Meeting Minutes December 5, 1994
DECEMBER 5, 1994
Regular Town meeting called to order at 7:30 P.M. Present Retzloff, Mihalek, Tetzner, and Chapman. Also Leland Harvey and Bob Pratt. Absent Faulkner.
Meeting notice was properly posted in the Daily Press and three public places in the Town.
Minutes of November 8 and 14th written copies were given to Board Members. Motion by Mihalek and a second by Retzloff to accept. Motion carried.
Donna Chapman gave Treasurer’s report. Motion by Retzloff and a second by Mihalek to accept. Motion carried.
The Washburn Town Board met with Bayview Town Board on November 15.
Reviewed Fire and Ambulance contract with City of Washburn. Motion by Mihalek and a second by Retzloff to accept. Motion carried.
Chairman Retzloff received call from Larry Young on November 14th stating that bridges on Four Mile Creek Road were unsafe and road should be closed immediately. Barricades were put up that same morning.
Motion by Mihalek and a second by Retzloff that Clerk pay highway bíll before end of year to benefit Town highway aids. Motion carried.
Reviewed WI Dept. of Revenue gas tax on fuel purchased before April 1, 1994. Will pay the bill.
Reviewed Alonzo Harvey’s possible retirement next spring.
Motion and a second to pay all current Town bills.

NOVEMBER 28, 1994
Special Town meeting called pursuant to Section 60.12 (1) (C) of Wisconsin Statutes by the Town Board. Meeting called to order at 7:30 P.M. Discussed changing from Caucus to Nomination papers for placing people on Town Ballot for April 1995 Election.
Motion by Mihalek and second by Tetzner to go to nomination papers. Motion carried.
People present Tetzner, Mihalek, Retzloff, and Ed & Bea Pajala.
Meeting was properly posted in the Daily Press and three public places in the Town.

Meeting Minutes November 14, 1994
Public hearing on proposed budget called to order at 7:00 P.M. Meeting notices were published in Press and posted in three public places in the Town. Present Ed & Bea Pajala, Timm Retzloff, Dick Mihalek, Frank Faulkner, Phil Tetzner, Donna Chapman, Roy Settgas, Jim Miller, Robert Pratt and Andy Okey. Main discussion and comments were on Fire and Ambulance service with City of Washburn. Will contact attorney for advice.
Motion by Pajala and a second by Settgas to adjourn budget hearing. Motion carried.
Special Town meeting called to order at 8:00 P.M. Motion by Roy Settgas and a second by Ed Pajala to approve total highway expenditures of $230,922.00 in 1995. Motion carried.
Motion by Jim Miller and a second by Roy Settgas to set the 1995 Tax Levy at $28,000.00. All yes No no votes. Motion carried.
Motion by Ed Pajala and a second by Andy Okey to raise Chairman per diem to $45.00. Supervisors per diem to $40.00. Treasurer salary to $1800.00. Clerk salary to $3,000.00 and Assessor salary to $2700. 00. To take effect next term April 1995. Motion carried.

Meeting Minutes November 8, 1994
NOVEMBER 8, 1994
Regular meeting called to order at 7:30 P.M. Present Retzloff, Mihalek, Tetzner, and Chapman, Frank Faulkner on speaker phone.
Also present Ed & Bea Pajala, Janet Carlson, Tim Schwenzfeier, Ron Leino, Andy Okey Shirley Haugen, Keith Tveit, and Tony Murphy.
The meeting was properly posted in the Daily Press and three public places in the Town.
Copies of written minutes of October 4, 1994 were given to Board Members. Motion by Retzloff and a second by Mihalek to accept. Motion carried.
Keith Tveit, Fire Chief and Tony Murphy Administration of Ashland presented the type of fire and ambulance service they could provide to Washburn Township. Estimated costs, response time, and possible future cost increases. Ultimate contract presented by City of Washburn Mayor was also discussed.
Discussed changing from Caucus to nomination papers. People present were in favor. Motion by Retzloff and a second by Mihalek to call a special Town meeting for November 28, 1994 to vote on this change. Motion carried.
Timm Retzloff contacted Larry young and bridge inspections should be completed by November 30th.
Motion by Mihalek and a second by Retzloff to approve a permit for Robert and Marcia Pratt to place a residence in the SESE Sec 28-49-5. Motion carried.
Motion by Retzloff and a second by Mihalek to approve a permit for Thomas and Susan Lee to place a non farm residence on the NESE Sec 27-49-5. Motion carried.
Timm Retzloff contacted Lance Berger of D.O.T. concerning last payment on Sioux River Bridge. Motion by Retzloff and a second by Mihalek that clerk pay this last bill of $1700.00 when it comes and then collect County share of Bridge Aid. Motion carried.
Motion by Retzloff and second by Mihalek to have a 5 person Election Board November 8, 1994.
Motion by Mihalek and a second by Retzloff to approve Treasurer’s report. Motion carried.
Motion by Retzloff and a second by Mihalek to pay all current Town bills. Motion carried.

