Meeting Minutes May 14, 2002
MAY 14, 2002
Regular meeting called to order 7:30 P.M. Present Tetzner, Mihalek, Ewer, Cook and Chapman. Also Craig Haukaas, Chuck Groves and Gary Maki.
Meeting notices were properly posted in three Public places in the Town and published in the Daily Press.
Minutes of April 8, 2002 were read and written copies given to Board Members. Motion by Ewer and a second by Cook to accept. Motion carried.
Treasurer presented her report. Motion by Cook and a second by Ewer to accept. Motion carried.
Gary gave the Town Crew report. Grading in barrens, gravel needs, and culvert sinking on Pajala Road. Motion by Cook and a second by Ewer to accept.
Received request from Jeffrey Pipgras to place a home on NWNE Sec 29-49-5. Motion by Ewer and a second by Cook to grant request. Motion carried.
Received request from Pam Lightner to place a trailer on SENW Sec 12-48-5 using joint septic and well with other property. Motion by Ewer and a second by Cook to delay until septic system is okayed by Bayfield County Zoning Department. Motion carried.
Discussed ATV routing. Motion by Ewer and a second by Cook to extend present ATV routes another year. Motion carried.
Received gravel bids from Ashland Construction $11.07, Comnon Trucking $11.15, Angelo Lupino $11.33 and C & W Trucking $10.98. Motion by Cook and a second by Ewer to grant bid to low bidder, C & W Trucking. Motion carried.
Received bids for Blacktop from Angelo Lupino total cost $112,463.18; Northwoods Paving total cost $115,218.04 includes more tons. Motion by Mihalek and a second by Ewer to go with Northwoods Paving bid. Motion carried unanimously.
Craig Haukaas, Bayfield County District Attorney, introduced himself.
Motion and a second to pay all current Town bills.

TOWN OF WASHBURN
ANNUAL MEETING
MINUTES – APRIL 9, 2002
Meeting called to order at 7:00 P.M.
Minutes of April 10, 2001 were read. Motion by Steve Bade and a second by Charles Groves to accept. Motion carried.
Dick Mihalek reported on blacktop projects for this year. Wannebo Road, Ondossagon Road, and Town garage lot.
Steve Bade commented on S. Maple Hill Drive hill needing work. Motion by Bade and a second by Chuck Bodam to have Town Board to check into this further. Motion carried.
Clerk presented Town report and answered questions. Motion by Ed Pajala and a second by Charles Groves to accept. Motion carried.
Steve Bade presented road cleanup list for 2002. Also monitoring landfill site in Sec 29-49-5.
Motion by Miller and a second by Chapman that barrier be put up at landfill entrance. Motion carried.
Steve Bade reported on County Land Use Plan in progress.
Jim Miller brought up snowplowing private drives. Much discussion. Motion by Jim Miller and a second by Ed Pajala to continue snowplowing for private driveways and to draft policy that is financially solvent. Motion carried unanimously.
Steve Bade reported on Leafy Spurge, a noxious weed spreading in his area. Contact John Markus.
Roy Settgas would like Town to send agenda by e-mail.
Motion by Karen Bade and a second by Ron Michael to have next Annual meeting date one week from election at 7:00 P.M. April 8, 2003. Motion carried.
Charles Groves inquired on continuing ATV routes. There have been no objections, so will continue.

APRIL 8, 2002
Regular meeting called to order at 7:30 P.M. Present Tetzner, Mihalek, Ewer, Cook, Chapman, and Gary Maki.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of March 12, 2002 were read and written copies given to Board members. Motion by Ewer and a second by Mihalek to accept. Motion carried.
Treasurer gave her report. Motion by Ewer and a second by Cook to accept. Motion carried.
Gary gave his report. Need of tires on grader and mower tractor. Motion by Ewer and a second by Mihalek to purchase new tires. Motion carried. Work on Sweeper. Gravel needs and blacktop needs.
Motion by Ewer and a second by Cook to let bids for approximately 3000 yards of gravel. Motion carried unanimously.
Motion by Cook and a second by Ewer to let blacktop bids on one mile Wannebo Road, Ondossagon Road 1/2 mile, and finish Town garage parking lot. Motion carried.
Motion by Ewer and a second by Cook to replace 3 culverts on Pajala Road. Motion carried.
Reviewed Colish letter and accident on Wannebo.
Discussed Annual meeting agenda.
Received request from Bill Route and Karen Kozie to build a residence in Ag 1 Zone in SWSE Sec 26-49-5. Motion by Cook and a second by Ewer to approve. Motion carried.
Motion and a second to pay all current Town bills.

Meeting Minutes March 19, 2002
MARCH 19, 2002
Special meeting called to order at 1:20 P.M. Present Mihalek, Cook, Ewer and Tetzner.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Motion by Cook and a second by Mihalek to go into Executive Session. Motion carried.
Purpose of Executive Session to discuss and prepare without interruptions an informational letter with a possible solution to aid in formulating a driveway snowplowing ordinance.
Motion by Cook and a second by Ewer to go out of Executive Session. Motion carried.
Motion by Ewer and a second by Cook to enclose this informational letter with the annual mailing of the Town report. Motion carried.

