Meeting Minutes December 8, 1992
DECEMBER 8, 1992
Regular meeting called to order at 7:35 P.M. Present Pohlman, Retzloff, Haugen, Tetzner, and Chapman. Also Leland Harvey, Ed Pajala, and Bob Adams.
Minutes of November 5, and November 17, 1992 were read and copies given to Board members. Motion by Retzloff and a second by Haugen to accept with one correction. Motion carried.
The Treasurer presented her financial report and explained it. Motion by Haugen and a second by Retzloff to accept. Motion carried.
Motion by Retzloff and a second by Haugen that if personal property tax is not paid by February 1, 1993 a notice will be sent to property owner requesting payment or possible small claims court action. Motion carried.
Discussed progress on Sioux River Bridge. Ends of guard rails are installed and bridge is officially open, but construction signs are still up.
Discussed snowmobile signs. Leland stated all purchased signs are up. The Town will purchase more as needed, leaving it up to Leland and Timm.
Discussed early winter snowplow and sanding problem we had. Leland Harvey and Bill Pohlman met with school officials, and hopefully resolved problem .
Ed Pajala reported on historical progress.
Motion by Retzloff and a second by Haugen to adopt resolution furnishing bond for Town Treasurer, covering state and county taxes payable to County Treasurer in 1993. Motion carried.
Bob Adams presented a letter written to the Mayor and City Council of Ashland concerning the Neutralysis proposal for the City of Ashland. The Town Board would take no action because the matter was not posted in the meeting notice.
Motion by Retzloff and a second by Haugen to set Caucus date for Saturday, January 16 1993 at 2:00 P.M. Motion carried.
Motion by Retzloff and a second by Haugen to approve budget for 1993. Copy on file. Motion carried.
Motion by Haugen and a second by Retzloff that Treasurer purchase new calculator for $100.00 or less. Motion carried.
Motion by Retzloff and a second by Haugen to authorize the payment of any highway bills by the years end. Motion carried.
Motion by Retzloff and a second by Haugen to purchase 46 more snowmobile route signs. Motion carried.
Motion and a second to pay all current Town bills.

Meeting Minutes November 17, 1992
NOVEMBER 17, 1992
Special meeting called to order at 7:30 P M. Present Pohlman, Retzloff, Haugen and Tetzner. Also Keith and Melanie Fleig and Leland Harvey.
The Fleigs were concerned about the road going into their newly purchased 40″. SW SE Sec 20-49-5. They would like to have it kept open enough so they don’t have to climb over snow banks .Their intent is to build a house in the future.
Purpose of this meetins is to answer a grievance made by a Town resident concerning their children not being picked up by the school bus because the bus driver said the roads weren’t plowed and sanded. Parties to this grievance are not present at this meeting. Received letters from Washburn Public School and Sheriffs Department concerning this matter. Timm Retzloff reported he’d contacted Wisconsin’s Town Association and thev said it was at the discretion of the Town which road would be plowed first. This contradicts with and Sheriff Denartment and Public School letters.
The Town has al least 20 miles of road traveled by school buses and it would be hard to have them all plowed and sanded by 7:20 P.M. We have several hilly areas with the same problems and have received no other complaints.
Bill Pohlman will contact Clyde Sukanen of Washburn Schools to try to resolve this matter.
Discussed culvert on Ondossadon Road near Doud Anderson’s house which Doug claims is too small in heavy rains resulting in flooding of his basement. Leland will contact Mr. Anderson.

