Meeting Minutes December 9, 2003
DECEMBER 9, 2003
Regular meeting called to order at 7:30 P.M. Present Mark Morey, Kerry Tetzner, Tom Cogger, Donna Chapman, Phil Tetzner, and Gary Maki. Also Cathy Morey, Joe Scholl, Dick Mihalek, Wendy Stein, Phil Freeman, Dave & Sherri Cook, and Gerald Eichman.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of November 11, 2003 were read and written copies given to Board Members. Motion by Tom Cogger and a second by Mark Morey to accept. Motion carried.
Donna gave Treasurer’s report. She explained special charges on four on four tax statements. Motion by Kerry Tetzner and a second by Mark Morey to accept report. Motion carried.
Motion by Cogger and a second by Kerry Tetzner to cancel Internet telephone service. Motion carried. Also contact Century Tel to get lower long distance rate.
Gary gave crew report. Need for extra salt on icy roads, lot of snowplowing in barrens. Gary burned a hole in this eardrum and needs operation. Also East 1/2 mile of Nevers Road (Barksdale) doesn’t get plowed or sanded on a timely basis. Motion by Cogger and a second by Kerry Tetzner to accept Gary’s report. Motion carried.
Gerald Eichman appeared representing School districts in PILT and Federal Forest income distributions. The Town needs more information.
Discussed Leafy Spurge and spraying. Wendy Stein gave update.
Motion by Cogger and a second by Morey to adopt bonding resolution concerning state and county property taxes. Motion carried.
Reviewed Salt Shed financing and possible grants. Also Town property lines.
Motion by Kerry Tetzner and a second by Tom Cogger to give Town crew a $60.00 Christmas gift certificate at C-Side. Motion carried.
Motion and a second to pay all current Town bills.

NOVEMBER 18, 2003
Budget Hearing called to order at 7:15 P.M. Present Morey, Cogger, Phil Tetzner and Kerry Tetzner, Gary Maki, Ed & Bea Pajala.
Meeting notice was published in the Daily Press timely on Saturday November 1, 2003. Also noticed in the November 17 and 18 Daily Press.
Motion by Kerry Tetzner and a second by Mark Morey to adjourn Budget Hearing. Motion carried.
Town meeting called to order. Motion by Tom Cogger and a second by Kerry Tetzner to set local levy the same mil rates as 2002. Motion carried.
Motion and a second to adjourn Town meeting. Motion carried.
Regular Town Board meeting called to order at 7:45 P.M. Motion by Tom Cogger to adopt Highway Budget at $275,000.00. Motion carried. Motion by Kerry Tetzner and a second by Tom Cogger to adopt General Fund budget at $60,000.00. Motion carried.

NOVEMBER 11, 2003
Regular meeting called to order at 7:30 P.M. Present Phil Tetzner, Mark Morey, Kerry Tetzner, Tom Cogger, Donna Chapman and Gary Maki. Also Wendy Stein, Laura Morey, Tyler Jensen and Ron Michael.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Minutes of October 14, 2003 were read and written copies given to Board members. Motion by Morey and a second by Kerry Tetzner to accept. Motion carried.
Donna gave Treasurer’s report. Snowplow collections have been good. Motion by Kerry Tetzner and a second by Mark Morey to accept report. Motion carried.
Gary gave crew report. Salt-sand complete, snow equipment is mostly on for plowing. Reviewed keeping a daily work log, and reviewed driveways in need of improvements for snowplowing. Barksdale, City of Washburn, Bayview, and Town of Washburn each furnished 2 loads of gravel for Kirsten recreation area.
Motion by Kerry Tetzner and a second by Mark Morey to accept Gary’s report. Motion carried.
Wendy Stein reported on Leafy Spurge control. Cost of spray expensive, some spraying has been done. Motion by Mark Morey and a second by Kerry Tetzner to approve buying some spray and marking paint for Leafy Spurge control. Motion carried.
Mark Morey read correspondence concerning OSHA requirement for reporting job days away from work for health or accidental reasons. He also reported on sunken moose project. Motion and a second to table this report till next meeting.
Read correspondence from Jim Radke, Economic Development.
Discussed Smart Growth plan.
Motion and a second to pay all current Town bills.

