Special Meeting

Meeting called to order at 8:20 p.m. by Chairman Schwenzfeier who explained the purpose of the meeting. Heard reports by Leland Harvey, Robert Grupstra and Don Haugen, who had seen both machines. Questions by Harry Kluge, Bill Bromberg and Ed Pajala. Price difference –  Fuel Consumption – Visability. Bids from Bruce Hokanson for used machines were discussed. Ed Pajala didn’t wat to eliminate any other graders until they’d been looked at. Bill Bromberg agreed. Discussed tubeless tires vs tube tires. Discussed electric switches on John Deere.  Manual levers on Cat. Motion by Albert Zifko to vote on whether or not to buy a new grader and was second by Joan Cook. Motion and second to vote by ballot. Appointed Glen Cook and Art Nelson as ballot clerks. Yes – 27   No – 6. Motion by Charlotte Michalik to let town board decide. No second. Bill Bromberg made motion and second by Ed Pajala to have committee to look at other machines with town board and have adjourned meeting to June 2, 1977 at 8:00 p.m. Motion carried. Motion by Glen Cook and second by Harry Kluge to have CB radio system in equipment as part of grader deal. Motion carried. Motion and second to adjourn.

Clarence Austin with Harry Lowe appeared before board concerning towns in Bayfield County roadside seeding thru Bayfield County Soil and Water Conservation Dept. Materials and machinery furnished by Bayfield County Soil and Water Conservation Dept. and labor furnished by town.

Motion and second to accept agreement as written.

Motion and second that Calvin Schwenzfeier run show.

Meeting Minutes May 5, 1977

May 5, 1977

Meeting was called to order at 7:15 p.m. with Schwenzfeier, Michalik, Flonnes and Tetzner present. Harvey Rowe was also present. Minutes of April 12, 1977 were read and there being no additions or corrections were accepted as read.

Harvey Rowe discussed assessing for coming year. Recommended some increases.

Received bids from Ashland Construction for $5.23 per yard and from Roffers for $5.29 per yard for crushed gravel delivered. Motion and second to accept low bid.

Motion and second to deny request of Ray Duncan of Northland College to grant a beer license for a party at Long Lake on May 14, 1977.

Discussed motor grader bids. Decided to not buy a used one.

Motion and second to have Special Town Meeting on May 19, 1977 at 8:00 p.m. to decide on grader.

Motion and second to pay all current town bills.

Motion and second to adjourn.

Meeting was called to order at 6:00 p.m. by Chairman Schwenzfeier with Michalik, Flonnes and Tetzner present. Leland Harvey, Bob Grupstra and Edward Pajala were also present. Purpose of meeting was to open grader bids.

Meeting Minutes April 20, 1977

April 20, 1977

Town Board of Town of Washburn met with sales representatives of motor grader companies for informational purposes in order to get specifications to let bids. Schwenzfeier, Flonnes, Michalik, Tetzner and Leland Harvey were present for the town.

Motor grader Sales Representatives were:

Jack Reardon- Gallion
Jim Stephenson- John Deere
Steve Huff- Austin Western
Irv Michaud- Wabco

Motion and second to have clerk write up bid papers as specified and mail to seven known motor grader companies.

Motion and second to have a special meeting Wed. May 4, 1977 at 6:00 p.m. to open bids.

Meeting Minutes April 12, 1977

April 12, 1977

Meeting called to order at 7:30 p.m. by Chairman Schwenzfeier with Tetzner, Michalik and Flonnes present. Leland Harvey and Alonzo Harvey were also present. Wes Westermann salesman for Nagle Hart, was present with quotations for new Caterpillar motor graders.

Motion and second to have Washburn State Bank as depository for town funds.

Motion and second to have Robert Norlin as legal council.

Motion and second to appoint 0scar Flonnes as Health Officer for next two years.

Motion and second to set truck rate at $13.00 per hour grader rate at $14.00 per hour and loader rate at $18.00 per hour.

Motion and second to pay 15¢ per mile for mileage and 20¢ per mile for pulling steamer.

Motion and second to charge $1.50 per yard for hauling sand or gravel plus gravel cost.

Motion and second to pay Leland Harvey, Foreman $4.55 per hour,  Alonzo Harvey, $3.85 per hour and to set labor rate at $3.25 per hour.

Motion and second to pay election officials $2.40 per hour.

Motion and second to raise accumulated sick leave to 60 days and Health Insurance $20.00 per man.

Motion and second to have special meeting for motor grader at 6:00 p.m. April 20, 1977.

Motion and second to pay all current town bills.

Annual Meeting Minutes April 9, 1977

ANNUAL MEETING
April 9, 1977

The meeting was called to order at 2:00 P.M. by chairman Calvin Schwenzfeier. Minutes of April 6, 1976 and April 24, 1976 were read. There being no additions or corrections, there was a motion by Harvey Rowe and a second by Bill Slicer they be accepted as read. Motion carried.

Discussed and explained the ¼ mill levy that was approved in 1976. Motion by Rowe and a second by Slicer to approve action taken by Town Board in not levying this tax. Motion carried.

Motion by Harvey Rowe and a second by Pajala that town levy  ¼ mill local tax in 1977 if town board decides its in best interests of town. Motion carried.

Audit report was partially read and discussed. Interest earnings, Green Thumb program in fixing up town hall, and personal property tax charged back were major items. Motion by Bromberg and a second by Harold Peterson that the board do everything in its power to rectify this personal property chargeback. Motion carried. Motion by Pajala and a second by second by D0rothy Slicer that town approve audit report. Motion carried.

Motion by Bill Bromberg and a second by Dorothy Slicer that Treasurer will not need to send receipts for checks received. Motion carried.