MARCH 12, 2002
Regular meeting called to order at 7:30 P.M. Present Tetzner, Ewer, Mihalek, Chapman, and Jamie Cook (came late). Also present, Gary Maki, Timm Retzloff, and Bob Brander.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of February 12, 2002 were read and written copies given to Board Members. Motion by Ewer and a second by Mihalek to accept. Motion carried.
Donna gave her report. Motion by Ewer and a second by Mihalek to accept. Motion carried.
Gary gave his report. Repairs to grader wing, problems with private driveway plowing, resident complaints, repairs to loader hydraulics, possibly going to 4- 10 hour days in summer. Motion by Mihalek and a second by Ewer to go with 4 – 10 hour days to coincide with daylight saving time first part of April till last of October. Winter hours would be regular 5 – 8 hour days. Motion carried.
Dick Mihalek reported on Forest Service financial help on one mile on Wannebo Road between Paulson and Pajala Roads. 99% sure of $40,000.00. He also reported on TRIP Program progress with project being one half mile on North end of Ondossagon Road. Looks okay.
Received request from Nancy Lang to build a residence on a parcel in N ½ of NE 1⁄4 NE 1⁄4 SE 1⁄4 Sec 33-49-5. Motion by Mihalek and a second by Ewer to grant request. Motion carried.
Discussed snowplowing private driveways. Mihalek reported information from WI Town’s Association and Bayfield County Highway Department. Timm Retzloff, Bob Brander, and Donna Chapman were helpful in the discussion of a workable solution for snowplowing driveways. All agreed a letter should be sent out to all Town residents explaining situation and possible solutions.
Motion by Cook and a second by Ewer that Town Board have a special meeting on March 19, 2002 to draft this letter, possibly going into executive session. Motion carried unanimously.
Motion and a second to pay all current Town bills.

MARCH 2, 2002
Special meeting called to order at 3:00 P.M. Present Mihalek, Ewer, Cook and Tetzner. Purpose of meeting, personnel matter.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Motion by Ewer and a second by Cook to go into Executive Session. Motion carried.
Personnel issue was discussed among Board Members and also with Town Employee. Problem was resolved with all parties agreeing.
Motion by Cook and a second by Ewer to go out of Executive Session and into regular meeting. Motion carried.
Motion by Ewer and a second by Cook that Executive Session recommendations be placed in employees confidential file. Motion carried.

FEBRUARY 12, 2002
Regular meeting called to order at 7:30 P.M. Present Tetzner, Ewer, Mihalek, Cook, and Gary Maki. Absent Chapman. Also present, Nick Willow, Kurt Kiehne, Joe Scholl, and Cynthia Fanberg.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of January 8, 2002 were read and written copies given to Board Members. Motion by Ewer and a second by Cook to accept. Motion carried.
Clerk presented Treasurer’s report. Motion by Ewer and a second by Cook to accept. Motion carried.
Gary gave crew report. Brushing, equipment repair, and snowplowing. Motion by Cook and a second by Ewer to accept. Motion carried.
Reviewed Kurt Kiehne’s request to build a storage shed on NW SW Sec 26-49-5. Motion by Ewer and a second by Cook to approve request. Motion carried.
Reviewed Nick Willow’s request that Town sell 1 acre or 33 feet on the West side of SE SW Sec 29-49-5 so that owner of the NE SW can gain access to his property. Motion to sell for $1,000.00 plus timber value of $500.00 with Town or future owner of NW SW Sec 29-49-5 retaining rights to use road, including easement on SW corner of NE SW 33 foot radius. Repairs will be made to road by whoever does the damage. Motion by Ewer and a second by Cook to sell with above conditions, authorizing Clerk to complete sale. Motion carried unanimously.
Discussed and reviewed Ed Pajala’s request to blacktop Pajala Road. Culverts need to be replaced first. Also no connection with TRIP program. No action taken.
Reviewed plowing of private driveways; pros and cons. Will do more review.
Motion by Cook and a second by Ewer to purchase file and copier. Motion carried.
Motion and a second to pay all current Town bills.
Approved Frank Faulkner’s Sand Pit Permit located in N ½ of SW NE Sec 28-49-5. Motion by Ewer and a second by Cook. Motion carried.\

JANUARY 8, 2002
Regular meeting called to order at 7:30 P.M. Present Tetzner, Mihalek, Ewer, Cook and Chapman. Also Gary Maki, Joe Scholl, and Ed & Bea Pajala.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of December 11, 2001 were read and written copies given to Board members. Motion by Ewer and a second by Cook to accept.
Donna gave her Treasurer’s report. Motion by Cook and a second by Ewer to accept. Motion carried.
Reviewed Paul Kacvinsky’s tree damage claim of September 8, 2001. Investigation found no substantial evidence for this claim. Motion by Ewer and a second by Cook to deny claim. Motion carried. Because of this claim there was a motion and a second to request a written, signed, damage waiver from Paul Kacvinsky before any more snowplowing is done on his property. Copies to Town crew and Town Clerk. Motion carried.
Received letter from Ed Pajala concerning blacktopping Pajala road. Motion by Ewer and a second by Cook to review and place on February agenda. Motion carried.
Jamie Cook presented written copies of Paser report and explained the rating systems.
Gary gave his report. Equipment repair, snowplowing, Trip program on target, and wiring Town hall. Motion and a second to accept report. Motion carried.
Discussed snowplowing of Town driveways, pros and cons. Will discuss further at future meetings.