NOVEMBER 10, 2003
Special Town Board Meeting called to order at 7:00 P.M. Present Morey, Cogger, Kerry Tetzner, Phil Tetzner and Scott DeBeir, Union Representative.
Meeting notices were properly posted.
Motion by Morey and a second by Cogger to go into closed session. Motion carried.
Discussed Union Contract renewal with Scott DeBeir of Local 139.
Motion by Kerry Tetzner and a second by Tom Cogger to go out of closed session. Motion carried.
Motion by Cogger and a second by Kerry Tetzner to approve new three year contract with no increase in wages, but Town would pay increasing health care costs. Contract on file. Motion carried.

OCTOBER 14, 2003
Regular meeting called to order at 7:30 P.M. Present Phil Tetzner, Mark Morey, Kerry Tetzner and Donna Chapman. Also Cathy Morey and Gary Maki. Also Bill & Dick Mihalek, and John Hartzell. Absent Tom Cogger.

Gary gave his report. Buying 90 Ford 250 P.U. for $1557.00 from Bayfield County. A good buy. Motion and a second to possibly sell old 1952 Dodge on bids, if required. Motion carried. Also old V plow. Signs are up on Wannebo curve, shouldering is done on N. Maple Hill mile. Motion by Kerry Tetzner and a second by Mark Morey to accept Gary’s report. Motion carried.
Reviewed snowplow policy decision made at September 9, 2003 meeting. Motion by Kerry Tetzner and a second by Mark Morey to increase rate to $30.00 per 15 minutes. Will send out revised letter. Copy on file. Motion carried.
Mark Morey reported on possible projects for TRIP project. Cheq. Heights Road, Old C Road and North end of Church Corner Road.
Motion by Mark Morey and a second by Kerry Tetzner to be in compliance with D.O.T. State Statutes 86.302(2) Due date December 15, 2003; the Town adopted the Generic Spread sheet System. Motion carried.
Motion and a second to pay all current Town bills.
Reviewed Leafy Spurge solution update.
Set Budget Hearing for November 18. 2003.

Regular mecting called to order at 7:30 P.M. Present Mark Morey, Cogger, Kerry Tetzner, Phil Tetzner, and Donna Chapman. Also Gary Maki, Kurt & Ahren Sauld, Steve Morin, Duane Chapman, Dick Mihalek, John Hartzell, Cathy Morey and Lea Landmann.

Minutes of August 12, 2003 were read and written copies given to Board Members. Motion by Cogger and a second by Kerry Tetzner to accept. Motion carried.
Donna gave Treasurer’s report. Motion by Cogger and a second by Morey to accept. Motion carried.
Gary Maki gave his crew report. Finished culvert installations, grass mowing, and target practice at Wannebo Pit. Should it be continued, see no problems. Motion by Kerry Tetzner and a second by Mark Morey to accept his report. Motion carried.
Reviewed Kurt and Ahren Sauld’s driveway construction with them. Motion by Cogger and a second by Kerry Tetzner to grant Kurt and Ahren Sauld’s request to build a new home on NESE Sec 33-49-5 contingent on driveway.
Discussed shouldering North Maple Hill at a cost of about $5,500.00, Motion by Cogger and a second by Kerry Tetzner to do this. Motion carried.
Motion by Kerry Tetzner and a second by Tom Cogger to put in bid for $1,557.00 for used 1990 Ford pickup from Bayfield County. Motion carried.
Reviewed Leafy Spurge problem. Tom Cogger gave update.
Discussed new bulletin board for outside Town Hall. Motion by Kerry Tetzner and a second by Tom Cogger to purchase a new cabinet 36 x 60 for under $500.00. Motion carried.
Reviewed snowplow policy. Lots of discussion. Motion by Mark Morey and a second by Cogger to amend policy (copy on file). Main item is possible rate increase. Motion carried.
Motion and a second to pay all current Town bills.
Motion by Cogger and a second by Kerry Tetzner to send out letter amending snow plow policy for 2004-2005 year. Copy on file. Motion carried.
Tom Cogger read letter he had drafted to Bayfield County Board concerning Federal Forest timberlands be managed by Bayfield County Forestry. Town of Washburn letter was not in favor of this. Motion by Mark Morey and a second by Kerry Tetzner to send this letter out. Motion carried. Copy on file. Eight letters.
Lea Landmann reported trespassing on old Town landfill on 40 next to her home. Vehicle traffic, gun shooting, and ATV noise. Board will check it out.

