December 30, 1986

Meeting called to order at 7:30 P.M. Present were, Pajala, Casey, Badura,  Tetzner, and Slusser. Minutes of December 4, 1986 were read. There being no additions or corrections they were accepted as read.

Bob Adams, Liz Sockness, Greg Melis, and Shirley Haugen were also present. With no special problems.

Discussed ATV ordinances. No solutions at present.

Discussed fire contract 2% dues with City of Washburn. Motion by Pajala and a second by Casey to pay last years 2% dues and the first year of the last 5 year contract as requested by City of Washburn. Motion carried.

Discussed wells drilled on town “40” for landf1ll monitoring outside of landfill boundaries. Received letter from Russ Fish of Wilhelm Engineering accepting blame for wells being drilled outside of landfill area but not resolving the problem. No action taken. Chairman will contact Gary Sherman, attorney.

Motion by Casey and a second by Pajala to furnish bond resolution to Bayfield County for Town Treasurer in the amount of $48,183.39. Motion carried.

Motion by Badura and a second by Casey to quit billing Andrews and Draughn for past due accounts and place in dormant account. Motion carried.

Motion by Casey and a second by Badura to have first real estate tax installment due on February 28, 1987. Motion carried.

Motion and a second to pay all current town bills.

Meeting Minutes December 4, 1986

December 4, 1986

Meeting called to order at 7:35 P.M. Present were Pajala, Casey, and Tetzner. Absent Badura and Slusser. Minutes of November 6, 1986 were read. There being no additions or corrections, they were accepted as read.

Discussed flood damage claims filed with the state and changes made to match invoices.

Discussed ATV ordinance, as our temporary ordinance expires December 1, 1986. Motion by Casey and a second by Pajala to extend present temporary ordinance to February 15, 1987. Motion carried.

Tom Dymesich, of City of Washburn appeared representing Washburn Fire Department concerning 2% Fire Insurance dues. Discussed the problem and he will get back to us.

Russ Fish of Wilhelm Engineering appeared concerning wells drilled on town of Washburn land without approval outside of 10 acre landfill area. The Town of Wash burn’s concern was that the blame was placed by Wilhelm Engineering on Town of Washburn officials. Discussed problems and Mr. Fish will be at our January 1987 meeting.

Budget Hearing. No one showed up. Motion by Pajala and a second by Casey to approve $24,565.00 in General fund and $106,925.00 in Highway fund. Motion carried.

Motion by Pajala and a second by Casey that Town Caucus be Saturday, January 24, 1987 at 2:00 P.M. Motion carried.

Meeting Minutes November 6, 1986

November 6, 1986

Regular meeting called to order at 7:35 P.M. Present were, Pajala, Casey, Badura, Slusser, and Tetzner. Minutes of October 2, 1986 were read. There being no additions or corrections, they were approved as read.

Walt Hovey, from Washburn Fire Department, was present to discuss fire contract. Also Liz Sockness and Tim Retzloff were present.

Motion by Badura and a second by Pajala to approve Fire Contract with City of Wlashburn beginning July 1, 1986, a five year contract. Motion carried.

Motion by Pajala and a second by Badura to settle or compromise on Birkholz gravel bill of $100.80 for $50.00 and town remove excess gravel in the spring. Motion carried.

Motion by Badura and a second by Casey to send final bill to five persons with old bills and if not paid by December 1, 1986 it will be filed in small claims court. Motion carried.

Albert Z1fko appeared concerning town putting up snow fence on his property.  A reasonable compromise was reached.

Jeff Casey reported on flood damage claims in the amount of $23,102.67. The state is allowing $17, 000.00. The reports are complete and ready to mail in.

Meeting Minutes November 5, 1986

November 5, 1986

Budget meeting called to order at 7:45 P.M. Present were, Pajala, Badura, Casey, Tetzner, and Slusser. Minutes were dispensed with. General fund budget was gone over. Highway fund was gone over. Tentative budgets were reached in line with anticipated income. Final budget hearing will be December 4, 1986.

Fire Department contract with City of Washburn was discussed.

Meeting Minutes October 2, 1986

October 2, 1986

Meeting called to order at 7:30 P.M. Present were, Pajala, Casey, Slusser, and Tetzner. Badura absent. Also present were, Joe Gerwood, Chuck Groves,  Bob Adams, Peter & Liz Sockness, and Tom Cogger.

Minutes of September 4, 1986 were read. There being no additions or corrections they were accepted as read.

Joe Gerwood reported on school bus routes and snowplowing in the winter.

Discussed ATV route problems. Motion by Pajala and a second by Casey to extend present temporary ATV ordinance another 60 days. Motion carried.

Chuck Groves discussed his driveway, culvert and Military Road condition.

Discussed forest service plan to rebuild forest road #251 past Long Lake, and town’s objection to tearing up old blacktop.

Discussed painting center lines on town roads. Will not do anything this fall because of cost and cold weather.

Meeting Minutes September 4, 1986

September 4, 1986

Meeting called to order at 7:30 P.M. by chairman Pajala. Present were, Pajala, Badura, Casey, Slusser, and Tetzner. Also Chuck Groves of C-Side and Loren Craker of Nelson Surveyors.

Minutes of August 7, 1986 were read. There being no additions or corrections they were accepted as read.

Chuck Groves brought up having a culvert put in his driveway on town road.

Discussed and heard questions and answers given to and from Gary Sherman attorney, concerning herbicide spraying and town board vacancies.

Motion by Badura and a second by Casey to allow Wisconsin Bell to cross Zifko Road between Sec. 7 & 8 48-5. Motion carried.

Jeff Casey reported on the ATV committee findings. Much discussion over committee writing letters to property owners on town stationary.

