Annual Meeting Minutes April 13, 1999
ANNUAL TOWN OF WASHBURN MEETING
MINUTES – APRIL 13, 1999
Annual meeting called to order at 7:00 P.M. by Chairman Miller in Town garage. Minutes of April 14,1998 were read. Motion by Shirley Haugen and a second by Johanna Mihalek to accept as read. Motion carried.
Discussed 1998 Audit Report. Motion by Ed Pajala and a second by Shirley Haugen to accept this report. Motion carried.
Jim Miller discussed the purchase of a tractor loader backhoe. Received comments from citizens. Motion by Bill Mihalek and a second by Tom Cogger to purchase a Cat loader backhoe. Motion carried by a raising of hands. Most voted yes. Four no votes.
There was a lot of discussion concerning blacktopping more Town roads. Also a poor job of blacktopping on South Maple Hill Drive.
Steve Bade, Chairman of the planning committee, reported on progress to date. He reviewed the letter sent out to all residents previously. Rocky Kavajecz commented on residence neatness in this plan.
Timm Retzloff asked for Town help in recreation area upkeep on the Olaf Kirsten property for which they have donated land usage for soccer. Motion by Steve Bade and a second by K. Russell that the Town furnish help for this recreation project. Motion carried.
Derek Brevak talked about his pit and feeling that he is being discriminated against.
Motion by Shirley Haugen and a second by Ed Pajala to have the next Annual meeting on the Tuesday following the election at 7:00 P.M. Motion carried.

Meeting Minutes April 7, 1999
APRIL 7,1999
Regular meeting called to order at 7:30 P.M. by Shane Wyzlic. Present Wyzlic, Mihalek, Tetzner, and Chapman. Absent Jim Miller. Also present Donald & Shirley Haugen, Joe Scholl, Jim Decth, Bob Pratt,Gary Maki, and Mike Lurndal of Fabco.
Minutes of March 3, 1999 were read and written copies given to Board Members. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.
Donna presented Treasurers report. Motion by Mihalek and a second by Wyzlic to accept. Motion carried.
Discussed road project using WI D.O.T. LRIP grant. Need to solicit bids.
Discussed proposals for the purchase of a loader backhoe tractor. Motion by Mihalek and a second by Wyzlic to recommend to the Annual meeting, the purchase of a Cat backhoe loader tractor. Motion carried.
Reviewed garage open house to be held after Annual meeting.
Gary Maki gave crew report. Finished mower tractor canopy, summer storage of plows, painting plows, Four Mile Creek Bridge removal and letting this work on bids.
Discussed request from contractor doing work on Highway 13 for 25,000 yards of sand from Wannebo Pit. Motion by Mihalek and a second by Wyzlic to deny request. Motion carried.
Discussed request from Century Tel utility for a two year resolution granting permission to bury or repair telephone cable on Town road right of way. Motion carried Motion by Mihalek and a second by Wyzlic to adopt. Motion carried.
Discussed tourism support.
Motion and a second to pay all current Town bills.

Meeting Minutes March 3, 1999
MARCH 3, 1999
Regular meeting called to order at 7:30 P.M. Present Miller, Mihalek, Wyzlic, and Tetzner. Absent Chapman. Also present Gary Maki, Joe Scholl, Jim Deeth, Dave and Sherri Cook. Also Mike Lurndal of Fabco Equipment.
Minutes of February 3, 1999 were read and written copies given to Board Members., Motion by Mihalek and a second by Wyzlic to accept. Motion carried.
Meeting notices were properly posted in the Daily Press and posted in three public places in the Town.
Treasurers report was presented. Motion by Wyzlic and a second by Mihalek to accept. Motion carried.
Jim Miller reported on Fire and Ambulance contract with City of Washburn. No action yet, as it is possible Barksdale may come in.
Jim Miller reviewed backhoe loader bids and specs. Asked questions of Mike Lurndal of Fabco.
Gary Maki gave crew leader report. New tires on loader, replace poor tire on grader, Eric Adams IS cutting popple and birch pulp on gravel pit “40” on Wannebo, add safety feature roll bar on mower tractor, and add safety valve on fuel tank container.
Will put road limits on Town roads when County posts County roads.
Motion by Wyzlic and a second by Mihalek to reaffirm snowmobile signing of Federal Forest Roads #251, #252, and #236. Motion carried.
Motion and a second to pay all current Town bills.