AUGUST 12, 2003
Regular meeting called to order at 7:30 P.M. Present Phil Tetzner, Mark Morey, Kerry Tetzner, Donna Chapman, and Tom Cogger. Also Gary Maki, Ken Ewer, Cathy Morey, Dick Mihalek, Kurt Kiehne, John Hartzell, Ed & Bea Pajala, Diane Rosen and Duane Hopkins.

Minutes of July 8, 2003 were read and written copies given to Board Members. Motion by Cogger and a second by Tetzner to accept. Motion carried.
Donna gave her report. Motion by Tetzner and a second by Cogger to accept. Motion carried.
Gary Maki gave Town crew report. Culverts in Pajala Road, patch blacktop, Culvert on old “C” – big job, grading in barrens, Colberg Road done. Motion by Kerry Tetzner and a second by Mark Morey to accept report. Motion carried.
Discussed culvert on old “C”. A lot bigger job than planned. Motion by Cogger and a second by Kerry Tetzner to pay extra cost of Old “C” culvert replacement. About $4,675.00. Motion carried.
Reviewed David Hall request to build a house on 10 acres in NENW Sec 34-49-5. Motion by Morey to approve permit contingent on getting driveway permit. Seconded by Kerry Tetzner. Motion carried.
Motion by Tom Cogger and a second by Kerry Tetzner to table Ahren Sauld request to build a house in NESE Sec 33-49-5 because of not having driveway permit and driveway built is not up to code. Yes votes Kerry Tetzner, Tom Cogger, Nay vote Mark Morey. Motion passed.
Reviewed Diane Rosen and Duane Hopkins objection to being charged for renters unpaid snowplow bill. Diane Rosen presented her case. Town presented statutes saying Town could collect renters snowplow bill from landowner. Motion and a second to leave bill as is. Motion carried.
Nothing new on Leafy Spurge.
Reviewed resolution from Bayfield County concerning County taking over management of Federal Forest Land . Town will write letter opposing this resolution.
Will ask for quote for insurance from Marsh Agency at their request.
Received request from City of Washburn to join with them in Smart Growth Planning. Will inquire further.
Ed Pajala asked for appreciation to people taking care of cemetery at Church Corner Road and Wannebo.

Regular meeting called to order at 7:30 P.M. Present Phil Tetzner, Mark Morcy, Donna Chapman, Tom Cogger, and Kerry Tetzner. Also Gary Maki, Paul & Chris Rice, Art Hyde, Joe Scholl, Ron Michael, John Hartzell, Kathy Morey, Dick Mihalek and Kurt Kichne.

