Meeting Minutes – Feb. 2023

February 14, 2023

Regular Board Meeting called to order at 7:00 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Jim Park, Scottie Sandstrom, Lynn Adams, Tom Wojciechowski, Kim Bro, Kathleen Russell, Wendy Stein, John Hartzell, Ruth Hartzell, and Bill Bailey.

Meeting notices were posted in the two public places, website, and published in the Daily Press.

A motion by Scottie Sandstrom and a second by Jim Park to approve the agenda. Motion carried. All Ayes.

Meeting minutes from the January 10, 2022, were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.

Kerry Tetzner gave Clerk report. The 2001 Plow Truck was picked up but the Title was still here. On Insurance for the Town, to raise the coverage on the buildings from $886,000.00 to $1,335,000.00, for $1000.00 more in premium cost. A motion by Scottie Sandstrom and a second Jim Park to approve the minutes. Motion carried. All Ayes.

Lynn Adams gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Web site work is in progress. Property Taxes bills are finished. Motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.

There was no Road Superintendent report.

Sandy Raspotnik talked about meetings through Wisconsin Towns Association coming up. Scottie Sandstrom will attend the District meeting on March 31, 2023, Jim Park will do the virtual meeting for Board of Review training on May 1, 2023, and Sandy Raspotnik will attend the Towns Officials Workshop on May 8, 2023. The Clerk asked about the accident with the 2022 Plow Truck in the parking lot of the Town Hall. A motion by Jim Park and seconded by Scottie Sandstrom to approve report. Motion carried. All Ayes.

Kim Bro talked about the Comprehensive Plan being worked on at the County.

Bill Baily gave a presentation on Solar Panels for the Town. The total cost of the project would be around $27,000.00. There would be a 30% discount from the IRS Direct Pay Guidelines. There could be a 10% discount for being Rural.

A motion by Scottie Sandstrom and a second by Jim Park to open the floor for discussion on the Solar Panel Project. Motion carried. All Ayes.

A motion by Scottie Sandstrom and seconded by Jim Park to put out bids proposals for the Solar Panel project. Motion carried. All Ayes.

A motion by Jim Park and a second by Scottie Sandstrom to purchase a pump for DEF barrel for $250.00. Motion carried. All Ayes.

A motion by Sandy Raspotnik and seconded by Jim Park to purchase another voting machine for up to $4,500.00. Motion carried. All Ayes.

A motion by Sandy Raspotnik and a second by Jim Park to accept the resignation of Michelle McCumber as Technology Specialist. Motion carried. All Ayes.

The Town will put out an ad for a Technology Specialist.

The snow plowing policy is a work in progress.

The newsletter will be sent out the end of March.

Supervisor Scottie Sandstrom reported that Request for Proposals (RFP’s) for Design Engineers for the 2- mile Wannebo Road re-pavement project from Chequamegon Heights Road to Ondossagon Road has been sent out. This is mandated as part of the Federal BIL Grant that was awarded to the Town last fall. These proposals are due back by February 21st, 2023 and then they will be evaluated and the firm chosen as top ranked will be presented to the Board for approval.

A motion by Scottie Sandstrom and a second Jim Park to approve the Open Records Policy. (see attachment). Motion carried. All ayes.

The Job Performance Review is a work in progress.

A motion by Scottie Sandstrom and a second by Jim Park to approve payment of all current bills. Motion carried. All Ayes.
