REVENUE SHARING HEARING

Meeting called to order at 7:45 P.M. Present were, Pajala, Badura, Tetzner, and Slusser. Casey absent. Federal Revenue Sharing amount of $1624.00 was collected in 1984. Motion by Badura and a second by Pajala to use this $1624.00 for Fire signs. Motion carried. Revenue Sharing Hearing adjourned at 8:00 P.M.

Budget hearing called to order at 8:00 P.M. Motion by Pajala and a second by Badura to approve Highway Budget in the amount of $101,900.00. Copy on file. Motion carried. Motion by Badura and a second by Pajala to approve General Fund budget of $17,100.00. Copy on file. Motion carried. Motion and a second that Budget hearing be closed. Motion carried.

Minutes of November 1, 1984 were read and there being no additions or corrections a motion by Badura, and a second by Pajala to accept as read was made. Motion carried.

Motion by Pajala and a second by Badura that we recommend to landfill commission that we close the landfill on or before 7-1-1999. Motion carried.

Motion by Pajala and second by Badura to allow operators to Plow driveways of people who owe over $50.00 if they have made arrangements to pay at least 15% a week. First payment must have been received to plow. Motion carried.

Motion by Pajala and a second by Badura that town caucus be held Saturday January 19, 1985 at 2:00 P.M. Motion carried.

Motion by Pajala and a second by Badura that Karen Bade, Sandra Raspotnik, Patsy Tetzner, Thomas Webner, Melvin Faulkner, Joan Cook, and Elaine Johnson be appointed to be poll workers for two year term. Motion carried.

Motion by Pajala and a second by Badura that Pajala notify Ken Swanson, Constable, that after January 2 1985 he would no longer have any powers unless so directed by the board. Motion carried.

Motion and a second to pay all current town bills.

Meeting Minutes November 1, 1984

November 1, 1984

Meeting called to order at 7:30 P.M. by chairman Pajala. Present were, Casey, Badura, Slusser, Tetzner, Leland Harvey, and Alonzo Harvey.

Minutes of October 4, 1984 were read. There being no additions or corrections motion by Casey and a second by Badura to accept as read. Motion carried.

Discussed Alonzo Harvey’s sick leave and his present illness. Thinks he can go back to work.

Discussed different names for emergency snow plow operators.

Federal Revenue Sharing hearing set for Tuesday November 20, 1984 at 7:30 P.M.

Discussed appointing election officials.

Motion and a second to pay all current town bills.

Meeting Minutes October 4, 1984

October 4, 1984

Meeting called to order at 7:30 P.M. by chairman Pajala. Present were, Tetzner, Casey, Badura, and Slusser. Also present were, Robert Adams and Greg Melis concerning herbicide spraying.

Minutes of September 5, 1984 were read and there being no additions or corrections were accepted as read.

Discussed roadside herbicide spraying by power companies and also discussed resolution passed on May 4, 1978 prohibiting roadside spraying. Copy of resolution was passed around. Motion by Badura and a second by Casey that copies be sent to Bayfield Electric Co-op, Northern States Power company, Department of Natural Resources Brule, Wisconsin, and Wisconsin Bell. Motion carried.

Discussed Fire Signs.

Pajala reported on Land Fill meeting with City of Washburn and Town of Bayview.

Motion by Casey and a second by Badura that chairman sign permit for Wisconsin Bell to bore a hole in Sec 9-48-5. Motion carried.

Discussed clean up of Town Hall yard. Discussed purchase of lawn mower.

Discussed unpaid snowplow and gravel bills. A letter stating no more plowing until paid, will be sent.

Motion by Badura and a second by Casey to give Kathy Martin a $15.00 refund for overpayment of snowplow bill.

Motion and a second to pay all current town bills.

Meeting Minutes September 5, 1984

September 5, 1984

Meeting called to order at 7:30 P.M. by chairman Pajala. Present were, Tetzner, Casey, Badura, and Slusser. Also present Bob Adams and Greg Melis concerning roadside spraying by Power companies.

Minutes of August 2, 1984 were read and there being no additions or corrections were accepted as read.

Motion by Casey to check with power companies if any herbicides are being used in the Town of Washburn this fall. If so ask for a temporary ban. Second by Badura. Motion carried.

Motion and a second to have the Election Board for the September 11, 1984 election reduced to three. Motion carried.

Discussed snow plow bills that haven’t been paid.

Motion and a second to pay all current town bills.

Meeting Minutes August 2, 1984

August 2, 1984

Meeting called to order at 7:45 P.M. by chairman Pajala. Present were, Casey, Badura, Tetzner, and Slusser. Also present were, Adams, Shirley Haugen,  and Lester Westling.

Minutes of July 5, 1984 were read and there being no additions or corrections were accepted as read.

Lester Westling appeared concerning a DNR order to remove the dam on Four-Mile Creek. Much discussion as what to do.

Motion by Casey and  a second by Badura to accept bid of $60.00 per bridge for inspection by Plesh Engineering of Sheboygan, Wisconsin. The low bid. Motion carried.

Discussed accident claim from CNA Insurance Company for Roberta Kehoe on McKinley Road. Decided to inform Insurance Company town is not at fault.

