Adjourned Board of Review meeting called to order at 7:00 P.M. Present were, Tetzner, Pajala, Olson, and Casey. Joe Scholl Jr. and Shirley Haugen representing her father, Joe Scholl Sr., appeared and looked at the books. No problems. Adjourned at 9:20 P.M.

Meeting called to order at 8:30 P.M. by chairman Pajala. Members present were, Olson, Casey, and Tetzner. Motion and a second to dispense with minutes. Motion by Darrel Olson and a second by Jeff Casey that Westling Dam and McKinley School or Town Hall be approved as historical sites. This decision made after public hearing with no objections. All comments were favorable. Also present for town meeting were, Lester Westling, Shirley Haugen, and Bob Adams.
Gravel bids received: 1. Ashland Construction $7.09 per yard. 2. South Shore Sand & Gravel $6.94 per yard. 3. T & J Trucking $7.14 per yard.
Motion and a second to accept Ashland Construction’s bid which is not the lowest bid. Reasons: their bid lists all specifications as advertised and that their drivers know our roads, which saves town labor which could amount to more than the price per yard lower bid.
Motion and a second to pay Ashland Construction balance on Sioux River Fill on Wannebo Road.
Discussed top soil on this fill. Decided to get a few loads from John Anderson if he would sell.
Discussed patch blacktop from Bayfield County or Roffers. Decided to get from Bayfield County as price was cheaper.
Discussed paying Leland Harvey emergency leave pay for sick leave other than himself.
Discussed road binder (Paper mill waste). Motion and a second to try one load and if o.k. use two more, for a total of three. First load on south mile of McKinley Road. Price about $175.00 per load.
Discussed lawsuit against town.

Met with Barksdale Town Board to discuss lawsuit over accident at Bjork and Engoe Roads. Present were, Fred Janz, Richard Galligan, and Ann Schramke of Barksdale, and Edward Pajala, Darrel Olson and Philip Tetzner of Washburn.
Consensus was not to pay anything if possible.

BOARD OF REVIEW
Meeting was from 10:00 A.M. to 4:00 P.M. Members of Board of Review present were, Edward Pajala, Robert Grupstra, Susan Jacobson, and Philip Tetzner. Visitors were, Shirley Haugen, Tom Lindsey representing Silver Birch Broadcasting. Questions were answered satisfactorily.

Meeting called to order at 7:30 P.M. by chairman Edward Pajala. Present were, Casey, Olson, Tetzner, Jacobson, Leland Harvey, Alonzo Harvey, Lester Westling and Bob Adams. Minutes of April 7, 1983 and April 23, 1983 were read. There being no additions or corrections there was a motion and a second that they be accepted as read. Pajala read the minutes of the first Landmark Commission meeting. Lester Westling commented on his petition and read a letter he’d received from Dan Theno concerning Four-Mile Creek Dam. Motion and second that the Town Board will introduce the petitions at the Dam Hearing. Bob Adams discussed hearing date for Landmark Commission. Motion and a second that Town Board meet after Landmark Commission hearing to be held on May 16, 1983 at 7:00 P.M. Motion and a second that Cheryl Tetzner have one year term, Shirley Haugen two year term, and Bob Adams three year term on Landmark Commission, with Nels Gigstad to have a two year term as alternate member.
Motion and second that Robert Grupstra and Susan Jacobson be on Board of Review.
Discussed gravel from different sources and where needed in town. Gravel to be let on bids.
Presented C-Side Liquor and Beer License application.
Discussed repair on truck. Discussed Paper mill waste from Flambeau Paper Mill for putting on town roads.
Discussed lawsuit against the town. Bjork and Engoe Road.
Discussed survey taken of 11 towns concerning wages and salaries paid. Decided to postpone decision for further study.
Bob Adams discussed Land Fill and Forest Service roads with power company sludge. The dumping of any waste material on town roads is prohibited without Town Board approval.
Bids on Sioux River scrap culvert. 1. Emmer Shields Jr. – $127.00 2. Philip Tetzner – $137.50 3. George Maloof $26.00. Motion and a second to accept bid of $137.50 from Phillp Tetzner.
Motion and a second to pay all current town bills.

