Regular Board Meeting called to order at 7:00 p.m.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Harvey, and Donna Chapman.

Meeting notices were properly posted in the three public places and published in the Daily Press.

Meeting minutes from the November 13, 2012 meeting were read and written copies given to the Board Members. Motion by John Hartzell and a second by Steven Tetzner to accept as presented. Motion carried.

Donna gave Treasurer’s report.  Donna will reinvest the Towns CD for 18 months at 1%.Motion by Bruce Hokanson and a second by John Hartzell to accept report. Motion carried. All ayes.

There was no plan Commission meeting this month.

Mike Harvey gave crew report. The tire was fixed on the five ton dump. Mike will be ordering blades for the two trucks and the grader. They have been brushing on Forest Roads 691 and 692. Some of the informational signs in the National Forest are worn out. Mike is going to find out who is responsible for the up keep of the signs. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

The Town of Barksdale sent an e-mail saying they could not pay the bill for up keep on Wannebo Road unless they get a detailed report on the work done. Mike is keeping track of hours and jobs performed. The matter was tabled until the April meeting for resending the bill.

There was some discussion on summer projects with what option to take on Paulson Road, wedging on Ondossagon Road and chip sealing on Ondossagon Road and Wannebo Road. The matter was tabled for more information.

A motion by Steven Tetzner and a second by John Hartzell to go into closed session for contract discussion for Mike Harvey and Pat Guski. Motion carried, all ayes.

November 13, 2012

Budget Hearing called to order at 6:30 P.M.. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Donna Chapman and Mike Harvey.

Meeting notices were timely posted in the Daily Press and posted in the three public places in the Town.

Budgets were presented by the Clerk and reviewed.

Motion by Steven Tetzner and a second by John Hartzell to adjourn Budget Hearing. Motion carried.

Meeting of Electors called to order at 6:45 P.M.. Same people present.

Motion by Steven Tetzner and a second by John Harzell to approve a Town Levy of $50,648.00, a legal allowable amount. Motion carried. All ayes.

Motion by Donna Chapman and a second by Steven Tetzner to adjourn Elector meeting. Motion carried.

There was no plan Commission meeting this month.

Mike Harvey gave crew report. The culvert is changed on Engoe Road up from Topside. The culvert inventory on all the culverts in the Town is almost complete. Jennifer Masiasz talked to Mike about money for a project on South Maple Hill and FR697. This project met the criteria for grant money. More to follow. The cold mix is used up and another load ordered for about $1500.00. The brushing on South Maple Hill is complete. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All ayes.

A motion by Steven Tetzner and a second by John Hartzell to approve the Budget of $430,854.00. Motion carried. All ayes.

There was discussion on the invoice and payments from surrounding Townships. John will check into the agreement with the Town of Bell on FR 236 and FR 252. After the Board talks to Eric from the Forest Service, we will find out about the deal with the Town of Clover on part of FR 236. This matter was tabled for more information.

The paper for the County on Bond coverage for the Clerk and Treasurer was signed and sent to the County Treasurer.

There was some discussion on projects for 2013 road improvement. Possible projects include, chip sealing on Ondossagon, Wannebo and Engoe Roads a second coat on what was done two years ago. Grinding and adding gravel to Paulson Road, and wedging on Ondossagon Road.

There was no Plan Commission.

Mike Harvey gave crew report. We received 220 yds. of gravel, stockpiled in the gravel pit from the Forestry for the Forest Road up keep. Mike ordered parts for the sander on the dump truck for around $2000.00. Pat finished mowing the ditches. The culvert on Brevak Road is completed. They also put a culvert in on Viator Road. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All ayes.

Donna asked about the snow plow agreement. It was decided to leave it as is.

John is going to check into see if we are being compensated for road up keep on Forest Road 292, the part in Bell Township and Forest Road 697, the part in Bayview Township.

There was no Plan Commission.

Mike Harvey gave crew report. New tires for the truck were put on. New parts are needed for the one ton truck. The parts are about $400.00. The culvert is in on Brevak Road and a nice job was done. The salt shed is full with the salt sand mixture. Church Corner Road has new stripes. Pat will continue to cut grass in the ditches. A motion by John Hartzell and a second by Steven Tetzner to accept report. Motion carried. All ayes.

Jennifer Masiasz from Bayfield Economic Services talked on grant money that was available. She will work with Mike to find projects that may be covered under the grant.

There was discussion on amending the ATV ordinance to add UTV’s also. A motion was made by Steven Tetzner with a second by John Hartzell to amend the ATV ordinance to include all UTV’s on posted ATV routes. Motion carried. All ayes.

There was a discussion on cars parking in the Town Hall parking lot. It was agreed that they should park across County C so there is less chance of accidents from the equipment being used. Mike will talk to the people who park there.

Mike Harvey gave crew report. Mowing is almost done and will continue on spots that need it in spare time. Paving is done on Church Corner Road. The Forest Roads have all been graded. Everything else is going well. There was a flat tire, rear left, on the mowing tractor, which was replaced for $1110.24.A motion by Steven Tetzner and a second by Bruce Hokanson to accept report. Motion carried. All ayes.

There was a discussion on stripeing Church Corner Road. A motion by Steven Tetzner and a second by John Hartzell to have stripeing painted on the three miles of Church Corner Road by Taylor Hwy. Dept. for $1056.00 a mile. Motion carried. All ayes

There was a discussion on passing a resolution for UTV’s to use ATV trails. John will check into getting a resolution written up. Matter tabled until September meeting.