Discussed employees health insurance payments and wages.

Motion by Badura and a second by Casey to raise wages of each employee .25 an hour as a cost of living raise. Motion carried. Retroactive back to April 1, 1986.

Motion by Badura and a second by Casey to continue paying Alonzo Harvey’s insurance premium as in the past and if Leland Harvey doesn’t have an insurance policy, we will continue to pay him $20.00 per month, but subject to Social Security and withholding. Motion carried.

Discussed painting yellow markings on black top roads.

Motion by Casey and a second by Badura to have a three member election board for the September 9, 1986 primary. Motion carried.

Meeting Minutes August 7, 1986

August 7, 1986

Meeting called to order at 7:35 P.M. by chairman Pajala. Present were, Pajala, Casey, Badura, Tetzner, and Slusser. Also present were, Joe Gerwood, Greg Melis, Bob Adams, and Steve Bade.

Minutes of June 30, 1986 were read. There being no additions or corrections, they were accepted as read.

Joe Gerwood brought up washouts on Maple Hill Drive by his place needing repairs.

Greg Melis inquired about spraying done in the Long Lake area by Nekoosa. Much discussion. Also about present ordinance and changing it.

Steve Bade brought up grading on Maple Hill Drive being badly needed as roads are rough and good gravel is going in the ditch.

Motion by Badura and a second by Casey to have our attorney look into our present spraying ordinance and possibly changing it to be more broad. Motion carried.

Jeff Casey reported on the ATV committee meetings.

Bob Adams and Greg Melis commented on meeting dates and meeting notice publishing.

Motion by Badura and a second by Casey to approve holding tank for Dianne Holman in SW NW Sec. 8-48-5. Motion carried.

Motion by Badura and a second by Casey to hire Glen Cook to hook up the furnace in the town hall. Motion carried.

Motion by Casey and a second by Badura to do repairs recommended by bridge inspection. Motion carried.

Discussed employee work habits and decided to send a warning letter to Leland Harvey specifically regarding Article 14 in personnel policy.

Motion by Badura and a second by Pajala to send Shirley Haugen a letter of thanks for the flowers in front of town hall.

Motion and a second to pay all current town bills. Motion carried.

Meeting Minutes June 30, 1986

June 30, 1986

Meeting called to order at 7:45 P.M. by chairman Pajala. Present were, Pajala, Badura, Tetzner, Slusser, and Casey. Also present were, Harold Peterson, Anders Hokanson, Joe Scholl Jr., Leland Harvey, Alonzo Harvey, Mike Sorenson, Jim Deeth, Signa and Charles Groves, Joe DeRasmi, and Ronald Bartholomew.

Minutes of June 3, 1986 and June 26, 1986 were read. There being no additions or corrections there was a motion and a second to accept as read. Motion carried.

Ed Pajala read the resolution on ATV travel as drawn up by Gary Sherman. He asked for more input from people present on the ATV issue. Main issue is why road past Bob Adams is closed and the first 1/4 mile of Maple Hill Drive.

Motion by Casey and a second by Pajala to change and pass ATV ordinance with all town roads open except Maple Hill Drive from Hokanson Road intersection to Albert Roy’s corner, then north to Pete Sockness Corner, then East to Church Corner Road. Motion carried with all three votes. Copy on file.

Bob Olson appeared concerning an access road from his pit out to County C in Sec. 36. Also upkeep on present road. He offered to do his share.

Anders Hokanson appeared concerning a replacement culvert at Church Corner Cemetary.

Motion by Pajala and a second by Casey to appoint the following people to a committee to find an alternate ATV route and report back to the town board at their August meeting. Mike Sorenson, Richard Kluge, Peter Sockness, Tom Cogger, Steve Terry, Joe Gerwood, Dick Mihalik, Ron Bartholomew, Charles Groves, Joe Scholl Jr., and Jeff Casey. Motion carried.

Motion by Pajala and a second by Casey to accept Baillie Oil Co. offer to sell us an underground gas tank for $1.00. Motion carried.

Motion by Pajala and a second by Badura to accept the ambulance contract with City of Washburn for $1500.00 for a 1 year contract. Motion carried.

Motion by Pajala and a second by Badura to table action on employee wages. Motion carried.

Motion by Pajala and a second by Casey to pay City of Washburn 4,723.57 for a year term of Fire Protection and negotiate the five year contract and 2% dues. Motion carried.

Public meeting was called to order at 7:30 P.M. by chairman Pajala. Purpose to receive public input on the use of ATV’s on town roads.He gave tentative rules for the meeting and explained that legally the final decision would be made by town board.

Several letters were read from property owners not in attendance. Comments were received from practically everyone ranging from being completely for all town roads being open to ATV travel to being completely in favor of all roads closed to ATV travel. Final discussion concerned the town board appointing a committee to try to resolve this problem. Everyone was in favor of this and several people volunteered. Mike Sorenson, Joe Gerwood, Dick Michalik, Richard Kluge, Peter Sockness, Tom Cogger, Steve Terry, Ron Bartholemew, Jeff Casey, and Joe Scholl Jr.

Motion by Casey and a second by Badura to close the public meeting. Motion carried. Badura suggested we open all roads. No response.

Motion by Casey and a second by Pajala to have a 90 day temporary ordinance drawn up by Gary Sherman to open all roads in the town to ATV travel except Maple Hill Drive from Gary Bitzer Corner West to Albert Roy’s corner, North to Peter Sockness Corner, East to Church Corner Road. Also from County C past Bob Adams to Church Corner Road. All in favor, Casey and Pajala. Against, Badura.

Jim Skerik, Bob Adams, and Greg Melis appeared concerning paper mill road binder on town roads. They are against it.