Motion by Tom Cogger and a second by Kerry Tetzner that delinquent accounts be notified again with delinquent charges added. Motion carried.
Gary gave his report. Blacktopping, patching, gravel hauling, and Colberg Road progress. Motion by Kerry Tetzner and a second by Tom Cogger to accept. Motion carried.
Motion and a second to rescind last month’s action for Arthur Hyde. Motion carried.
Discussed Arthur Hyde request to build a canoe paddle shop on a parcel in SESW Sec 12-48-5. Motion by Tom Cogger and a second by Kerry Tetzner to accept with noted restrictions.
Motion by Cogger and a second by Kerry Tetzner to table David Hall request to build a residence because of missing information. Motion carried.
Motion by Tom Cogger and a second by Kerry Tetzner to grant Paul and Chris Rice request to build a seasonal cabin in NWNW Sec 28-49-5. Motion carried.
Motion by Mark Morey and a second by Tom Cogger to approve donating 2 loads gravel to Kirsten soccer field dependent on donation by City of Washburn, City of Bayfield, Town of Barksdale and Town of Bayview. Motion carried.
Discussed problem of barking dogs in the Town. Tom Cogger will write letter to officials (County) requesting changes in County Dog ordinance. Motion by Tom Cogger and a second by Kerry Tetzner to do above.
Reviewed Leafy Spurge problem.
Tom Cogger gave report Motion and a second to pay all current Town bills.
Motion by Kerry Tetzner and a second by Mark Morey to replace culvert on Old “C” Road and Town will buy culvert and Kurt Kiehne will install at no cost to Town. Motion carried.
Motion by Tom Cogger and a second by Kerry Tetzner to purchase LP Gas Contract from Midland at $1.01 per gallon. 3000 gallon. Motion carried.

Donna Chapman gave Treasurer’s report. Motion by Kerry Tetzner and a second by Tom Cogger to accept. Motion carried.
Gary gave his report. Grading and brushing in Barrens, and ditching on North Maple Hill. Motion by Cogger and a second by Kerry Tetzner to accept.
Motion by Cogger and a second by Morey to have Treasurer refund about $40.00 of Credit to clear books. Motion carried.
Wendy Stein inquired as to how often certain roads are graded.
Opened bids for paving North Maple Hill: Angelo Lupino $83,958.00, Northwoods Paving $75,578.58. Motion by Kerry Tetzner and a second by Mark Morey to accept Northwoods Paving bid. All ayes in favor.
Opened bids for Colberg road construction: All Good Excavating $27,800.00, Ken & Gale Excavating $24,517.00, C & W Trucking $34,365.00, Ashland Construction $21,882.00. Motion by Tom Cogger and a second by Kerry Tetzner to award bid to Ashland Construction with gravel source noted. All aye votes.
Motion by Kerry Tetzner and a second by Mark Morey to grant Signa Groves of C-Side Inn a Class B combination liquor license. Motion carried. All aye votes.
Motion by Kerry Tetzner and a second by Tom Cogger to approve purchase order for 30 yards salt from Bayfield County. Motion carried.
Motion by Tom Cogger and a second by Mark Morey to install reflector curve signs on Wannebo curve last of Paulson Road. Motion carried.
Discussed Sunken Moose project in Federal Forest. Tom Cogger will write letter giving Town’s input.
Motion by Kerry Tetzner and a second by Tom Cogger to approve request of Jonathon & Roseann Haveri to build a residence on the E ½ of E ½ of SE SW Sec 12-48-5. Motion carried.
Motion by Tom Cogger and a second by Mark Morey to disapprove Arthur Hyde’s request to build a business garage in SESW Sec 12-48-5 due to questions of ownership, driveway being legal, and planning a business. Motion carried.

Wendy Stein reported on Leafy Spurge problem to date. It is flowering and time to cut. Noxious weeds notices have been published by the Town.

Meeting Minutes BOR June 9, 2003
JUNE 9, 2003 BOARD OF REVIEW
Board of Review called to order at 5:00 P.M. Present, Mark Morey, Tom Cogger, Kerry Tetzner and Phil Tetzner, Assessor.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press. Assessment notice changes were mailed out. All of above more than 15 days before Board of Review date.
Assessment Roll was signed by Assessor.
Chairman appointed Tom Cogger as Clerk of this meeting.
Mark Morey was appointed Board of Review Chairman.
Kerry Tetzner and Tom Cogger attended Department of Revenue training presented by U.W Extension on May 6, 2003. Certificates on file.
A tape recorder was provided.
Open book was held from 3:00 P.M. to 5:00 P.M. on this same day.
No one appeared at either open book or Board of Review. No objections were filed.
Meeting was adjourned at 7:00 P.M.