Culvert replacement for Brevak Road should be done by the end of August.

A resolution in support of a Constitutional Amendment for fair share for Local Roads was discussed. A motion by Steven Tetzner and a second by Bruce Hokanson to sign resolution. Motion carried. All ayes.

Bruce Hokanson gave a report for the road crew. They are mowing the ditches and grading. They also did the slurry seal under the bridge on Church Corner Road. A motion by John Hartzell amd a second by Steven Tetzner to accept report. Motion carried. All ayes.

There was no Plan Commission meeting this month.

Bids for a 84” Diameter round 5” x 1” corrugations, Aluminized Ga. and two foot  wide connecting band  for culvert on Brevak Road were opened with a bid from PK Forest Farms at $8955.00 and from County materials Corp. for $12,834.00. A motion by Steven Tetzner and a second by John Hartzell to accept the bid from PK Forest Farms. Motion carried. All ayes.

The bids for construction on Brevak Road culvert were opened by Ben Dufford. A bid from Ashland Construction was $18,888.00 and one from K & D was $13850.00. K & D got the bid.

Mike Harvey gave crew report. There was some storm damage on the Wannebo road to the culvert, it will need to be replaced next summer. The mowing is in progress but some new blades need to be ordered. Mike will order two new sets. Mike would like about six loads each of crushed gravel and recycled black top to be stock piled. A motion by Bruce Hokanson and a second by John Hartzell to accept crew report. Motion carried. All ayes.

There was no plan commission meeting this month.

The bids were opened for the 1 ½ inch overlay for Church Corner Road. Northwoods paving bid:  $148,000.00 for a 1 1/2’”overlay for 3.02 miles by 20 feet wide, estimated tons: 2480, estimated gallons tack coat RAE: 890. Angelo Luppino paving bid: $176,005.00, $70.97 per ton, 1 ¼’ x 20 feet wide, 3.02 miles. A motion by John Hartzell and a second by Steven Tetzner to accept the bid from Northwoods paving for $148,000.00, with the job to be completed by September 1, 2012 or a $1000.00 a day fee for every day after. Motion carried. All ayes

Janet Bewley talked on the DNR purchase of 40 acres on Scholl Road. She was impressed by the letter written and will follow up future purchases. She also talked some on the mining bill in Mellen.

Mike will put bids out on the culvert replacement on Brevak Road.

The Board will not sign the pink slip for a permit on the Scott Maki property at 26353 Engoe Road, NE ¼ NW ¼ Section 17 Township 48 Range 5, as there is no house on the property.

Future flood and Road Damage will have Mike taking pictures of the damage With John Hartzell doing the paper work.

Mike Harvey gave crew report. The spring grading of the roads is completed. They are going to start to work on the shoulders of Church Corner Road. Also waiting for the delivery of gravel and crushed black top.  Working on the bridge on Church Corner Road. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

The Plan Commission met on May 1, 2012. John Hartzell was appointed to the Plan Commission for a three year term. A motion by Bruce Hokanson and a second by Steven Tetzner to accept report. Motion carried. All ayes.

Gary Morzenti gave an update on Church Corner Road. Option #1 was to single chip seal it for $17,000.00 a mile with Northwoods Paving paying for half. Option #2 was a 1 ½ inch overlay on the full three miles for $211,515.85. It was decided to bid a 1 ¼ inch overlay for 3.02 miles on Church Corner Road to be completed by September 1, 2012.

There was a discussion with Ben Duffor  to replace  the culvert on Brevak Road. The Town will pay for the culvert with the remaining paid for by a grant from Bayfield Land and Water. The project was tabled until all paper work is completed.

Special Board Meeting between the Town of Washburn and the Town of Barksdale called to order at the Barksdale Town garage by Chairman Dennis Pocernich. Present: Bruce Hokanson, Kerry Tetzner, John Hartzell, Steven Tetzner, Mike Harvey, Dennis Pocernich, John Nyara, Lynn Devine, Chris Bretting and Duane Garz.

A discussion on the road sharing duties on roads shared by the Townships took place. Engoe Road East from Ondossagon Road will be taken care of by Barksdale and west of Ondossagon will be taken care of by Washburn. Chequamegon Heights Road and Wannebo Road will be taken care of by Washburn as in the past. Barksdale was charged $450.00 for snow plowing, sanding and grading.

It was decided to keep track of hours and other costs for this for a year and meet again with the Town of Barksdale.

Mike Harvey gave crew report. They have brushed 13 miles on the Forest Roads. Ashland Construction will be hauling crushed black top and gravel soon. Mike ordered a new parking brake switch for the tandum truck for around $100.00. A motion by Steven Tetzner and a second by John Hartzell to accept report. Motion carried. All ayes.

There was a discussion on black topping Church Corner Road. Bruce had some prices on an estimated cost of the project from Northwest Paving. Inch and a half overlay for the three miles would be around $75,000.00 per mile. Two inch overlay would be around $100,000.00 per mile. Single chip seal prices were, $20,000.00 a mile from Fahrner and $18,000.00 from Scott.

Road inspection will be on April 13, 2012.

A motion by Bruce Hokason and a second by Steven Tetzner to have Landscape Creations and Wreath Co. cut the grass around the Town Hall again at $50.00 a time. Motion carried. All ayes.

A motion by Steven Tetzner and a second by John Hartzell to appoint Mike Harvey to the Plan Commission Board. Motion carried. All ayes.