Meeting Minutes February 3, 1999
FEBRUARY 3,1999
Regular meeting called to order at 7:30 P.M. Present Miller, Mihalek, Wyzlic, Chapman, and Tetzner. Also Gary Maki, Joe Scholl, Jerry Haugen, Ed & Bea Pajala, Peter Lulich and Shirley Haugen.
Minutes of January 5, and January 12, 1999 were read and written copies given to Board members. Motion by Wyzlic and a second by Mihalek to accept. Motion carried.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Donna presented the Treasurer’s report. Motion by Mihalek and a second by Wyzlic to accept report. Motion carried.
Chairman Miller reported on ambulance and fire contract talks. No action taken yet.
Opened three loader backhoe bids: Cat. 416 TFT $59,488.00, Cat. 426 TFT $64,429.00, John Deere 410 E $64,500.00, and Ford New Holland 575E $55,000.00.
Gary gave the crew report, shop furnace, safety valve on fuel tank containers, truck repairs, and process of removing the three Four-Mile Creek bridges.
Jim reported on driveway standards received from Wisconsin Town’s Association. Also some- day possibly classifying Town roads as to use.
Ed Pajala commented on higher property taxes and presented figures from Washburn School explaining why Town of Washburn taxes went up so much. Also he wanted more meeting advertising.

Meeting Minutes January 12, 1999
JANUARY 12, 1999
Special Town Elector meeting called to order at 7:00 P.M. Present Tetzner, Miller, Mihalek, Chapman, Wyzlic, Gary Maki, Ed & Bea Pajala, and Shirley Haugen.
Meeting notices were properly posted in three public places in the Town and published in the Daily Press.
Purpose of meeting, to decide if Town should purchase a tractor loader backhoe.
Jim Miller also reported on Fire and Ambulance contract meeting with City of Washburn. No action taken.
Gary Maki stated reasons why he thought the Town should purchase a loader backhoe. Putting in culverts, loading salt and sand, and cleaning out ditches. Basically more efficiency. Motion by Ed Pajala and a second by Donna Chapman to postpone decision to purchase a loader tractor backhoe until Annual meeting. The Board will present their recommendations at that time. Motion carried.

Meeting Minutes January 5, 1999
JANUARY 5, 1999
Regular meeting called to order at 7:30 P.M. Present Mihalek, Wyzlic, Chapman, Tetzner, and Miller. Also present Gary Maki, Ed & Bea Pajala, Joe Scholl Jr., Tom Tibbits, Jodi Munson, Sue Medlin, Pat Sheridan, and Andy Okey.
Meeting notices were properly posted in the Daily Press and three public places in the Town.
Minutes of December 8, 1998 were read and written copies given to Board Members. Motion by Wyzlic and a second by Mihalek to accept as read. Motion carried.
Donna presented Treasurer’s report. Motion by Mihalek and a second by Wyzlic to accept.
Jim Miller reported on negotiations with Union concerning Town employees.
Motion by Mihalek and a second by Wyzlic to approve presented contract. Copy on file. A two year contract. Also to Pay 80 % of Health Insurance premiums.
January 1, 1999 Crew – $10.75 per hour
Crew Leader – $12.50 per hour
January 1, 2000 Crew – $11.25 per hour
Crew Leader – $13.00 per hour
Motion carried.
Gary Maki gave Town crew report. Fuel pump for truck, grader tire, Four Mile Creek Bridges, and used sander for truck.
Jodi Munson explained her animal shelter problems.
Pat Sheridan and Sue Medlin explained their problem with neighbors complaining about farming their ag zoned land in NE NE Sec 16-48-5.
Motion and a second to pay all current Town bills.
