Annual Meeting Minutes April 18, 2023

The Annual Meeting was called to order at 7:00 pm. by Chair Sandy Raspotnik, at the Washburn Town Hall. Meeting notices were properly posted in the two public places, Website, and published in the Daily Press.

Minutes from April 18, 2023 were read and written copies given to Board Members. A motion by Kathleen Russell and a second by Kim Bro to accept the minutes as presented. Motion carried. All Ayes.

Sandy Raspotnik spoke on the improvements to the Town Hall. The roof reshingled, painting done inside, new voting booths, floor sanded and varnished through the ARPA money received.

Jim Park talked about the technology for the Town. The equipment for zoom meetings, the OWL, internet service provided by Bayfield wireless. The knew fiber optic lines are being put in this summer by Norvado on the South side of the Town.

Scottie Sandstrom spoke on the update of roads. The South Maple Hill, west of Church Corner Road, Black topping and gravel put down on the road from the LRIP grant. FR 500, the rock, and gravel put on from a grant from the Forestry. The road is completed on South Maple Hill, east of Church Corner Road. He spoke on the BIL grant we received for the Wannebo Road from Ondossagon Road to Chequamegon Heights Road.

Kim Bro spoke on the Comprehensive Plan being updated for the Towns plan and the County’s plan. Still work in progress. He also talked about the Landfill needs.

A motion by Sandy Rasponik and a second by Scottie Sandstrom to have next year’s Annual Meeting on April 16, 2024. Motion carried. All Ayes.

Meeting Minutes April 11, 2023

Regular Board Meeting called to order at 7:00 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Jim Park, Scottie Sandstrom, Luke Mattson, Bill Bailey, Mike Harvey and Wendy Stein.

Meeting notices were posted in the two public places, website, and published in the Daily Press.

A motion by Scottie Sandstrom and a second by Jim Park to approve the agenda. Motion carried. All Ayes.

Meeting minutes from March 14, 2023 were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.

There was no Treasurer’s report.

Mike Harvey gave the crew report. A lot of snow is melting. Culverts are handling it. The front-end loader needs new tires for around $7000.00. This has been put on hold. Everything else is going well. Motion by Scottie Sandstrom and a second by Jim Park to approve report. Motion carried. All Ayes.

Sandy had a letter signed by Norvado in case the lines must be moved, Norvado will do so at no cost. The RAC grant has been submitted for FR 251 for seven miles of gravel and one mile of black top. Motion by Scottie Sandstrom and seconded by Jim Park to accept report. Motion carried. All Ayes.

A motion by Jim Park and a second by Scottie Sandstrom to reappoint Hallie Sandberg for three years on the Plan Commission. Motion carried. All Ayes.

Scottie reported on the BIL grant for Wannebo Road to have the three culverts taken off, two with sleeves and one replaced. The Town will be responsible for this.

Bill Bailey spoke on the solar panels. The total cost would be $21,324.00. There will be a grant from the state next April for $6,400.00 and possibly $2,500.00 from the County.

The Technology Specialist has been put on hold.

Sandy will write a dog license letter to the County for dogs that have not been registered.

Road inspection will be on May 22, 2023.

A motion by Scottie Sandstrom and a second by Sandy Raspotnik to pay all current bills.

Meeting Minutes March 14, 2023

March 14, 2023

Meeting minutes from the February 14 and February 28, 2023, were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.

Lynn Adams gave Treasurer Report. All books are balanced. The Clerks and Treasurer’s computers are mirrored. Web site work is in progress. Motion by Scottie Sandstrom and a second by Jim Park to accept report. Motion carried. All Ayes.

Mike Harvey gave the crew report. Snow plowing is going on. The Frontend Loader and Grader had break- downs and are now repaired. A motion by Scottie Sandstrom and a second by Jim Park to approve the report. Motion carried. All Ayes.

Chair report. Supervisor Sandstrom has been asked to talk about our Town’s process so far about considering Solar for the Town, as other Town’s may have interest. Mark Abeles-Allison will also be part of that discussion from the County perspective.

Kim Bro talked on the update on the Comprehensive Plan from the County. Still a work in progress.

The Board will edit the snowplow policy and will discuss it at the next meeting.

Supervisor Sandstrom said that he will be connecting with the design firm that will be doing the state mandated design for Wannebo Road and should have a new update to report on at next month’s meeting.

Ads will be put out for a Technology person for the upkeep and maintenance of Town computers and the Web site.

The Annual Meeting is on April 18, 2023 and each Board Member will be speaking on things happening this past year.

Special Meeting Minutes – Feb. 28, 2023

February 28, 2023

Special Board Meeting called to order at 1:30 p.m. Present: Kerry Tetzner, Sandy Raspotnik, Scottie Sandstrom, Jim Park and Mike Harvey.

Meeting notices were posted in the two public places, website and published in the Daily Press.