LANDMARK COMMISSION MEMBER MEETING
Special meeting called to order at 9:00 A.M. by chairman Pajala. Present were, Olson, Casey, Tetzner, Leland Harvey, and Lester Westling. People contacted to serve were, Shirley Haugen, Harvey Row, Nels Gigstad, Frank Myott, Joan Cook, Bob Adams, Cheryl Tetzner, Diane Tetzner, Steve Bade, Harold Peterson, Oscar Arnson, Art Nelson, Anselle Hokanson, Larry Badura, and Robert Grupstra. Underlined agreed to serve if asked. Chairman Pajala appointed Robert Adams, Shirley Haugen, and Cheryl Tetzner.
Motion made by Casey and a second by Olson to approve these three as members of Landmark Commission with Nels Gigstad as alternate.
Discussed lawsuit against the town about accident at Bjork Road and Engoe Road.
Motion by Casey and a second by Olson that Edward Pajala be on Landfill Committee.

Annual Meeting Minutes April 12, 1983

ANNUAL MEETING
Meeting called to order at 7:00 P.M. Motion by Anselle Hokanson and a second by Bob Short to appoint Ed Pajala as chairman, as Wilner Ekholm was not present. Motion carried. Ed Pajala gave agenda for meeting. Minutes of April 1982 were read. There being no additions or corrections a motion by Short and a second by John Anderson they be accepted as read was made. Motion carried.
Audit report was given by Phillp Tetzner. Motion by Ila Bromberg and a second by Harvey Rowe that audit report be accepted. Motion carried.
Ed Pajala discussed Historical Landmarks ordinance. Ila Bromberg and Lester Westling also commented on this and other historical sites located in the town. Military Road, Town Hall and Church Corner were places mentioned.
Motion by Badura and a second by Ila Bromberg to adopt as written. Yes – 31. No – 6. Motion carried.
Resolution concerning Westling Dam was read. Motion by Anselle Hokanson and a second by Shirley Haugen to adopt as written. Lester Westling gave presentation. Yes – 38, No – 0. Motion carried.
Resolution concerning Nuculear Freeze was read. Motion by Joshua Mark and a second by Edna Grupstra to adopt as written. Joshua Mark gave presentation. Yes 37, No 2. Motion carried.
Discussed placing more money in special fund for machinery.
Discussed car accident at Engoe and Bjork Road resulting in a law suit against town.
Discussed Landfill. Motion by Dick Rice and a second by Eunice Schwenzfeier if a landfill problem comes up, a special meeting of the towns people be called. Motion carried.
Motion by Bob Adams and a second by Frank Myott to adjourn and that the next annual meeting be held on the first Tuesday following election at 7:00 P.M.

Meeting called to order at 7:30 P.M. by chairman Pajala. Minutes of March 3, 1983 and March 29, 1983 were read. There being no additions or corrections, there was a motion and a second that they be accepted as read. Lester Westling appeared with plans for fish migration over his dam on Four-Mile Creek and if he could present it at the annual meeting. Pajala, Casey, Olson, Tetzner, and Jacobson present. Leland Harvey and David Day also present. David Day presented a bill for snowmobile signs. Motion by Olson and a second by Casey to pay, but we want a formal bill. Discussed finishing Sioux River culvert replacement on Long Lake Road. Motion and a second to put ad in Press for three days for sale of scrap culvert. Discussed resolutions to be presented at the annual meeting. Discussed landfill agreement with City of Washburn. Discussed Insurance coverage with Laub Group of Wausau. Motion and a second to accept this insurance policy as written and cancel existing policies. Motion and a second to pay all current town bills. Motion and a second to adjourn.

Special meeting called to order at 7:00 P.M. to meet with Jim Garrity of Wausau Laub Insurance Group. He didn’t show up. Present were Ekholm, Casey, Jacobson, and Tetzner. Ed Pajala appeared with two resolutions to be presented at the annual meeting. One concerning Westling Dam on Four-Mile Creek and the other that the Town of Washburn be declared a Nuclear-Free Zone. Meeting adjourned at 8:30 P.M.

Meeting called to order at 6:45 P.M. by chairman Ekholm with Tetzner, Casey, Jacobson present. Minutes of February 10, 1983 were read and approved as read. Larry Badura and Leland Harvey were also present. Discussed proposed new snowmobile ordinance. Motion and a second to adopt. Copy on file.