OCTOBER 4, 1994
Regular meeting called to order at 7:30 P.M. Present, Retzloff, Mihalek, Tetzner, and Chapman. Also Leland Harvey. Absent Faulkner.

Minutes of September 12, 1994 written copies were given to Board members. Motion by Mihalek and a second by Retzloff to accept. Motion carried.
Donna Chapman gave Treasurer’s report. Motion by Retzloff and second by Mihalek to accept. Motion carried.
Leland reported a grader breakdown and hay bales being on Viater Road, a public road. Chairman will contact owner.
Motion by Mihalek and a second by Retzloff to grant approval to John P. Olson to build a cabin on SW NE Sec 20-49-5, contingent on restrictions noted on approval form. Motion carried.
Reviewed meeting Retzloff and Mihalek had attended with City of Washburn concerning Ambulance and Fire Protection costs.
Motion by Retzloff and a second by Mihalek to have a special Town meeting on Monday November 14 at 7:00 P.M. to set 1995 Highway expenditures, set tax levy, and set Town officer salaries. Motion carried.
Motion by Mihalek and a second by Retzloff to approve preliminary budget. Motion carried.
Motion and a second to pay all current Town bills. Motion carried.

Sept. 12, 1994
Meeting called to order at 7:30 P.M. Present Mihalek, Retzloff, Tetzner, and Chapman. Also Tim Schwenzfeier and Leland Harvey. Absent Frank Faulkner.
Notice of meeting was properly posted in the Daily Press and three public places in the town.
Minutes of Aug. 8 and Aug. 22 written copies were given to Board Members. Motion by Mihalek seconded by Retzloff to accept. Motion carried.
Donna Chapman gave financial report. Motion by Retzloff seconded by Mihalek to accept. Motion carried.
Discussed Tim Schwenzfeier request to open a sand pit on David Hopkins property in SE SE Sec. 25-49-5. Motion by Mihalek seconded by Retzloff to recommed approval for a conditional use permit for Calvin’s Construction Inc. to remove sand from this property. Motion carried.
Received letter from Marvin and Etta Charette concerning brush cutting on the corner of their property on Paulson and Church Corner Road. Letter on file. No action taken.
Gave town crew O.K. to build a overhead hoist in town garage.
Town Board has contacted Washburn School Board concerning no buses on Four Mile Creek Road and also contacted Larry Young instructing him to include these three small bridges in the next bridge inspection.
Reviewed Recycling Ordinance. Motion by Mihalek seconded by Retzloff to adopt ordinance adopting a part of the Town of Washburn Code of Ordinances, namely Chapter ! Recycling. Motion carried.
Motion by Retzloff to adopt resolution resolving that the Town of Washburn borrow the sum of $125,000. from the Wisconsin State Trust Fund for repair and overlay of three miles of Town blacktop roads and gravel. Also to levy a annual tax for repayment. Seconded by Mihalek. Resolution on file. Retzloff aye Mihalek aye Noes none.
Received letter from Rural Insurance concerning no Town of Washburn negligence. Copy on file.
Motion and seconded to pay all current town bills. Motion carried.

Timm Retzloff, Dick Mihalek, and Phil Tetzner met with Paul Wetzel of Monarch Paving at 5:00 P.M. to review roads to be blacktopped. Meeting was properly posted. Will blacktop 3 miles Ondossagon Rd from Engoe to Dean’s Corner. Wannebo Rd from Dean’s Corner to Church Corner and East 1 mile on Wannebo & .3 mile on Church Corner Road.

