile stub roads in TRIP program. Motion by Miller and a second by Mihalek to solicit bids on this project. Motion carried.

Motion by Miller and a second by Mihalek to grant Barry Cech a permit to build a house on the NWSW Sec 36-49-5 following our new driveway ordinance. Motion carried.

Motion carried Gary Maki gave crew report. Discussed our cost to remove three Four Mile Creek bridges. Motion by Miller and a second by Mihalek to give bridge bid to Sipsas of Iron River for $14,250.00 to follow all DNR Specs. Motion carried. Reviewed gravel hauling.

Motion by Miller and a second by Mihalek to pay Angelo Lupino for 1990 yards of gravel. Our load ticket total. Motion carried.

Motion by Miller and a second by Mihalek to grant Signa Groves of C-Side Inn a combination Class B Liquor License. Motion carried.

Charles Groves appeared concerning changing ATV ordinance to having more roads open in the Town. Charles Groves will work on a revised ordinance to reflect these changes for our July meeting.

Discussed speed limits on Church Corner Road. ‘

Meeting Minutes May 4, 1999

MAY 4,1999

Regular meeting called to order at 7:35 P.M. Present Mihalek, Wyzlic, Tetzner, Chapman, and Miller. Also Joe Scholl, Shirley & Don Haugen, Bob Brander, Bob Pratt, Dale & Derek Brevak, John & Donna Iverson, Michael Tutor, Joey Gast, Jim Deeth, and Gary Monzenti of Northwoods Paving.

Minutes of April 6, 1999 were read and written copies given to Board Members. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.

Meeting notices were properly posted in three public places in the Town and published in the Daily Press.

Donna Chapman presented Treasurer’s report. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.

Opened gravel bids: C&W $10.83 per yard, Ashland Construction $10.74 per yard, Angelo Lupino $13.50 per yard.

Bridge bids: Angelo Lupino $21,190.00, Sipass Iron River $14,250.00, and C & W $28,500.00.

Cold Mix: Angelo Lupino about 350 ton $20.88 per ton, Northwoods Paving 473 ton $21.65 per ton.

Gary gave Town crew report. Removing roadside rocks and Four Mile Creek Bridge removal plans.

Discussed the D.O.T. TRIP grant.

Discussed adopting a road program.

Reviewed Derek Brevak pit hauling. Derek Brevak wants equal rights with other pit owners for hauling on Town roads.

Both Brevak and Town Board basically agree on a written solution from both sides.

Discussed future road maintenance.

Reported to Town Board that Signa Groves of C-Side Inn has applied for a Class B Combination liquor license.

Discussed driveway ordinance.

Set Board of Review date for. June 9, 1999 from 2-6 P.M.

Motion by Miller and second by Mihalek to adopt Driveway ordinance #1999-01. Motion carried.

Shane Wyzlic thanked Board Members, Road Crew, and citizens attending meetings for their help.

Motion by Miller and a second by Mihalek to give cold mix bid to Angelo Lupino for $20.88 per ton for about 350 ton. Motion carried.

Motion by Mihalek and a second by Miller to give gravel bid to Angelo Lupino for $13.50 per yard from Guerney Pit for 2,000 yards plus whatever Town residents want. Motion carried.

Motion by Miller and a second by Mihalek to table Bridge Bids. Motion carried,
