DECEMBER 5, 1995
Regular meeting called to order at 7:30 P.M. Present Mihalek, Miller, Carlson, Chapman and Tetzner. Also Leland Harvey.
Meeting notices were published in The Daily Press and posted in three public places in the Town.
Written copies of November 8, 1995 Board meeting were given to Board members. Motion by Miller and a second by Carlson to accept as written. Motion carried.
Motion by Miller and second by Carlson to accept Treasurers report. Motion carried.
Motion by Carlson and a second by Miller to adopt Treasurer bond resolution. Copy on file. Motion carried.
Motion by Carlson and a second by Miller that Leland and Brian can attend the Highway workshop at Cable January 18, 1996. Motion carried.
Jim Miller discussed publishing minutes in County Journal at a cost of $35.00 to $50.00. Will table until further date.
Reviewed road and shop conditions with Leland Harvey.
Discussed Town adopting Village Powers Put on hold.
Motion and a second to pay all current Town bills.

NOVEMBER 29, 1995
Public hearing on proposed budget called to order at 7:30 P.M. Meeting notices were published in the Daily Press and posted in three public places in the Town. Present Ken Carlson, Dick Mihalek, Phil Tetzner, Jim Miller, Ed and Bea Pajala and Shirley Haugen. Discussed and reviewed budget for 1996. Motion by Carlson and a second by Miller to adjourn Budget Hearing. Motion carried.
Special Town meeting called to order at 8:20 P.M. Motion by Miller and a second by Carlson to set tax levy at $28,512.00. Motion carried. No no votes.
Motion by Miller and a second by Carlson to set total highway expenditures at $364,277.00 for 1996. Motion carried. No no votes.
Motion and a second to adjourn. Motion carried.

Minutes of October 4, 1995 written copies were given to Board Members. Motion by Carlson and a second by Miller to accept. Motion carried.
Motion by MIller and a second by Carlson to accept Treasurer’s report. Motion carried.
Discussed Church Corner Road driveway ditching.
Motion by Carlson and a second by Miller to grant permits to Brian Olson in SW NW Sec 36-49-5, James Tetzner in W 1/2 NE SW Sec 33-49-5 and Bryan Paulson in NW NE Sec 9-48-5 to place non farm residences on Forestry Zoned land. Motion carried.
Motion by Carlson and a second by Miller that we proceed with trying to get gravel from County owned land. Motion carried.
Discussed drug and alcohol testing required for CDL licensed drivers in effect January 1, 1996. Motion by Miller and a second by Carlson to enroll in a drug testing endorsed program sponsored by Wisconsin County Mutual Insurance Corp. Motion carried.
Discussed existing problem with venting in drainage pit in Town garage.
Motion by Miller and a second by Carlson to have Special Town Meeting to approve Highway Budget and Town Levy at 7:30 P.M. Nov 29th. Motion carried.

OCTOBER 4, 1995
Regular meeting called to order at 7:30 P.M. Present Miller, Carlson, Tetzner, Chapman and Mihalek. Also Bobbi Rongstad, Mike BeBeau and Bob Drevlow of NSP.
Minutes of September 12, 1995 written copies were given to Board Members. Motion by Carlson and a second by Miller to accept. Motion carried.
Meeting notice was properly posted in three public places in the Town and the Daily Press.
Donna Chapman presented Treasurer’s report. Motion by Carlson and second by Miller to accept. Motion carried.
Rongstad, BeBeau, and Drevlow of NSP presented a resolution requesting Town permission to furnish and sell natural gas in a portion of Town of Washburn. Copy on file, Motion by Carlson and a second by Miller to grant permission. Motion carried.
Granted permit to Ameritech to bury telephone cable in Sec 2-48-5.
Reviewed ATV ordinance passed July 9 1992.
Motion by Miller and second by Carlson to apply for one mile TRIP and 3 miles TRIP-D. Motion carried.
Reviewed preliminary budget for 1996.
Motion and a second to pay all current Town bills.

Regular meeting called to order at 7:30 P.M. Present Mihalek, Carlson, Miller, Tetzner, and Chapman. Also Leland Harvey, Tim Schwenzfeier, Charles Groves and Shirley Haugen.
Meeting notice was properly posted in the Daily Press and three public places in the Town.
Written minutes were given to Board Members. Motion by Carlson and second by Miller to accept as written. Motion carried.
Motion by Miller and second by Carlson to accept Treasurer’s report. Motion carried.
Tim Schwenzfeier presented a request for Town Board approval of continuation of a conditional use permit for Calvin’s Construction to remove sand from a pit on Duane Hopkins property SE SE Sec 25-49-5. Motion by Miller and a second by Carlson to grant approval. Motion carried. Copy on file.
Charles Groves brought up the signing of ATV roads that were approved. Pajala road, Zifko road, Engoe road, Tomlinson road, Paulson road, Hokanson road, and Old “C”. Motion by Miller and a second by Carlson to go ahead with signing of these roads. Motion carried.
Shirley Haugen discussed a Town newsletter.
Ken Carlson reported on a TRIP meeting he attended concerning Town road improvement cost sharing. Motion by Miller and a second by Carlson that Ken go ahead with this plan providing our 50% share is included as a Town expense in the State Aid Formula. Motion carried.