A motion by Jim Park and a second by Scottie Sandstrom to accept the Agenda. Motion carried. All ayes.

A discussion on the four Engineering Firms that applied for the Wannebo Road project, Cedar Corporation, Cooper Engineering, Ayres, and Short Elliott Hendrickson Inc. A motion by Scottie Sandstrom and a second by Jim Park to hire Short Elliott Hendrickson Inc. Firm for the Wannebo Road Project. Motion carried. All Ayes.

A discussion on the Performance Review. Jim Park will work on the Performance Review questions. The review will be held in May or June.

A motion by Scottie Sandstrom and a second by Jim Park to increase the Rural Insurance coverage on all the buildings to $1,335,000.00 for about a $1000.00 increase on the policy. Motion carried. All Ayes.

A motion by Jim Park to purchase the OWL sound system for $1,106.70 Motion carried. All Ayes.

Meeting minutes from the January 10, 2022, were read and written copies given to the Board Members. Motion by Jim Park and a second by Scottie Sandstrom to accept as presented. Motion carried. All Ayes.

Kerry Tetzner gave Clerk report. The 2001 Plow Truck was picked up but the Title was still here. On Insurance for the Town, to raise the coverage on the buildings from $886,000.00 to $1,335,000.00, for $1000.00 more in premium cost. A motion by Scottie Sandstrom and a second Jim Park to approve the minutes. Motion carried. All Ayes.

There was no Road Superintendent report.

Sandy Raspotnik talked about meetings through Wisconsin Towns Association coming up. Scottie Sandstrom will attend the District meeting on March 31, 2023, Jim Park will do the virtual meeting for Board of Review training on May 1, 2023, and Sandy Raspotnik will attend the Towns Officials Workshop on May 8, 2023. The Clerk asked about the accident with the 2022 Plow Truck in the parking lot of the Town Hall. A motion by Jim Park and seconded by Scottie Sandstrom to approve report. Motion carried. All Ayes.

Kim Bro talked about the Comprehensive Plan being worked on at the County.

Bill Baily gave a presentation on Solar Panels for the Town. The total cost of the project would be around $27,000.00. There would be a 30% discount from the IRS Direct Pay Guidelines. There could be a 10% discount for being Rural.

A motion by Scottie Sandstrom and a second by Jim Park to open the floor for discussion on the Solar Panel Project. Motion carried. All Ayes.

A motion by Jim Park and a second by Scottie Sandstrom to purchase a pump for DEF barrel for $250.00. Motion carried. All Ayes.

A motion by Sandy Raspotnik and seconded by Jim Park to purchase another voting machine for up to $4,500.00. Motion carried. All Ayes.

A motion by Sandy Raspotnik and a second by Jim Park to accept the resignation of Michelle McCumber as Technology Specialist. Motion carried. All Ayes.

The Town will put out an ad for a Technology Specialist.

The snow plowing policy is a work in progress.

The newsletter will be sent out the end of March.

Supervisor Scottie Sandstrom reported that Request for Proposals (RFP’s) for Design Engineers for the 2- mile Wannebo Road re-pavement project from Chequamegon Heights Road to Ondossagon Road has been sent out. This is mandated as part of the Federal BIL Grant that was awarded to the Town last fall. These proposals are due back by February 21st, 2023 and then they will be evaluated and the firm chosen as top ranked will be presented to the Board for approval.

A motion by Scottie Sandstrom and a second Jim Park to approve the Open Records Policy. (see attachment). Motion carried. All ayes.

The Job Performance Review is a work in progress.

Special Meeting called to order at 9:00 pm. Present: Kerry Tetzner, Sandy Raspotnik, Scottie Sandstrom, Lynn Adams, Jim Park, Mike Harvey and Mike Cariveau.

Mike Cariveau explained the set up of Bayfield wireless internet service for the Town. There will be public Wi Fi for people who want to use it in the parking lot at the Town Hall.

Michelle McCumber is terminating her contract as computer specialist for the Town as of January 1, 2023. Sandy sent a letter to the Barksdale Town Board on the agreement between the Towns on the shared Engoe Road and how this agreement was not used this passed summer on repairs to this road. A motion by Jim Park and second by Scottie Sandstrom to accept report. Motion carried. All Ayes.

A motion by Scottie Sandstrom and a second by Jim Park to approve a Class A building permit for Phillip and Catlin Kraus on North Maple Hill Road, NE ¼ NE ¼ Section 28, Township 49N, Range 5. Motion carried. All Ayes.

A snow plowing policy is being worked on.

The work is being continued on the annual newsletter.

Supervisor Sandstrom is awaiting an SMA (State Municipal Agreement) from WisDOT, so the Town can proceed on working toward construction of Wannebo Road per the recently awarded BIL grant.

A motion by Sandy Raspotnik and a second by Jim Park to spend $50.00 to $100.00 on curtains and fame for voting booth. Motion carried. All Ayes.