Meeting Minutes November 5, 1992
NOVEMBER 5. 1992
Budget hearing for 1993 called to order at 7:00 P.M. Present Haugen, Retzloff, Tetzner, and Chapman. Also Ed Pajala. Absent Pohlman. Motion by Haugen and second by Retzloff that Retzloff be Chairman of this hearing in the absence of Bill Pohlman. Motion carried. Discussed amount of gravel in budget and County Bridge Aid for Sioux River Bridge. Motion by Haugen and a second by Retzloff to adjourn Budget Hearing. Motion carried.
Special Town meeting called to order at 7:50 P.M. Motion by Haugen and a second by Retzloff to approve highway expenditures of $182,192.00 for 1993. Motion carried.
Motion by Haugen and a second by Retzloff to adjourn special Town meeting. Motion carried.
Regular Town meeting called to order at 8:05 P.M. Motion by Haugen and a second by Retzloff that Retzloff be Chairman of regular Town Board meeting. Motion carried.
Minutes of October 8 and October 14, 1992 were read and copies given to Board members. Motion by Haugen and a second by Retzloff to accept. Motion carried.
The treasurer presented her report. Motion by Haugen and a second by Retzloff to accept. Motion carried.
Motion by Haugen and a second by Retzloff to grant Donald Westling approval to place a 1978 mobile home on his property SE 1/4 of SE 1/4 Sec 21-49-5. Motion carried.
Timm Retzloff reported that sometime in October he received call from Pat Tosch concerning maintenance of Maple Hill Drive. He stated hitting a pot hole and threatened possible suing Town. Timm Retzloff got in his car and drove this road at 40 miles per hour. He contacted the Town crew to grade this road finding no problems and it was done.
Timm Retzloff reported he had conversation with Ed Rutledge of Wisconsin D.O.T. of Superior concerning the new Sioux River Bridge. The guard rail ends are not installed so bridge is not officially opened. Timm is concerned about loose gravel, proper signing, and liability to Town. Ed Rutledge stated he would look into it and correct problems.
Timm Retzloff reported he had talked to Town crew about road signing on Four Mile Creek Bridge.

Meeting Minutes October 14, 1992
OCTOBER 14, 1992
Special budget meeting called to order at 7:30 P.M. Present Pohlman, Haugen, Retzloff, and Tetzner.
Preliminary figures for all categories in Highway and General fund were set.
Notice and posting dates were noted and budget hearing and special Town meeting to approve highway expenditures will be held Thursday November 5, prior to our regular Town meeting.
Meeting adjourned.

Meeting Minutes October 7, 1992
OCTOBER 7, 1992
Meeting called to order at 7:30 P.M. Present Pohlman, Tetzner, Retzloff, and Haugen. Also Doug Anderson.
Minutes of September 8, 1992 were read and copies given to Board members. Motion by Haugen and second by Retzloff to accept. Motion carried.
Treasurer’s report was presented and reviewed. Motion by Retzloff and a second by Haugen to accept. Motion carried.
Doug Anderson appeared concerning culvert crossing Ondossagon Road near his home. He stated it was too small during heavy rains resulting in flooding his basement.
Motion by Haugen and a second by Retzloff that Bill Pohlman and Leland Harvey look at project and proceed.
Motion by Haugen and a second by Retzloff to O.K. telephone line right of way to Wisconsin Bell on Four-Mile Creek road in the SW 1/4 of Sec 22-49-5. Motion carried. Copy on file.
Motion by Haugen and a second by Retzloff to authorize Timm Retzloff to follow up on the two bridge inspections and any signing required. Motion carried.
Discussed and reviewed progress on Sioux River Bridge.
Reviewed road inspection done on Barren roads September 19th.
Reviewed request from residents for sand from Washburn gravel pit. Motion by Haugen and a second by Retzloff to table issue until policy can be set. Motion carried.
Motion by Retzloff and second by Haugen to install 29 snowmobile route signs and get input from residents at special Town budget meeting on installing more. Motion carried.
Motion by Haugen and a second by Retzloff to hire Stanley Pajala to clean floor and windows in Town Hall. Motion carried.
Reviewed budget figures for 1993.
Motion and a second to pay all current Town bills.

Meeting Minutes September 3, 1992
SEPTEMBER 3, 1992
Meeting called to order at 7:30 P.M. Present Pohlman, Haugen, Retzloff, Tetzner and Chapman. Also present, Ed Pajala and Stanley Pajala.
Minutes of August 6. 1992 were read and copies given to board members. Motion by Haugen and a second by Retzloff to accept. Motion carried.
Received and reviewed Treasurers report. Motion by Haugen and a second by Retzloff to accept. Motion carried.
Stanley Pajala appeared concerning painting the Town Hall inside and out. He gave his proposal.
Discussed damage to Town road (Hokanson Road) done by construction company hauling fill for Sioux River Bridge.
Discussed disposal of soil from fuel tank removal.
Motion by Retzloff and a second by Haugen to approve contract agreement with Clean Soils for treating soil from fuel tank removal at a price of $44.25 per ton, minimum 100 ton. Motion carried.
Motion by Retzloff and a second by Haugen to cancel patch black top mix until next spring. Motion carried.
Motion by Retzloff and a second by Haugen to approve Stanley Pajala painting Town hall, two coats inside and one coat outside for $1161.00. Motion carried.
Motion by Haugen and a second by Retzloff to have five election inspectors at the September 8 Primary Election. Motion carried.
Will have road inspection September 19, 1992 at 12:30 P.M meeting at Town garage.
Motion by Retzloff and a second by Haugen to approve Mike Harvey placing a trailer home on the SW NW Sec 8-48-5. Motion carried.
Bill Pohlman reported on Solid Waste Disposal financial condition.
Shirley Haugen reported on Town historical progress.
Timm Retzloff reported on landfill closure grant .
Motion by Retzloff and a second by Haugen to order 29 snowmobile route signs.