Regular meeting called to order at 7:30 P.M. Present Carlson, Mihalek, Tetzner, and Chapman. Also Ed Pajala.
Written copies of July 11 1995 were given to Board Members. Motion by Carlson and a second by Mihalek to accept. Motion carried.

Motion by Carlson and a second by Mihalek to grant Ken Seldal a permit to place non farm residence on Ag Zoned land on the E 1/2 NW 1/4 of the NE 1/4 Section 33-49-5.
Discussed ATV trails in the Town and signing designated roads.
Reviewed letter from Larry Young concerning the Town of Washburn Joining TDA. He recommends the Town join.
Reviewed and discussed the letter Jim Miller wrote to City of Washburn concerning ambulance and fire contracts.
Ed Pajala brought up roadside mowing and grading in the Barrens.
Motion and second to pay all current Town bills.

Regular meeting called to order at 7:30 P.M. Present Mihalek, Carlson, Tetzner, Chapman, and Miller. Also Leland Harvey.
Copies of June 7 1995 written minutes were given to Board members. Motion by Carlson and a second by Miller to accept. Motion carried.

Motion by Miller and a second by Carlson to accept Treasurer’s report. Motion carried.
Discussed patching blacktop breakup holes on McKinley and Hokanson Road with backhoe and gravel.
Received letter from DNR concerning bridges on Four Mile Creek Road. Letter on file.
Received letter from DILHR concerning Town garage. Letter on file.
Motion by Miller and a second by Carlson to install Stop Ahead signs on South Bound Church Corner Road at Wanabo Road and North Bound Ondossagon Road at Wanabo Road. Motion carried.
Received two applications for the Town road job. From Donald Zifko and Brian Harvey. Motion by Miller and second by Carlson to hire Brian Harvey as road maintenance man. Motion carried. Wages at $8.00 an hour to start. $20.00 a month towards insurance and job review on January 1, 1996.
Motion and a second to pay current Town bills.
Motion by Miller and a second by Carlson to pay $15,000,00 on Fire and Ambulance contract with City of Washburn. Motion carried.

JUNE 7, 1995
Meeting called to order at 7:30 P.M. by Chairman Mihalek. Present Mihalek, Carlson, Miller, Tetzner, and Chapman.

Chairman Mihalek read letter from Steve Schraufnagel concerning completion of Town garage giving contractors until June 23, 1995 to complete problems. Letter on file.
Jim Miller reported on weight limit postings on Town roads. Motion by Jim Miller and a second by Ken Carlson to adopt ordinance posting weight limits on all paved roads at the discretion of the Town. Motion carried. Copy of Ordinance on file.
Motion by Jim Miller and a second by Ken Carlson to grant Signa Groves of C-Side Inn a Combination Class B liquor license. Motion carried.
Motion by Carlson and a second by Miller to recognize Bud Harvey on his retirement. Motion carried
Discussed hiring a replacement for Alonzo Harvey. Will post in the Daily Press Box ad one time.
Motion by Carlson and a second by Miller to ask for a Bay Area Solid Waste District 1995 treasurers report. Motion carried.
Received three gravel bids: Ashland Construction $9.42, Bob Olson $9.00 and C & W Trucking $8.80. Motion by Carlson and a second by Miller to accept C & W Trucking bid. Motion carried.
Motion by Carlson and a second by Miller to purchase about 450 ton patch blacktop at $25.65 delivered by Northwoods Paving (Mathy Construction). Motion carried.
Reviewed long range road and equipment replacement plan.

Meeting Minutes BOR May 24, 1995
BOARD OF REVIEW
MAY 24, 1995
Board of Review was called to order at 5:00 P.M. Present: Richard Mihalek, Chairman, Ken Carlson, James Miller and Philip Tetzner, Assessor. Richard Mihalek appointed Jim Miller as Clerk of this meeting. Meeting notices had been properly posted, the assessment roll was signed by Assessor and assessment increase notices had been mailed at least 10 days before this meeting.
Robert Short appeared with a question of valuation on land placed in M. Forest Crop the previous year. It was answered satisfactorily. Timm Retzloff and Ed and Bea Pajala appeared to compare this years and last years Assessments. A tape recorder was provided.
Board of Review final adjournment was at 9:00 P.M. May 24, 1995.

Regular meeting called to order at 7:30 P.M. by Chairman Mihalek. Present Miller, Tetzner, Carlson, Mihalek, and Chapman.

Motion by Miller and a second by Carlson to let gravel bids. Bids to be in by June meeting. Delivered by August 15, 1995. Motion carried.
Ken Carlson Will check with Mathy Construction for patch black top prices .
Clerk reported to the Board that Signa Groves of C-Side Inn has applied for a Class B Combination Liquor License.
Reviewed Town garage completion.
Reviewed Four Mile Creek abandonment project.
Motion and a second to pay all current Town bills.
Board of Review will be Wednesday May 24th from 5 to 9 P.M.
Motion by Carlson and a second by Miller to okay contract with Midland for propane for 1995-1996. Motion carried. 3,000 gallon at $.58 each.