Minutes of July 12, 1994 written copies were given to Board members. Motion by Mihalek and a second by Retzloff to accept. Motion carried.
Donna presented Treasurer’s report. Motion by Mihalek and a second by Retzloff to accept. Motion carried.
Reviewed blacktop project and gravel hauling with Leland.
Reviewed inspection report from DILHR for Town garage.
Motion by Mihalek and a second by Retzloff to grant a permit to Brian Olson to build a cabin on the N 1/2 SW 1/4 NW 1/4 Sec 36-49-5. Motion carried.
Timm reported on meeting he attended with City of Washburn concerning ambulance housing.
Reviewed Recycling ordinance. Will postpone adoption till September meeting.
Motion by Mihalek and a second by Retzloff that Town Board can attend Equipment demonstration at Ison and Town of Washburn will pay expenses. Motion carried.
Motion by Mihalek and a second to go to closed session to discuss personnel. Motion carried. Pursuant to Wisconsin statute 19.85 (1) (c). Motion by Retzloff and a second by Mihalek to go out of closed session and reconvene in open session. Motion carried.
Motion by Mihalek and a second by Retzloff to increase Town employees wage by $ .50 an hour effective September 5, 1994. Part time person with CDL at $7.50 per hour. Motion carried. Labor rate at $8.00 per hour.

Meeting Minutes August 2, 1994
SPECIAL MEETING
AUGUST 2, 1994
Blacktop bid opening meeting called to order at 7:30 P.M. Present Retzloff, Faulkner, Mihalek, and Tetzner. Also Wayne Nelson of Roffers Construction.
The meeting was properly posted in the Daily Press and three public places.
Bids for blacktopping were received from:
Monarch Paving Company $25.59/ton
Angelo Luppino, Inc. $25.91/ton
Motion by Faulkner and a second by Mihalek to accept bid from Monarch Paving Company for paving not to go over $90,000.00. Approximately 3 miles of road 1 1/2 inch thick 22 feet wide. One mile Ondossagon Road, one mile Wannebo Road East of Church Corner, one mile Wannebo Road West of Chequamegon Road, and 3/10 mile South End Church Corner Road. Motion carried.
Motion by Mihalek and a second by Faulkner to apply for a State Trust Fund Loan of $125,000.00. This is to cover cost of blacktop $90,000.00 plus gravel and roadbed preparation cost of $35,000.00. Motion carried.

Regular meeting called to order at 7:30 P.M. Present Retzloff, Mihalek, Tetzner and Chapman. Absent Faulkner. Also present, Ed & Bea Pajala and Don Haugen.
Meeting notices were properly posted in three public places and the Daily Press.
Copies of June 6, 1994 minutes were given to Board members. Motion by Mihalek and a second by Retzloff to accept. Motion carried.
Donna gave Treasurer s report. Motion by Mihalek and a second by Retzloff to accept. Motion carried.
Discussed closing of 4-Mile Creek Road. Dick Mihalek read letter from Bill Bussey, attorney. Motion by Retzloff and a second by Mihalek to proceed with the process of closing 4-Mile Creek Road. Motion carried. Copy of Bill Bussey letter on file.
Discussed recycling ordinance procedure. Ed Pajala had several questions concerning ordinance as written. Will not take action until August 8, 1994 meeting.
Will not put paper mill waste on Pajala Road because of cost and availability.
Discussed blacktopping. Possibly combining this years and next years blacktop expenditures.
Motion by Mihalek and second by Retzloff to approve propane contract with Midland $.59 /gal., for 2500 gallon. Total $1475.00. Motion carried.
Motion by Mihalek and a second by Retzloff to change Pady Road name to (Bjork-Pady Road). Motion carried. Also to change Peterson Road to Dayton Road. Motion carried.
Motion and a second to pay all current Town bills.
Timm Retzloff contacted Larry Young concerning Bridge inspection.
Motion and a second to pay Brian Harvey $6.00 per hour on a temporary basis.
