Town of Washburn Caucus January 26, 1991
TOWN OF WASHBURN – CAUCUS
JANUARY 26, 1991
Caucus meeting called to order at 2:00 P.M. by Timm Retzloff. He stated purpose of meeting and proceedings. There was a motion and a second that Bill Slicer be Caucus Chairman. Motion carried. There was a motion and a second that Jackie Tetzner be Caucus Clerk. Motion carried. Tellers appointed were Fay Slusser and Dick Mihalek.
Wilmer Pohlman was nominated for Chairman. There was a second. Wilner Ekholm was nominated for Chairman. There was a second. Chairman Slicer called three times for further nominations. There being none, there was a motion and a second that nominations be closed and these two names be placed on ballot for chairman. Motion carried.
Vaughn Spurlock was nominated for Supervisor. There was a second. Timn Retzloff was nominated for Supervisor. There was a second. Shirley Haugen was noninated for Supervisor. There was a second. John Iverson was nominated for Supervisor. There was a second. Mickey Zifko was nominated for Supervisor. There was a second. Jim Miller was nominated for Supervisor. There was a second. Chairman Slicer called three times for further nominations. There being none, there was a motion and a second that nominations be closed and a vote by ballot taken to decide four names to be placed on ballot. Motion carried.

There was a motion and a second that the top four names be placed on ballot for Supervisor. Motion carried.
Philip Tetzner was nominated for Clerk. There was a second. Shirley Haugen and Ed Pajala were nominated, but withdrew their names. There were no seconds. Chairman Slicer called three times for further nominations. There being none, it was moved and seconded that Philip Tetzner’s name be placed on the ballot for Clerk. Motion carried.
Donna Chapman was nominated for Treasurer. There was a second. Chairman Slicer called three times for further nominations. There being none, it was moved and seconded that Donna Chapman’ s name be placed on ballot for Treasurer. Motion carried.
Philip Tetzner was nominated for Assessor. There was a second. Chairman Slicer called three times for further nominations. There being none, it was moved and seconded that Philip Tetzner’s name be placed on ballot for Assessor. Motion carried.

Meeting Minutes January 10, 1991
JANUARY 10, 1991
Meeting called to order by Timm Retzloff at 7:30 P.M. Written minutes of December 6, 1990 were given to board members and read by Clerk. Motion and second to accept. Motion carried.
Present Tetzner, Haugen, Retzloff, Chapman, Steve Bade, John Iverson, and Ed Pajala.
Minutes of November 30, 1990 emergency meeting were read. Motion and a second to accept. Motion carried.
Donna Chapman reported on unpaid bills and unpaid personal property tax. Discussed change in unpaid personal property tax and how to collect it.
Steve Bade presented bill from William Bussey. Also a request from the U.S. Forest Service to close about 1/4 mile of Forest Road FR697 for normal traffic and use it as snowmobile trail.
Motion by Haugen and a second by Retzloff that we w1ll not plow the road unless requested to do so. Second 1/4 mile of FR697 from North.
Discussed commercial driver licenses for town employees.
Discussion of Chairman vacancy.
Motion by Haugen that Timm Retzloff be appointed to f1ll out unexpired term of Chairman. Seconded by Phil Tetzner. Motion carrled. Timm Retzloff abstained from voting.
Discussed testing and sticking (measuring) of underground fuel storage tanks.
Discussed Jayen bill. Will wait to hear from them.
Decided to not appoint anyone to fill supervisor vacancy.
Motion and second to pay all current town bills.
We were visited by three students from Bayfield High School civics class. Clair Coleman, Jeff Goskl, and Donald Benton. It was part of their homework.

DECEMBER 18, 1990
Special Town Meeting called to order at 7:35 P.M. by Chairman Bade. Chairman Bade reviewed events leading up to this meeting concerning Clerk/Assessor position in Town of Washburn. He then read a letter from H.G. Nordling Bayfield County District Attorney who stated the present situation in Town of Washburn is legal. Copy on file.
Motion by Sybil Zifko and a second by Jim Miller to leave Clerk/Assessor position resolution as is. Motion carried unanimously.
Announced Caucus date of January 26 1991 at 2:00 P.M.
Meeting adjourned at 7:55 P.M.

