Meeting Minutes May 3, 1984

May 3, 1984

Meeting called to order at 7:30 P.M. with Casey, Pajala, Tetzner, and Jacobson present. Minutes of April 5, 1984 were read and there being no additions or corrections were accepted as read.

Motion by Casey and a second by Pajala to accept Sue Jacobson’s resignation. Motion carried.

Gravel bids were opened. Received only one from Ashland Construction.

B1ll Kacvinsky was present for opening.

Motion by Pajala and a second by Casey to reject bid. Motion carried.

Received letter from Rocky Kavajacz concerning building a house on “40” he just purchased SWSE 9-48-5. No objections.

Motion and a second to sell a used 21″ culvert 11 feet long to Lester Westling for $35.00. Motion carried. Lester appeared concerning this.

Motion by Casey to hire Brevak Construction to rebuild Andrus Road at an hourly rate. Second by Pajala. Motion carried.

Motion and a second to have annual road inspection on May 19, 1984 at 9:00 A.M. meet at town garage.

Motion and second to leave highway employee  wages as is. Motion carried.

Motion to appoint Robert Grupstra and Anselle Hokanson as Board of Review Officials. Motion carried.

Motion by Pajala to reappoint Cheryl Tetzner as member of historical site commission.

Motion and second to let gravel bids to be spread on town roads by July 20, 1984. Bids to be in by thursday May 17, 1984 at 7:30 P.M.

Motion and a second to pay all current town bills.

Motion and second to adjourn.

Meeting Minutes April 24, 1984

Meeting called to order at 7:15 P.M. Purpose to review treasurer applications Present were, Pajala, Casey, and Tetzner.

Applications received from: 1. Charlotte Michalek, 2. Robert Adams, 3. Donna Chapman, 4. Sandra Raspotnik, 5. Winnie Day, 6. Sandra Reynolds, 7. Kathleen Ekholm, 8. Laura Harvey, 9. Anna Faye Slusser.

Motion by Casey to postpone action on treasurer appointment until Darrel Olson returns or a temporary replacement is made for him. Second by Pajala. Motion carried.

Annual Meeting Minutes April 10, 1984

ANIUAL MEETING APRIL 10, 1984

Meeting called to order at 7:07 p.m. Minutes of April 12, 1983 were read. There were no additions or corrections. Motion by Shirley Haugen and a second by Anders Hokanson to accept as read. Motion carried .

Audit report was given by Ed Pajala. Most highlites were touched on. Motion by Alan Appel and a second by Robert Grupstra to accept as read. Motion carried.

Discussed landfill and agreement with City of Washburn and Town of Bayview.

Discussed treasurer’s resignation.

Discussed town officer salaries. Motion by Alan Appel and a second by Robert Short to leave as they are. Motion carried.

Discussed resolution designating Church Corner as a Historical  Landmark. Motion by Shirley Haugen and a second by Robert Short to adopt. Motion carried.

Motion by Alan Appel and a second by Lester Westling to authorize Historical Commission to buy and set up bronze placques at McKinley School (town hall) and Four Mile Creek Westling Dam. Motion carried.

Discussed snowplowing and snowplowing policy in the town. Also gravel policy.

Discussed fire signs for the town. Estimated cost about $2,000.00. Motion by Lester Westling and a second by Shirley Haugen to authorize the Town Board to check with Fire Department, contact other sign dealers and leave up to discretion of Town Board whether to go ahead. Motion carried.

Motion by Susan Jacobson and a second by Lester Westling to adopt Municipal Clerk’s Week Proclamation, week of May 13-19, 1984. Motion carried.

Discussed use of papermill sulfite waste on town roads. Some favorable comments. No action.

Paul Kacvinsky Jr. from the Town of Barksdale questioned a refusal of the Town Board to put in a culvert or driveway on land he purchased in the town. Much discussion. Both to furnish culvert or not. No action.

Motion by Sandra Raspotnik and a second by Shirley Haugen to adjourn and that the next annual meeting be on tuesday following election, at 7:00 p.m.

Meeting Minutes April 5, 1984

April 5, 1984

Meeting called to order at 7:30 P.M. with Pajala, Casey, Tetzner, and Jacobson present. Olson absent. Bill Reynolds appeared concerning an extra charge for a sunday snowplowing. Mr. Reynolds explained his side. Jeff Casey  explained the Board’s case, Pajala the crews case. Motion by Casey and a second by Pajala to accept regular fee of $5.00. Motion carried .

Discussed open meeting law. Wording of meeting, notices, etc.

Motion and a second to let gravel bids. Motion carried. Bids to be in by May 3, 1984 7:00 P.M. to be spread by June 22, 1984. Approxiamately 2,000 yards.

Discussed rebuilding Andrus Road.

Motion and a second to pay all current town bills. Motion carried.

Received resignation of Sue Jacobson effective May 3, 1984. Motion and a second to place ad in Times and Press for replacement.

Meeting Minutes March 7, 1984

March 7, 1984

Adjourned meeting called to order at 7:30 P.M. with Pajala, Olson, Casey, and Tetzner present. Minutes of February 2, 1984 and March 1, 1984 meetings were read and there being no additions or corrections were accepted as read.

Discussed holding tank agreement with Gary and Jean Koval in the SE SE 10-48-5. Motion by Casey and a second by Olson to accept agreement. Motion carried. Copy on file.

Discussed repairs on equipment, John Deere loader and truck catching fire. Received bid of $78,511.10 for Four-Mile Creek Bridge. Bid from Kramer Bridge Construction. Motion by Casey and a second by Olson to accept bid. Motion carried.

Leland, Sharon, Alonzo, and Maxine Harvey were also present. They discussed equipment breakdowns. Discussed road repair of Andrus Road where gravel would be needed this spring.

Letter from Washburn Area Ambulance by Wayne Peterson concerning mutual aid agreement was read. Motion by Casey and a second by Olson that Town of Washburn is in agreement. Motion carried. Copy on file with ambulance contract.

Discussed Westling damn.

Motion and second to pay all current town bills.

February 2, 1984

Regular meeting called to order at 7:45 P.M. with Pajala, Olson, Tetzner, Casey and Jacobson present.

Minutes of January 5, 1984 were read and there being no additions or corrections were accepted as read.

Resolved that the Town of Washburn have a reduced election board of three for the Spring Primary Election. Motion by Pajala and a second by Casey to adopt. Motion carried.

Appointed Judy Kluge, Bertha Talvitie, and Elaine Johnson as Election Officials. Jean Sorenson as alternate.

Motion and a second to pay current town bills.

Meeting Minutes January 5, 1984

January 5, 1984

Meeting called to order at 7:45 P.M. with Pajala, Casey, Tetzner and Jacobson present. Also present were, Leland Harvey and Alonzo Harvey. Darrel Olson absent.

Minutes of December 1, 1983 were read and there being no additions or corrections, a motion by Casey and a second by Pajala to accept the minutes as read was made.

Discussed snowplowing and shop equipment with Alonzo and Leland.

As of January 1, 1984, Leland Harvey has 20 years of town service. Alonzo Harvey has 12 1/2 years as of January 1, 1984. Motion by Jeff Casey and a second by Pajala that records show this is correct. Motion carried.

Discussed Landfill loader sale. Motion and a second to recommend to Landfill Committee to sell machine to high bidder. Bernard Guski bid $8,000.00. Motion carried.

Motion and a second to pay all current town bills.
