Meeting Minutes December 7, 1989
DECEMBER 7, 1989
Meeting called to order at 7:00 P.M. Present: Bade, Tetzner, Chapman, Retzloff and Haugen. Also Ed Pajala.
A letter to Mayor Burke and City Council Members signed by Washburn Town Board concerning the landfill closure on file.
Received letter from Bruce Swanson of DNR, copy on file, concerning rerouting Sioux River at bridge site.
Dan Peterson of D.O.T. appeared concerning Sioux River. Also Fed Janz, Chairman of Town of Barksdale and Dick Steel. Purpose, to help Town Board select engineering firm for Sioux River Bridge.
Motion by Haugen 2nd by Retzloff that the Town Board acts as a committee to rank engineering firm for Sioux River Bridge project. Motion carried. Motion by Haugen 2nd by Retzloff to rank ayres #1 – Cooper #2 and Level One #3 Project 8359-02-00. Motion carried.
Received timber cruise surveys from Bill Volorka (DNR) on all town “40’s”.
Received lease expiration notice on welding tanks.
Motion and 2nd to pay all current town bills.

Meeting Minutes November 29, 1989
NOVEMBER 29, 1989
Special meeting called to order at 7:30 P.M. Present: Bade, Chapman, Haugen, Tetzner and Retzloff. Also Jim Hedricks of Ison Equipment. Alonzo Harvey and Leland Harvey.
Jim Hedricks presented papers for a lease purchase agreement for the new 544E John Deere Loader. We need all Risk Insurance on loader. All papers were approved and signed.
Reviewed request from Niles Eibertson to turn over Forest Road #429 for a snowmobile trail. Opinion was, it is not in the best interests of town at present time.
Presented rewritten personal policy with a few changes. Increased sick leave to 85 days, care of town equipment and Simplified Employee Pension Plan (SEP). Moved by Haugen 2nd by Retzloff to approve rewritten personal policy. Motion carried.
Bob Ferrara of Prudential Insurance Company reviewed the (SEP) Plan just adopted.
Received resolution on landfill closure and placed on file.
Discussed taking clay for landfill from DNR land north of town “40”. Decided not in best interest of town.
Reviewed Sioux River Brige Engineering Firms.

Meeting Minutes November 14, 1989
SPECIAL MEETING
NOVEMBER 14, 1989
Special meeting called to order at 7:00 P.M.
First order of business: Purchase of a new loader to replace our 20 year old John Deere Loader. Town Board 1s recommending a lease purchase of a new John Deere 544E with wing at a cost of $69,000 with trade at 8% interest with a yearly payment of about $17,000 for 5 years.
Motion by Jim Miller 2nd by Charlotte Mihalik to go with the Ison Equipment lease purchase plan for a new John Deere 544E loader with wing. Discussion. Motion carried.
Second item: Sioux River Bridge on Church Corner Road which is now limited to a 10 ton load and is in need of replacement possibly in the year 1991 for construction. Motion by Ed Pajala 2nd by Bill Mihalik to proceed with Sioux River Bridge project. Motion carried.
Third item: Landfill closure which is being mandated on non-engineered landfills. Town’s of Bayview, Washburn, Barksdale, Pilsen and Eileen people will go to collection point at Barksdale Town Hall. Town of Washburn’s initial cost, based on equalized value, will be $5, 200. Future costs will be user fees. Motion by Jim Miller 2nd by Charlotte Mihalik to go with this proposal of Bay Area Solid Waste District. Motion carried.
Costs of landfill closure are estimated at $389,000. Clay for cap to come from our “40” across from town hall. Borrow pit to be made into a pond. Possibly at same cost as reseeding.
Motion by Glen Cook 2nd by Jim Miller to proceed with landfill closing as presented as fast as possible. Motion carried.
Moved by Pajala 2nd by Miller to adjourn. Motion carried.

NOVEMBER 9, 1989
Budget hearing called to order at 7:30 P.M. Present: Bud and Leland Harvey, Jim Hedricks, Bade, Tetzner, Haugen, Retzloff , Chapman, Ed and Bea Pajala.
Discussed three major items: Sioux River Bridge, Loader and landfill as major cost items. Also a well on property was discussed. Highway $138,550 General $27, 000. Motion by Haugen to adopt 2nd by Retzloff.
Trust fund loan to be paid out of surplus funds. Motlon carried unaniomously Budget meeting adjourned.
Regular meeting called to order at 9:00 P.M. Present: Bade, Haugen, Retzloff and Chapman. Also Bud Harvey, Leland Harvey, Ed and Bea Pajala, Bill Michalik and Jim Hedricks of Ison Equipment. Jim gave his sales pitch on a John Deere 544E Loader and quoted a price of $69,000 trade with wing. Decided to recommend a lease purchase at the special meeting November 14th to eliminate the bidding procedure as we have recent bids from town of Bayfield.
Disoussed changes in personal policy. Progress on Sioux River Bridge. Maintenance records on town equipment.
Increased constable rate to $6.00 per hour.
Motion by Retzloff 2nd by Haugen to adopt resolution concerning the town board of Town of Washburn authorizing Landfill Committee to act as agent to close the landfill. Copy on file. Motion carried.