Dorothy Slicer suggested placing annual meeting date on town report.

Motion by Pajala and second by Bill Slicer that next annual meeting be held at 2:00 P.M. on first Saturday following election. Motion carried.

Blacktopping was discussed. Cold mix vs. Hot mix. County costs vs. private contractor costs. Decided that cold mix should be considered.

Motion by Ila Bromberg and a second by Pajala that town board look into purchasing a grader and using a trust fund loan at 5% and if feasible to call a special meeting. Motion carried.

Motion by Bill Bromberg and a second by Harvey Rowe to put another $5,000.00 in grader fund. Motion carried.

Motion by Dorothy Slicer and a second by Bill Slicer to put another $2,000.00 in Building fund. Motion carried.

Fire service with City of Washburn was discussed.

Salaries of Clerk, Assessor, and Treasurer were discussed. Motion by Bill Slicer and a second by Bill Bromberg to set Clerk’s salary at $1500.00, Assessor at $1350.00, and Treasurer at $1,000.00. Motion carried.

Motion by Ila Bromberg and a second by Dorothy Slicer to pass resolution (on file) allowing clerk and assessor to be the same person with amendment motion by Bill Slicer and a second by Bill Bromberg leaving salary problems involved by a midterm termination be resolved by Town Board. Motion carried.

Dog leash law was discussed by Ila Bromberg. Motion by Ila Bromberg and second by Harold Peterson that the town approve a leash law to be enacted for the 1977 bear season. Motion carried.

Motion by Ed Pajala and a second by Bill Slicer to pay Constable hourly labor rate plus mileage.  Motion carried. Bill Bromberg offered to be deputy constable during bear season at no cost. Motion by Charlotte Michalik and a second by Verna Flonnes to accept this offer. Motion carried.

Meeting Minutes April 7, 1977

April 7, 1977

The meeting was called to order at 7:40 p.m. by Chairman Schwenzfeier with Tetzner, Michalik and Flonnes present. The minutes of March 3 1977 were read and there being no additions or corrections were accepted as read.

Motion made and second that the Town adopt a resolution against the City of Washburn opening a gravel or sand pit on their 40 owned in Town of Washburn NE – NW Sec. 34-49-5.

Motion made and second to grant Wayne Peterson permission to build on the West ½ of NW-NE Sec. 49-5W, Ronald Roy to build on the SE-SE Sec. 29-49-5W and Albert Zifko to build on the NE-NW Sec.  16-48-5W.

Motion and second to pay all current town bills.

Special meeting will be held on April 12, 1977.

Board Of Audit

Board met March 23rd, 1977 at 10:00 a.m. with Tetzner, Schwenzfeier, Flonnes, Michalik and Clara Nelson present. Purpose to audit Town Books and prepare annual report.

We the undersigned, Town Board of Audit, of the Town of Washburn have this day audited the Town Clerk’s and the Town Treasurer’s books and accounts and find them to correspond with the bank balance of 3-23-’77.

Meeting Minutes March 3, 1977

March 3, 1977

The meeting was called to order at 7:45 p.m. by Chairman Schwenzfeier with Flonnes, Michalik and Tetzner present. Leland Harvey was also present. The minutes of Feb. 3, 1977 were read and there being no additions or corrections were accepted as read.

Motion and second to place on file letter from Richard M. Mihalek requesting culvert and permit to build a residence on SW ¼ of the NE ¼ Sec. 21-49N-5W. Motion and second to grant permit.

Motion and second to have Board of Audit on March 23rd at 10:00 a.m.

Motion and second to pay all current town bills.

The proposed Bayfield County Zoning Ordinance was discussed.

Mrs. Hokanson’s request to do something about Teschner’s junk yard. This was discussed, but no action was taken.

Old snowplow and gravel bills were discussed.

Motion and second to post three notices of Local Election in lieu of publication.

Town of Washburn Caucus February 12 ,1977

February 12, 1977
CAUCUS

Caucus was called to order at 2:00 P.M. by chairman Calvin Schwenzfeier. Motion was made and seconded that a temporary chairman and clerk be appointed. Motion carried. Ed Pajala was appointed chairman and Anselle Hokanson was appointed clerk.

Motion was made and seconded to nominate and elect by voice vote. Motion carried.

Calvin Schwenzfeier was nominated as chairman. There being no further nominations, it was moved and seconded that Calvin Schwenzfeier’s name be placed on ballot. Motion carried.

Oscar Flonnes, James Michalik, Albert Zifko, and Anselle Hokanson were nominated for Supervisor. Albert Zifko and Anselle Hokanson withdrew. There being no further nominations, it was moved and seconded that Oscar Flonnes and James Michalik be placed on ballot.  Motion carried.

Philip Tetzner was nominated for Clerk. There being no further nominations it was moved and seconded that Philip Tetzner’s name be placed on ballot. Motion carried.

Clara Nelson was nominated for Treasurer. There being no further nominations, it was moved and seconded that Clara Nelson’s name be placed on ballot. Motion carried.

Discussion on whether Assessor’s and Clerk’s office can be combined and who has authority to appoint Assessor. Two qualified men, Philip Tetzner and Harvey Rowe have been certified. Harvey Rowe not certain he can complete office term. Harvey Rowe asked if Town Board could authorize extra help for assessor.

Harvey Rowe was nominated for Assessor. There being no further nominations, it was moved and seconded that Harvey Rowe’s name be placed on ballot. Motion carried.

Larry Badura and Robert Grupstra were nominated for Constable. There being no further nominations, it was moved and seconded that their name’s be placed on ballot. Motion carried.

Motion made and seconded to adjourn. Motion carried.