Meeting Minutes December 6, 1990
DECEMBER 6, 1990
Budget hearing called to order at 7:00 P.M. Present Bade Retzloff Haugen Tetzner and Chapman. Also Jim and Charlotte Michalik and Leland Harvey. Changed Ambulance and Fire Contract amounts by $3350.00 because of City of Washburn increases. Budget hearing adjourned.
Special Town meeting called to order at 7:35 P.M. Highway expenditures are $158 880.00. Motion by Jim Michalik and a second by Charlotte Michalik to approve budget of $158 880.00. Motion carried. Motion to adjourn special meeting. Motion carried.
Regular Town board meeting called to order at 7:40 P.M. Minutes of November 7, 1990 were read and written copies given to Board Members. Motion by Haugen and a second by Retzloff to accept as read. Motion carried.
Roll call; Bade Haugen Retzloff Tetzner and Chapman present. Discussed unpaid snowplow bills.
Chairman Bade discussed Clerk/Assessor situation and explained it to date to people Present. He read letter from Bill Bussey to Grif Nordling, District Attorney.
Motion by Retzloff and a second by Haugen to pass bonding resolution for the Town Treasurer for Bayfield County. Motion carried.
Motion by Retzloff and a second by Haugen to recommend to Bayfield County Zoning committee that Derek Brevak be issued a permit to build on NW¼ of NE¼ Sec 28 49 5. Motion carried.
Will send letter to Washburn recreation department and Washburn Library stating Town of Washburn will donate $250.00 to each department.
Motion and a second to pay all current Town bills.
Motion by Retzloff and a second by Haugen that Saturday January 26 1991 at 2:00 P.M. at Town hall will be caucus. Motion carried.
Next Town Board meeting will be January 10 1991.
Steve Bade received thanks from board members for his service to the Town.

Meeting Minutes November 30, 1990
NOVEMBER 30, 1990
Special emergency meeting called to order at 7:35 P,M. Roll call Bade Retzloff Haugen and Tetzner. Emergency notices were posted in three places. Town Hall Dean’s corner and Tetzner’s Dairy at about 3:00 P.M. Agenda: To call for Special Town Meeting.
Motion by Retzloff and a second by Haugen to have Special Town meeting on tuesday December 18 1990 at 7:30 P.M. Agenda: Discussion and possible decision on Clerk/Assessor position in Town of Washburn.
Meeting adjourned at 8:00 P.M.

Meeting Minutes November 12, 1990
NOVEMBER 12. 1990 – Dog Damage Investigation
Town Board met at Town Hall at 6:00 P.M. Clerk swore in members. Went to Tom Coggers residence and viewed site damage, and pictures. Swore in Tom Cogger and Board asked pertinent questions. Went to Vaughn Spurlocks residence. Swore in Vaughn Spurlock. Board questioned him on his view of the matter. Returned to Town hall and filled out County Dog Damage claim filed by Tom Cogger. Meeting adjourned.

Meeting Minutes November 7, 1990
NOVEMBER 7. 1990
Regular Town Board meeting called to order at 7:30 P.M. by Chairman Bade. Bade asked Haugen to take minutes as Clerk would be 15 minutes late. Roll call Bade, Retzloff, Haugen, and Chapman present. Also present Bud Harvey, Verna & Jerry Flonnes, Bob Adams, and Ed Pajala.
Minutes of October 5 1990 were read and written copies given to Board members. Motion by Retzloff to accept with correction of Jayen bill. Seconded by Bade. Motion carried.
Treasurer stated delinquent personal property tax had been paid.
Philip Tetzner present at 7:45 P.M.
Discussed gates at pond. Will be installed in near future.
Discussed snowmobile bridge at Four Mile Creek. Letter written by Steve Bade to Duane Lahti DNR in regards to this bridge is on file.
Discussed offer to Verna Flonnes for one acre of land. She replied she is not interested in selling now or in near future. Copy on file.
Ayres did preliminary test holes at Sioux River Bridge site.
Mary Skerik reported to Steve Bade on Washburn library and Steve read letter.
Discussed dog damage at Tom Coggers. Reviewed Sheriff’s Department report and owners claim filed with County. Will have Special meeting Monday November 12 at 6:00 P.M. to investigate incident with Spurlocks and Cogger present.
Discussed repairing pivot pins on grader. Had bids from Ison – $938.79 and Dan’s Repair – $821.22. Will go with Ison as they can do it right now while Dan’s Repair can’t do it till January 1991.
Steve Bade read letter that he is resigning as Town Chairman as of January 1, 1991.
Steve Bade read letter from Edward A. Pajala dated November 5, 1990 concerning Clerk – Assessor position.. Mr. Pajala reviewed past notes and letters he had on this matter. Board will get all pertinent documents together and seek legal council on this.
Terry Sauve-Pearce Scott G. Sauve and James Ledin Jr. have applied for a servers license at C-Side Inn. Motion by Bade and a second by Haugen to grant these licenses. Motion carried.
Motion by Bade and a second by Retzloff to accept revised ambulance agreement with City of Washburn. Motion carried.
Reviewed budget figures for 1991.
Motion and a second to pay all current Town bills.