Meeting Minutes October 5, 1989
OCTOBER 5, 1989
Meeting called to order at 7:30 P.M. Present: Bade, Haugen, Chapman and Tetzner. Absent Retzloff.
Minutes of September 7, 1989 were read. There being no additions or corrections it was moved by Bade 2nd by Haugen to accept. Motion carried.
Robert Ferrara of Prudential Insurance Company presented a retirement plan for town employees. Employees Will receive 6% of their wages paid by the town into a IRA type of retirement plan (Simplified Employee Pension Plan). Also the two regular employees will receive .45 per hour increase. Both plans retroactive from April 6, 1989. Motion by Bade 2nd by Haugen accept above agreement. Motion carried.
Presented a Vehicle Preventative Maintenance check to be filled out by town employees on a regular basis.
Motion by Bade 2nd by Haugen to increase sick leave days to accumulation of 85 days. Motion carried.
Received letter, copy on file, concerning landfill closure dated September 26, 1989. Estimated closure cost to the town of about $42,821 total cost $389,283. Bayview cost $46,713.99.
Contact Bill Volavka for timber cruise on town lands.
Sioux River Bridge status. Motion by Haugen 2nd by Bade to contact Dan Peterson of Wisconsin D.O.T. to begin preliminary plans for Sioux River Bridge. Motion carried.
Order shop vac. Check insurance for tax collection in Treasurer’s home.
Discussed Bob Adams ordinance. After discussing it with County Sheriff it is not feasible at this time.

Meeting called to order at 7:35 P.M. Present: Bade, Haugen, Tetzner, Chapman and Retzloff. Also Bob Admas and Lyle Swanson of Mckenzie Supply.
Minutes of August 3, 1989 were read. There being no additions or corrections it was moved by Haugen 2nd by Bade to accept. Motion carried.
Bade, Retzloff and Haugen attended a solid waste meeting on September 4th. Last dumping April 1, 1990. Was set to be completed, closed and covered by June 30, 1990.
Lyle Swanson of McKenzie Supply quoted a price of $1,850 for a sander and $4,065 for a one way McKenzie plow. Mot1on by Retzloff 2nd by Haugen to purchase. Motion carried.
Discussed bridge on Church Corner Road.
Discussed personal policy changes concerning wages and retirement deductions.
Motion and 2nd to pay all current town bills.

AUGUST 3, 1989
Meeting called to order at 7:30 P.M. Present: Bade, Retzloff, Haugen, Tetzner and Chapman.
Minutes of July 6, 1989 were read. Motion by Haugen 2nd by Bade to accept with Bob Olson addition. Motion carried.
Accepted Treasurer’s report with balances in both accounts.
Discussed landfill closing. Discussed ordinance presented by Bob Adams concerning dumping garbage in undesignated areas.
Received ordinance and placed on file for further study.
Discussed equipment radio frequency change.
Discussed bridge on Church Corner Road and possibility of getting started on it.
Discussed equipment needs, truck plow and sander.
Shirley Haugen reported on State Retirement Fund information.
Motion and 2nd to pay all current town bills.

JULY 6, 1989
Meeting called to order at 7:30 P.M. Present: Bade, Haugen, Tetzner and Chapman. Also Alonzo Harvey, Nancy Franz and Joyce Zifko. Absent Retzloff.
Minutes of June 8, 1989 were read There being or corrections it was moved by Haugen 2nd by Bade to accept. Motion carried
Discussed special meeting held June 29th to discuss employee wage increases and meet with Insurance Agent. Will hold off on decision until we receive further information.
Discussed landfill and solid waste disposal progress.
Discussed equipment radio frequency change.
Discussed fire at landfill Saturday, June 17th.
Motion by Bade 2nd by Haugen to adopt landfill resolution concerning capping portion of landfill no longer being used. Motion carried
Motion and 2nd to pay all current town bills.

Bob Olson agreed to purchase rock for $6.00 per yard and have it hauled by July 31st.

JUNE 8, 1989
Meeting called to order at 7:30 P.M. Present: Bade, Haugen, Retzloff, Chapman and Tetzner. Also Alonzo Harvey, Leland Harvey and Bob Adams.
Minutes of May 4, 1989 were read. There being no additions or corrections it was moved by Haugen 2nd by Retzloff to accept. Motion carried.
Discussed beaver nuisance by Long Lake.
Chairman Bade signed holding tank agreements for Donald Westling and Allen Westling.
Discussed fire call to Ken Eklund farm. The town denied payment to Ashland Fire Department and contacted Ken Ekelund to this effect.
Decided to sell rock to Bob Olson Construction for $6.00 per yard from Maple Hill Drive.
Motion by Retzloff 2nd by Haugen to get a tanker of oil for patch blacktop. Motion carried.
Discussed landfill recycling and flyer sent out.
Discussed salary increases for town employees. Talked about three options, straight wage increase .90, wage increase .65 and $600 year plus retirement fund or health insurance plan $165 per month. Employees will wait till July meeting to make decision.
Signed ambulance contract with City of Washburn.
Discussed bonding and will bring up at July meeting.

Board of Review
Board of Review for Town of Washburn was held May 18, 1989 from 5:30 P.M. to 9:30 P.M. Present: Tetzner, Bade, Haugen and Retzloff.
James Strom appeared concerning the NE NE Sec 19-49-5. He showed arial photo showing “40” not to be on town road as shown in Plat Book. He requested value reduced to reflect this. Reduction to $7,800 from $9,200 was granted.
No one else appeared. Adjournment was at 9:30 P.M.