Meeting Minutes August 6, 1992
AUGUST 6, 1992
Regular meeting called to order at 7:30 P.M. Present Pohlman, Tetzner, Chapman, and Haugen. Absent Retzloff. Also present, Leland Harvey and Ed Pajala.
Minutes of July 9, 1992 were read and copies given to Board members. Motion by Haugen and a second by Pohlman to accept. Motion carried.
Reviewed Treasurer’s report. Motion by Haugen and a second by Pohlman to accept report. Motion carried.
Reviewed contaminated soil disposal from fuel tanks.
Reviewed Town Hall painting bids. No action taken.
Reviewed Sioux River Bridge project. Definite starting date is August 10 1992 and project to be finished by October 15, 1992.
Ed Pajala appeared and presented an update on Town historical work.
Motion by Haugen and a second by Pohlman to purchase a used heavy duty garage door opener from Glen Cook for $145.00. Motion carried.
Motion and a second to pay all current Town bills. Motion carried.

Meeting Minutes July 30, 1992
JULY 30, 1992
On Thursday July 30, 1992 at 10:00 A.M the Town of Washburn Town Board met at the Bayfield County Highway Garage with Larry Young highway commissioner, two D.O.T. reps, Ashland Construction rep, and Lunda Construction rep to review start up plans for Sioux River Bridge project. Construction will start August 10, 1992 and be done in river bed by September 15, 1992 and project complete by October 15, 1992. Meeting adjourned at 10:30 P.M.

Meeting Minutes July 9, 1992
JULY 9. 1992
Regular meeting called to order at 7:00 P.M. Present Pohlman, Tetzner, Haugen, Retzloff, and Chapman.
Minutes of June 4, 1992 were read and copies given to Board Motion members. Motion by Haugen and a second by Retzloff to accept. Motion carried.
Motion by Retzloff and a second by Haugen to withhold personal property taxes due from Alonzo Harvey from his next pay check. Motion carried.
Reviewed treating contaminated soil from replacing fuel tanks. Possibly in near future.
Received gravel bids per yard from: Bob Olson & Co. $10.25, Trusty Trucking $9.38, Ashland Construction $9.15. Motion by Haugen and a second by Retzloff to accept Ashland Construction bid of $9.15. Motion carried.
Reviewed Sioux River Bridge project on Church Corner Road. Possible starting date August 1st.
Motion by Retzloff and a second by Haugen to purchase one tanker of black top patch material. Motion carried.
Opened Town Hall painting bids. Received only one bid from Hurrell Painting of Washburn. Will hold bids until we get references.
Motion by Retzloff to adopt All Terrain Vehicle Ordinance #1992-03. Motion carried. Copy on file.
Motion by Retzloff and a second by Haugen to purchase one handicap parking sign. Motion carried.

Meeting Minutes BOR June 8, 1992
JUNE 8, 1992
Board of Review was called to order at 5:00 P.M. Present Pohlman, Haugen, Retzloff, Tetzner, and Ed Pajala, who had been appointed to fill in if Timm Retzloff could not be present.
Motion by Retzloff and a second by Haugen that Bill Pohlman be Chairman. Motion carried.
Motion by Retzloff and a second by Pohlman that Shirley Haugen be Secretary. Motion carried.
The Board examined the roll and noted the affidavit had been filled out and signed. Motion by Retzloff and a second by Pohlman to accept the 1992 assessment roll. Motion carried.
No one appeared with objections and the Board of Review adjourned at 9:00 P.M.