Meeting called to order at 7:30 P.M. Present Bade, Haugen, Retzloff, Tetzner and Chapman. Also Joe Scholl Jr., Jerry Flonnes and Mike Arnao.
Minutes of September 10, 1990 were read and written copies given to Board members. Motion by Haugen and a second by Retzloff to accept as read. Motion carried.
Discussed unpaid personal property tax of two property owners in Town. Owners will be contacted.
Discussed letter from Town of Bayview questioning cost of blacktop for landfill road repairs.
Received letter from Ken Ewer, requesting Town Board for approval to place a 16 x 80 trailer on his property. Approval was given and approval form was signed and sent to Bayfield County zoning office.
Reviewed with Joe Scholl Jr. and Mike Arnao of snowmobile club the permit to build bridge on Four Mile Creek for snowmobile trail received from DNR.
Received letter from Brenda and Vaughn Spurlock thanking Town Board for help in getting Bridge permit for snowmobile club.
Motion by Retzloff and a second by Haugen to send letter to Verna Flonnes asking for her consideration in selling one acre of land to the Town. Motion carried.
Motion by Haugen and second by Retzloff to proceed with the intent to build the snowmobile bridge on Four Mile Creek. Motion carried.
Discussed bill received from Jay En for installing radio antenna on loader that seemed to be out of line.
Reviewed preliminary budget figures.
Motion and a second to pay all current Town bills.

Meeting called to order at 7:30 P.M. Present Bade, Retzloff, Haugen, Tetzner, and Chapman. Also Ed Pajala, Bud Harvey, Leland Harvey, Bob Adams and Andrew Okey.
Minutes of August 9, 1990 were read and copies given to Board members. Motion by Haugen and a second by Retzloff to accept as read. Motion carried.
Discussed unpaid personal property tax.
The reason this meeting was postponed from September 6, 1990 was because of meeting notice not being posted on time.
Steve Bade signed holding tank permit for Kenneth Ewer.
Track bids were opened. $21.60 from Lee Harvey. Only bid so Leland gets the tracks.
Discussed road repairs on County G because of trucks hauling clay for landfill closure.
Discussed location of entrance to drainage pipe on pond.
Letter was received from Tom Simon of Rural Insurance, noting that the Town is covered by liability on pond.
Discussed letters received from Ayres Associates and placed on file. Concerning Sioux River Bridge.
Discussed treasurers file safe and her request to keep it in Town Hall. Board okayed request.
Received letter from Bayfield County Highway Department concerning being in compliance with road signs. Motion by Bade and a second by Haugen to go ahead with sign survey. Motion carried.
Received preliminary census for Town of Washburn as 490 people. Also single purpose road survey results. Placed on file.
Had preliminary discussion on budget.
Motion and a second to pay all current Town bills.

AUGUST 9, 1990
Meeting called to order at 7:30 P.M. Present Bade, Haugen, Retzloff, Chapman and Tetzner.
Minutes of July 5, 1990 were read and copies given to Board members. There being no additions or corrections, it was moved by Haugen and seconded by Retzloff to accept as read. Motion carried.
Bade read attorney Bussey ‘s letter concerning First American Bank Landfill closure loa
Motion by Haugen and a second by Retzloff to adopt resolution that Town Board levy a property tax to cover landfill closure loan. Motion carried.
Landfill meeting held August 8, 1990 that Town Board attended was not attended by Washburn mayor s0 no agreement was reached on future landfill costs. We will submit to ASCS application for payment of cost sharing on landfill reseeding.
Motion by Retzloff and a second by Haugen to withdraw drafted post landfill maintenance agreement given to landfill committee. Motion carried.
Paul Chalfant of Washburn Area Ambulance service appeared concerning defibrillation machine being purchased. He explained how system works. He asked Town Board to pass resolution recognizing need for this machine and to support the ambulance service purchase of this machine.
Timm Retzloff reported on Bay Area solid waste disposal compactor. Motion by Retzloff and a second by Haugen to use recycling money with other townships in a cooperative effort. Motion carried.
Steve Bade read letter from Ayres Associated concerning Sioux River Bridge Construction.
Motion by Bade and a second by Haugen to adopt resolution concerning purchase of defibrillation machine by Washburn Ambulance Service. Motion carried. Copy on file.
Motion by Retzloff and a second by Haugen that old garage door tracks be put on sale by sealed bid to highest bidder. Motion carried.
Eric Adams called about fire number.
Motion by Haugen and a second by Retzloff to have five election workers at September 11, 1990 Primary. Motion carried.
Motion by Retzloff and a second by Haugen to grant Mark Nelson a permit to build a cabin in the SE NE Sec. 34-49-5. Motion carried.