Discussed request from Rocky Kavajecz for a permit to move a house on Engoe Road. Permit granted if O.K.’d by Insurance Company.

Motion by Pajala and a second by Casey to pay registration fee of Wisconsin Town’s Association for annual convention in Appleton, Wisconsin for Assessor, Philip Tetzner. Motion carried.

Motion by Casey and a second by Badura to authorize Ashland Construction to dump fill dirt on town roads. Motion carried.

Discussed Fire Signs. Motion by Pajala to go ahead after checking things out. Second by Casey. Motion carried.

Motion by Casey and a second by Badura to pay $25.00 for all town officers to attend short course on town law in Ashland. Motion carried.

Meeting Minutes July 5, 1984

July 5, 1984

Meeting called to order at 7:45 P.M. by chairman Pajala. Present were Casey, Tetzner, and Slusser. Minutes of June 7, 1984 were read and there being no additions or corrections were accepted as read.

Resignation of Darrel Olson, supervisor, was received as of June 3,1984. Motion by Casey and a second by Pajala to accept. Motion carried.

Only one written application was received, from Larry Badura. Motion by Pajala and a second by Casey that Larry Badura be nominated. Motion carried and there being no other nominations, nominations were closed.

Motion by Pajala and a second by Casey to appoint Larry Badura as Supervisor. Motion carried.

Leland Harvey and Alonzo Harvey were also present at the request of the board to answer questions concerning rebuilding Andrus Road.

Laddie Janicek, chairman of Town of Bayview appeared concerning hauling on town road. Particularly Big Rock Road. Problem is Bob Olson hauling top dirt from Elmer Kainu to Bob Olson’s property in town of Washburn. Who will repair damage done to town roads? Decided to set up a meeting with Bob Olson trucking, C W Trucking, Town of Washburn and Town of Bayview to try to work out solution.

Motion and a second to pay all current town bills.

Motion and second to buy and put up two curve signs on Sioux River Curve on Wannebo Road.

June 7, 1984

Meeting called to order at 7:35 P.M. by chairman Pajala. Present were, Casey, Tetzner, and Slusser. Minutes of May  3, May 17, and May 31, 1984 were  read and there being no additions or corrections were accepted as read.

Motion by Pajala and a second by Casey to renew ambulance contract with City of Washburn from July 1, 1984 to July 1, 1985 for $1500.00. Motion carried.

Motion by Casey and a second by Pajala to approve the application of Signa Groves for a Class B Combination Liquor License at $150.00. Motion carried.

Motion and a second to pay all current town bills.

Special meeting to interview Treasurer applicants called to order at 7:10 P.M. with Pajala, Badura, Casey, and Tetzner present. Applicants received. Robert Adams, Winnie Day, Donna Chapman, Kathleen Ekholm, Laura Harvey, Charlotte Michalek, Sandra Raspotnik, Sandra Reynolds, Faye Slusser.

Laura Harvey and Winnie Day withdrew their names.

Motion by Casey and a second by Pajala to appoint Larry Badura temporary supervisor for this meeting. Motion carried.

Motion by Pajala and a second by Casey to go into closed session for the purpose of interviewing Treasurer applicants, Statute 19.85C. Vote: Pajala – yes, Casey yes, Badura yes.

7:10 P.M. Bob Adams, first applicant taped interview.

7:20 P.M. Donna Chapman, second applicant – taped interview.

Kathleen Ekholm, third applicant did not show up for interview

7:50 P.M. Charlotte Michalik, fourth applicant – taped interview.

8:10 P.M. Sandra Raspotnik, fifth applicant – taped interview.

8:20 P.M. Sandra Reynolds, sixth applicant – taped interview.

8:30 P.M. Faye Slusser, seventh applicant – taped interview.

Reviewed interviews: Motion by Pajala and a second by Badura to go out of closed session and into open session. Motion carried.

Motion by Badura and a second by Pajala to each vote for three on first vote, then for two. Motion carried.

Meeting Minutes May 17, 1984

May 17, 1984

Meeting called order at 7:30 P.M. with Pajala, Tetzner, and Casey present. Bob Olson also present. Purpose of meeting to open gravel bids. Bids received from C & W Trucking $8.75, Bob Olson & Co. $7.75, Ashland Construction $7.97 per yard. Motion by Casey and a second by Pajala to accept low bid of $7.75 from Bob Olson & Co. pending acceptance of test load to be dumped on town road Saturday May 19, 1984. Motion carried.

Application of Signa Groves of C-Side Inn for Class B liquor license was presented to the board.

Motion by Pajala that a special meeting be held May 31, 1984 at 7:00 P.M. to interview and appoint treasurer, second by Casey. Motion carried.

Motion by Pajala that if Darrel Olson cannot attend this meeting, Robert Adams be appointed temporary supervisor if he withdraws his Treasurer application. If not, Larry Badura be appointed. These names are from last town election tally sheet. Second by Casey. Motion carried.

BOARD OF REVIEW

Met at 10:00 A .M.  Present were, Pajala, Tetzner, Grupstra and Anselle Hokanson. Grupstra and Hokanson were sworn in as official Board of Review  members.  Assessment roll was looked at and no objections were noted. No one else appeared. Adjourned at 4:00 P.M.
